Information and analytical center in the context of development of modern technology of scientific communication

The purpose of the article is to identify the specifics of the information and analytical center of a highereducational institution in the context of the development of modern technology of scientific communication in Ukraine. Methodology. The article uses a cognitive approach to the concept of “information and analyticalcenter”, which allowed us to identify its basic essential characteristics and determine the principles offunctioning and development of the information and analytical center as a project group, the activity of whichis aimed at the evolution of information support of domestic science and education, as well as the formationInformation culture skills of employees, students and faculty of universities. In the context of the specifics ofthe study, general scientific methods were applied, in particular, analogies, abstractions, system analysis, aswell as an informational, descriptive method and a theoretical generalization method. Scientific novelty. Thespecifics of the activities of the information-analytical center as a structural unit of the university; traced thetransformation of the library of a higher educational institution into an intellectual center; traditional andinnovative functions, directions, as well as methods of this project group, were identified and analyzed; Theperspective of the functioning of the university’s information and analytical center in the domestic socioculturalspace is described. Conclusions. A study of the specifics of the information and analytical center of a domestichigher educational institution of the XXI century revealed that the implementation of organizational andmethodological support and the use of innovative technologies in the process of managing the scientific andeducational activities of a university, in particular, the introduction of innovative methods and informationtechnologies, the formation of a register of structural units, scientific groups and individual scientists, aswell as calculating their ranking, cataloging journals, identifying groups of scientists with excellent potentialand competencies, etc., in order to optimize the management of the scientific potential of the university andincrease its rating and publication activity – a priority result for these project groups. The development ofmodern technologies of scientific communication on the basis of the information and analytical center ofa higher educational institution is positioned as a promising trend - libraries of domestic universities areconstantly improving their own services in order to develop information infrastructure, positive changes, andadequately provide research results.Keywords: information and analytical center, higher educational institution, science, modern technologies,publication activity.

Principles and Significance of Criminal Policy in the Field of Crime Prevention in the Educational Environment

The modern domestic education system is developing and improving. At the same time, it often remains unprotected from various kinds of threats and dangers of a criminal nature. Of particular concern is the criminality of students, who, as practice shows, often commit illegal acts directed against other participants in educational relations. It seems that the formation and development of criminal policy in the field of prevention of all existing criminal phenomena in the field of education has an important preventive potential in this aspect. In this article, the author reveals the general and special principles of criminal policy in this sphere of public relations. The author refers to the general principles of legality, justice, humanism, equality of citizens before the law, democracy, as well as the principle of the inevitability of responsibility in the implementation of criminal policy. In turn, the special principles of criminal policy in the field of crime prevention in the educational environment include: the principle of matching tasks, powers and resources; the principle of the proactive nature of strategic decisions; the principle of scientific; the principle of complexity; the principle of compliance with morality; the principle of purposefulness; the principle of combining unity of command and collegiality. The analysis of the implementation of these principles has shown that at present, oddly enough, they are often violated during the implementation of criminal policy. However, the author believes that such violations are inevitable, since, in an effort to comply with one principle, the state to a certain extent violates the second one. In general, the criminal policy is reflected primarily in the existing normative legal acts. The analysis of these acts shows that at the present time a lot of attention is paid to the criminal policy in the field of education, but there is still no unified state strategy for the development of this area. The main goal of criminal policy in the field of crime prevention in the educational environment, according to the author, is to influence criminal phenomena by developing theoretical ideas aimed at countering and preventing crime. The author notes that the modern criminal policy of Russia is formed in two directions. The first direction is to improve legislation, and the second direction implies the formation and improvement of criminology, which reveals the nature of the grounds of crime and develops measures to prevent it. It seems that the development of these areas, as well as other scientific research in the field of criminal policy in the field of crime prevention in the educational environment, will contribute to the development of a unified state system for the prevention of all existing criminal phenomena in the field of education.

