Noospheric vector of management applied to the system of higher professional education

The aim of the research is to substantiate the necessity, expediency of the wide use of the noospheric management approaches, and technologies applied to the system of higher professional education in modern conditions. The materials and methods. Information base of the research is formed, based on education laws in Ukraine, Russia and the Donetsk People’s Republic, educational standards of higher professional education, as well as publications of scientists on the subject matter under study. In the given research it was used such methods: textological, analysis, generalization and modeling. The results. In the research, it is comprehensively examined the concept of noosphere, analyzed the modern theories and concepts of its development in relation to the development of society, an integral part of which is the system of education. It is indicated that there is the relationship between the noosphere and management in general, and with modern system of education, in particular. The concept of noospheric education is introduced and studied its impact on holistic development of personality. The comparative characteristic of the structure and levels of the educational system of Ukraine, the Russian Federation and the Donetsk People’s Republic is performed; the types of educational institutions of the abovementioned states are compared. The structure of educational institution of higher professional education is proposed as a socio-economic system, managed from the perspective of the concept of noospheric education. The factors of competitiveness of educational institution of the higher school from the point of view of noospheric management are considered. Special attention is given to the internal factor of competitiveness of educational institutions, such as the quality of student life, because this position, particularly from the point of view of noospheric management, has a significant influence on the rating among consumers. The interrelation of competences is analyzed – general cultural, first of all, – formed in the process of mastering educational programs, as well as the impact they have on the functions implemented on their basis. The close interrelation is demonstrated between the models of the functioning of the educational institution of higher professional education with its legislative status. The types of educational institutions of higher school are examined and compared; a special attention is paid to such a type of educational institution as educational-scientific-methodical complex. The purpose and objectives of such complex are systematized. Conclusion. According to the results of the research, it is concluded that the mission of noospheric education lies in the strategic breakthrough into the new quality of thinking technologies, social state, and standards of living. Taking into consideration the noospheric approach to manage the system of higher professional education, its aim is to ensure the training of qualified, competitive personnel, that meet the modern requirements to the quality of specialists with higher education that are capable of independent work on selected areas of expertise, have high spiritual, cultural and moral qualities, and are able to ensure scientific-technical, economic, social and cultural development of the state. Perspective and social significance of noospheric technologies in education prove the expediency of their widespread introduction into the practice of training of young professionals. The direction of further research indicates the formation, based on the principles of noospheric management, of an innovative strategy for improving the quality of educational services.

Формирование коммуникативной компетентности выпускника технического вуза: анализ ФГОС ВПО третьего поколения

Communicative competency is considered to be an indispensible part of general cultural training of a graduate of the higher professional education system. The author undertakes the analysis of the definitions of the cultural competences as results of mastering the main syllabi stipulated by the federal state educational standards of the third generation, the aim being to determine the definitions correspondence to the notion of a specialist of a new type and to establish the interpretation of the cultural competency concept by the educational standards. The hopes of getting over the shortcomings of the federal state educational standards of the 3 and 3+ generations regarding the definitions of the expected results of the educational activity are pinned to maximum realization of the potential of language education having cultural competency as a true object of the pedagogical process.

About Professional Orientation of the Mathematics as a Discipline for Students Majoring in Biotechnology

Background/Objectives: In terms of new approaches to the system of higher professional education, the problem of teaching non-core disciplines is acute; as they are basic ones and should be completely revised. Methods/Statistical Analysis: The presented personal-activity approach to teaching, educational methods selected by the authors, a complex of means to develop the cognitive interest have formed the basis of the elaborated model for development of cognitive interest in high school students while studying mathematics. Findings: Analysis of the existing teaching methods had led to the conclusion that the applied methods of teaching mathematics in high schools do not always lead to the desired result, so the modern specialist's level of mathematical knowledge is insufficient. The paper proposes to improve the process of teaching mathematics to the university students majoring in biotechnology by means of professional orientation on future activities of students and thus to raise the level of student performance and arouse interest in the study of mathematics, laying the foundation for research activities using mathematical methods in modern biotechnology. Application/Improvements: The theoretically substantiated and experimentally validated data can be used to improve methods of teaching the non major university disciplines.

