APPROACHES TO THE DEVELOPMENT OF PEDIATRIC PALLIATIVE CARE

Considering today’s challenges to medicine and provision of social protection to vulnerable population groups, the issue of developing pediatric palliative care is relevant and crucial. The aim of the study is to analyze the development level of pediatric palliative care in Ukraine and European countries. Material and methods: analysis and generalization of data from scientific-methodological and specific literature, documentary materials, information resources on the Internet, and regulatory and legal frameworks of Ukraine, the Republic of Poland and the Republic of Italy. Research results. The goal of pediatric palliative care is to support the child and their family as soon as a life-threatening disease is diagnosed. Such care is provided throughout the entire trajectory of the child’s disease. Pediatric palliative care is aimed at improving the level of physical, mental, and spiritual well-being of the child and their family within the limits of the diagnosed incurable, often progressive, disease. The solution of multidisciplinary tasks requires the work of an interdisciplinary team in a palliative inpatient department, a mobile crew, and assistance at home. The family-centered model of pediatric palliative care is one of the unique models of supporting the family to adhere to a series of socio-medical interventions and maintenance of intra-family communication, avoid social deprivation of the family, and promote and coordinate the care of a child with an incurable disease. Conclusions. Palliative pediatric care contributes to the improvement of the quality of life of the child and their family. Pediatric palliative care in Ukraine and the world needs solving a range of problems related to financing and specialized education of specialists and parents of the child. The functioning of the inpatient and mobile pediatric palliative care team should be coordinated and continuous. The family-centered model is an effective approach to pediatric palliative care for the child and family.

The current state of Ukrainian legislation on social protection of military personnel and their family members

The article examines the current state of Ukrainian legislation on social protection of military personnel and their family members. It is noted that to date, Ukraine has developed a system of normative legal acts of various legal force, which regulate the issues of social and legal protection of military personnel, their constitutional rights and freedoms, and guarantees regarding their implementation. At the same time, despite the fact that legislation in this area is constantly developing and improving, many issues still need to be resolved. Since a significant number of normative legal acts do not always indicate the provision of integral and comprehensive social protection. In particular, a conclusion was made about the non-systematic and scattered nature of the norms that define specific types of social protection for servicemen and their family members. That is, there is no single approach to the legal regulation of social protection of servicemen and their family members, there is a lack of a single legislative act, according to which consolidated and mutually agreed standards and principles of building the entire structure of social security in the researched area would be determined. Therefore, the existing system of social protection needs radical reorganization. In particular, it is necessary to create a clear system of guarantees of social (material) support for military personnel and members of their families, to ensure their observance and implementation by the state, thereby stimulating citizens to military service. It was noted that an important direction of state policy, which should become the focus of attention during the war and after its end, should be the social security of servicemen and their families, as well as raising the status of servicemen in the state. Because today there is no more important task in Ukraine than protecting and ensuring the rights of servicemen of the Armed Forces of Ukraine and other military formations who defend our borders, sovereignty and integrity of our state, who with their courageous struggle effectively protect the Ukrainian state and the Ukrainian people. At the same time, it is noted that despite the limited economic opportunities, the state still tries to provide adequate social protection to military personnel and their families, pays out monetary support and rewards, provides medical treatment and rehabilitation. Attention was also drawn to the fact that the regulatory and legal settlement of issues of ensuring social protection of servicemen and their family members should be closer to international standards, in particular, NATO member countries.