FOREIGN LANGUAGE TRAINING OF STUDENT YOUTH IN THE EUROPEAN UNION: ANALYSIS OF SOME RESEARCHES

The article presents a theoretical generalization of the researches on the problem of foreign language training of student youth in the European Union. Today in the institutions of higher education of Ukraine there is a tendency to intensify the foreign language training of each applicant for higher education. Among the many aspects in the content of education, foreign language training of higher education in Ukraine focuses on itself special attention. At the same time, it was found out that currently in Ukraine there is a complex multi-level contradiction of the following nature: The European Union prepares graduates of schools that speak a foreign language at the B2 level, and Ukrainian pedagogical higher education institutions graduate students who do not speak a foreign language at the B2 level; Ukrainian schools require from students B2 level which their teachers do not have, and therefore, in a sense, Ukrainian students may be more competent than their teachers, which is unacceptable. The analysis of foreign language training of student youth in the European Union allowed the authors to identify the achievements and features of foreign language training of student youth in some European countries in order to outline the required by the domestic education system trends in foreign language training at higher education institutions. The authors of the article analyzed the professional training of future foreign language teachers in such European countries: Germany, Poland, Slovakia, France, Italy. It was found out that such training is thoroughly researched by Ukrainian comparative scientists and is gradually introduced into the domestic system of higher education.But taking into account such tasks, problems and challenges facing Europe and Ukraine in the field of foreign language education, as well as permanent forms of cooperation within the Bologna Process, the prospects for further research the authors see in a deeper study of the process of reforming foreign language education, which brings obvious benefits to Ukrainian higher education.

Biophilosophy as an optional subject in the training of future medical students

The study is relevant due to the importance of using the methodological apparatus of biophilosophy as a component of training of future medical students, and the structure of biophilosophical knowledge - as a specific toolkit of the educational process with the focus on forming worldviews of the individual. This requires understanding the multi-vector development of a competent specialist and determining the interdisciplinary status of biophilosophy at the intersection of biology and philosophy. Society is becoming increasingly human-centric: individual development of the individual in today's conditions is, on the one hand, a decisive indicator of civilizational progress, and on the other - the main prerequisite for further progressive development of society. Conceptual and methodological approaches to the formation of the worldview of the future specialist in higher education require actualization of methodological, value-forming and worldview functions of philosophy, in particular - biophilosophy, in the context of postmodern sociocultural reality taking into account the humanization and humanitarianization of domestic higher education. Today's applicant - soon a specialist in any field of social production, has the opportunity to become a philosopher of their education, as the worldview problems of modern education are solved by real educational practice, in particular - the ability to choose a large number of optional subjects. The status of humanities, in particular - philosophical knowledge in the modern domestic institution of higher education (IHE) is low, which is explained primarily by the tendency to enlarge universities and focus on narrow specialization, which significantly reduces the humanities component of education. Accordingly, the problems of humanization and humanitarianization of domestic higher education are exacerbated specifically - in the process of training future medical professionals. The key idea of the article is that biophilosophy as a subject offered for teaching in higher medical institutions of the country should today and in the future pragmatically take into account the need for the profession to form a humanistic worldview and humanitarian awareness.

ACTIVITIES OF THE INSTITUTE OF VOCATIONAL EDUCATION AND TRAINING OF NAES OF UKRAINE IN THE CONDITIONS OF MODERN CHALLENGES