Current Trends Affecting the Formation of the Pedagogical System of Training of an Engineer-Manager for High-Tech Industry in Terms of Polyvalent Reformation of Education

Background/Objectives: To determine needs of knowledge-intensive industries of Naberezhnye Chelny and Republic of Tatarstan in qualified personnel and development of specialist model, which provides breadth of expertise in related professional fields Methods/Statistical Analysis: Survey, expert survey, analysis of secondary information. We conducted expert interviews with specialists of recruitment agencies of the Republic of Tatarstan and heads of large enterprises of the region, questioning graduates in the period from 2010 to 2014. The sample of the study amounted to 639 graduates and 45 experts. During the processing of empirical data statistical methods, system analysis, methods of ranking, classification, and grouping were used. Findings: The results of the survey indicate a lack of professional training of specialists for science-intensive industries. In addition, the experts marked the following issue: qualified engineers are trained professionals in the field of design and technological developments, but do not have the skills of a Manager, and, on the contrary, professional managers there is no engineering training, no knowledge of technological processes. Features and development trends of high-tech industry define new requirements to training of specialists for this sphere. The Manager prepared for the high-tech industry, is designed to combine engineering training with knowledge in the field of Economics, organization and production management in a market environment. The proposed model of a specialist is the combination of personal characteristics, professional qualities of an engineer-Manager, types of his professional activities and facilities development in the process of professional training. In the system of higher professional education must be the training of interdisciplinary profile that has the skills of a researcher, which owns adjacent fields of knowledge and highly innovative technical, managerial culture. Application/Improvements: The results can be taken into account in the development of programs for prediction of professional activity Manager and also used for professional selection, counseling, training of leaders.

Modernization of Russian education, the trends of the international educational integration put forward before the Russian higher education new goals, the solution of which are to be seen in the deep qualitative transformations that are reasonable to provide in the form of two interrelated processes: the reforming of the existing system of higher professional education and the formation of new conceptual approaches and the conditions of its development based on forward-looking assessments and strategic directions, in accordance with structural shifts in the economy and social policy, taking into account the constructive international experience in this field. CULTURAL COMPETENCES IN THE EDUCATIONAL PROCESS OF HIGHER SCHOOL

Статья посвящена анализу роли общекультурных компетенций в системе высшего образования в России. Авторы анализируют место общекультурных компетенций в Федеральных государственных образовательных стандартах бакалавров и специалистов как технического, так и гуманитарного профилей. В работе проводится оценка значимости общекультурных компетенций с точки зрения студентов и профессорско-преподавательского состава. Цель исследования – выявить содержание, функции и востребованность общекультурных компетенций в системе высшего профессионального образования. Методы исследования. При подготовке статьи авторы использовали общетеоретические методы анализа и синтеза; при работе над практической базой исследования был применен социологический метод «анкетирование» с последующей обработкой статистической информации. Респондентам предлагалось оценить ряд общекультурных компетенций по степени значимости для выполнения профессиональных обязанностей в рамках избранной специальности, а также определить у себя их наличие. Результаты. В целом студенты показали высокую степень заинтересованности в освоении общекультурных компетенций. Определяющей компетенцией они считают потребность и способность учиться, склонность к саморазвитию и именно эту компетенцию выделяют в процессе самооценки. Большинство студентов ориентированы на практическое закрепление осваиваемых компетенций. Кроме того, прослеживается закономерность между формулировкой содержания компетенции в образовательном стандарте и оценкой студентом ее значимости. Область применения результатов. Результаты исследования могут быть применены в системе высшего профессионального образования в рамках учебной и внеучебной работы, для профессионального консультирования.

