Scientific and methodical bases of the new evaluation process in higher schools

The Educational Reforms carried out in the direction of improving the quality of education in the Republic of Azerbaijan envisage the implementation of programs that ensure the development of education with innovative approaches. Quality control in education, its management and evaluation are characterized as the conclusion of the pedagogical process. Based on the social order of the state, education is a superstructure phenomenon that requires evaluation of the results as the main characteristic, which includes the development trend and dynamics of the society. Evaluating the results of education requires new approaches to its evaluation mechanisms. Thus, in a time when information and means of obtaining it are increasing day by day, the analysis of the results of the pedagogical process characterizes the extent to which the necessary information is perceived by the students and what skills they acquire in this use. Determining the content of education in the globalized era has been involved in numerous studies. Since the determination of the content is based on previously achieved educational achievements, the importance and relevance of assessment in the pedagogical process is always maintained. Thus, by means of evaluation mechanisms, the improvement of the quality of education, the development of new approaches in the application of training technologies, the anticipation of norms and the increase of effectiveness in the application of pedagogical innovations, the provision of integration and the expansion of liberalization are carried out. The study of these issues is carried out with reference to the evaluation results.

The role of information technologies in education

In the article we find out the possibilities of using information technologies to modernize the educational process in higher education institutions. The article reveals the content of information technologies, describes the possibilities of their application, and shows their role in higher education institutions for the modernization of education. It is noted the functions inherent in the system of information provision of monitoring and quality control of education. The article distinguished the components of information technologies (hardware and software; applied information; the end user of information and the components of the national information system (modern telecommunications infrastructure; distributed computer network; system of national information resources); system-methodological. Information technologies are classified according to several features: the method of process in the information system; the step of treatment of organization tasks; the classes of hi-tech actions carried out; the kind of user interface). Priority directions in the field of informatization of education (introduction of multimedia technology, use of multimedia products in higher education institutions) have been identified. Aspects of information inequality are described (physical access, financial access, cognitive access, access to significant information, and political access). The significance of distance education for today is shown, and its principles are considered.

Деградация основной функции образования как управленческая проблема

Studies based on the data of the Russian Monitoring of the Health and Economic Situation of the Population of the Higher School of Economics and the Survey of Wages by Occupations of Rosstat show that in modern Russia there is a degradation of the main function of education as a means of forming human capital. The degradation of the function of education is the result of methodological errors generated by the Bologna process, for example, the use of a competency-based approach, as well as the use of outdated archaic management principles based on the principles of a command-and-control approach to management. To overcome the degradation trends of the function of forming human capital in the education system, it is necessary to reject the methodological errors generated by the Bologna process, and abandon the outdated archaic principles of command and control management, and the transition to management based on modern approaches. Education quality control should be focused on assessing the human capital that graduates of educational institutions are endowed with, measured by their wages, while educational institutions should be spared from petty reporting and inspections that disorganize the educational process and contribute to the degradation of the main function of education.

A questionnaire for quality control in postgraduate medical education in Switzerland

Background To ensure high qualification standards in medical institutions, a questionnaire has been developed to evaluate the postgraduate medical education in Switzerland. Aim This article describes the development and longitudinal analysis of a questionnaire using eight scales to assess the quality of postgraduate medical education. Method The questionnaire has been administered to all residents every year since 2003. In 2020, 8,745 residents returned the questionnaire, resulting in a response rate of 70%. In addition, a survey is conducted annually among the directors of medical institutions. Results We present results of the directors’ survey and the resident evaluation from 2020, as well as longitudinal data over 16 years. The mean values of the eight scales remained stable or increased slightly over the years. The decision-making culture scale is generally rated best by the residents, while the evidence-based medicine scale is rated as the least good. The most important drivers of residents’ satisfaction with a training site are the work environment and leadership culture scales. The directors perceive the evaluation to be fair and useful. Conclusions The questionnaire represents a reliable and useful tool for the quality control in postgraduate medical training. It provides yearly feedback to the directors regarding how the residents perceive their training giving insights for improvments.