The relevance of the study is conditioned by the need to promote the results of scientific, educational, information-analytical, advisory activities of the unified scientific institution in Ukraine that provides scientific and methodological support to domestic vocational and professional pre-higher education, which is in a state of reform. Purpose: to characterize the current challenges and risks for the system of professional and vocational pre-higher education, highlight the main results of the Institute of Vocational Education and Training of the National Academy of Educational Sciences of Ukraine (hereinafter: institute of VET of NAES of Ukraine) in 2021 and prospects for its further development. Methods: theoretical (analysis, synthesis, generalization); empirical (study of legislative and regulatory documents in the field of vocational and professional prehigher education, analysis of the results of structural units of the institute of VET of NAES of Ukraine and materials published on its official website and the website of the professional journal "Professional Pedagogy"). Results: The Institute of Vocational Education and Training of the National Academy of Educational Sciences of Ukraine is presented as a single scientific platform that provides scientific and methodological support for the modernization of modern vocational and professional prehigher education; conducts research on issues relevant to vocational and professional higher education; develops and implements pedagogical innovations in educational institutions (concepts, methodological systems, methods, technologies, etc.); carries out innovative educational activities of different levels; prepares highly qualified personnel for vocational, professional pre-higher and higher education in the specialties 011 Education. Pedagogy and 015 Vocational education (by specializations); is engaged in publishing, information-analytical and expert activities; actively develops international scientific relations, participates in international scientific and educational projects; systematically implements the principles of predictability, academic freedom, integrity, student-centeredness. The main challenges and risks in the activities of the scientific institution are described, its current tasks and ways to solve them are identified. Conclusions: the main challenges to the system of vocational education are described (strengthening of world integration processes, rapid development of digitalization, nationalization, greening, internationalization of professional training of future specialists in developed countries); the risks caused by them are analyzed (centralized and bureaucratized management system in the field of scientific and technical activities; insufficient funding for socio-humanitarian research; low wages of research and teaching staff; reduced prestige of vocational education; underdevelopment of dual education). Based on the analysis of the institute of VET of NAES of Ukraine in 2021 promising areas for further development of scientific institutions are identified (basic and applied research, strengthening the principles of academic integrity; improving educational programs for Masters and Doctors of Philosophy; introduction of modular programs of professional development of pedagogical workers of institutions of vocational and professional pre-higher education); development of corporate culture of the institute and its international activities); the main tasks of the scientific institution are outlined (ensuring the quality of vocational and professional higher education; promoting the development of public-private partnership; improving the system of training teachers in the field of vocational education and training, etc.).

Trajectories of Education Development: from 1960s to 2000s

The article is devoted to the analysis of the formal and substantive aspects of the development of education in the process of forming a single European educational space. The formal conditions for the integration of education (the development of common quality criteria, the choice of educational trajectories, the mobility of students and teachers) were considered by default as arising from the European concept of individual rights and freedoms. The content of education in the post-industrial era, when society refuses to impose strict value and behavioral imperatives on the individual, is aimed at ensuring a level of autonomy of the subject that would allow him not only to realize his creative potential, but also to determine his life goals and meanings. In this regard, an important task is to develop the theoretical and conceptual foundations of the leading trends in the transformation of the educational system - personalization, autonomization of the subject, the introduction of projective techniques, recognition of the leading role of creative activity. The conditions for Russia's entry into the Bologna process and the thesis about the alienness of the standards introduced in this regard for national education are analyzed. It is shown that the cognitive foundations of design and creative activity, as well as the ideas of intellectualization of education, developed in the 1960s in Russian philosophy, psychology and pedagogy, can be used as methodological foundations for reforming Russian education. The possibilities of using the activity paradigm as a conceptual framework for developing a teaching methodology, a methodology for the formation of critical thinking and project activity are shown. This allows us to conclude that there is still variability in the trajectories of the development of domestic education, which can be based both on methodological and technological advances, as well as cultural and anthropological perspectives.

