Introduction. The article considers new approaches to the study of the feasibility of introducing innovative technologies into the personnel management system. The purpose of the article. The purpose of the article is to analyze innovative methods of personnel management at enterprises, taking into account the specifics of implementation of innovations in management activities, as well as to study foreign experience in the field of personnel management for effective implementation at Ukrainian enterprises. Methods. The methodological basis for the study of innovative technologies in the personnel management system is the theoretical study of scientific works of researchers on this topic, domestic and foreign experience by the method of analysis and synthesis, to form a holistic view of the personnel management system. In the course of the study, the following theoretical methods were used: comparison and analogy, abstraction and generalization, and a systematic approach, where the personnel management system was studied as an integral system. Our study also used empirical methods of management, such as observation and interviewing, which allowed us to more deeply substantiate the features of the introduction of innovative technologies in the personnel management system Results. The study resulted in substantiation of the principles of implementation of innovative technologies of the personnel management system at enterprises, practical recommendations for the implementation of innovative technologies in the personnel management system at enterprises The subsystems of personnel management and innovative technologies of personnel management are characterized. The feasibility of using such innovative technologies as personnel leasing, personnel audit and coaching in the field of personnel management is substantiated and it is proposed to introduce these tools into the activities of the enterprise. Conclusions. Successful implementation of innovative technologies in the HR management system requires a comprehensive approach to understanding the formation of strategic goals through training, motivation and readiness for continuous development and transformation. After all, the introduction of innovative technologies into the HR management system is a strategic necessity of today. One of the features of modern organizational activity is that the efficiency of activity and the scale of achievements of the enterprise depend on the level of development of the personnel management system, especially in the field of management. In this context, questions arise regarding the development of personnel and the formation of skills and abilities to assess the activities of personnel and the ability to motivate them. Numerous studies show a direct relationship between motivated personnel and management effectiveness. Therefore, the issue of personnel development through the implementation of innovative technologies in the personnel management system is relevant.

The objective of this study is to investigate and evaluate the spatial distribution of invasive alien plant species (IAPS) listed in the European Union’s (EU) official register of invasive alien species of Union concern, within the national territory of Ukraine. The research utilizes occurrence records derived from three major open-access biodiversity data repositories: the Global Biodiversity Information Facility (GBIF), iNaturalist, and the Ukrainian Biodiversity Information Network (UkrBIN). In the broader context of Ukraine’s ongoing integration into the EU, aligning national environmental monitoring systems with EU biodiversity policies has become increasingly essential. Ensuring effective monitoring, early detection, and control of these high-risk biological invaders is not only a key element of environmental compliance but also a strategic necessity for safeguarding biodiversity, ecological stability, and food security. The study involves a critical assessment of data quality, completeness, and spatial reliability across the three platforms and includes a comparative evaluation of their usability for generating accurate phyto invasion distribution maps. Invasive alien species (IAS) are widely recognized as one of the primary threats to global biodiversity and ecological balance. Their uncontrolled proliferation can displace native flora, disrupt local ecosystems, alter habitat structures, lead to crop failures, and even trigger negative health outcomes for humans. As of now, Ukraine lacks a nationally adopted list of invasive alien species; therefore, the research adopts the EU List of Union Concern as the reference framework. This list, first established in 2016 and periodically updated (in 2017, 2019, and 2022), currently includes 88 species, of which 41 are vascular plants. An additional amendment proposed in 2025 is expected to include 8 new taxa. The methodological approach of the study is grounded in geospatial data analysis and geoinformation technologies (GIS), with an emphasis on spatial modeling, visualization, and cross-referencing between different data sets. Through the application of spatial analysis tools, the study identifies both confirmed areas of IAPS presence and data-deficient zones, thus providing insight into distribution gaps and monitoring needs. By integrating multiple sources and controlling for reporting biases, the methodology increases the accuracy of detection and minimizes false positives. The resulting distribution maps and geospatial models generated by this research may serve as a foundational resource for developing targeted IAS surveillance strategies, policymaking, habitat restoration plans, and adaptive management measures at both the national and cross-border levels.

