The paper studies the current perspective of using the latest developments in the field of HCS, mainly aimed at improving the quality of life of the country’s population. The possibility of attracting investors as the main assistants for the successful implementation of innovative projects was also considered. The sphere of HCS is a promising platform for creating profitability of innovative projects, achieving an improvement in the quality of life of the population. It is of high importance for many sectors of the economy of the Russian Federation.

Scientific support for the innovative development of sheep breeding in the Russian Federation

Increasing the output of agricultural products and improving their quality is one of the most important tasks of ensuring the food security of the Russian Federation. The main solution to this problem is the introduction of innovative technologies, which are the result of research and development. In this country, sheep breeding is developing in accordance with the tasks set by the government to increase output, improve quality and develop export potential. Currently, the main livestock of sheep is concentrated among farmers and households, which cannot provide breeding work and the introduction of innovations at the required level. The main consumers of innovations are agricultural organizations, which occupy a small share in terms of livestock and products. The aim of the study is to analyze the scientific potential of the industry from the standpoint of its sufficiency to solve the tasks set by the government.

Digitalization as an enterprise management tool

The essence and features of digitalization at enterprises as an element of their competitive advantage are considered in the article, the place and role of digitalization in increasing competitiveness and the preconditions and problems of digitalization of enterprises are identified, tasks and measures for digitalization of enterprises are defined using modern information technologies and methods of enterprise management, determining the main aims and priorities of the enterprises activity under strengthening of a competition and deepening of integration processes of global economy. Digitalization is considered as a priority need for change and adaptation of enterprise management in a pandemic. The state of economic entities during the COVID-19 pandemic is analyzed in the article. The following features are revealed in the study: the pandemic and quarantine caused a decline in consumer incomes, which led to a general decline in corporate profitability and increased operating costs; the change in market conditions caused by the pandemic has prompted businesses to adapt to new conditions through the introduction of innovative technologies, new communication channels and information systems. It has been established that the changes caused by global processes and the COVID-19 pandemic have led to significant changes in the classic business management system, and the transition to business digitalization has become a prerequisite for competitive advantage in today's environment. The use of information systems, elements of artificial intelligence in the business management system has allowed many business owners to not only stay in the market, but also gain new benefits. The approach of the "Three Horizons" of enterprise development is considered, which is based on the analysis of opportunities for growth and search for ideas for the desired horizon: the advantage of security and creating additional benefits for customers.

INNOVATIVE ASPECTS TO THE AGRICULTURAL DEVELOPMENT OF THE REGION

The article takes into account the peculiarities of the innovative approaches formation to ensure efficiency for agriculture. Were outlined needed for the introduction of innovative technologies, in particular, for organic production direction. Justified, that forms of intellectual potential, in the field of agricultural development, are substantiated, as a key basis for such development is personal human's ability to accumulate information, knowledge, to generate content and creative ideas. The wording of the synergistic effect to achieve effective agricultural management on the innovative basis with the usage of technologies for organic production. In parallel, highlighted the importance of qualification level for management staff capable of thinking creatively and innovatively to produce productive ideas. It is noted that the existence of a competitive environment requires constant interaction between manufacturer and product's consumers, studying their demand and assessing opportunities for their own proposals. The expediency of creating an agro cluster on an innovative basis is highlighted. It is advisable, in the process of forming innovative approaches to ensure the development of the agricultural sector, taking into account regional features, as each region has its own specific properties, due to both geographical location and climatic conditions. During the article, emphasis was placed on the need to combine the efforts of state and government agencies, institutions of science, and education in innovative agribusiness. Usage of a comprehensive approach to solving the problematic issues of innovative agricultural management development in the region will contribute to the formation of a competitive image environment, which in turn will give impetus to the expanded reproduction of the agricultural sector. Моделювання розвитку сучасних цифрових інноваційних технологій у банківському секторі