State Control in the Field of Higher Education in the System of Ensuring National Security of the Russian Federation

The article reveals the concept, goals and place of higher education in the system of ensuring national security of the Russian Federation, discloses forms of state control, shows the role of state control over the quality of higher education to achieve strategic national priorities. The improvement of the level of higher education is largely ensured by the federal state control of the quality of higher education. Based on the analysis of federal legislation and regulatory legal acts of the Ministry of Science and Higher Education of Russia and Rosobrnadzor, it is concluded that it is necessary to improve the existing system of federal state quality control of higher education through the introduction of information technologies for data collection and analysis, the development of electronic monitoring and its tools. Federal state quality control of higher education in modern conditions is becoming not only a means of state policy in the field of saving the people of Russia and human development, but also contributes to the implementation of other strategic national priorities.

ВНУТРЕННЯЯ НЕЗАВИСИМАЯ ОЦЕНКА КАЧЕСТВА ОБРАЗОВАНИЯ: ФОРМЫ, НОРМАТИВНОЕ И МЕТОДИЧЕСКОЕ ОБЕСПЕЧЕНИЕ

The creation of a system for assessing the quality of education ensures the achievement of high performance indicators of organizations engaged in professional training of specialists. The quality assessment system is a necessary tool for monitoring the results of the development of educational programs by students in accordance with the requirements of the Federal State Educational Standard. The article deals with the issues of ensuring a comprehensive assessment of the quality of education, while the assessment of the quality of education is considered as a necessary condition for the training of highly qualified specialists. The authors reveal the content of the updated system of state accreditation, control and supervision in the field of quality assurance of education. The issue of the organization of an internal system for assessing the quality of education, including its normative and methodological support, is covered in sufficient detail. The key areas within which the quality control of education should be carried out are indicated. Separately, the authors dwell on the problem of organizing an independent assessment of the quality of students within the framework of the state final certification. To solve such a problem, it is proposed to use self-examination methods, involve employers, other legal entities and individuals, as well as teachers. The issue of complex preparation of funds of evaluation tools for carrying out diagnostic measures, including with the use of remote technologies, is touched upon. The completion of an internal independent assessment of the quality of education involves the formation of accounting documentation, which is an important element in the organization of the quality system of education. The authors emphasize the need to ensure the quality of education in an educational organization when training highly qualified personnel for all industries and spheres of economic and social activity of the state.

Training of teachers for teaching in the conditions of distance education

An effective distance learning form should use detailed and particularly careful planning of the educational process. The organization of distance learning should have clear objectives and goals regarding the conditions of the educational process. Communication and interactive technologies, effective feedback between the student and the teacher are of great importance in distance education. The use of a modular system in distance education makes it possible to improve its quality control. The success of distance education depends on the level of motivation of students in acquiring new knowledge and skills. To improve the effectiveness of quality control in distance education, the level of training of teachers and their ability to motivate students to educational activities is important. A modern teacher should be able to use modern information and pedagogical technologies and constantly improve the level of his professional competence.

Research on the Improvement Path of College Online Teaching Quality based on TQM Theory

The gradual development of online teaching has become an important field of personnel training in universities, strengthening the quality of online teaching has become a new task for the development of higher education in our country. In view of the challenges faced by online teaching in universities in quality assurance, quality control and quality management, based on the requirements of applying TQM theory to online teaching in universities in an all-round, whole process and full participation, starting from establishing online teaching quality assurance mechanism, optimizing online teaching quality control system and improving online teaching quality supervision measures, the quality of online teaching in universities is effectively improved.[1] Help our country higher education cause reform and development.

Забезпечення якості початкової освіти на основі управління розвитком професійної компетентності вчителів початкової школи

Professional development of primary school teachers is one of the leading factors that have the greatest impact on ensuring the quality of students' knowledge. As the experience of the educational community shows, it is no longer enough to acquire a profession once and for life. Pedagogical workers must be ready for changes and constant professional growth.
 The content of the article reveals the question of what competencies and personal qualities are necessary for a person in any professional activity. It was determined that the main problems faced by teachers in general, and primary school teachers in particular, are: constant complication of the content of education, high level of educational standards; complication of education problems; continuous search for productive and innovative technologies of education and training; solving complex professional and pedagogical problems that require the integration of knowledge, practical skills and skills from sciences related to pedagogy; work in the information environment. This is what directed our research to compare the interpretation of the essence and content of the concepts "monitoring of primary education", "quality control of primary education", "assessment of the quality of primary education". Based on the above, we clarified the concepts of "quality of primary education" and "management of ensuring the quality of primary education" in the context of the New Ukrainian School: by "quality of primary education" we will understand a set of indicators that reveal various aspects of activity at the first level of comprehensive general secondary education, the content of primary education, forms and methods of education, material and technical base, personnel; and under "primary education quality assurance management" we understand a holistic system of intra-school pedagogical information, which is based directly on the management model, which reveals the procedural and effective aspects of management, where monitoring occupies a special place as a management tool for evaluating the quality of primary education.
 In order to carry out constant observation, recording and assessment of the quality of management of the professional competence development, in the article we considered the factors and quality criteria of the professional development of primary school teachers.