A Cross-Cultural Study on the Capability Development Difference of Educational Management Technology in China and the West

Abstract Against the background of “Internet plus,” western countries have taken a lead in modernizing educational management technology to fit the times. The application of education management technology in China is in a period of rapid development. There are certain differences between China and western countries. In order to adapt to the intelligent trend of contemporary education management reform and improve the national macro education management level, there should be cross-cultural thinking on the differences in the development of educational management technology capabilities between China and the West. Based on the literature analysis of Chinese and Western education management technology and education management theory, and based on the research data of 8 domestic colleges and universities education management technology, we explored the development differences between China and the West in teaching evaluation, multimedia teaching, and teaching decision-making. The results showed that ideology, national conditions and technology are the main influencing factor of the differences in the development of educational management technology capabilities between China and the West. We need to create a cross-cultural education concept conflict, cross-cultural perspective to re-plan the teacher’s positioning, and fundamentally change the concept of teachers to accept Western education management models in China. The application proportion of education management technology should be allocated based on the actual teaching situation, to increase the teaching utilization rate of multimedia equipment, and reduce unnecessary multimedia teaching. Data-driven intelligent teaching decision-making technology should be developed to guide teaching behavior scientifically and efficiently. Finally, we should construct a modern management system in line with national conditions, as well as narrow the gap between Chinese and western educational management.

FORMATION OF HEALTH'S SUSTAINABLE COMPETENCE AS A DIRECTION OF ACHIEVEMENT OF SUSTAINABLE DEVELOPMENT GOALS

The article reveals the urgency of the issue of health competence as a necessary condition for a healthy and safe life, which should contribute to the achievement of global goals of sustainable development of society. Emphasis is placed on the mission of education in the formation of the foundations of sustainable development, its functional purpose, content and effectiveness. Attention is drawn to the need to reorient domestic education towards sustainable development, in which the fourth component is defined as quality education. The normative-legal documents in the field of education are analyzed, which direct the educational process to the need for a holistic approach to the formation of health-preserving competence, indicate the need for a new understanding of the role of health, which will enable every citizen to live a full life. It is noted that the State Standard sets the competence approach as a system-forming factor in the development of personal qualities of students and the formation of a positive attitude to human health, pays attention to educational areas that provide health-oriented educational process. The study specifies the essence of the terms "health", "health", "competence approach", "health competence". It is noted that the established health competence of the graduate of the educational institution enriches the complex development of his personality on the basis of sustainable development of society. Emphasis is placed on innovative approaches to combining economic, social, health and environmental platforms to address pressing societal issues in a balanced way.

PROBLEMS OF SEXUAL SOCIALIZATION OF STUDENT YOUTH IN THE LIGHT OF “STANDARDS OF SEXUAL EDUCATION IN EUROPE”

In the late 20-th – early 21-st centuries in society under the influence of globalization and informatization there were dramatic changes in the field of sexual values of domestic youth: pluralism and tolerance in relation to sexual life; autonomization of adolescent and youthful sexuality from external forms of control; commercialization of sex (prostitution, pornography, eroticization of advertising, etc.); rehabilitation of unproductive forms of sexuality; legalization of same-sex love; etc. There was a need to radically improve the theoretical and practical solution to the problems of sexual socialization. The first step towards the implementation of this goal was the adoption by the European Union in 2010 of the “Standards of Sexual Education in Europe”, which marked the beginning of the creation of a regulatory framework for sexual socialization of pupils and was to promote a holistic system of sexual education and provide children and young people with objective, scientifically reliable information about all aspects of sexuality.
 The aim of the article: Based on the analysis of “Standards of Sexual Education in Europe” to prove the need and relevance of the introduction in educational institutions of Ukraine sexual socialization of the school children, to indicate the main steps in the implementation of the best foreign experience in light of the recommendations of this document. The article points out the Standards’ emphasis on the mistakes of traditional sexual socialization, which tried to misgive the youth associative relationship between sex and danger, focusing on the potential risks of sexuality. The article on a large array of research material shows the low level of sexual education and sexual culture of Ukrainian schoolchildren, noted factors that hinder the introduction of sexual education courses recommended by WHO for all European countries.
 The article on the experience of educational systems of the European Union emphasizes the positive aspects of the introduction of systematic courses of sexual education into the domestic education system. A detailed study of the “Standards of Sexual Education in Europe” and the study of the staging of sexual socialization in foreign countries gave the authors the opportunity to justify the need to use a number of elements of foreign experience in Ukraine. The article defines criteria for assessing the successful implementation of sexual socialization: sexual issues are considered and discussed openly as a positive, integrative part of health; sexual education programs must be adapted to the specific needs and realities of the respective country; there is state support for measures on sexual socialization; sexual socialization takes into account the gender aspect; mandatory linkage of sexual socialization to premarital training of schoolchildren and responsible parenthood; partnership of schools and families, government and non-governmental organizations, various consulting centers in solving the problems of sexual socialization of schoolchildren, etc.