The article is aimed at studying the introduction of innovative technologies on the example of a commercial bank by developing a model of simulation of the development of modern digital technologies of bank using a system dynamics apparatus in order to assess the scale and speed of digital technologies processes in terms of improving the theory of decision-making processes for creation, promotion and implementation in the market. A conceptual modeling scheme for the development of banking digital technologies is built, containing five phased blocks and involving the development of a model for simulating the development of modern digital technologies in the banking sector together with analyzing scenarios within the framework of the built simulation model to improve the performance. The built model allows to evaluate the efficiency of the commercialization of digital technologies depending on the implementation of internal managerial decisions and the impact of external environmental factors, as well as the scale and speed of innovation diffusion processes. The conducted simulation experiments under separate scenarios of stimulating and destimulating influence of the internal and external factors and parameters prove that the volumes of demand for banking digital technologies are significantly influenced by internal factors, so the banking institution must constantly increase the significance of these factors and be the initiator of changes and innovative solutions. On the basis of the detected regularities and connections of the simulation model, the results characterizing the conduct of the process of introduction of modern digital technologies are obtained. The implementation of modeling results will allow banks at the stage of making a managerial decision as to the economic feasibility of introducing the innovations and using certain digital technologies in their practical activities.

The proposed article discusses the theoretical aspects of marketing activities of business entities on the basis of the introduction of innovative technologies in modern economic conditions. The relevance of the studied topics is determined by the significant potential of Ukrainian business entities in the modern competitive business environment in the conditions of development and formation of the national economy and innovative model of the economy. The presented scientific publication analyzes the marketing activities of a business entity as a priority component of the economic activity of this business entity. The main marketing technologies that increase the competitiveness of a business entity in modern economic conditions are determined. The specifics of the introduction of marketing technologies – viral marketing, CRM-technologies, SMS marketing, etc. are substantiated. The theoretical foundations of marketing activities of business entities are summarized taking into account modern digital technologies, which makes it possible to more effectively reveal the marketing potential of a business entity and develop the necessary competitive strategy. The presented article proves the relevance and the need to introduce Internet marketing in modern financial and economic activities of a business entity. It is emphasized that the costs of using marketing technologies are insignificant and they do not significantly affect the efficiency of the business entity, the conditions of access and positioning in the market of goods and services. A comprehensive assessment of factors influencing the management of marketing activities of business entities in modern competitive business – environment in today's conditions. Factors that significantly affect the activities of a business entity and factors of indirect action that form the strategy of marketing activities of business entities in the modern market in order to improve their economic activities, identify marketing potential and increase their competitiveness have been established. . The presented research allows to identify the competitive advantages and disadvantages of the development of Ukrainian enterprises and to develop effective measures for strategic management of marketing activities.

The analysis of modern publications on this topic is analyzed and briefly presented. In order to ensure the successful positioning of the company in the market of hotel services, it is necessary to regulate the coherence of these functional associations. This article absolutely completely considers the effectiveness of using automated systems in hotel enterprises. The possible prospects of introduction of innovative technologies in the field of hospitality are completely summarized. Information technology is constantly and dynamically evolving and covers a wider range of sectors of the international economy, hospitality is also gaining benefits. Hotel management software is subject to constant improvement and transformation, creating optimal conditions for improving the efficiency of international hotel chains in the context of globalization. Presented PMS, which are popular today and graphically display all available modules with detailed descriptions. The advantages and disadvantages of existing automated control systems are presented. Demonstrated how in the globalization of the service sector software systems for the management of international hotel chains have a number of advantages. The article shows how they facilitate the work of hotel staff, require administrative processes, as well as provide an opportunity to expand the operational activities of international hotel chains. Now hotel managers, as well as the entire travel service, are under pressure from the pandemic, the need to reduce staff and support the quality and operational activities of the company, under the same loads. The decision to remove such a burden is to carefully integrate the PMS into the market environment to reduce costs and maximize efficiency. Improving the technological support of dairy cattle breeding

The paper discusses the issues of providing the population of the Russian Federation with milk and dairy products, increasing milk production, and implementing investment projects in the industry. It is noted that the technological and technical support, as well as improving the systems of keeping, feeding and milking animals play an important role in solving problems of increasing the efficiency of dairy farming. Particular attention is paid to the introduction of innovative technologies and modern machinery at dairy farms and facilities, including equipment fitted with digital systems for collecting information about the state of animals, milk yield, milking parameters and other indicators, as well as robots. Milking installations provided by the system of machines are designed for milking cows in stalls, milking parlors, as well as in maternity wards. According to their engineering level, they must ensure the fulfillment of the physiological milk let-down requirements, the productive longevity of animals, etc. The developed artificial intelligence system allows planning the efficiency of feeding and monitoring the main processes at a dairy farm. Feed is of paramount importance in the prime cost of raw milk. The cost of feed affects the profitability of production. Spectrometers, including pocket ones, can be used for feed analysis. Improvement of technologies in dairy production will help to increase the competitiveness of the industry.