Directions for improving the organizational framework for quality control of higher education in Ukraine

The author proves that today it is advisable to develop a separate Law which would define the organizational and legal framework for the establishment and functioning of accreditation agencies. It has been noted that this law should not fully regulate all aspects of such agencies formation, organization and implementation of their control activities, but only define the general, most fundamental aspects of the legal status and work of these institutions.
 It has been noted that a necessary step to improve the organizational framework for exercising control over the quality of education is interaction and coordination in the system of subjects of such control, since today these aspects of the organization and functioning of the mechanism for controlling the quality of higher education are rather superficially regulated and do not provide a clear understanding of how this interaction takes place, what is the place of coordination in it, and who it is carried out by. It has been proven that it is necessary to define the conceptual foundations of interaction and coordination of subjects of control over the quality of education and to develop an appropriate procedure on their basis, which should provide for the principles and objectives of interaction and coordination, forms and directions of its implementation, and subject composition.
 It is emphasized that the current approach to training experts, which involves two-day trainings, is unlikely to guarantee the provision of high-quality personnel (experts) to the subjects of the control under study. The low level of experts’ training results in the fact that their conclusions are often of poor quality.
 It has been noted that the problems in the work of experts are due to the fact that they do not always correctly understand their mission in this area, and are not formal in their approach to fulfilling their tasks and goals. This, in turn, is the result of insufficient training of experts. It is necessary to develop a conceptual framework for training experts in quality control of higher education, especially given the prospects for the introduction of independent accreditation agencies. It is important to train experts that the assessment is based on qualitative criteria and cannot be quantified. Therefore, it is impossible to ensure a truly objective assessment by checking only the availability of the necessary documents and the clarity of their provisions.

Evaluasi dan Pengendalian Mutu dalam Meningkatkan Daya Saing Lembaga Pendidikan Islam di Indonesia

Islamic educational institutions in Indonesia face increasingly complex challenges in achieving superior competitiveness. Evaluation and quality control of education is the key to improving the quality and relevance of Islamic educational institutions in the face of global competition. This research uses literature research methods to compile and analyze various references, scientific journals, and official documents related to evaluation and quality control in Islamic educational institutions in Indonesia. The results of the analysis show that first, the evaluation of the quality of Islamic education in Indonesia must include various aspects, such as curriculum, teaching methods, teaching staff, facilities and infrastructure, and the use of technology in learning. Second, active participation from all stakeholders, including lecturers, students, parents, and alumni, is essential in the evaluation process to gain a comprehensive understanding of the advantages and disadvantages of Islamic educational institutions in Indonesia. Third, quality control of Islamic education in Indonesia needs to be supported by an effective and integrated quality management system. A holistic, data-driven approach is the cornerstone of better strategic decision-making. The implementation of nationally and internationally recognized Islamic education quality standards can help increase the credibility of educational institutions and provide trust to the community.

Quality management of higher education within the framework of the socio-investment model of economic growth: State audit and financial control

The article aims to study the contribution of quality management in higher education through state audit and financial control to the implementation of the socio-investment model of economic growth. The article is based on the scientific hypothesis that quality management in higher education should be based on university rankings. The article presents the authors’ view on the interpretation of recent results in the research field of quality management in higher education and reveals the strengths and weaknesses of the hypothesis. Systematization and critical analysis of the indicators of quality and effectiveness in higher education based on the leading university rankings for 2022—the Ministry of Education and Science of the Russian Federation—are performed. The case study method is used for the case analysis of the management of quality and effectiveness on the example of the leading Russian university, which has been the leader of these rankings for many years: Lomonosov Moscow State University (MSU). The scientific novelty and originality of the article are associated with a systematic view of the quality and effectiveness of higher education, which was first formed by the authors through a combination and grouping of indicators from the leading university rankings for 2022. The theoretical significance of the authors’ conclusions lies in the fact that the article clearly identifies a significant contribution of the quality control of education and the performance management of universities to the implementation of the socio-investment model of economic growth. The practical significance of the obtained results is that the scientific and methodological basis for monitoring and assessing quality and effectiveness in higher education based on the leading university ratings for 2022 makes it possible to improve the state audit and financial control of university activities in the implementation of the socio-investment model of economic growth.

