Institutional Capacity Building Of Disaster-Resilient Village in Garut Regency

Disaster may occur anytime and anywhere, and is generally unpredictable. Therefore, the most important to do is disaster management to minimize any harmful impacts of disaster. To be more effective and efficient, it needs to involve all related parties. In regions, the relationship between village institutions is of high importance in disaster mitigation. This is because it is village administration (government) that is in direct relationship with community, and that the latter is one directly impacted by disasters in regions. Thus, in the context of disaster mitigation, the relationship between village institutions should be strengthened. Accordingly, the problem studied in the present research was, how is the strengthening of institutional relationships of villages in Garut Regency? The research method used was a qualitative method. The data collection techniques used were interview and observation. Interview was conducted with village officials and Destana volunteers. And observation was performed in the field on the activities conducted relating to disaster mitigation measures in the four villages which were the research objects, namely, Pasawahan, Rancabango, Mekarjaya, and Karyamekar. The research result revealed that the institutions in the four villages have been good enough but still need to be strengthened in the context of disaster management. The four villages were vulnerable to disasters and have had Destana instrument as a guard of disaster management at village level. In view of the research result, it is suggested that village officials improve their disaster management by, among others, conducting socialization on disaster risks, ways of lessening disaster occurrences, and ways of minimizing losses in case a disaster really occurs.

PARTISIPASI PEREMPUAN DALAM KELEMBAGAAN DAN PEMBANGUNAN DESA DI ACEH

Law Number 6 of 2014 concerning Villages has granted villages authority. The role of the village as a subject has an important role in the management of development and governance at the local scale of the village. The village institutional position as the subject of development certainly requires the participation of the village community as an administrator or part that plays a role in village development. Women as one of the elements of society, their participation in village institutions is very important as an effort to empower them so that they are not trapped as objects but can act as subjects and provide all their potential in the development process starting from the planning, implementation and evaluation stages of village development. This study aims to describe the participation of women in village institutions as well as women's participation in village development in Aceh Province. This research uses the Participatory Action Research (PAR) method. The author uses his experience as the main source of information to describe the results of research related to women's participation in village institutions and development in Aceh Province. The results showed that the participation of women in six village institutions consisting of the village government, the Village Consultative Body (BPD), village social institutions, traditional adat institutions, village cooperation institutions, and BUMDesa still need improvement. The same thing happened in village development. Of the three stages of village development which include the stages of planning, implementation, and evaluation of village development in general, women's participation has not been maximized.

Public Governance in Accountability of Village Enterprise (BUMDes) Management: a Stakeholders Perspective

This paper discusses the imbalance of the role of stakeholders in the accountability of village enterprise management. One of the stakeholders dominates, this has hampered corporate actions based on public governance on the accountability of BUMDes management. Accountability is only carried out as a form of procedural accountability to the village government and district government. Even though there is a horizontal accountability mechanism to the public, it does not work effectively. One of the reasons for the accountability failure of BUMDes management is the unclear role and responsibility of stakeholders in managing BUMDes. Rural Communities, Representative Institutions (Badan Permusyawaratan Desa), Private Sector, and the ohter Village Institutions do not have proportional roles and responsibilities in the accountability mechanism for BUMDes management. It means the capacity of stakeholders in the accountability process of BUMDes management is relatively low. Even though the capacity of stakeholders is important to strengthen the accountability of BUMDes management, because all stakeholders can monitor and evaluate the management of BUMDes, so that the dominance of the Headman and BUMDes’s manager can be controlled. Therefore, in overcoming the vacancy in the role of stakeholders, this research proposes the need to create an accountability mechanism based on public governance, where all stakeholders will interact with each other with the aim of influencing the results of public policy. They interact with each other in the management of public organizations to fulfill various interests of the community. To integrate the role of stakeholders in the accountability of BUMDes management it is advisable to use an information system that can bring together all stakeholders in managing a BUMDes. The information system can be used to strengthen the accountability model based on public governance on the management of BUMDes.

