Market of transport and logistics services in the context of global transformation of supply chains

The article examines the market of transport and logistics services in the Russian Federation and provides an analysis of key trends and changes caused by the transformation of supply chains associated with political and economic factors. The analysis examines the quantitative characteristics of the transport and logistics services market and identifies current trends and their impact on the transformation of logistics systems. An analysis of the development of the multimodal transportation segment and the role of cargo containerization in the development of this segment is provided. When discussing the results, the classifications of transport and logistics services proposed by various researchers and their applicability in studying of the market of transport and logistics services in the Russian Federation are analyzed. The impact of supply chain transformation is examined using the example of the oil and gas complex of the Russian Federation. The main problems faced by oil and gas enterprises in the context of changing supply chains and the orientation of the economy are highlighted. The article presents the main ways to solve some of the problems identified by researchers, for example, the reorientation of oil transportation to the Northern Sea Route and the Siberian pipelines, leading material flows to the east and to the countries of the Asia-Pacific region.

The transformation of the Ukrainian economy towards market relations has brought to light significant imbalances in the logistics sector. A lack of an adequate theoretical framework and a clear state policy in this area has led to several problems. These include insufficient information support of logistics processes, a limited number of large logistics operators, and a need for more research and development in logistics. These factors complicate the optimization of trade flows and reduce the competitiveness of Ukrainian enterprises, making it an urgent matter that requires immediate attention. This publication aims to provide a detailed study of the system architecture and the evolution of forms of state regulation in the logistics sector. The architecture of the state regulation system in logistics provides a structured and comprehensive approach to managing logistics processes at the state level. It includes several main components that interact to ensure the effective functioning of the logistics services market. It is necessary to implement modern approaches to the state regulation of logistics services to ensure the Ukrainian economy’s sustainable development and improve citizens’ quality of life. These approaches can potentially revolutionize the sector, bringing about significant improvements. In particular, the priority task is to create a single digital window platform that will combine all permitting procedures into a single electronic service. At the same time, the government should actively work on harmonizing Ukrainian customs legislation with European standards, which will significantly simplify customs formalities and speed up the movement of goods. Implementing these measures will help increase the competitiveness of Ukrainian businesses and attract foreign investment, paving the way for a brighter future for the Ukrainian logistics sector. It is crucial to ensure close cooperation between the state and business. Regular consultations, transparency of regulatory procedures, and flexibility of legislation are critical factors for attracting investment and stimulating innovation. Introducing special tax regimes, such as corporate tax rebates for companies investing in infrastructure development and support for start-ups and innovative companies, will help modernize the industry and increase efficiency. However, the most significant step is harmonizing Ukrainian legislation with European standards. This is not just a formality but a significant milestone that will facilitate Ukraine’s integration into the European Economic Area, opening new opportunities for the Ukrainian logistics sector and paving the way for its growth and development. A special place in the development of economic relations within the EAEU is given to transport logistics, which is an integral object of attention of the state policy of the member countries. It is the development of transport logistics in the EAEU that is tasked with creating conditions for the formation of a single economic space. At the same time, in modern reality, the EAEU countries, led by the Russian Federation, face a number of obstacles to the development of the transport and logistics services market and the formation of a single space. The importance of developing transport logistics for the EAEU member countries, as well as the presence of a number of problems that impede the growth and development of the transport and logistics services market, determine the relevance of the research topic in order to analyze the actual state of logistics in the EAEU member countries.

The work demonstrates the specifics of the activities of large transport and logistics companies, which determines the distinctive features of their marketing policy. Despite the fact that classical marketing tools have relatively low effectiveness in this market because logistics operators and their key customers prefer long-term relationships, in the current conditions the role of marketing is increasing. This is due to the transfor-mation of the global logistics market and the release of niches in it, as well as the need to attract small customers. The main directions of marketing activities in the market of transport and logistics services are demon-strated.

Based on the analytical data, a diagram is con-structed showing the dynamics of the vol-ume of the logistics services market and a forecast for its development is made.