Regarding the problem of defining the concept of organizational principles of Ukrainian higher education quality control

Today in the field of quality control of higher education in Ukraine there are a number of gaps and shortcomings that need to be addressed. Exploring the directions of improving the administrative and legal framework for quality control of higher education in Ukraine, it is important to pay attention to the state and prospects of development of the organizational framework for such control.
 It has been proved that the organizational principles of quality control of higher education in Ukraine should be understood, first of all, as a set of fundamental measures aimed at creating and maintaining the proper functioning of the structure of the mechanism of such control. That is, the organizational principles are the most fundamental, defining norms, decisions, actions, establishment and/or implementation of which are an indispensable or essential condition for stable, high-quality and effective implementation of quality control in education. If the legal framework determines the legal rules of control, the organizational framework is the work on the direct integration of all elements of control into a single coherent system and ensuring its proper functioning.
 It has been argued that a wide range of actions, decisions, measures taken to ensure the integrity and internal coherence of a particular system, its direction and proper functioning, increases the risks that certain mistakes, gaps, other shortcomings will be made in the selection and application of certain components of the organizational principles, which, in turn, will affect the effectiveness of the system in respect of which organizational work is carried out. This fully applies to the organizational principles of quality control in higher education. That is why an important direction for further research is to identify useful and appropriate steps to improve the organizational foundations of the studied control.

Developing the strategic collaboration model in basic education

<span lang="EN-US">The strategic collaboration approach has recognized widely can overcome the complexities and challenges of teaching and learning programs and achieve sustainable education quality improvement. This study analyzed the development of a strategic collaboration approach in education at local government in Indonesia. The mixed-method analyzed the correlation of the strategic collaboration approach in education. Data gained through the questionnaire for quantitative data and in-depth interview with the key informants for qualitative data. The school collaboration networks, school strategic leadership, teacher strategic alliances capacity, school culture innovation, and school committee collaboration. Besides, the education service innovation as the core objective of the element education strategic collaboration has determined by two factors consist of school collaborative strategic planning and strategic collaboration development in education. Research samples were teachers, school leaders, and school supervisors and also the personnel of the education agency of Banggai Regency, Central Sulawesi, Indonesia. The research samples selected by using a stratified random sampling technique. There were 521 selected respondents and 15 key informants. The questionnaires for quantitative model are scaled on a 6 point-Likert scale ranged from strongly agree to strongly disagree. The strategic collaboration development model viewed as a better approach to achieve education quality improvement, creating a service innovation, and quality control in education.</span>

Evolution of Legal Regulation of State Accreditation of Educational Activities in Russia

Education provides opportunities for self-realization and development of talents, that is, ensures the achievement of the corresponding national development goal. Therefore, control over the quality of education should be brought to a new level, taking into account the concept of the ongoing reform of control and supervisory activities and information technology development. In this paper, the author, based on the historical-legal and formal-legal method, offers the author's approach to the periodization of the legal regulation of accreditation as a form of control over the quality of education. The author notes that the modern model of quality control of education is based on the assessment of the performance of accreditation indicators and is the result of the evolution of quality control of higher education in Russia. In general, the development of legal regulation of accreditation in the field of education includes, according to the author, 4 stages: "The formation of certification and accreditation as interrelated forms of control" (1987-2007); "Unification of certification and accreditation procedures" (2007-2010); "Improvement of state accreditation procedures. Introduction of accreditation expertise" (2010-2021); "Addition of state accreditation with accreditation monitoring tools" (2021–present). It is revealed that accreditation monitoring is becoming a new form of control activity, which is systematic. Additionally, within the framework of the conducted research, the author has developed some proposals for improving the legal regulation of accreditation monitoring.