This study explores the complicated connection between ESG performance, green innovation, female directors, and corporate performance in Chinese listed companies. The research context stems from the national “dual carbon” goals and the evolving regulatory environment. The evidence suggests a positive correlation between ESG performance and corporate financial outcomes: effective ESG commitments generate long-term benefits through the “innovation compensation effect,” manifested in improved cost efficiency, enhanced reputation, and market access advantages. Green innovation serves as a core mediating variable, directly translating ESG commitments into quantifiable operational and market advantages, thereby driving companies to achieve superior financial and market performance. Additionally, the presence of female directors, particularly independent female directors, significantly strengthens this relationship. Their stronger risk oversight capabilities, diverse perspectives, stakeholder sensitivity, and ethical focus enhance corporate governance quality and the effectiveness of ESG strategy implementation, further amplifying the positive impact of ESG on corporate performance. The study's conclusions emphasize that the strategic necessity for achieving sustainable competitiveness in China lies in integrating ESG adoption, robust green innovation capabilities, and a diverse board of directors.

Conventional food research and development (R&D) is bedeviled with critical inefficiency in long-term empirical method, resource-scaled prototyping, and disintegrated consumer data, in turn preventing the provision of a novel, sustainable, and differentiated item. Current review summarizes evidence that Artificial Intelligence (AI), through machine learning, generative modeling, digital twins, and natural language processing, is changing food R&D into a data-driven paradigm. Significant breakthroughs indicate the presence of tremendous efficiencies: AI-informed formulation can cut physical prototypes to 70190 % and shorten complex reformulations to weeks, predictive analytic can predict sensory profiles with 8592 % accuracy, shaving consumer testing by 60 %, physics-informed digital twins can optimize for scalability in manufacturing, reducing scale-up runs to 4070 %, and energy usage by 1525 %, and NLP-powered trend analysis can pinpoint new opportunities 612 months before sales All together, AI reduces the development cycle by 50-60 percent and reduces R&D costs by 30-60 percent and permits sustainable innovations and hyper-personalized products. The most pervasive issues remain: the lack of data regarding new ingredients, lack of information on most algorithms, a lack of an infrastructural platform to support a small and medium-sized enterprises, and an absence of regulation regarding AI-created foods. However, even amid these thoughs, AI becomes a strategic necessity, and bringing the R&D beyond the reactive type of innovation into an anticipatory one and establishing it as one of the key enablers of competitive resilience becomes its goal. The upcoming steps will rely on cross-functional data standards, ethical data control, and democratization of access to AI in order to utilize the potential offered by the technology to its fullest extent to address the global needs in terms of healthier, sustainable, and flexible food systems.

Topicality. The relevance of the study is due to the transformative influence of digitalisation on the hospitality industry, which is turning it from a traditional sphere into an innovative ecosystem. In the context of global competitiveness and dynamic changes in consumer expectations, digital transformation becomes not just an optional opportunity, but a strategic necessity for hospitality enterprises. This transformation provides tools for optimising business processes, personalising services, expanding market niches and strengthening competitive positions. Therefore, research into the conceptual mechanisms of the digital transformation process is critically important for understanding and effectively implementing digital innovations, which will ensure sustainable development and competitiveness of hospitality industry entities in current conditions. Aim and methods. The aim of this article is theoretical and methodological grounding of the conceptual foundations of digital transformation mechanisms in the hospitality industry of Ukraine. The research methodology involves the use of analytical, theoretical, socio-cultural conceptual methods and principles of dialectical methodology based on, particularly, the principle of comprehensive consideration of the subject, the principle of logic and the principle of development. The methodology applied makes it possible to identify and substantiate the specifics of conceptual digital mechanisms in the aspect of transformational processes in the hospitality industry. Results. The theoretical and methodological basis for the conceptualisation of digital transformation, which will contribute to the sustainable development of the Ukrainian hospitality industry in the context of global digitalisation of economic processes, is revealed and grounded. The accent is made on the tourism sector as a driver of the formation and development of the “Hospitable Ukraine” brand. Conclusions and discussion. It is proved that to achieve the competitiveness of enterprises, a concept of implementing creative digital technologies is necessary in order to ensure the sustainable development of the hospitality industry in the sectoral interaction. It is substantiated that the effective implementation of digital technologies in the activities of enterprises should be based on clearly defined principles that will ensure the systematicity and effectiveness of the digital transformation process based on the customer orientation. It is emphasised that such a process involves the creation of a personalized digital experience, ensuring the convenience of interaction through various communication channels and the formation of certain offers based on the analysis of data on customer preferences, through the prism of the integration of internal systems with external platforms (global booking systems, payment systems, partner services), ensuring the competitive functioning of the hospitality industry as a single ecosystem. The scientific novelty of the obtained results is to form and ground a strategy for effective digitalisation as a comprehensive model for transforming the hospitality industry, which includes interrelated technological, operational and strategic levels, for each of which key components, tools and expected results of implementation in the Ukrainian hospitality industry are identified. The practical significance the obtained results are reflected in the offered ways to improve the hospitality industry of Ukraine in the aspect of digital transformation, which involves a systematic approach to implementing innovative solutions at three levels, namely: technological, business process level and strategic.