The article examines the main trends in the development of the transport logistics market in terms of passenger and cargo transportation. The main factors that determine the activity from the perspective of the dynamics of the development of transport companies have been analytically investigated. The economic activity of the transport industry was analyzed with studies of the structural components of the freight and passenger transport markets, as well as the basic dependencies of functioning with their influence on the dynamics of the development of the logistics market. The trends of transport logistics are considered based on the study of the characteristics and features of transportation by types of transport. The basic customers of customers of transport companies that form a stable portfolio of orders for transport services have been determined, in particular it has been proven that the stability of the growth of the transport and logistics market, the growth of transportation volumes in Ukraine is based on the transportation of goods that are directly or indirectly related to the field of agro-industrial complex and road construction branches of the country's economy. It was established that during the five pre-war years in Ukraine, the share of transportation by road and rail transport has a steady trend of growth based on the increase in demand for transportation of the specified branches of the country's economy, which confirms the establishment of a positive trend for the transport and logistics market. The commodity and consumer markets, together with the logistics services market, have interrelated directions of development and generally remain balanced, while the road and rail transportation market shows a steady growth trend with a predicted probability of slowing growth rates. The results of the study can be used in forecasting the level of stability of logistics services market segments, taking into account cargo and passenger transportation by types of transport, as well as for improving or updating tools for planning the work of transport forwarding, logistics and transportation enterprises.

Сравнительный анализ потенциала экспедиторов и логистических операторов на рынке транспортно-логистических услуг Республики Беларусь

The article analyzes the features of the professional activities of forwarders and 3PL operators. Using the example of the Republic of Belarus, the structural features of the transport and logistics services market, product and price offers of forwarding companies and 3PL operators were studied. Factors that influence pricing in the market of transport and logistics services have been studied. It is shown that the price factor is not the main one for customers who require door-to-door delivery. For greater sustainability of the logistics business, freight forwarders and logistics operators should develop multimodal transportation services.

Perspectives for the development of safe-ecosystems based on 5-pl logistics in Russia

The purpose of this research is to assess the prospects for the development of the Russian transport and logistics services market in the 5PL logistics segment as a basis for the development of safe ecosystems based on the active introduction of digital technologies into the supply chain. The research allows us to identify the key features of the introduction, application and development of the digital logistics segment of the People’s Republic of China and to reveal the features of using the practical experience of the People’s Republic of China in order to create and operate a digital logistics platform in Russia. Methods: comparative analysis of statistical data on the volume and speed of cargo transportation is used; analysis of the logistics sector to assess the level of regulation and government influence on the development of this industry and characteristics of the level of automation and application of modern IT solutions in the logistics sector of both countries according to their impact on efficiency and competitiveness. Results: the features of the formation of 5PL logistics in the People’s Republic of China are established, taking into account both the unique conditions for the development of transportation logistics and the advantages of digital progress penetrating into all spheres of the Chinese economy; the conditions for the promising development of the 5PL system provider format in Russia are determined; the current parameters of the functioning of the 5PL system of the People’s Republic of China with recommendations for their application in the territory are highlighted In order to increase the efficiency and competitiveness of the national transport and logistics system. Practical significance: the results obtained are of an applied nature, since they propose and justify a number of measures aimed at optimizing the logistics sector in Russia, based on the experience of the Chinese logistics services market with increasing momentum in the development and development of 5PL systems.

Strategy of Chinese energy companies in the world market of oilfield services and logistics services: Regional aspects

The aggravation of the problem of climate change, as well as the growth of carbon dioxide emissions, determines the increased interest of the scientific community in the development of effective methods to minimize the growing threats. The focus of scientists is China with its accelerated economic development, contributing to the growth of carbon dioxide emissions and other environmental problems. Global and regional trends are reflected in the strategies of China's largest energy companies, which confirm the relevance of the topic under study. The purpose of the article is to study the current performance of China's energy sector, their trends, and future forecasts, taking into account the strategies of the key players in the country's oilfield services market. The study used the following scientific methods: economic and statistical analysis, predictive methods, system-structural method, analysis, comparison method, observation, and description. As a result of the study, the key trends in the energy industry in China today were analyzed, and forecast values selected indicators by announced pledges scenario and stated policies scenario. The structure of supply and consumption by China of both energies from traditional sources and generated from renewable sources is studied. The regional structure of energy exports and imports by China is considered, and the country's main strategic partners are identified. The analysis of operating models and strategic directions of activity of the largest oilfield services companies in China—PetroChina and Sinopec—was carried out. Attention is paid to the problems of interaction between logistics and oilfield services companies, and ways to minimize such problems are proposed. The results of the study can be used by government representatives when planning further actions regarding the development of the energy industry.