Partnership of the Village Head, Village Consultative Body and Customary Institutions

The Government of Kayeli village is an integral part of the District government Buru where the administrative elements make the Kayeli village government have to run the administrative tasks strictly in their activities, in fact A involvement in traditional institutions that eventually affect the orientation and implementation of development. The three elements of village institutions namely village Governments, village consultative bodies and indigenous institutions are able to collaborate from planning to monitoring the development of the Kayeli village community. This research is a qualitative study aimed at describing the partnerships that awakened between institutions in the village of Kayeli. The research site is focused on Kayeli village. The number of informant interviews of 30 people consisting of village apparatus, public figures, indigenous people and local communities is taken purposive. The analytical techniques used to follow the concepts given by Miles and Huberman include data reduction, data presentation and withdrawal of conclusions. The results showed that the relationship that awakened from these three institutions was able to create harmonization of village development that materialized through the planning, implementation and supervision conducted jointly with Communication and active role in village development.

Improving the Quality of Human Resources in Indigenous Village Institutions Through Work Culture Based on "Catur Marga" in Bali Aga Village, Buleleng Regency

This study aims to determine the improvement of human resources quality of the Village Institution through Catur Marga-based Work Culture in Bali Aga Village, Buleleng Regency. A quantitative approach will be used in this study. The data analysis technique used in this study was SEM PLS Version 3.0. The sample is 135 people with t-table values for the significance level α = 0.05 of 1.960. The results showed that there was a positive and significant result in all relationships where the Effect of Catur Marga-based Work Culture on HRM was 4.477. Likewise, the Effect of Catur Marga-based Work Culture on Work Productivity was 31.010, and the relationship of Human Resource Management to Work Productivity was 7.338. From the results, it can be concluded that Catur Marga- based culture work has a positive role because it can provide good results for improving the Quality of Human Resource Management and Work Productivity.

REFLECTIONS OF ENDURING EDUCATIONAL INSTITUTIONS: VILLAGE INSTITUTES

The Village Institutes are a major step forward in the Republican era for the development of the community as well as the education system. The students were educated in ways of vocational and technical aspects in mentioned institutions. For example; student haven’t been only taking some theoretical lessons as it is today; it has been working in the school’s field, beekeeping, raising chickens, and female students have been cooking. These lessons were given in the school curriculum have been doing as practical. In this way, both students have been fully being trained and the village's needs have been being provided and thus, these activities, which were carried out simultaneously, also have been serving social development. It is seen that today's education system is formed in the following form: in the framework of a standard education program, independent of the students' abilities, it is based on a theory and based examination system and in the form of an institutional structuring which prevents them from thinking and pushing to rote learning. Comparing the educational level of the Village Institutes with today's education level as much as possible and identifying the missing aspects of the current education system are the aims of this paper. At this point, one graduates from the Village Institutes was contacted directly and his opinions were consulted.

ORTAKLAR KÖY ENSTİTÜSÜNDE MODERN MİMARLIĞIN İZLERİ

Village institutes are public institutions that have an original education system established to equalize the balance between rural and city in the modernization process of the Republic of Turkey. The Ortaklar Village Institute that 30 km from the Aydin is the one of a total of 21 institutes have been opened in different regions of Turkey. The foundation of the institute was laid in 1944. Due to the fact that it is the only institute in the vicinity, it has been expanded with new classrooms and buildings added over time and has become a campus with about 30 buildings..There are traces of period ideology in the layout and architectural characteristics of the buildings that serve different functions. In the site plan a layout consisting of buildings on both sides of the rational axis is dominant. In the designs based on geometric forms, the use of semicircle form and long horizontal strip windows reflect the architectural language of the modernist movement. The institite that reflecting the Republican period adds value to archtitecture with its natural environment, settlement style and architectural features. In this study, the structures belonging to the Ortaklar Village Institute, which was built in accordance with the modernist philosophy, will be examined in terms of architecture.