External control of the functioning of passenger carriers in the smart city

Introduction. The successful functioning of a smart city in terms of organizing efficient transportation flows requires external and independent monitoring in the field of passenger transportation. External monitoring complements the internal control of passenger carriers’ activities in providing efficient passenger transport services in the smart city. Various stakeholders, such as regulatory institutions, municipal authorities, business partners, and the public, are interested in the external control of transportation enterprises, which defines the relevance of the research and allows for the formulation of its purpose.The purpose of the article is to justify the importance of digitization and optimization of external control in correlation with internal control procedures regarding the monitoring of passenger carriers’ operations in a smart city.Results. The study elucidates the correlation between internal and external control, both of which share common control objects, such as the transportation schedule, personnel policies, service quality, revenues and expenses, and public disclosure. These factors also determine the interaction formats of various controllers. A list of data requiring public disclosure by passenger carriers for external control has been identified, including information related to: transportation vehicles (adherence to the transportation schedule for passenger carriers), employees (provision of personnel policies and social protection for employees by transportation companies), transportation costs (public control over pricing in the passenger transportation sector), carrier revenues (accurate calculation of company revenues and accrued taxes), and social commitments (compliance with fair competition practices and fulfilling social obligations taken on by the carriers).The rationale for conducting a rating of passenger carriers using a balanced evaluation system is substantiated. This system involves the calculation of various indicators such as punctuality, personnel policies, fair competition practices, social commitments, financial security, passenger feedback, pricing, profitability, convenience, and transparency, taking into account their respective weights in the overall rating assessment. For top-performing transportation companies identified through the rating, a premium reward system is proposed, while for those with lower ratings, external controllers will initiate inspections and hold them accountable for any identified violations. The implementation of these proposed measures ensures public transparency, accountability, and efficiency in providing socially significant passenger transportation services in the smart city through the interaction of internal and external control mechanisms.Prospects. The use of modern information and communication technologies for enhancing accounting and control requires exploring the prospects of digitizing internal control in conjunction with external monitoring of passenger carriers’ operations.

Financial and legal principles of social protection of military personnel

It has been proven that the legality and sufficiency of the state’s financial activities for the social protection of military personnel in modern conditions in Ukraine depends on financial and legal regulation in the field of social policy. It has been noted that financial and legal protection, as an activity of the state for financial provision of social protection of military personnel, is based on the budget law, expenditures, which require coordination of the budgetary powers of the legislator and the Government on the formation and distribution of financial resources at the planning stage, as well as development and approval of the main financial law.
 The dependence of the financial state of the social protection of servicemen on the state financing of the directions and types of social policy of the state in the sphere of defense which requires legal regulation of the sources of financing of social payments of servicemen has been argued, as well as the distribution of the amounts of allocated funds and clarification of the powers of the involved subjects, in particular the legislator, the Government and managers budget funds. It has been determined that in order to improve the financial and legal foundations of social protection of servicemen, it is advisable to ensure two conditions: firstly, the introduction of a budget classification code of types of special social payments to servicemen in the expenditures of the State Budget of Ukraine, and secondly, compliance with the targeting of benefits, guarantees, compensations and other social payments, which are defined by the current legislation for military personnel and their family members.
 It has been substantiated that the justice and legality of meeting the interests of military personnel, as well as of all citizens related to social protection, are based on financial and legal principles.

Перспективи впровадження безумовного базового доходу в Україні

The article reveals the role of unconditional basic income (UBI) as an innovative tool for the development of the national economy. Based on the analysis of scientific works of domestic and foreign scientists, its advantages and disadvantages are determined. According to its supporters, the advantages of UBI include: transparency, efficiency, poverty reduction, positive impact on economic growth. Among the shortcomings, the following can be distinguished: high cost, probable loss of motivation by citizens to work, impossibility to eliminate the fundamental causes of inequality with the help of UBI. Examples of the implementation of UBI in developed, developing countries, and countries with emerging markets are given. The current socio-economic situation in Ukraine is characterized, taking into account the influence of endogenous and exogenous negative factors, the consequences of the full-scale Russian invasion, in particular the loss of territories with significant deposits of natural resources and powerful industrial potential, mass migration of the population, etc. Our state is currently unable to use its powerful economic potential. An analysis of the expenditures of the State Budget of Ukraine for 2023 on social protection and pension provision of the population was carried out. It is proposed to introduce the UBI in Ukraine as a reliable tool of social protection with the use of international aid funds (during martial law) and rent payments as sources of its payment. It is concluded that the payment of UBI will increase the level of trust in the state and reduce corruption, as citizens will have less need to receive additional income outside the tax system and state support programs.