This article explores Internet marketing as an integral element of modern marketing communications and an essential tool for promoting products and services in the context of digital transformation. The study emphasizes the necessity for businesses to adapt to evolving consumer behavior caused by the widespread use of the Internet and mobile technologies, particularly smartphones. The article discusses the application of key digital marketing tools such as SEO, content marketing, social media, and web analytics as part of effective communication strategies. A structured analysis of the technological components supporting digital communication is provided, including technical, software, informational, organizational, legal, and methodological aspects. The author highlights current trends shaping Ukraine's online market, such as the growth of e-commerce, the increasing role of mobile traffic, and the growing importance of personalization in marketing campaigns. Special attention is paid to the influence of social media platforms like Facebook and Instagram, as well as search engines like Google, in reaching and retaining target audiences. The paper outlines the challenges businesses face in the digital space, such as algorithm changes, heightened competition, and the constant need to update promotional strategies. Based on up-to-date data and analytical reports, the study confirms the rapid expansion of digital interaction channels and their impact on marketing effectiveness in Ukraine. It also discusses the increasing use of artificial intelligence and automation in digital marketing, which enable more personalized and efficient customer engagement. The findings underscore that Internet marketing is not only an effective means of increasing business visibility and competitiveness, but also a strategic necessity for companies seeking to thrive in a globalized digital economy. Its interactive and personalized nature allows for targeted communication, real-time feedback, and stronger customer relationships. Therefore, Internet marketing is positioned as a key driver of sustainable growth and innovation in today’s business environment.

Digital transformation in archival management is a strategic necessity in the modern era to enhance efficiency and the quality of information services within government institutions. However, the effectiveness of digital system implementation in legal institutions remains underexplored in a comprehensive manner. This study aims to analyze the implementation of archive digitalization through the SIPEDE application (Sistem Informasi Persuratan dan Disposisi Elektronik), evaluate the quality of information services post-implementation, and assess its impact on improving information service delivery at the Sijunjung District Attorney’s Office. The research employed a quantitative associative method using a survey approach, involving 40 employee respondents. Data collection techniques included observation, questionnaire distribution, and literature review. Data were analyzed using Pearson correlation and simple linear regression. The results show that archive digitalization via SIPEDE has a highly significant effect on the quality of information services, with a Pearson correlation value of 0.993 and an R Square of 0.987. The application positively impacted five core dimensions of the E-SERVQUAL model: efficiency, fulfillment, system availability, privacy, and responsiveness. Additionally, elements of the Records Continuum Model (RCM), including record creation, capture, and organization contributed to improved access and workflow. This study concludes that SIPEDE has effectively enhanced both the technical and functional quality of information services within the Sijunjung District Attorney’s Office.

School financial transparency based on good governance principles is now the main foundation in creating accountable, participatory and integrity education governance. This article discusses the importance of applying the principles of transparency, accountability, participation, effectiveness and fairness in the management of education funds, especially the School Operational Assistance Fund (BOS), to improve the quality of education services and public trust. Through the literature study method, it is found that although challenges such as lack of access to information, weak managerial capacity and ineffective supervision systems are still prominent, a number of schools in Indonesia have successfully demonstrated good practices. By involving school committees, utilizing information technology, and conducting regular audits, these schools are able to manage funds more openly and efficiently. The results of this study confirm that the implementation of financial transparency based on good governance is not just a demand but a strategic necessity that can encourage professionalism, increase community participation and ensure the sustainability of better education management in the future.