Taking into account the development of global transportation and its impact on the environment, approaches to the quality of logistics services are changing. Concern about the impact of transport on ecology led to the need to solve the problem of increasing the environmental efficiency of transporting goods around the world. The purpose of the modern development of supply chains is to promote the development of environmentally friendly mobility, which is also positioned as «green» logistics. These goals can be achieved by optimizing the combination of different types of transport, using their advantages and minimizing the disadvantages in terms of environmental impact. The most serious challenge facing the transport sector is to significantly reduce emissions and improve sustainability. Pricing decision for recycling and remanufacturing supply chain considering consumer online consumption preferences and recycled products’ quality

With the organic integration of the Internet and remanufacturing industry, traditional manufacturers can recycle used products and sell products (including new and remanufactured products) through e-commerce retail platforms. A recycling and remanufacturing supply chain with three members (manufacturer, e-commerce retail platform, third-party recycler) is constructed in this paper. Manufacturer has remanufacturing capabilities, and the e-commerce retail platform can provide logistics service. In response to the organic integration of the Internet and remanufacturing industry, we mainly consider the pricing decisions of consumer preferences for online sales models and recycled products’ quality. Based on the impact of consumer used product recycling promotion activities on supply chain, a pricing game model was constructed for three recycling channels: manufacturer, e-commerce retail platform, and third-party recycler. Optimal pricing decision, logistics service level, used product recycling promotion intensity index, and recycling rate were obtained. Research has shown that consumer preferences can significantly improve supply chain logistics service level, pricing, market demand, and profits; Strengthening consumer awareness of remanufacturing used products and improving recycled products’ quality can not only lower consumer purchase prices and expand consumer demand, but also increase profits of supply chain members.

Development of transport logistics in tourism

The purpose of the proposed article is a theoretical study of the current state and prospects for the development of transport logistics in Ukraine, determination of the list of factors and limitations that determine the specificity of logistics in tourism. The methodology is based on scientific and special research methods. Methods of analysis, synthesis, systematization, classification, generalization of economic and methodical literature, scientific publications were used. Scientific novely. Research on the development of theoretical and methodological foundations of international transport and, especially, automobile networks in the conditions of world globalization and the substantiation of practical recommendations and approaches for improving the logistics of international road transportation in tourism. Conclusions.. The article deals with important problems of transport logistics in tourism. An analysis of the real state of development of transport logistics in Ukraine and its place in tourism has been carried out. It was determined that the prospects for the development of the logistics services market in Ukraine directly depend on the state of the country’s economy. It has been proven that the use of logistic principles and techniques in the management of tourist firms makes it possible to significantly increase the profitability of the tourist business by reducing costs and increasing the level of logistical coordination of all tourist service operations. The complex of components of the tourist service includes means of accommodation and food for tourists, means of their transportation, software and excursion support, informational and financial services, etc.

Стратегические направления и перспективы развития в РФ логистической информационной платформы LOGINK

The directions of digital transformation of unimodal and multimodal freight transportation are being studied within the framework of the Superservice 22 project, the state information system of electronic transportation documents (GIS EPD), the automated ETRAN system, and the INTERTRAN project. The strategic goals of creating a national digital transport and logistics platform in Russia are determined. The experience of the phased construction of the LOGINK transport and logistics public information platform in China is summarized and investigated. Three stages of the development of the LOGINK information platform are distinguished and characterized: the stage of internal standardization; the stage of regional integration; the stage of international promotion. The types and flows of information exchange on the LOGIN transport and logistics platform are identified. The dynamics of the development of the LOGIN platform's international cooperation with seaports, leading shipping companies and global logistics operators is considered. The cooperation of the LOGINK transport and logistics platform with international organizations and institutions that set standards in the field of logistics and freight transportation is being studied. Strategic directions for using the LOGINK platform are being established within the framework of the “One Belt, One Road” initiative in order to increase China's influence on international freight transportation and global supply chains. Proposals are being developed to change the strategy of “international promotion” of the LOGINK platform and enhance its cooperation with logistics operators of alternative container transportation routes and cross-border transit routes, in particular with Russian ports, rail carriers and leading logistics companies in Russia. The stages of the implementation of the strategy of “international promotion” of the LOGINK information platform in the Russian market of transport and logistics services are determined and characterized in a meaningful way. The expediency of combining the LOGINK information platform with the ecosystem of digital transport corridors of the Eurasian Economic Union is substantiated.