THE ESSENCE OF INCLUSIVE EMPLOYMENT AND FUNDAMENTAL REFORMS IN UZBEKISTAN

It is inevitable that the economy of each state, which focuses on the development of human capital, will see itself in a short period of time in the cycle of its rise. This process is definitely bettered by ensuring inclusive employment. For this reason, the essence of inclusive employment content was revealed in this article. With the opinion of foreign and domestic scientists studied, the term was given the definition of an author. The socio-economic reforms carried out in our Republic were highlighted. These include the law of the Republic of Uzbekistan, decisions and decrees of our President. The fact that in the new Uzbekistan a path of development is established with the provision of social protection makes it possible for each person in our society to find a suitable place of work and realize their dreams. Problems faced by individuals with disabilities and its solutions have also been developed.

Peculiarities of pension provision of scientific workers: realities of today

The problems of pension provision in Ukraine today are one of the most acute issues, primarily due to its low level, the imperfection of the current legal regulation, the existence of various social and demographic problems in the state. It is noted that today the domestic pension system is financially unstable, does not provide the size of pensions in accordance with the labor contribution of the majority of citizens and at the same time creates conditions for preferential (mostly unfair) pension provision for a significant number of pensioners. The issue of the prosperity and quality of life of pensioners is becoming more and more urgent, because their financial condition is significantly lower than in European countries. Therefore, it is proposed to include the restoration of justice in the determination of pension payments – both today and in the future – among the important and priority tasks of the state. Because if a person has worked honestly all his life, he should be guaranteed a decent pension. The purpose of the article is to consider the features of pension provision for scientific workers in today’s conditions, on the basis of which to draw appropriate conclusions. It is noted that the legal regulation of the pension provision of scientific workers is imperfect, does not sufficiently ensure the prestige of scientific work and does not stimulate the systematic renewal of scientific personnel. Attention was drawn to the expediency of mandatory annual indexation of pensions, including the pensions of scientists, and the introduction of a fair mechanism for calculating their payments.Since the provision of economic, social and legal guarantees for employees, in particular the employees of the scientific sphere - scientists, as well as the creation of conditions for conducting effective scientific research, will increase the prestige of engaging in scientific activity. One of the ways to achieve the result and implement the functions assigned to the state should be to improve the legislative framework for the regulation of social security relations, as well as social protection and pension provision of scientific workers.It is noted that the implementation of state policy in this area is possible based on the improvement of legal regulation and adaptation of pension provision to international standards.

Mainstreaming of Social Protection Agenda in the Political Parties' Election Manifesto in Nepal

Social protection is indispensable for poverty reduction, a dignified life, and a secure future. According to the concept of a socialist public welfare state, it is the responsibility of the state to provide social security to facilitate the lives of weak, disadvantaged, and vulnerable communities and to ensure quality, safe, and protected lives of all citizens. Thus, social protection agenda are intrinsically political in nature. This paper is based on review of manifestos of various political parties in Nepal for the local, provincial, and federal elections. It was noted that the provisions for education, health, infrastructural development, social protection allowances, shelter, rest homes, care centers, and drinking water among other topics, have been covered in the manifestos of the major political parties. However, the social protection provisions are vague and do not exclusively cover the most vulnerable populations, including children, youths, sexual and gender minority children, and people with disabilities. It further proves that social protection allowances and schemes proposed by political parties are heavily skewed toward elderly citizens. The political parties need to be more capacitated, sensitive, committed, and aware of the multiple dimensions of social protection to ensure complete political ownership of the agenda.

The Lack of Government Capacity and Rising Community Networks in Building Resilience During the Covid-19 Pandemic: An Insight from Pekalongan City, Indonesia

The Covid-19 pandemic has had a wide impact on various sectors of people’s lives, including socio-economic disruption. In Indonesia, at both local and national government levels, the social protection programs have become a key tool for policymakers to overcome the negative impacts of the Covid-19 pandemic crisis. This study aims to examine how the local authorities and community networks called P2SE (Pekalongan Peduli Sosial Ekonomi or Pekalongan Cares Socio-Economy) in Pekalongan city respond to the socio-economic crisis during the Covid-19 pandemic in order to increase the resilience of urban poor and vulnerable group as well as reducing social inequalities. One way of doing this is through integrated social protection provision involving various communities from local authority, academicians, civil society, businessman and micro small and medium enterprises. This article argues that the community networks-based integrated social protection provision model is an alternative strategy to help state authority in addressing poverty and socio-economic inequality in inclusive and participatory ways. In this way, some issues of inequality and political interests in the process of resource distribution related to the provision of social protection can be minimized. Therefore, this model of providing social protection based on integrated community networks can be used as an alternative strategy to reduce inequality and build the resilience of urban poor and other vulnerable groups when facing crisis due to unpredictable disasters such as the Covid-19.