ОСВІТА ДОРОСЛИХ У КОНТЕКСТІ ІСТОРІЇ САМОРЕАЛІЗАЦІЇ УКРАЇНСЬКОГО СОЦІУМУ (ІІ ПОЛ. ХІХ – 20-ТІ РР. ХХ СТ.)

The article focuses on the important issue concerning the development of non-formal education in connection with self-realization of Ukrainian society from the latter part of the 19th century to the 1920s. It is underlined that in this period lots of educational institutionswere opened (lyceums, gymnasiums, universities), as well as scientific organizations and public libraries and that was a significant contribution to the development of education since this was followed by the enriching of educational resources, increasing the numberof educational opportunities and public interest in education. The article reveals the main direction that the adult education of that time was led by – it strove to find correlation between the maintenance and innovative learning. The connection of different aspects (state formation, socio-political, national, moral and religious life of Ukraine) with the education of that time is described in the article. On the basis of the study and analysis of archival sources, documents, scholarly literature and periodicals it is found out the priority of trends in adult ducation, the gradual determination of their nature and focus on sociocultural conditions, philosophy of education as characteristics of society self-realization, organizational and pedagogical peculiarities of the problem. The history of adult education is investigated in the article, as well as its influence on pedagogical, psychological, social, cultural, historical problems of our time. The study of the adult education history makes contribution to scholarly and theoretical research, the development of education. It is highlighted that the genesis of the problem reveals the democratic, humanistic indicators of the education basics of the Ukrainian mentality. Humanistic aspect of the matter is singled out and it is intensified in connection with the study of experience aimed at defining man as the highest value. It is determined that the principles of non-formal education should focus on the current state of society, its national and cultural characteristics. The important task of the adult educational process is to take into account the trends of domestic education instead of adopting foreign ideas, because during the learning process it will help to take into account certain features within our mentality.

Религиозность студенческой молодежи Ульяновского государственного педагогического университета: опыт социологического исследования

Presented is analysis of religiosity of students of the Ulyanovsk State Pedagogical University, by which the author understands a complex category that includes religious and confessional self-identification, a set of institutional religious ideas, the degree of involvement in real religious practice and syncretic formations that arose in the course of interfaith and intercultural interaction. The empirical base of the study was made up of materials from a mass Internet survey, in which 1316 people took part — students studying in various specialties. The choice of students of the Ulyanovsk pedagogical university as an object of research is due to the specificity of the world outlook of student youth, the strengthening of the role of religion in the system of domestic higher education in the last decade, as well as the specificity of the Ulyanovsk region in ethno-confessional terms. In terms of confessional affiliation, 68.2% identified themselves as Christianity, 15.7% as Islam. In addition, 47.6% of the respondents consider themselves to be believers. At the same time, a relatively small part of the respondents demonstrates a high degree of involvement in religious life. In particular, only 2% of the Christians surveyed attend church every week. In addition, the study revealed that among some of the respondents non-institutional religious beliefs associated with magic, as well as beliefs associated with the influence of other religions, appear in their religious consciousness. For example, some Muslims consider Jesus to be God, which can be explained by the influence of Christian culture.