Abstract: A growing interest has been noted in the concept of business management that consciously focuses not only on financial profits and economic matters but also on broadly defined social and ecological issues within our rapidly evolving market economy. The principles of environmental corporate responsibility are increasingly shaping the decision-making processes of entrepreneurs due to the rising necessity of this approach, referred to as sustainable development. The author of the study asserts that the human element must be integrated to implement the aforementioned business strategy. Eco-oriented management can only be effectively executed by employees who maintain a positive perspective on the environment, possess green competencies, and are accountable for the environmental impacts of their actions. Consequently, green human resource management—commonly known as HRM—plays a crucial role in enhancing environmental performance by fostering the adoption of ecological development principles and nurturing employees' environmentally friendly attitudes. The innovative approach to executing the HR function within organizations is termed "green human resource management," where environmental considerations form the foundation of all activities. This involves the establishment of HR policies aimed at promoting the sustainable utilization of business resources, safeguarding the environment, and enhancing employees' ecological awareness. This is due to the fact that the ecological consciousness of both managers and employees is vital for any business to function in alignment with the sustainability concept. The objective of the study is to illustrate the relevance of Green HRM to contemporary business practices and to propose actionable strategies that can be implemented in the field to enhance understanding of the subject and expand the application of the concept as a means of fostering sustainable enterprises. The theoretical segment of the study, which is based on a review of global literature, identifies various environmental practices applicable in the realm of human resource management.at every step of the hiring process, from the creation of "green" competencies and "green" working conditions to work design, employee selection, and work discipline shaping.

Современная логистика характеризуется глубокой интеграцией технологий: облака, IoT (датчики на транспорте/грузах), Big Data и ИИ. Это создает "цифровые двойники" процессов в реальном времени, обеспечивая сквозную видимость и переход от автоматизации к предиктивному управлению. Результатом использования современных технологий можно считать оптимизацию маршрутов, снижение затрат и улучшение качества сервиса, а объединение технологий в текущих реалиях это стратегическая необходимость для перехода от реагирования к предупреждению проблем, повышая эффективность логистики. Modern logistics is characterized by deep integration of technologies: clouds, IoT (sensors on transport/cargo), Big Data and AI. This creates "digital twins" of processes in real time, providing end-to-end visibility and moving from automation to predictive management. The result of using modern technologies can be considered as optimization of routes, reduction of costs and improvement of service quality and the combination of technologies in current realities is a strategic necessity for moving from responding to preventing problems, increasing logistics efficiency.

The implementation of Hospital Management Information Systems (SIMRS) has become a strategic necessity to improve healthcare service quality and operational efficiency. This study focuses on evaluating the performance of SIMRS in the outpatient registration unit of Nur Hidayah Hospital Bantul, where system disruptions, inconsistent SOP application, and limited user training were identified as core issues. The research aims to assess how well the SIMRS aligns with the Human, Organization, and Technology components through the HOT-Fit model framework. A descriptive qualitative method was employed using purposive sampling to select five informants directly involved in SIMRS operations, including registration officers, IT staff, and the head of the medical records unit. Data were collected through in-depth interviews, direct observation, and documentation, and analyzed thematically based on the HOT-Fit model. The findings show that SIMRS contributes positively to workflow efficiency and data management; however, human factors such as inconsistent training and input errors remain prevalent. Organizational support is visible but lacks structured evaluation routines, and although the technological infrastructure is generally stable, peripheral device and network issues persist. The study synthesizes that effective SIMRS performance requires not only technological readiness but also consistent organizational commitment and continuous human resource development. It concludes that strengthening user competence, formalizing SOP usage, and improving infrastructure are essential to optimize the system's functionality and alignment with the HOT-Fit model.