DECISION MAKING MODEL FOR MEASURING THE FEASIBILITY OF SOCIAL ASSISTANCE FOR TPS3R AREA OF PRINGSEWU DISTRICT

Poverty is a major social welfare problem in Indonesia. Various efforts have been made by the government to overcome the main problems of social welfare in accordance with the Constitution of the Republic of Indonesia Number 11 of 2009 concerning social welfare, such as the provision of social assistance, social rehabilitation, social security, social empowerment, and social protection. In fact, various efforts made by the government in overcoming social welfare problems in Indonesia are considered not optimal. The lack of optimal distribution of government social assistance is affected by several factors, among others, the large number of data used as parameters and data collection and calculations that are still carried out simply and manually cause errors so that the results obtained are not on target. The study was conducted by examining the determining variables of eligibility for social assistance recipients using theSimple Additive Weighting method. To optimize the determination of the eligibility of beneficiaries in the TPS3R area of Pringsewu district, in this study the determining criteria will be applied to a system using the Decision Support System model. The decision-making system will be carried out by applying several variables as a basis for decision making including, Domicile, Family Economic Status, Employment, Income, Beneficiary Status Assistance, Number of Dependents and Home Conditions. By using the Decision Support system, poverty alleviation programs in the TPS3R area of Pringsewu district can be carried out quickly, effectively and efficiently and on target

The role of mutuals and community‐based insurance in social health protection systems: International experience on delegated functions

AbstractThe institutional architecture for the provision of social health protection varies across countries, as do the actors and organizations involved. In some countries, mutual benefit societies and community‐based health insurance organizations (CBHI) play a role in this area. In the 1990s, these were promoted particularly as a means of extending social security coverage, especially in sub‐Saharan Africa. In the current context, the adoption of the 2030 Agenda for sustainable development, as well as renewed political will to realize universal coverage, has led to a questioning of the role of mutuals/CBHI. However, the literature on the roles they play in national social security systems remains limited. For this scoping review, 49 documents were analysed, covering 18 countries worldwide, focused on the delegation of functions to mutuals/CBHI in national social health protection systems. The results reveal the dynamics of the delegation of functions within social protection systems over time and their implementation processes. These provide areas for reflection that can inform policy processes.

A transnational social contract: Social protection policies toward Non-Resident Keralites

Abstract The migration process raises a set of migration-related risks and vulnerabilities, yet recognizing these as collective problems is paramount to formulating public policy responses. As one of the first subnational states globally, the South Indian state Kerala has institutionalized various social protection policies toward emigrants and returned migrants under the department of Non-Resident Keralites’ Affairs (NORKA) and its implementation agency NORKA ROOTS. Taking the case of Kerala, this article investigates why subnational states recognize their international emigrants and return migrants as deserving of social protection provisions. Subnational states matter as they are sites of diaspora identification, and it is where migration’s consequences, such as emigrants’ philanthropic development projects and the reintegration of returned migrants, unfold. At the same time, they have less legislative and infrastructural power than federal states in engaging with emigrants and destination countries. By drawing on original data, the article argues that (returned) emigrants’ access to social protection schemes is built on understandings of deservingness based on a combination of protection rationales and economic rationales, rooted in Kerala’s specific developmental and identity discourse. The study demonstrates that despite subnational states having limited institutional capabilities compared with federal states, they are essential stakeholders in articulating transnational social protection policies.