Implementing the Social Functions of Business in the Digital Economy

Digitalization is an integral part of the development of the economy and society in modern conditions. On the one hand, the introduction of innovative technologies creates new opportunities for business development, on the other hand, dictates new rules and requirements for its organization. At the same time, social and economic development cannot be imagined without taking into account the social dimension of economic growth. Increasing economic indicators of business development in Russia and reducing the growth of social tension is a complex task for the coming years, which determines the relevance of research in the field of implementing social functions of business. This problem became especially important during the coronavirus pandemic, when the need to protect individual social groups of citizens and provide various types of social services through remote access was manifested. In connection with the wide multifaceted introduction of information technologies in various spheres of life and activity of the world's population, scientists are talking about the development of society in the digital economy. Processing of large amounts of information, neurotechnologies, 3D printing and other innovations are an integral part of today's life, allowing us to significantly improve the efficiency of production management, the technologies used, equipment, sales, delivery of goods, etc. In the Russian Federation, the concept of "Digital economy" is enshrined in the Strategy for the Development of the Information Community for 2017-2030, approved by Presidential Decree No. 203 of 09.05.2017. In turn, innovations, which imply constant technological improvement of the processes of production, sales, management, etc., are the basis of the innovative economy. The innovative economy is considered as a type of economy, and the digital economy as a kind of economic activity. The question arises of the interaction of these categories and the analysis of their impact on the processes of managing the development of the region's economy in the conditions of processing large flows of information, which is given in the author's interpretation in this article. The elements of the introduction of innovative technologies in the production of agricultural products of the Orenburg region, as one of the leading agricultural regions of the country, are presented. It is noted that a technological breakthrough is needed, an integral part of which is the introduction of digitalization of processes in agricultural production. The emphasis is placed on the need to use reliable information for processing when making managerial decisions. This can be helped by creating a single information and consulting digital platform that also allows you to automatically make the necessary calculations to assess the use of your own and attracted funds, including taking into account state support. The relevance of the research is due to the need to increase the technological efficiency and efficiency of the production system of shipbuilding organizations in Russia to ensure an increase in the competitiveness of domestic civil shipbuilding products on the world market. The trends of scientific and technological progress in the industrial sector “Shipbuilding 4.0” have been summarized. The definition of the production system of the shipbuilding organization 4.0 has been proposed. The article reveals the industry-specific features of the functioning of the production system of the organization of Shipbuilding 4.0 on the principles of the concept of Industry 4.0, based on the use of modern digital technologies at all stages of the ship’s life cycle. The article considers the main problems of digitalization of shipbuilding and suggests ways to solve them. Special attention is paid to the unsatisfactory state of fixed production assets, low efficiency of shipbuilding organizations, low rates of introduction of innovative technologies, a shortage of qualified personnel, high cost and long terms of ship construction in comparison with foreign competitors. At the same time, some proposals have been formed: the introduction of lean manufacturing, methods of project and production engineering, the development of economic cooperation and industry standardization. The technical and economic features of shipbuilding, which determines the specifics of the digital transformation of production processes of industry organizations, have been determined. It is proposed to consider the production system of a shipbuilding enterprise as an integrated element of the ecosystem that unites all stakeholders throughout the life cycle of shipbuilding products. The key factors of specialization of the shipbuilding enterprise have been highlighted. The implementation of innovative technologies into the activities of Russian shipbuilding organizations 4.0 will increase the competitiveness of domestic shipbuilding products on the world market, creating value for stakeholders, defining new requirements for the organization of activities while reducing production and operating costs, operation execution time and increasing production efficiency