IMPLEMENTATION OF BIO-GAS RESOURCES TO DECREASE ENERGY CONSUMPTION OF VILLAGE INSTITUTES; A CASE STUDY OF HASANOĞLAN VILLAGE INSTITUTE

Village institutes have been one of the most effective institutions in raising the country's education level since the Republic period. Increasing the quality of education in these schools is also directly related to the support of energy resources. In this study, the increase in rural building stocks is forcing the use of renewable energy sources such as biofuels to maximize the energy requirement from bio-sources. The aim of this study is to apply bio-fossil resources in a village institute to reduce energy consumption. Hasanoglan Village Institute, which is located in Ankara, has been chosen as a case study. In this study, the potential of bio-gas use is presented.

People, Inc.? Law, Economic Enterprise, and the Development of Inequality in China

Abstract This Article tells the story of two Chinas and of different forms of public enterprise associated with each: state-owned enterprises (SOEs) in urban China and township-and-village enterprises (TVEs) in rural China. Historically SOEs have constituted the dominant form of socialist enterprise in China. However, China’s unprecedented economic growth began with the rise of rural industry in the 1980s, and the bulk of rural growth was generated by a new type of entity known as TVEs. While legal scholars have mostly ignored TVEs, economists have devoted a great deal of theoretical attention to them: How were TVEs able to succeed in the absence of legally protected property rights, in defiance of standard economic theory? Remarkably, they operated without a formal legal basis. This Article argues that long before the enactment of the PRC’s first Company Law in 1993, in TVEs local government law performed the core functions of corporation law—a phenomenon this Article characterizes as “Village, Inc.” It was this law of local governance, and the formal and informal institutions supporting it, that propelled China’s phenomenal growth for nearly two decades while helping close the historic welfare gap between city and country. The Article next compares TVEs’ record of success with that of SOEs. The Company Law promulgated in 1993 marked a reorientation from rural reforms to restructuring urban SOEs. Despite its apparent novelty, in many respects the Company Law simply codified institutional arrangements pioneered by TVEs. Even after SOEs were “corporatized” in order to attract outside capital, the state remained a controlling shareholder—a configuration this Article describes as “People, Inc.” However, despite the benefit of a formally promulgated corporate statute, as a group corporatized SOEs have not been able to replicate TVEs’ extraordinary success. Beyond the Company Law’s formal structures, there has been no informal “local law” of SOEs to regulate them, equivalent to the relatively egalitarian village institutions that governed the operation of TVEs. Significantly, however, the corporatization of SOEs has not only restructured the state’s relationship to capital. The final part of the Article considers how it has also fundamentally altered the relationship between capital and labor. The enactment of the Company Law was accompanied by the promulgation of a new Labor Law in 1994, mandating that all employees be provided with employment contracts. Since then, the revolutionary political subject of Maoism—“the people”—has been atomized into independent economic subjects responsible for their own welfare outside of work. This, in turn, has resulted in tectonic shifts in the boundaries among the state, the market, and the family. Moreover, with the contractualization of all labor, even urban workers no longer enjoy a guaranteed share of the benefits of economic development. Today, an earlier state-enforced inequality between city and country is increasingly overwhelmed by a society-wide gulf between the rich and the poor, without a necessary geographical correlate.

British Council, Village Institutes and Searching the Ways of the Cultural Diplomacy on the War Circumstances