EMOTIONAL STATE OF TEACHERS OF PRESCHOOL EDUCATIONAL INSTITUTIONS WITH DIFFERENT PROFESSIONAL EXPERIENCE

In the modern conditions of reforming the domestic education system, higher and higher requirements are being imposed not only on the professional knowledge, skills and abilities of teachers, but also on the level of their psychological well-being and the ability to manage their emotions. The article presents the results of an empirical study of the features of the emotional states of teachers of preschool educational institutions with different work experience. Based on the calculations of statistically significant differences using the Kraskel-Wallis H-test coefficient, it is concluded that the emotional states of teachers with different experience differ in the severity of the degree of fatigue, emotional tone, tension and stress. According to the authors of the article, psycho-pedagogical techniques aimed at optimizing emotional states of teachers should be based on four components: organic, emotional, semantic and behavioral.

The domestic high school professional education system transformation: constraining factors and the assessment ambiguity

The social transformations that took place under the influence of globalization and neoliberalization at the turn of the 20th – 21st centuries led to the need for deep structural and functional changes in the system of domestic higher professional education. Despite the fact that over the past twenty years in domestic practice a lot of directive documents have been developed and a number of serious management decisions have been adopted that have a direct impact on the development of the Russian education system at all levels, the domestic higher school in many respects cannot reach a level that makes it possible to make a serious competition to the participants of the world scientific and educational space. A retrospective analysis of the main conceptual documents that determine the development of the domestic education system, carried out in the work, showed that reforms of the domestic higher education system often do not reach their logical conclusion, since they are predominantly declarative in nature, far from always supported by a legislative framework, which leads to inconsistency in practical actions on their implementation. The article reveals that the incompleteness of the reforms is largely due to the existing gaps in cooperation between the institutions of education, science and industrial production, which all conceptually significant documents declare, but in practice, close mutually beneficial cooperation between these actors does not sufficiently manifest itself. The author indicates that such interaction can be carried out through the development of university systems, which, being integrated into the economy of the regions and acting as a driver of innovative development, can contribute to increasing the competitiveness of Russian universities in the international scientific and educational space.

Achievements and Problems of Modernization of Higher Education in Ukraine

The article considers the state of implementation of the provisions of the Law of Ukraine «On Higher Education», focused on the modernization of domestic education, assesses the European integration orientation of the implemented measures and tools used. The presented material is based on the results of applied research «Study of modernization of the structure and content of higher education in the context of the implementation of the Law of Ukraine On Higher Education», which is performed at SSI «Institute of Education Content Modernization» during 2016-2021. In the course of the work all components of the higher education system were comprehensively studied: quantitative and qualitative indicators of the network of educational institutions and contingents of participants in the educational process, the structure of higher education and modernization of the methodology of education content (introduction of modern level and degrees; list of specialties, introduction of new standards and education programs). The level of updating the National Qualifications Framework and bringing it in line with the Qualifications Framework of the European Higher Education Area has been assessed.
 The process of solving a key educational problem - the creation of a transparent and effective system of quality assurance in higher education, including the National Agency for Quality Assurance in Higher Education is studied. It is established that the NAQA, as a new governing body in the field of higher education, plays a significant role in creating a quality system, ensuring its effectiveness, promotes the development of the market of quality educational services, the introduction of a mechanism of healthy competition in higher education.