Urban development management based on the concept of Smart City in the Western region of Ukraine

The article proves that the need to modify urban management systems in Ukraine in accordance with the new Smart City concept of urban planning arose in the context of the rapid digitalization of society. The analysis of strategic priorities for the implementation of the Smart City concept in the practice of Ukrainian cities at the central, regional (Western region of Ukraine), and local (cities of regional significance) levels is conducted. The comparison and review of the practice of using open data and various e-services by administrations of 34 cities of regional significance in the Western region of Ukraine are carried out. The state of implementation of e-government tools by local authorities is determined. The division of cities of regional significance in the Western region of Ukraine according to the level of use of e-services, which are presented on their official websites, into four groups (passive; beginners; active; progressive) is carried out on the basis of the results of the analysis. The key problems of local policy of the cities of regional significance transformation in the Western region of Ukraine are identified, including: lack of a common vision on the further development of cities and communities on the basis of the Smart City concept by central, regional, and local authorities; the issue of approving strategies for the development of cities of regional significance remains unresolved; uneven introduction of innovative technologies in the management systems of the cities of regional significance development in the Western region on the basis of the Smart City concept, first of all, open data; low level of international activity of administrations of cities. Priority areas for improving regional and local policies to ensure sustainable urban development in accordance with the Smart City criteria are justified.

The article analyzes tourist flows by different types of tourism in Ukraine. It is shown that in general for the period 2014-2019 the entry of foreigners and stateless persons to Ukraine increased by 7.8%; during the same period, the departure of Ukrainian citizens abroad increased by 30.8%. Since 2014, there has been a negative balance between inflows and outflows, and it is increasing every year. The distribution of tourists by purpose of the trip is considered and it is shown that in the vast majority it is leisure and recreation for all types of tourism. The tourism industry has been particularly affected by the introduction of quarantine measures. This, in turn, directed the subjects of the tourism sector to improve their services, look for new, effective ways to develop the industry, to increase attention to the introduction of innovative technologies and modern methods of work. An important step in this direction is the development and implementation of the Brand Strategy of Ukrainian cities, which is being actively worked on. The expected results of the implementation of the Strategy should be an increase in the number of tourists, increase in income and jobs in tourism and hospitality, increase in local budget revenues, increase tourism, business and cultural attractiveness of cities, increased urban comfort, infrastructure development and quality of services. tourism.

The possibilities and prospects of electronic menus presented in the modern market of services with a comparison of the advantages and disadvantages of their functionality are thoroughly considered. The need to make changes in the management system of any enterprise involves getting acquainted with its features, structure and set of production links both within the enterprise and its interaction with the external environment. Analysis of business processes in the restaurant business allows us to offer the most effective automation technologies for both the overall management system and its individual parts. Therefore, in the context of this study, proposals for the introduction of electronic menus were developed and proposed. Evaluation of the effectiveness of the implementation of automation technology, in the form of an electronic menu, shows a number of advantages in the management system for both customers and staff and business representatives with whom the restaurant cooperates. It is the managers who work and solve the problems of both employees and customers, they are one of the most important components of the restaurant business staff. The set of requirements for restaurant management consists of inventory management, food safety, change planning, solving employee problems and ensuring a high level of customer service. Due to the high level of customer satisfaction with the terms of service and feedback from them, an efficient restaurant owner will be able to automatically attract new customers. The introduction of best practices and the implementation of effective proposals also lead to the realization of new opportunities, including increased business efficiency and profitability.

Industrial competitiveness of Ukraine in the conditions of Industry 4.0 implementation