Türkiye’de Cumhuriyet’in ilandan sonra siyasal alandaki devrimlere hız
 verilmesiyle çağdaş bir devlet yapısı oluşturulmak istenmiş, girişilen radikal
 reformlarla yalnızca idari modernleşme hedeflenmemiş, bunun yanında toplumsal yapının
 da dönüştürülmesi için önemli adımlar atılmıştır. Ancak, siyasal alanda umulan değişimin
 kısa sürede elde edilmesinden farklı olarak, Osmanlı’dan devralınan katılaşmış
 ve geri plana itilmiş insan sermayesini dönüştürmek bilindiği gibi kolay
 olmamıştır. Her şeyden önce, şehir merkezlerinde toplulaşmış okur-yazar kesimin
 genel nüfusa göre oldukça düşük bir oranı teşkil etmesi, Cumhuriyet
 idarecilerinin yüz yüze kaldıkları ciddi bir sorundur. Öte yandan 1928 yılında
 Latin harflerinin kabulünden sonra vatandaşların eğitilmesi meselesi dönemin temel
 gündem maddelerinden birini oluşturmuştur. Bilindiği gibi, toplumsal
 kalkınmanın temel dinamiklerinden biri olan nitelikli insan sermayesinin elde
 edilmesi için Cumhuriyet’in ilk yıllarında yoğun çabalar sarf edilmiştir. Bu
 doğrultuda 17 Nisan 1940 tarihinde kabul edilen 3803 sayılı Köy Enstitüleri Kanunu
 ile okul ve öğretmenden yoksun bölgelere ulaşılmaya çalışılarak taşranın eğitim
 ihtiyacına cevap verilmeye çalışılmıştır. Köy Enstitüleri ile ilgili genel
 kabulün aksine bu sistemle yalnızca öğretmen değil, aynı zamanda teknisyen,
 sağlık personeli ve modern tarım tekniklerinden haberdar eğitimli yeni bir
 insan profili yetiştirilmeye çalışılmıştır. Köy Enstitüleri’nin 1940’ların
 sonlarından itibaren, bir dönüşüm sürecine girildiği bilinmekle birlikte, bu
 enstitülerin Anadolu aydınlanmasının özgün bir örneği olduğu gerçeği göz önünde
 tutulmalıdır. Nitekim bahse konu olan dönemde Türkiye’de faaliyet gösteren
 British Council yetkililerinin Londra’daki merkez büroyla yazışmalarına konu
 olan Köy Enstitüleri özgün ve dikkat çekici ölçüde başarılı bulunmuştur.
 Dahası, British Council yetkililerinin girişimleriyle Köy Enstitüleri ve
 İngiltere’de benzer faaliyetler yürüten Young Farmers Club arasında eğitim
 temelinde işbirliği kurulması için çalışılmıştır. Hatta o dönem için radikal
 sayılabilecek öğrenci değişim programı gibi uygulamalar için de British Council
 yetkilileri Köy Enstitüleriyle işbirliği olanağı yaratmaya çalışmışlardır. Bu
 çalışmada incelenen British Council evrakından yola çıkılarak Cumhuriyet döneminde
 girişilen reformlar arasında günün şartlarından doğmuş, özgün bir uygulama olan
 Köy Enstitülerine farklı bir pencereden ışık tutulmaya çalışılmıştır.  

EVALUASI PROGRAM DESA MANDIRI ANGGUR MERAH (ANGGARAN UNTUK RAKYAT MENUJU SEJAHTERA) DI KECAMATAN LAMBOYA KABUPATEN SUMBA

The Government's commitment to empowering the Autonomous Region to eradicatepoverty today is very beneficial to the development of a region, but the commitment mustbe coupled with the willingness of the local government concerned and appropriatepolicies. The policy of the Red Grass Village Program in the form of providing capital tothe community in the form of farmer groups in Lamboya Sub-district is a form ofgovernment commitment to eradicate poverty in the area. The problem that occurred inthe policy of Red Mandiri Anggur Village Program is that the policy does not reduce thepoverty rate, does not encourage the empowerment of village institutions, and the absenceof new entrepreneurs. The purpose of this study is to evaluate the success of the red winevillage self-service program policy by looking at Willyam Dunn's evaluation indicatorsof effectiveness, responsiveness, and accuracy. And to analyze the factors inhibiting thesuccess of Dedy Mulyadi policy that is the content of policies, implementers, andenvironment. This research uses a qualitative approach with a purposive technique todetermine key informant. The results of the evaluation indicate that the policy of MandiriAnggur Merah Village Program in Lamboya Sub-district of West Sumba Regency has notsucceeded in reducing the poverty level after the policy, unsuccessful to encourage theempowerment of village institutions and the creation of new entrepreneurs. While theobstacles to the success of the policy are the lack of clear policy content such asorganizing, the implementation of less socialized programs to the community and the lackof support from the community and government.