До питання вивчення іноземних мов у навчальних закладах України ХІХ століття

The article considers the issue of learning foreign languages in the educational institutions of Ukraine in the XIX century. It was established that according to the circulars of the Ministry of Education, there were four types of educational institutions. The main foreign languages studied were ancient (Latin and Greek) and languages (German, French), and the study was based on the principle of formal education, based on the principle of memory training through mathematical sciences and the study of classical languages. It was found that the development of teaching methods of foreign languages consists of four stages, each of which had its characteristics. The article describes the purpose and the objectives of learning foreign languages. The processes of globalization, integration, multicultural transformations of modernity determine the relevance of one of the priority areas of the educational policy of the Ukrainian state – foreign language learning. Given the demands of the time, there is an urgent need to improve the study of foreign languages, update and rethink the purpose of education not only in regards to the requirements of the educational system of Ukraine, but also the recommendations of the Council of Europe on language education, the principles of the Bologna Declaration. Research on the history of the domestic education system in the XIX century was represented by many publications. Some scientific works concern the issue of teaching foreign languages in specific educational institutions of Ukraine. Analysis of the scientific literature proved the need to cover the study of foreign languages in educational institutions of Ukraine in the XIX century. This article covers the study of foreign languages in educational institutions of Ukraine in the XIX century. Foreign languages learning in the educational institutions of Ukraine in the XIX century was regulated by circulars of the Ministry of Education. The growth of interest in foreign languages (classical and new) was determined by the requirements of modern times in general and socio-economic and political realities in particular. The choice of a foreign language depended on cultural and religious policy, and the main place belonged to Latin and Greek. The study of new languages (German, French, and later English) was caused by the practical needs of economic and cultural development of society at that time. The development and formation of methods of learning foreign languages occurred in stages with the change of the educational system and the creation of general approaches to teaching methods.

International Educational Migration: Case of Kazakhstan

This article is devoted to the issue of the current state of international educational migration from Kazakhstan. The article discussed the very essence of migration processes, the problems of this issue, identified the reasons for the increase in the number of those wishing to study abroad, considered the positive and negative consequences of the educational migration of Kazakhstanis and identified recommendations for stabilizing the issue of youth migration. With the development of globalization, the trend of getting education in foreign universities is increasing among young people. The multiple growth in the pace of development of educational migration around the world brings the formation of a carefully thought-out migration policy of states and the adaptation of foreign students to new living conditions to the very top of international agendas. In modern realities the issue of regulating educational migration in the Republic of Kazakhstan is becoming the most acute. Every year more and more young people from Kazakhstan prefer to get education abroad. For students there are a lot of advantages to get an education abroad. However, educational migration today has an impact on the state in several areas: the economy of states, foreign and social policy. And this influence is not always positive. The trend of educational migration of Kazakhstanis abroad carries the risks of a brain drain, since many young people after completing their studies in foreign institutions are in no hurry to return. With their foreign diploma they get a prestigious job and leave Kazakhstan forever. Today Kazakhstan needs effective mechanisms to prevent the outflow of students such as improving the quality of domestic education, facilitating the conditions for obtaining education, increasing the prestige of Kazakhstani universities, etc.

IMPLEMENTATION OF THE DUAL FORM OF TRAINING OF HIGHER EDUCATION GRADUATORS ON THE BASIS OF THE ALL-UKRAINIAN SCIENTIFIC AND EDUCATIONAL CONSORTIUM

The current state of the higher education system in Ukraine is studied on the example of higher education institutions (HEIs). It is established that the effectiveness of the educational process is manifested in the level of training of a highly qualified specialist, who is competitive in the labor market. The dynamics of the number of applicants for higher education in Ukraine and the unemployment rate is analyzed; the relationship between these indicators is established. The main reasons for the mismatch of the level of educational services of educational institutions to the needs of employers are determined, which are due to inadequate funding of the education system, and, as a consequence, the low level of knowledge of graduates, which does not meet the real needs of today. It is established that the main reason for underfunding of the education system is the dominance of local budgets in expenditures for the needs of educators and lack of funds for implementation of educational programs, as well as non-fulfillment in full of state obligations in this area as a whole. The essence and features of the dual form of education are revealed, the substantive difference between traditional and dual forms of education is reflected, which consists in the fact that they have completely different planes of common interests. The relevance of the latter is substantiated taking into account current trends in the labor market and the adaptation of the domestic education system to the requirements of the European Union. The expediency of introducing dual education in the Free Economic Zone as a form of cooperation between educational and scientific institutions, production and business, and also an integral part of the formation of a highly qualified specialist, is substantiated. The main mutual benefits of the participants of the dual form of education and the forms of their participation in the educational process are listed. The effectiveness of the dual form of higher education has been proved on the example of Vinnytsia National Agrarian University, which is a co-founder of the All-Ukrainian Scientific-Educational Consortium. The importance of the principle of student-centeredness as a key factor in the effectiveness of the education system as a whole is substantiated.