An analysis and assessment of factors influencing the effectiveness of diversification of the geographical structure of foreign economic activity of "NOVA POSHTA" LLC was carried out. The essence of the concept of diversification is determined, its types and features of this strategy of de-veloping new markets are given. The prerequisites for the implementation of the strategy of geo-graphical diversification of foreign economic activity, the opportunities and threats that may arise during the expansion of activities in the EU markets are outlined. Diversification of foreign economic activity is caused by increasing the dynamism of enter-prise development, changes in demand and the emergence of new industries on the market. In such cases, the diversification makes it possible to compensate for the drop in sales in one market by in-creasing it in other markets. It also contributes to attracting foreign investments and increasing the competitiveness of the enterprise. All types of geographic diversification open up new business op-portunities for enterprises - business entities can make maximum use of resource potential and pro-duction capacity, distribute commercial risks of dependence on one market and minimize them. Nowadays, logistics as an industry has great potential and prospects. According to the fore-cast, until 2024, the world market of logistics services will grow annually by 7.5% in monetary terms. The main players on the market in Ukraine are "NOVA POSHTA" and "Ukrposhta". This is due to the fact that more and more people are switching to online shopping. As a result of the conducted research, it was determined that in modern business conditions, the strategy of diversifying the geographical structure of foreign economic activity is becoming more and more relevant, but it must be supported by empirical data coming from the marketing monitoring system. Assessing the necessity of diversifying the geographical structure of foreign economic activity in case of "NOVA POSHTA" LLC requires consideration of many factors, especially resources, fi-nancial capacity and taxation. Taking them into account the recommended directions for the imple-mentation of the GoToMarket-strategy for "NOVA POSHTA" LLC are given in the article. The stages of marketing strategy implementation considering national and international market fea-tures and service consumption models of "NOVA POSHTA" LLC in conditions of diversification of the geographical structure of foreign economic activity are outlined. Recommended business indica-tors for evaluating the effectiveness of diversifying the geographical structure of foreign economic activity of "NOVA POSHTA" LLC are identified.

ТРАНСПОРТНО-ЛОГІСТИЧНА СИСТЕМА УКРАЇНИ: АНАЛІЗ РИНКУ ТА КЛЮЧОВІ ГРАВЦІ

The article analyzes the market of transport and logistics services and identifies its key players. It has been proven that in the modern world, the transport and logistics system plays a key role in ensuring the efficient movement of goods and services. For countries with a strategic geographical location, such as Ukraine, the importance of development and optimization of the transport and logistics system is of particular importance. The article establishes the need to develop the transit capabilities of our state against the background of the active formation and development of supply chains both within one country and between different countries around the world. An analysis of the largest logistics companies of Ukraine by revenue in 2019 was carried out. According to the results of the study of the value of global commodity exports, it is possible to draw a conclusion about the growth of the volume of logistics services. In 2022, the value of exports is forecast to continue growing by 13.8 percent compared to 2021. At the same time, despite the strong potential and strategic geographical location of the country, there are problems with infrastructure, insufficient coordination between different sectors, as well as instability in the political and economic environment. However, it is worth noting certain progress and initiatives in the development of the logistics industry, such as modernization and increasing the competitiveness of ports, the development of intermodal and multimodal transportation, as well as the introduction of new technologies in logistics processes.

The Transport and Logistics Services Market and the Quality Parameters of the Transport Service

In today's conditions of uncertainty, the role of transport and logistics is especially important. Increasing competition among companies and countries requires cost reduction. Most of the time of goods’ movement from the primary source of raw materials to the final consumer is associated with its movement along the supply chain, in which various logistics intermediaries take part. In this regard, under these conditions, it seems relevant to study the market of transport and logistics services (TLS) and the parameters of the quality of service on it. The purpose of this work is to study the segments of this market, both globally and in Russia. The article analyzes the structure of the Russian market of transport and logistics services, outlines its main trends that are observed in the current situation, gives a rating of the main world and Russian transport and logistics companies and transport companies in Irkutsk. The study showed that the problems of the functioning of the Russian market are the low share of the complex and management logistics segment in its structure, insufficient use of outsourcing, high depreciation of rolling stock, insufficient information support for the delivery process, decrease in demand for transportation from Europe to Russia, underload of railway transport, which leads to ultimately disrupting the supply chains of goods. The following ways of solving the identified problems are proposed: development of rail transportation between the Russian Federation and China; use of groupage cargo delivery; providing outsourcing of logistics services; application of electronic document management; increase in the share of 3PL level logistics providers in the Russian TLS market.