THE VILLAGE GOVERNANCE MODEL THAT EMPOWERS COMMUNITIES IN INDONESIA'S BORDER AREAS

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

DINAMIKA REPRESENTASI PERAN POLITIK BUNDO KANDUANG DALAM SISTEM PEMERINTAHAN NAGARI MODEREN DARI REPRESENTASI SUBSTANTIF MENUJU REPRESENTASI FORMAL DESKRIFTIF

This study focuses on the representation and political role Bundo Kanduang in Nagari government system. Post back to the village government, through the Regional Regulation No. 9 of 2000 on the Principles of system of village government, in accordance with the policy, which instructed about the representation Bundo Kanduang as part of the political system in the village, bahwasannya provide opportunities for role Bundo Kanduang to sit in formal government institutions in villages namely Bamus institutions and BMAS. Formal representation Bundo Kanduang today, experienced a shift in the role, as the two major constraints, among others, the non-functioning (vacuum) Institutional Bundo Kanduang as the basis of empowerment and increase political awareness Bundo Kanduang in Nagari, due to the dilemma of culture shock, to changing circumstances politics come to give effect to the erosion of the locality indigenous Minangkabau, and also very minimal attention from Sthokeholder the sustainability Institutional Bundo Kanduang, because of political understanding and sruktur politics in Nagari, generally is still held and dominated by men, so it is still difficult to providing a fitting representation space for Bundo Kanduang, and it makes sense to representation and the role of Bundo Kanduang until now have only been in the formal level descriptive. MASYARAKAT HUKUM ADAT DATUK SINARO PUTIH PASANG SURUT KEKUASAAN ADAT DI TENGAH HEGEMONI NEGARA

The Bungo District Government issued Bungo District Regulation No. 9 of 2007 concerning the mention of the Village Chief to Rio, the Village Becomes Dusun and Dusun Being the Kampung has raised several fundamental problems faced by the Indigenous Government of Datuk Sinaro Putih. The problem is the existence of dualism at the level of village institutions, which is caused by the Role of Rio (Village Chief) who is so free to regulate all adat issues in the indigenous law community Datuk Sinaro Putih which has been regulated by Customary Institutions led by Customary Leader. The method used is descriptive qualitative method. Existence of Customary Law Society Datuk Sinaro Putih still exists. Because they were officially recognized by the Bungo District Regulation No. 6 of 2006 concerning Customary Law Society Datuk Sinaro Putih. They still have customary forests as the ancestral heritage of Datuk Sinar Putih. The Hamlet Government has replaced the power of Datuk Sinaro Putih in the field of general government. However, customary power is still held by Datuk Sinaro Putih, including control of customary forest areas. The descendants of Datuk Sinaro Putih make an effort to maintain their existence, including designing Village Regulations on the Customary Law Community Datuk Sinaro Putih and holding annual and five-year events in the form of traditional vows and traditional art performances in the traditional unit of Datuk Sinaro Putih.

POLITIK AKOMODATIF DALAM MASYARAKAT MULTI AGAMA

Tapered political and economic interests have become a religious problem that is prevalent in Indonesia. Even opposition to the religious background in East Java is very high and the East Java community is ranked second as an intolerant society in Indonesia. But not so in the multi-religious Resapombo Village they lived in harmony and side by side without any open conflict among the community. Therefore in this study the focus of the study was based on how the role of the BPD and LPMD was interpreted by the Resapombo Village community to play a role in managing inter-religious harmony. This study uses the perspective of Blumer symbolic interaction, namely social interaction can be understood through the meaning interpreted by the actor. This study uses qualitative research methods with a phenomenological approach. In fostering harmony between religious communities a long social process takes place and becomes entrenched nowadays and is interpreted or interpreted by the perpetrators themselves and it can be claimed as their own local wisdom. The social process can take the form of several mutual cooperation activities and consensus agreements. with the existence of official village institutions in the form of BPD and LPMD which are accommodative places to accommodate all political interests at the village level.