Normative and legal provision of social protection of employees of the National Police of Ukraine: today

The work examines the regulatory and legal provision of social protection of employees of the National Police of Ukraine in today's conditions. It is noted that one of the important and necessary state institutions in modern conditions is the National Police of Ukraine, which occupies one of the key positions, implementing the law enforcement function and performing a fairly wide range of tasks to protect the rights and freedoms of citizens, and therefore the social protection of the employees of this institution plays an important role value. However, until now, the social protection of police officers remains an unsolved problem, which creates obstacles on the way to the development and establishment of stability in society. Having analyzed the current national legislation on the social protection of employees of the National Police of Ukraine, it was concluded that despite the large volume of legal acts regulating the social protection of law enforcement officers and their family members, attention is drawn to the declarative nature of the norms and the nature of their optional implementation, as well there is a lack of a unified approach to the legal regulation of social protection of the studied category of workers. And as a result, although the social protection of employees of the National Police of Ukraine is provided for by a number of legal acts, many issues remain unresolved, especially in today's conditions. It is noted that despite a number of positive changes regarding the reform of the police system in Ukraine, it is necessary to pay more attention to social protection and gaps in the national legislation, the elimination of which will provide an opportunity to ensure the full functioning of the newly created and reformed units of the National Police of Ukraine. The task of reforming is primarily to ensure that there is a correspondence between tasks and functions, structure and people, and resource provision. Among other important issues is decent pay for the work of Ukrainian police officers, because the safety of citizens and the level of crime detection directly depend on their motivation. And that is why their salary must correspond to modern risks and realities, ensure stability, and only the law can guarantee this.

Beyond rights-based social protection for refugees

The use of social protection measures has garnered increasing attention in recent years from academics and policymakers aspiring to unite the humanitarian origins and development ambitions of displacement governance regimes. Much of this attention has been focused on establishing and strengthening national systems of social protection provision. Analysis of policy approaches to social protection has become increasingly detailed, but typically does not extend beyond formal rights-based provision. This article seeks to address the paucity of literature on how refugees strategise around access to social assistance beyond Northern-mandated approaches. We review existing research on Syrian displacement in Lebanon to interrogate assumptions that refugees automatically seek institutionalised assistance. Drawing on postcolonial literature, we explore why modalities of social and humanitarian assistance offered through a rights-based approach represent only a partial mapping of the social protection that refugees avail themselves of. In doing so, we signal a move beyond the narrow and restrictive binary of formal/informal and attempt to consider the range of social protection opportunities from the perspective of refugees. Though unequal, we argue that both national systems of social protection provision and alternative approaches identified by displaced people are currently necessary, although a language of rights is only applicable to the former. Ultimately, greater coordination between the two is required. In conclusion, this article describes directions for future research aimed at a holistic understanding of how social protection is accessed in displacement and a more explicit interrogation of the impact of social protection measures in displacement settings.

Fintech Innovation in Social Service Provision: A Bibliometric Review

The employment of fintech as a product and service distribution mechanism in various sectors has been widely adopted for the provision of seamless services. The adoption of fintech by both individuals and organisations avails more convenience in product and service provision. The combination of fintech and social protection service provision has been receiving increased attention, especially during the COVID-19 pandemic era. This paper sought to investigate and show the importance of fintech in social protection research. The study aims to show the evolutionary idea of fintech in social protection to elucidate how much research has been done and elucidate the emerging areas surrounding fintech in social protection. A review of the literature that links social protection provision and fintech was conducted to establish whether more research is needed in integrating fintech with social protection provision. This study employed a bibliometric review to explore linkages that exist between financial technology (fintech) and social protection provision to establish whether the area needs further research. Data were sourced from the SCOPUS database using the Boolean search approach with the use of keywords and filters. Search results were processed and analysed in both SCOPUS and VOSviewer for visual and network positioning. The findings of the study show that fintech and social protection have received increased attention, as shown by the number of publications since 2018. Details of the most influential authors, documents, countries, and sources were documented. The results indicate the following emerging research themes: (1) the adoption of fintech in social protection service provision; (2) blockchain technology research on social protection, (3) fintech in health care service provision combined with health insurance; and (4) fintech as a cushion against the impacts of climate change.