CURRENT STATE OF THE PROBLEM OF FORMATION OF INNOVATIVE COMPETENCES OF STUDENTS TECHNICAL UNIVERSITIES

The state policy of modern Russia clearly formulated in the framework of «Strategy of innovative development of the Russian Federation until 2020», one of the priorities determines the development of human resources in science, education, technologies and innovations. Pursuant to the requirements of modern business, the system of higher professional education aimed at training of competitive graduates, the distinguishing quality of which is not only a high level of knowledge and skills, but also the development/implementation of innovations in professional activity. In work the analysis of modern condition of a problem of formation of innovative competence, summed up the experience of researchers on the issues of the competence approach the formation of professional and General cultural competences. Presents the dependence of the level of preparation of bachelors and the formation of different kinds of innovation. The basic components of innovation. Also describes the basic qualities of innovative thinking of the bachelor-engineer, given the author’s definition of innovation competencies.

ОСОБЕННОСТИ РАЗВИТИЯ ИНДИВИДУАЛЬНОГО СТИЛЯ ПЕДАГОГИЧЕСКОЙ ДЕЯТЕЛЬНОСТИ БАКАЛАВРА В СИСТЕМЕ ВЫСШЕГО ПРОФЕССИОНАЛЬНОГО ОБРАЗОВАНИЯ

Nowadays the task of the efficient formation of the individual style of bachelors, that are future teachers, is of great importance. The paper describes the essential characteristics of the individual style of the pedagogical activity of a bachelor student. The author defined the conditions for the individual style development. The possibilities of the system of higher professional education for the development of the individual style of pedagogical activity were revealed. The study of the individual style of pedagogical activity of future teachers assists in solving economic, social and cultural problems.

Modern Higher Education: Problems and Perspectives

The article deals with the problem of integration of the regional higher education system into the European educational space. According to the authors, one of the main tasks of modernization of the regional higher education system is the creation of a system of higher professional education of the third generation, which is supposed to solve, on the one hand, the problem of integrating into the Bologna Process and, on the other hand, the problem of elaboration of the concept of the Russian regional higher school modernization. Special attention is paid to the description of a new humanistic paradigm, based on the consistent attitude of the teacher to the student as an individual, an independent and responsible person with his own background, and at the same time as a member of educational process. The paper covers the main problems, which the system of the regional higher education may be confronted with, and defines the prospects of the regional education development.

Features of Professionalization of Youth Under Modern Conditions

The article discusses the process of professionalization as a continuous process of building a personality from the professional point of view. Different approaches to this process are analyzed, general and specific features are allocated. Modern social-economic conditions bring about changes that influence the whole educational system as well as the process of professionalization of each individual in a very special way. The article considers the problem of disparity between the classical, traditional system of education and changes in the job market and new professional changes. Receiving higher education is thought to be one of the key moments of becoming a professional. Analysis of some modern social-psychological features of youth professionalization which are necessary to be taken into account by every young man are presented. On the basis of research carried out among the working graduates of higher educational institutions of Perm it was concluded that it is the system of higher professional education that should lay the foundation for professionalization, predetermine landmarks under today's quickly changing social, economic and technical conditions. It is necessary to understand that it is only way to become a professional is one's own striving and efforts. Interdisciplinary Competences and Their Status Role in the System of Higher Professional Education

The authors examine the role of interdisciplinary competences in the development of higher education on the basis of the analysis of their integrative nature, nature and characteristics. The role of monitoring and indicators in the assessment of students’ knowledge obtained through the use of interdisciplinary competences is revealed. The importance of interdisciplinary models by identifying the stages of implementation of practice-oriented communicative approach in teaching is exposed. The problems of interdisciplinary competences are discussed in the context of forming tolerance and minimizing risk-taking in society. Against the backdrop of youth's problems the issue of educational reform is put forward and solved from the perspective of interdisciplinary, systematic, integrity. In the authors’ opinion, the formation of multi-disciplinary competencies, which would have formed the basis of social tolerance, is relevant to present day.