Abstract The United Nations treaty body system, at present, suffers from at least two significant, systemic shortcomings: it fragments what ought to be interrelated and indivisible rights across different conventions and monitoring committees, and it has no power to implement recommendations against rights-violating states. These flaws have immediate and profound implications for human rights organizations, which, by strategic necessity, are required to file multiple, unique submissions, across multiple treaty bodies, in the hopes of raising awareness and generating change on a single, discrete instance of rights violation. To highlight the extent of this problem, this article focuses on a recent, emblematic case: Validity International’s campaign to expose appalling human rights violations against the residents of Topház Special Home in Hungary, which saw this single issue presented at least seven times before three treaty bodies over a seven-year period. The Topház case further serves as the basis for identifying lessons in effective treaty body advocacy for human rights organizations operating within this fractured system, and for discussing how the United Nations as an institution may resolve this problem through the creation of an integrated treaty body system.

The increasing reliance on digital infrastructure within the power sector has significantly improved operational efficiency but also introduced critical vulnerabilities that threaten national stability. This paper examines the interconnectedness of power sector cybersecurity and food security, highlighting how disruptions in energy infrastructure—whether due to cyberattacks or systemic failures—can severely impact agricultural production, cold storage, water supply, transportation, and healthcare services. Drawing on recent global incidents, we explore how energy disruptions cascade into broader crises affecting food availability, public health, and socio-economic resilience. Particular attention is given to the vulnerabilities faced by rural communities and smallholder farmers, who often lack backup systems. We argue that ensuring cybersecurity in power systems is not only a technical imperative but also a strategic necessity for national food security and societal well-being. The paper concludes with a call for integrated policies, increased investment, public education, and cross-sector collaboration to build cyber-resilient infrastructure capable of withstanding evolving digital threats.

Abstract This research investigates the potential of artificial intelligence (AI) to enhance two of the most critical processes in the insurance industry: risk assessment and fraud detection. As insurers face increasing pressure to process complex data, minimize losses, and provide more personalized services, traditional statistical models such as logistic regression often prove insufficient in capturing the nonlinear relationships and subtle patterns embedded in client behavior and claim history. The central research question addressed in this study is: How can artificial intelligence improve risk assessment and fraud detection in insurance compared to traditional statistical approaches? To answer this question, a simulation-based experimental methodology was employed. A synthetic dataset containing 10,000 insurance client profiles was generated, incorporating realistic demographic, behavioral, and policy-related variables. Several machine learning models were implemented, including supervised algorithms (Logistic Regression, Random Forest, XGBoost, Neural Networks, SVM) and unsupervised methods (Isolation Forest, Autoencoder, K-Means), with performance evaluated using accuracy, F1 score, precision, and recall. Model training and validation were conducted using cross-validation techniques and hyperparameter optimization to ensure robustness and generalizability. The results demonstrate a clear performance advantage of AI-based models over traditional statistical methods. XGBoost emerged as the best-performing model, achieving the highest accuracy (87.3%), F1 score (0.86), and strong precision and recall, confirming its robustness in both classification and detection tasks. Random Forest and Neural Networks also performed well, while Logistic Regression lagged significantly behind. Unsupervised models such as Isolation Forest and Autoencoders proved particularly useful in fraud detection, offering high recall rates suitable for anomaly detection and early-stage screening. The integration of multiple models into a hybrid AI architecture is recommended to balance precision with sensitivity. In conclusion, the findings of this research affirm that artificial intelligence provides a powerful and scalable solution for modern insurance analytics. AI not only improves the precision and efficiency of risk assessment and fraud detection but also enables dynamic, data-driven decision-making that traditional models cannot replicate. As the insurance industry becomes increasingly digitized, AI adoption represents not merely an opportunity but a strategic necessity for organizations seeking to optimize operations and maintain a competitive edge.

Gender balance in peacekeeping is crucial for sustainable peace and international security. Women and children are most affected by conflict, enduring displacement, sexual and gender-based violence, and limited or no access to healthcare and education. However, women remain underrepresented in peacekeeping missions, holding only a small percentage of military, police, and senior positions. This imbalance hampers peacebuilding efforts. Studies and the experience of female engagement teams show that women's involvement improves intelligence gathering, increases engagement and trust of the local population in UN peace operations, and contributes to more sustainable peace agreements. Despite this, structural underrepresentation, cultural stereotypes, inadequate facilities, and limited opportunities continue to restrict women's roles in peacekeeping. Including women in peacekeeping is not only a matter of justice but also a strategic necessity. Guided by the Women, Peace, and Security (WPS) agenda and UNSCR 1325, it emphasises that inclusive peacekeeping builds trust between UN peacekeepers and local communities, protects civilians, aids in implementing UN mandates, and supports post-conflict reconstruction.