Actual aspects of Ukraines migration policy

In the article, the author considered the theoretical foundations of Ukraine's migration policy, defined the main regulatory measures and directions, the main of which are the provision of social and legal protection of labor migrants and their family members; cooperation with state bodies of foreign countries, international and public associations interested in solving issues of foreign labor migration; implementation of measures to prevent illegal foreign labor migration. The principles of the implementation of the state migration policy of Ukraine were substantiated legislatively. It was found that some of them today have a more declarative nature than a practical one. The author observed changes in the migration flows of Ukraine for the period 2013-2021 and identified certain trends and contradictions: an exaggeration of the number of people arriving in Ukraine than those leaving by 2021 was revealed. The author emphasized that the military events in Ukraine created the prerequisites for the forced migration of the majority of people who may not have previously planned to change their place of residence and go abroad. It was found that the outflow of young people and persons with a high educational level is alarming, which negatively affects the economic development of Ukraine, its provision of highly qualified personnel. The main ways of overcoming the negative economic consequences of the migration crisis and improving the migration policy have been determined, in particular through a complex of stimulating, corrective and regulatory measures of a socio-economic nature. It was determined that in today's conditions, in order to solve the primary problems of the population, the state should perform the function of the main driver of the economy and stimulation of business development. The author emphasized that a relevant aspect of migration policy is solving the problem of optimizing the use of labor potential, taking into account regional specifics. The author points out the importance of the actions of the government of Ukraine regarding the development of certain mechanisms for attracting savings accumulated by citizens as a result of working abroad to the development and support of small and medium-sized businesses in Ukraine. It was determined that a modern effective migration policy should focus on expanding the information base and volume of consulting services in the countries of origin, transit and destination of migrants.

The article substantiates the relevance of the study of building an effective socio-economic model of society at the present stage in Ukraine, which is the creation of an appropriate system of social protection of the population. At the same time, the determining factor is the financial support of this sphere, which contributes to the formation of effective social protection of citizens, which, given the current realities and financial capabilities of the State, is extremely limited. The article outlines the problems of budgetary financing of social programmes, which will contribute to reliable social protection of the population and achievement of a high level of both its welfare and prosperity of the country as a whole. This necessitates the transformation of Ukraine's development in the current conditions in the context of modernisation of the State's socio-economic policy and government actions aimed at improving the living standards of citizens and orientation towards European standards. It is determined that the stable functioning of a modern democratic society primarily requires an effective construction of the State social protection system. Thus, the socio-economic processes currently taking place in Ukraine do not contribute to the proper quality and accessibility of public goods in the social sphere, increase in the level of employment and well-being of the population. This is primarily due to the ongoing hostilities in the country and the consequent difficult financial and economic situation in the country, which has led to a decline in the living standards of its citizens, resulting in an increase in the number of internally displaced persons, low-income groups, the disabled, large families and other categories of people in need of social assistance. The author emphasizes the importance of creating an effective system of social protection of the population in the State, which is one of the key tasks in the process of building an effective socio-economic model of society at the present stage of development. The determining factor contributing to the provision of social protection of citizens is proper financing of this area in terms of optimisation of possible sources in the context of limited financial resources of the State. It is proved that the main transformation in the social protection system in Ukraine, especially in the war and post-war periods, should take place in the area of financing war-related benefits (for the disabled and those who lost their breadwinner); expenditures on rehabilitation of population groups affected by the war. It is also advisable to launch a programme to provide benefits and payments to military personnel and their families and to increase payments to vulnerable categories of the population. It is the comprehensive implementation of the proposed actions that will increase the efficiency of social sector financing and improve the quality of life of the population.

The author emphasizes the importance of creating an effective system of social protection of the population in the State, which is one of the key tasks in the process of building an effective socio-economic model of society at the present stage of development. The determining factor contributing to the provision of social protection of citizens is proper financing of this area in terms of optimisation of possible sources in the context of limited financial resources of the State. It is proved that the main transformation in the social protection system in Ukraine, especially in the war and post-war periods, should take place in the area of financing war-related benefits (for the disabled and those who lost their breadwinner); expenditures on rehabilitation of population groups affected by the war. It is also advisable to launch a programme to provide benefits and payments to military personnel and their families and to increase payments to vulnerable categories of the population. It is the comprehensive implementation of the proposed actions that will increase the efficiency of social sector financing and improve the quality of life of the population.