THE FORMATION OF INTERCULTURAL COMPETENCIES METHOD OF THE PROJECT

This article highlights the importance of formation intercultural competencies students of technical University. Describes the process of formation of intercultural competence. To increase the level of development of intercultural competence, the authors applied the method of projects in the framework of the course «Psychology». Method of projects aimed at improving the quality of training by developing students’ abilities to educate themselves and focused on the activation and realization of personal potential. Presents values and results of formation of intercultural competences. To determine the effectiveness of the project method with the purpose of formation of cultural competence was used research methods such as questionnaires, tests, observation, and analysis of results of operations. The results of the study may be of interest to teachers, post-graduate students interested in the development and implementation of a competence approach in the system of higher professional education.

Comparative Analysis Of Pedagogical Technologies In The Context Of Future Agrarians’ Multicultural Education In The USA

AbstractIn the article the comparative analysis of pedagogical technologies in the USA has been carried out in the context of future agrarians’ multicultural education. The essence of traditional and innovative pedagogical technologies and the peculiarities of their realization at higher educational establishments have been viewed. The expediency of developing the pedagogical technology of forming future agrarians’ multicultural competence has been reasoned. The classification of pedagogical technologies has been presented according to the level of application; the philosophical basis; the scientific conception of mastering the experience; the orientation on personality’s structures; the nature of modernisation of the traditional teaching system. The possibility of their determination is also considered due to the aims and tasks, the organizational forms, the dominant methods of teaching, the approaches to the personality, the category of students, the type of cognitive activity’s organization and management. The special attention is paid to two directions of the education’s development – traditional and innovative. The educational process in the American post-industrial, inform society and its attributive characteristics are substantially determined by a personality factor, and pushing off from this, the value of personality must serve as an initial moment in organizing the system of higher professional education. The practical aspects of implementing the traditional pedagogical technology, the technology of developing teaching, the programmable teaching technology, the problem-solving teaching technology, the module teaching technology, the concentrated teaching technology and the distance teaching technology are viewed.

Prospects for the Use of Foreign Experience of Distance Learning

The modern scientific, technical and social progress requires constant renewal and even creating a qualitatively new system of higher professional education. New forms of learning can be implemented through the provision of distance educational services through the modern technologies and the Internet. This is the way to raise the educational level of the population; to raise professional qualifications and to retrain specialists in various fields of knowledge. The paper presents the detailed analysis of researchers’ reviews and special organizations’ reports committed during 2000 – 2012 published in the United States, Europe and Asia. Research has shown that the experience of foreign distance education has a great application future in terms of the quality of modern vocational education in Russia development and improvement.

WHY SCIENTIFIC RESEARCH OF A LECTURER IS THE «LAME HORSE» OF MODERN SCIENCE?

The aim of the article is to represent reflections on the crisis of science and logical thinking (within the framework of Social Science, Humanities and higher education) that has its local and global manifestations; the author focused own attention on the manifestations in order to understand its depth and possible ways of overcoming them. Methods . A number of theoretical methods have been used in the article: analysis and synthesis, induction and deduction, comparison and classification, methods of extrapolation and modeling, as well as participant observation. Results . Local manifestations of the crisis of science and logical thinking associated with human factor in the national system of higher professional education in the era of virtualization and commercialization are expressed in reducing efforts and productivity of scientific research, due to the existing contradictions between changed requirements that enumerate professional duties of a lecturer and possibilities of combining and productive implementation of traditional and new professional roles. In particular, researches turn to promoters of themselves to solve financial and organizational issues of a scientific research and promotion of ratings. Changes in the sense of scientific activity in respect to educators and their personal attitude to new requirements will eventually face the eternal problem of attitude to knowledge and to the actual problem of change of knowledge subject in non-classical model and post-non-classical model of science. Expression of a researcher’s individuality encounters many obstacles (the author has identified 10 of them) and is complicated by new facets of this subjectivity, induced by «logistics turn point» in science. Scientific novelty. The author proves that it is necessary to change nonclassical subject knowledge model (where the corporate subject leaning for the general ways and collective norms of scientific activity dominates) for postnonclassical – individualized, wherein the subject possesses own way of thinking, own language; as it allows to create new knowledge. However, occurrence of such researcher is complicated by many obstacles. The author introduces the concept of «scientific logistics», i.e. scientific advancement of research results in virtual and real-life spaces in order to gain a dividend in material or symbolic form. When scientific logistics from a subsidiary position is moved to the center of academic life «logistics turn point» in science occurs. The meaning of learning is changing. Now it is more about search of potential consumers of the information then search of the truth. Scientific logistics measured in scientometric quantitative indexes and in their income as a calculated direct commercial effect performs the image function for a research, providing improved individual and corporate status. At the same time, these changes can turn into the veiled substitution of true scientific creativity, its transformation into formal manufacture of «a pseudoscientific spam». Practical significance. The research implementations can be useful for conceptual foresight of possible ways of improving scientific research at university, including possibility of making a new working agreement – «and effective contract», grounding its alleged advantages and objective limits on the way of increasing efforts and productivity of scientific research.