As organizations strive to modernize their IT infrastructure and remain competitive in the digital economy, cloud migration has become a strategic necessity. Migrating large-scale legacy applications to cloud platforms like Amazon Web Services (AWS) offers advantages in scalability, resilience, performance, and cost optimization. However, legacy applications often present unique challenges due to outdated architectures, tight system coupling, and critical business dependencies. This review explores current migration strategies—including rehosting, replatforming, and refactoring—focusing on their effectiveness, decision frameworks, tools, performance outcomes, and risk mitigation. Through synthesis of academic literature, industrial case studies, and experimental evaluations, this paper provides a comprehensive overview of migration practices for legacy systems targeting AWS. Future research directions and open challenges are identified, encouraging a more automated, secure, and context-aware migration ecosystem.

In the era of climate change and rising consumer awareness, sustainable trade practices have become a strategic necessity for businesses. This study aims to explore and synthesize recent literature (2021–2025) on the strategic alignment between marketing functions and environmental responsibility within the context of sustainable trade. A systematic literature review (SLR) was employed using a qualitative-descriptive approach. The findings reveal that green marketing strategies, including eco-friendly product innovation, sustainable distribution, and transparent communication, positively contribute to consumer loyalty, brand awareness, and corporate reputation. However, emerging challenges such as greenwashing and greenhushing threaten the credibility and effectiveness of these initiatives. This article explores how structural policy volatility is reshaping the global economic environment and the implications for public investors, with a particular focus on Bulgaria’s forthcoming accession to the euro area. It outlines the conceptual framework central banks must adopt in the face of systemic uncertainty and evaluates Bulgaria’s foreign exchange reserve strategy, investment governance, and institutional preparedness. The analysis argues that euro adoption is both a stabilizing anchor and a strategic necessity for Bulgaria amid intensifying geopolitical and financial fragmentation.

Nowadays, Automatic Teller Machines (ATMs) stand out as bank instruments where a high percentage of cash transactions take place. Accurately determining the amount of cash to be kept in ATMs is considered a strategic necessity for banks in terms of preventing service disruptions and maximizing customer satisfaction. Cash forecasting ensures that the amount of cash to be kept in ATMs is determined accurately. The aim of this study is to optimize cash management by forecasting daily cash demand in ATMs and thus help financial institutions prevent inefficiencies caused by cash depletion in ATMs and reduce customer dissatisfaction and operational costs. To achieve this, cash forecasting models have been developed using Extreme Gradient Boosting (XGBoost). The performance of the models has been evaluated with the Percentage Error (PE) metric. The developed models provided error values lower than 15%. A comprehensive evaluation has shown that accurate cash forecasts significantly increase the effectiveness of cash management.

The rapid development of Artificial Intelligence (AI) technology has led to the emergence of smart contracts that revolutionize conventional contract law practices. However, Indonesia's civil law system, which still relies on the Civil Code (KUHPer), has yet to accommodate digital entities or address the validity of AI-generated contracts. Furthermore, there is no clear regulation regarding legal liability for errors or damages caused by AI in the implementation of automated contracts. This research aims to analyze the urgency of Indonesian civil law reform in addressing the rise of AI-based contracts and to provide normative recommendations for developing technology-adaptive laws. This study uses a normative juridical method with statutory, conceptual, and comparative legal approaches, examining regulations in Indonesia and other jurisdictions such as the European Union and Singapore. The study finds that Indonesia’s current Civil Code is inadequate to address the complexities of smart contracts, particularly regarding the legal status of AI as a non-human actor, the validity of automated agreements, and liability for AI-driven decisions. The discussion emphasizes the importance of legally recognizing smart contracts and reformulating civil law norms to include digital legal subjects, clear validation mechanisms for AI-generated contracts, and the principles of prudence and accountability. In conclusion, reforming civil law is a strategic necessity to ensure legal certainty, uphold justice, and support the sustainable development of Indonesia’s digital economy.