Konstruksi Model Pengembangan Desa Wisata menuju Smart Eco-Tourism di Desa Paksebali, Klungkung, Bali


 
 
 This article was aimed to formulate the construction of tourism village development model towards smart eco-tourism in Paksebali village, Kungkung regency, Bali. The methods of collecting data included observation, interview, documentation, and Focused Group Discussion. The data were analysed using qualitative method and SWOT analysis. The findings showed that the political will of the government in Klungkung regency and Paksebali village, as well as the participation of the local community had a great contribution to the development of the tourism village. The analysis of internal and external factors were used to formulate alternative development strategies that included conservation and revitalization of arts and culture, nature and environment conservation. Village tourism product development was conducted in a gradual and sustainable manner. Improvement of facilities and infrastructure, included HR Quality Improvement, Strengthening tourism village institutions, marketing systems, and increasing community participation.
 
 

Human and Non-Human Aspects in the Effectiveness of the Implementation of the Shopping Standard Analysis (ASB) on the Village Fund Project in Coastal Areas of North Minahasa Regency

Research on the effectiveness of the application of ASB, especially in relation to village funds, is still rarely done. Many factors influence the effectiveness of the ASB preparation, but can be classified into two factors, namely the human and non-human aspects. Both of these aspects contribute to the effectiveness of the application of ASB. This study used exploratory factor analysis. The results of the analysis show that: (1) The dimensions or factors that shape human aspects in the effectiveness of the application of ASB are commitment factors, competency, adaptation, collaboration, technical capability, sub-district supervision function, organizational skills, village head development and planning ability. (2) Dimensions or factors that shape nonhuman aspects in the effectiveness of the application of ASB are Regulatory factors, Village Support, Administration, Wages / salaries and Village Institutions. (3) The dimensions or factors that shape the effectiveness of the application of ASB are factors: Standard cost of inputs, control tools, Abc (activity-based costing), according to village priorities, general validity, approval or determination and easy to update the data

SEJARAH, KEDUDUKAN, SERTA PROSPEK PERANGKAT DESA DI INDONESIA

Position of village government apparatus in Indonesia is still ambivalent until now, because of unclear village institution position. Law Nomor 6 Year 2014 about Village have the hybrid model, combination between self governing community and local self government (but quasi). According to Indonesia Constitution 1945 (before amendment), village or the other names will be construct as local government, and implemented in several law about local government during 1945-1979. After amendment, village or the other names, will construct as social community. Facing rapid change of industrial revolution 4.0 (Schwab; 2016) and society 5.0 (Fukuyama; 2018), Indonesia government should choose one of three choices namely : self governing community, local self government, and hybrid.

Participatory Governance in Development Planning Arrangement in Lubuk Sakat Village, Perhentian Raja District, Kampar Regency [Participatory Governance dalam Penyusunan Perencanaan Pembangunan di Desa Lubuk Sakat Kecamatan Perhentian Raja Kabupaten Kampar

One of the progress of the village is determined by the quality of its development planning. Development planning so far still leads to the practice of state-centered approaches. The community is "forced" to accept the results of development that have been carried out by the village government. Community participation and village institutions are often forgotten in the development planning process. This study tries to discuss and explain how the participatory governance model in making the Medium Term Development Plan (RPJM) Lubuk Sakat Village, Perhentian Raja District, Kampar Regency? This study uses a qualitative approach and collects data through interviews and document studies. The results of the study showed that the participatory governance model greatly assisted the village government in preparing the RPJMDes because it could allocate all resources from stakeholders to create village development planning policies. Furthermore, collaborative and participatory governance models can be used in the mechanism or stages of the village situation analysis (desk study) and SWOT analysis, identification of future needs, detecting needs and making strategies and action plans in overcoming problems in Lubuk Sakat village.