Professional and Creative Development of Natural Geographic Course Teachers within the Process of Professional Retraining

The purpose of this article is to analyse the professional and creative development of natural geographic course teachers of the Republic of Tatarstan in the process of professional retraining. The method for work performing is a retrospective analysis of professional retraining of natural geographic course teachers within the higher professional education system. The creative potential development of natural geographic course teachers is based on the paradigm of preserving the fundamental nature of the Russian education as a process aimed at integrating natural geographic courses and forming a complete picture of the world in order to foster flexibility, versatility of scientific thinking, different ways of reality reproduction, creating an internal focus in self-development and self-organization throughout life. Findings of the study are represented by a professional retraining system of natural geographic course teachers under conditions of education reforming, which contributes to the professional development of teachers.

The Role of Electronic Records Management (ERM) for supporting Decision making Process in Yemeni Higher Professional Education (HPE): A Preliminary Review

The importance of information has influenced many organizations especially in developed countries such as UK and USA to invest in their information management budget to ensure their survival and comply with the law requirement of their countries. Information could determine the organizations’ success or failures since the process of decisions making mainly must be based on it. To be of value, information must be recorded. This recorded information which contains evident must be preserved. This is because records are evidence of organizational activities, transactions and decisions. Information embed in records supports business functions and are critical for the assessment of organizational performance. Records carry information created as the product of transactions carried out by organizations. Without reliable records agencies and governments could not manage their resources, its revenue or civil service and also cannot deliver services such as education and healthcare. Yemeni Universities and Community colleges where Higher Professional Education (HPE) is adopted to make full use of information embedded in records in any decision made. Yemen started introducing and implementing the HPE system which offers highly qualified specialists to the labor market with the help and support from Netherland government. The HPE project implemented more than five new outcomes based education (OBE) programs at three institutions namely the Industrial Technical Institute (ITI), Aden Community College and Sana’a Community College (SCC).OBE is a portfolio cantered system and the assessment method is depending on recorded information in the documents disclosed in the portfolio. The evaluation decision is based on the reliable information in the portfolio. It is impossible for an educational organization to function efficiently without proper ERM .However, there is not framework as guidance for managing these electronic records, thus making ERM ineffective and efficient leaving evaluation decisions not persuasive. To assess, evaluate and make decisions successfully Yemen’s HPE system requires a framework for managing its electronic records in order to be relevant and trustworthy for making decisions.

DIDACTIC POSSIBILITIES OF THE USE OF BUSINESS GAMES IN THE CLASSROOM FOR DISCIPLINE «COMMUNICATION MANAGEMENT»

The article describes the potential use of didactic games in the process of activation of cognitive activity of students. Theoretical basis of this active learning technique, as a business game; describes the advantages of the game method of tea-ching. The paper contains information from the personal experience of the author. The role of educational business games and the necessity of its use. See the list of special sessions with students for professional mobility, achieve career growth. In conclusion, lists the principles of psycho-pedagogical nature solved in the framework of the professional training of PR specialists. The results of the study may be of interest to teachers, gra-duate students interested in developing and using educational business games in the system of higher professional education.