THE WAYS FOR THE GLOBAL COMPETITIVENESS ENHANCEMENT OF KAZAKHSTAN IN THE SYSTEM OF HIGHER EDUCATION

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

The William Heard Kilpatrick’s Project Method: on the 150th anniversary of the American educator

Introduction. The project method has been actively used as an important form of organizing the practice of teaching in the educational systems of many countries around the world over the past hundred years. This method is increasingly being used in our country. The very concept of "project method" is invariably associated with the name of its author and popularizer, a major American educator of the late XIX – first half of the XXth centuries. William Heard Kilpatrick (1871-1965). The purpose of the issue is to study the circumstances of the process of formation of W. H. Kilpatrick as a didactic scientist and the creation of a method of projects by him and his associates. Materials and methods. The leading research methods are the analysis of scientific historical and pedagogical literature and other sources, biographical and historical methods, as well as an axiological approach aimed at identifying the value content of the studied scientific subject. Results. The author traces the evolution of W. H. Kilpatrick's views, the stages of his formation as a didactic scientist and a practical teacher. Little-known facts of his biography, which were not previously reflected in the Russian historical and pedagogical literature, are given. Special attention is paid to the disclosure of the essence of the proposed method of projects, which is widely used in pedagogy and education in many countries of the world. The educational system of W. H. Kilpatrick's "experimentalism" was based on the philosophy of pragmatism and the psychology of behaviorism. Instead of a traditional school, he proposed to build a so-called "educational process", which he considered as the organization of children's activities in a social environment focused on enriching their individual experience. Training according to the project method was to be carried out through the organization of target acts, which included the formulation of the problem, the preparation of a plan for its implementation and the assessment of implementation. The use of these projects, according to W. H. Kilpatrick, wouldn’t only prepare the child for life after school, but also help him organize his life in the present. Data on the teacher E. Collings, who also worked on the problem of developing the project method, is included. The project classifications are given according to E. Collings and W. H. Kilpatrick. The author shows the scientific relations of W. H. Kilpatrick with a number of well-known teachers-contemporaries (J. Dewey, E. L. Thorndike, E. Collings, F. W. Parker, C. DeGarmo, etc.). Conclusion. The scientific novelty of the study consists in a meaningful analysis of the views of W. H. Kilpatrick. The legitimacy of the very concept of the project method has long been beyond doubt among serious researchers and practitioners of education. At present, the project method has actually received a rebirth in various spheres of social and industrial life. The main conclusion of the article: the didactic legacy of this major American teacher is significant. It contains a value potential, requires further full-fledged study and deserves active use in modern domestic education.

The impact of reflective practice on teacher candidates’ attitudes towards individuals with disabilities and professional identity

ABSTRACT With the global rise of inclusive educational practices, it is important to understand teacher candidates’ perceptions of disability and inclusion. The purpose of this one group experimental research design study is to examine the impact of a graduate-level course on perceptions of individuals with disabilities and professional identity. Eighty-three teacher candidates in the United States enrolled in a graduate-level introduction to special education course completed a series of reflections about disability and inclusion. Researchers found that perceived reflective ability significantly predicted teacher candidates’ perceptions towards individuals with disabilities. Regardless of general or special education career paths, teacher candidates significantly changed the way they perceived individuals with disabilities. Specifically, at the end of the semester, teacher candidates viewed individuals with disabilities as more different than individuals without disabilities. Implications surrounding the importance of reflective practice in domestic and international teacher education practice and research will be addressed.