CORPORATE CULTURE IN THE PROFESSIONAL TRAINING, PROFESSIONAL DEVELOPMENT AND RETRAINING OF TEACHERS

In Uzbekistan, special attention is paid to quality control of higher education, training and qualification of managers and teachers. The sociality of each individual character, of course, is characterized by the desire and need to bear the burden of the cultural postulates of corporate communication that underlie the organization of the organization's activities. Reliable, competent leadership, corporate party culture can turn a public organization into a stable system of self-government through the mood of people, whose activities especially effectively set in motion all the systems of the organization itself. Conditions of learning in the education system, a constant influence on oneself.

Teaching Model Design of Computer Programming Courses for Digital Media Technology Students

Digital media technology major is aimed at improving students’ skill on technological aspects of multimedia and developing their artistic and creative thinking. Therefore, the fundamental programming courses, including C, C++, Java, and Python, should meet the demand of digital media technology. In this paper, we design the teaching model of programming courses, which consists of three parts: theoretical research on the deep integration of programming course cluster and digital media, teaching and learning method of programming courses led by “art-technology integration,” and teaching quality control and evaluation system of programming course cluster.

Quality Control Management Of Madrasah Education In International Standard


 Quality control has to design in educational institutions. The purpose of this study was to determine the concept of quality control of education at the International Standard Madrasah Amanatul Ummah Pacet Mojokerto, East Java. This research is qualitative research with a single case study model. The participants involved are 1) kyai, 2) madrasa heads, 3) vice coordinators of Madrasas, 4) ustadzor teachers in Madrasas, 5) students, and 6) alumni. The data collection process is 1) in-depth interviews; 2) participant observation; and 3) documentation studies. Data analysis data used l) data reduction, 2) data display; and 3) conclusion drawing/verification. The finding shows that the quality control process at the International Standard Madrasah Amanatul Ummah includes, 1) monitoring of activity programs is carried out in a coordinated and responsible manner; 2) a series of evaluations carried out intensely; 3) carry out control of order and program implementation continuously; 4) activity report in written form in the form of reporting and verbally in the form of directions; 5) carry out continuous monitoring. While transcendent control is a form of inherent supervision that is embedded in the religious spirit of each person relying on the Substance of the Almighty Creator. The control of improving the quality of education carried out by the Amanatul Ummah International Standard Madrasah is internal and transcendent control.

ПОРІВНЯННЯ МІЖНАРОДНИХ ТА НАЦІОНАЛЬНИХ ПРОГРАМ ОСВІТИ МАЙБУТНІХ ФАХІВЦІВ ІЗ ГРАФІЧНОГО ДИЗАЙНУ В ЗВО КНР

The article presents a comparative analysis the educational components of international and national educational programs of the Grafic design major in PRC. Comparisons are made on such educational process components as the educational concept, the educational environment, educational content, teaching methods, and quality control of education.

EFFECTIVENESS OF FORMATION OF UNIVERSAL AND PROFESSIONAL COMPETENCIES OF DOCTORS-ORGANIZERS OF HEALTH CARE DURING DISTANCE LEARNING

The aim of the study was to assess the effectiveness of the formation of universal and professional competencies of doctors healthcare organizers during distance learning on training cycles. The objectives of the study included the development of an additional professional advanced training program "Organization of health care and public health" with the inclusion of a training module using distance learning technologies (DLT) "Development and implementation of a quality management system in a medical organization", development of a distance course "Organization of internal quality control and safety of medical activities" with an adapted system for assessing the level of competence formation in the form of test control and experimental verification of the effectiveness of the formation of universal and professional competencies of doctors healthcare organizers in distance learning in comparison with the traditional form in training cycles. Reliable results have been obtained on the effective formation of competencies both in traditional learning and in learning using DLT. The assessment of the reliability of the differences in test results after training between the experimental group, trained using DLT, and the control group, using the traditional form of training, was carried out. There were no statistically significant differences in test results between the compared groups. Thus, the results of the study indicate that the use of DLT in teaching and the education quality control system adapted to them makes it possible to effectively form the universal and professional competencies of doctors in the courses of advanced training. At the same time, mandatory preliminary measures should be taken, including the development of a professional development program with the inclusion of a distance learning module and the development of a distance course with an adapted knowledge control system.