Benchmarking in the logistics management system of Ukrainian enterprises

The relevance of this study is manifested in the need of Ukrainian logistics companies to effectively manage and increase their competitiveness. Establishing benchmark enterprises and applying benchmarking allows identifying best practices and management principles. The use of statistical data on the economic and economic activity of the logistics industry allowed for statistical, parametric and correlation analyzes, which contributes to an objective study of trends in the transport and logistics industry of Ukraine. The proposed hypothesis on the use of a wide sample of statistical data reflects the potential for developing an algorithm and implementing the benchmarking methodology in the logistics industry management system. It is found that motor transport enterprises occupy leading positions in the Ukrainian market of transport and logistics services. Freight and logistics services, in particular transportation of ore products, prevail in the field of motor transport. The analysis of regional peculiarities revealed that Dnipropetrovska oblast, Kyiv and Donetsk oblast are favorable for freight and logistics activities. It was also found that privately owned companies predominate among the specialized enterprises in this industry. The benchmarking analysis confirmed that it is possible to use profile data to identify benchmark enterprises with the best economic performance and to use their experience to improve the competitiveness of other companies. Such analysis reveals the strengths and weaknesses of enterprises, provides opportunities for improvement and development, and facilitates informed decision-making to improve the productivity and quality of logistics processes. Thus, the benchmarking methodology proves to be an effective tool for assessing and comparing the economic and financial performance of logistics companies, contributing to their competitiveness and market position.

ENSURING THE COMPETITIVENESS AND FINANCIAL STABILITY OF TRANSPORT AND LOGISTICS COMPANIES IN THE CONDITIONS OF RUSSIAN-UKRAINIAN WAR

The article analyzes the features and factors of the international market of transport and logistics services and new trends caused by the full-scale russian invasion of Ukraine. The market of transport and logistics services of Ukraine in terms of production and financial performance of its participants has been also studied. Moreover, the paper presents a comparative analysis of the process of forming a strategy for the competitiveness of a transport and logistics company in peacetime and in wartime. It is noted that in wartime a company should be aimed not so much at increasing market share, but at preserving its position. In this aspect, the end-to-end monitoring of the financial performance of a transport and logistics company plays an important role. The authors identify seven main stages of formation of a strategy of competitiveness of a transport and logistics company in wartime, which are analyzed in detail in the work. The paper also emphasizes that the main parameters determiming the competitiveness of transport and logistics services are complex parameters of quality, price and compliance of the product with certain standards. The analysis has identified key evaluation indicators for each of the above parameters. The conclusions of the authors are illustrated by the scheme of ensuring the competitiveness of the transport and logistics company. Thus, ensuring competitiveness is a complex mechanism of interaction of a transport and logistics company with other market subjects, the formation of competitive advantages and ensuring financial stability, differentiated by time, manifestation, structure and is the basis for determining the efficiency of a transport and logistics company and its real competitive position on the market. A promising area of research is the development of measures and tools to ensure the efficiency of transport and logistics companies by identifying and implementing their key competitive advantages in military conditions, the formation of alternative strategies for competitiveness.

This research paper is devoted to studying the essence and features of international logistics systems, which are an es-sential factor in the competitiveness of enterprises and countries in the globalization of the world economy. The authors analyze the role and functions of international logistics systems in ensuring effective material management and information flows between subjects of international economic cooperation. The article identifies the main types of international logistics systems by regulatory bodies, forms of organization, types of logistics operations, and scope of activities. The advantages and disadvantages of international logistics systems for enterprises and participating countries are also considered, and the main problems and barriers to their development are identified. Based on the analysis, the author proposes directions for improving international logistics systems, considering the specifics of industries and regions. The article reviews globaliza-tion processes and established practices of international logistics systems. The formation of logistics processes in Europe and Ukraine is shown. The existing scientific and practical approaches and principal components of transport logistics are sum-marized. The role of business process reengineering in it is determined for the successful implementation of which an appro-priate algorithm of the sequence of actions should be implemented. The author outlines the terms, methods of delivery, and operations with customers that are common to the Ukrainian logistics services market. The author identifies the place and outlines the prospects for a resumption of activities of domestic enterprises in the face of changing external environment. In this sense, the successful experience of leading international enterprises indicates the need to address several issues related to optimizing production processes. The proposed directions for the restoration of the logistics business in the post-war period include refutation and unification of standards and principles of international law, which will regulate the issues of cargo transportation in terms of various modes of transport and optimize the implementation of logistics operations and will allow forming a system of the transparent and convenient international logistics market. There also appears to be a need for a di-rection designed to ensure the efficiency of supply chains by logistics companies, which in turn covers a set of different types of flows and automated sequential business processes, dramatically simplifies, and makes delivery services transparent, optimizes consumer demand, expands the network and facilitates access to foreign markets. In this aspect, the role of e-commerce should be given due credit, which is the impetus for the existence of supply chains and transparency of logistics center management.