The article covers the factors shaping the industrial competitiveness of Ukraine in the context of global changes and the introduction of Industry 4.0. The threats and challenges brought about by innovative changes in the economic environment are considered. Along with the threats that pose a danger to all countries (unemployment due to mass robotization of production, threats to cyber security), for countries with low levels of economic and technological development, there is a risk of money laundering and conversion into raw materials and human resources supplier for the rich countries. For Ukraine, as for most countries of Eastern and Central Europe, this problem is especially relevant. In order to maximize the benefits and minimize possible losses, it is necessary to explore a range of factors that impact modern production, in particular: taxation, investment conditions, culture of innovation, development and cooperation. A comparative analysis of the index of the industrial competitiveness of Ukraine with similar indicators of Central and Eastern Europe is conducted. The EU experience of implementing the Industry 4.0 concept is studied. The priority of mechanical engineering in Ukraine is substantiated, and the analysis of industrial competitiveness is deepened by assessing the development of individual sectors of mechanical engineering as an important segment of the introduction of innovative technologies on the Industry 4.0 platform. The key limitations of the competitiveness of Ukrainian industry are identified (use of outdated production methods and equipment; high cost of electricity and unreliability of its sources; high tariffs for important intermediate products; significant costs of compliance with customs requirements for import of components and export of finished products; too long customs clearance procedures, risks of currency regulation, lack of adequate infrastructure of certification laboratories) as well as vectors and main tasks for Ukraine's adaptation to global changes in the implementation of Industry 4.0 are defined.

INNOVATIVE METHODS OF TEACHING AND EDUCATION IN THE FIELD OF HIGHER EDUCATION

Education plays an important and crucial role worldwide in the development of a skilled workforce. For many decades, the use of textbooks has been a traditional method of teaching, but the emergence and implementation of methods for assessing the effectiveness of teaching have found that most students do not master the content of the course to the expected level. Modern conditions of social development increasingly require the active introduction of innovative technologies of teaching and learning, rethinking the established systems of techniques and methods in the field of education. The article is devoted to one of the current problems in the modern educational process – the search for effective innovative methods of teaching and learning. In particular, among the main aspects of the study are research and search for the best modern methods of teaching and learning, solving problems of pedagogical innovation. Research and systematization of scientific approaches to the theoretical foundations of innovative teaching methods allowed to formulate a definition of innovative teaching method, which should be interpreted as a new way of organizing the learning process, which aims to improve learning and improve learning outcomes. Innovative teaching methods such as inverted classroom, gamification, design thinking, active learning and self-learning are systematized and analyzed. It is concluded that it is inexpedient to oppose traditional and innovative methods. The results of this study can significantly help educators to adopt the most effective teaching methods and styles based on their learning goals. The article notes that in the modern educational process the problem of finding the most effective innovative method of teaching and learning remains one of the most relevant in the world pedagogical and research activities. However, in the conditions of transformational changes in higher education, they need constant careful study and scientific and practical substantiation of the issue of the best experience of innovative educational activities; characteristics of the content of interactive methods and forms of education, the specifics of their use in higher education. The article presents various aspects of agroforestry activi-ties greening, reveals its historical development processes, and analyzes the introduction of innovative technologies in this area.

In the conditions of financial and economic crisis the problem of formation of human potential for sustainable development of rural areas arises with special urgency. The personnel problem is faced not only by farms in crisis, but also by economically stable agricultural organizations with efficient dynamics of reproduction, high profitability and competitive positions. Carrying out an active personnel policy requires the development of an appropriate management strategy, the definition of specific organizational and managerial decisions, the implementation of which should lead to the improvement of all work on the staffing of the agro-industrial complex. The use of personnel technologies contributes to the optimal solution of strategic and current issues of personnel policy, the formation of a competitive professional qualification structure, the identification of promising employees. Monitoring of personnel processes allows tracking trends, modeling and forecasting personnel situations in order to take the necessary measures in a timely manner. This requires a radical overhaul of existing statistical reporting on personnel, which will create the necessary database for the creation and implementation of flexible personnel policy and the adoption of sound management decisions on human resources in the industry. It is necessary to develop at all levels of management long-term programs of staffing of agriculture, taking into account its diversity. The priority of the governing bodies of the agro-industrial complex, agricultural education institutions is to improve the structure and quality of training, implementation of measures for their consolidation in specialized organizations and effective use of the received specialty. Solving personnel problems of multifaceted agriculture requires increasing the role of information and consulting services of the agro-industrial complex in non-formal education of staff and villagers, to expand the network of relevant services on the basis of educational institutions and research institutions. To solve the existing problem, it is necessary to organize a single professional and competence approach in the training of new generation of managers, which are necessary in connection with the introduction of innovative technologies in agricultural production.
