Modeling and forecasting of the integrated index of innovation activity of regions

In the article the authors propose a methodical approach to modeling and forecasting the innovative activity of regional economic systems, as well as its testing on the example of Polish voivodships. The methodical involves the calculation of integrated indices of innovation activity of regions, taking into account the correlation analysis of evaluation indicators and calculations of coefficients of impact on the integrated index, which allows to predict the most influential indicators of innovation activity of regions and integrated index. For forecasting, a scenario approach is used, which provides an approximate approximation of the forecast parameter, which allows using two or three iterations to obtain a forecast of the integrated index of innovation activity of regional economic systems. The proposed methodological approach to forecasting the innovation activity of regions will help focus the efforts of regional authorities on the most influential factors of innovation activity of specific regional economic systems, which will achieve the goal of sustainable development based on innovative economic development of regions.

Devising an integrated approach to assessing the indicators of personnel innovativeness under conditions of innovative development of an enterprise

It has been substantiated that personnel is the driving force of innovative development of enterprises. The interrelation of the components of the formation of innovativeness of the company’s personnel, such as innovative potential, the innovative activity of employees, and the effectiveness of their innovative activity was demonstrated. A comprehensive approach to assessing the innovativeness of the company’s personnel, which consists of six stages describing the procedure of such evaluation, was proposed. It was proved that it is appropriate to evaluate the innovativeness of the company’s personnel in the areas of innovative activity of employees and the effectiveness of their innovative activities. The systems of partial, integrated, and general indicators of innovativeness of the company’s personnel and criteria for assessing its level were proposed. A system of indicators of innovative activity of personnel based on qualimetric assessment of their innovative potential was offered. The procedure for assessing the level of innovative activity of employees was improved by introducing a partial indicator of personnel’s desire to carry out innovative activities. A system of indicators for assessing the effectiveness of innovative activities of personnel, including two groups, was proposed. The first group of partial indicators characterizes the effectiveness of innovative activity of the company’s personnel, the second group focuses on the effectiveness of commercialization of innovative products. To determine the level of innovativeness of the company’s personnel, a matrix that combines assessment of the levels of innovative activity and effectiveness of innovative activities of employees was proposed. The results of the study make it possible to determine the level of innovativeness of personnel, to develop an effective strategy for the creation and commercialization of innovative products of an enterprise.

A Sensitivity Analysis of the Patent Real Option Valuation Using the Binomial Model

Using the real option approach and the binomial decision tree model the paper appraises patent value in terms of the investment decision flexibility—conferred by patent protection—toward continued exploitation of the underlying invention in the commercialization phase. Consistently with the predictions of financial theory the paper reports that patent real option value increases with increasing patent asset value, decreasing patent commercialization investment, larger variability of future values of the patent asset, longer time to expiration of patent protection, lower cost of delay in commercialization investment decisions, and higher level of interest rate. Furthermore, the paper estimates patent real option value sensitivities for each of these input factors of the binomial decision tree model. More broadly, the paper provides a novel valuation tool for the monetary appraisal of patents and contributes to the IP literature on devising timely indicators of innovative activities.

Emprendimiento innovador: aspectos de género

The objective of study is to assess values of indicators, which characterize the current levels of innovation activity of men and women, who are entrepreneurs in different countries. The study used the results of surveys conducted in 59 countries during the implementation of the Global Entrepreneurship Monitoring project as initial information. We developed econometric models, which represent the density functions of the normal distribution. The study made it possible to assess the distribution of the values of the considered indicators of innovative activity of entrepreneurs by country in order to establish the average values of the indicators, and to identify countries with the maximum and minimum values of indicators of innovative activity of entrepreneurs. It is shown that the share of women entrepreneurs, in the countries under consideration, is slightly lower than the share of men entrepreneurs.

Innovative Development of chinese Regions: Experience and Recommendations for Russia

Purpose: of the article is a parametric comparison of the features of the development of the regions of China and Russia for the possibility of using the Chinese experience in managing innovative development.Methods: comparison of the innovative potential of Russia and the PRC, as well as the possibilities of using the Chinese experience in the management of scientific, technical and innovative development in Russia was carried out using linear regression analysis and comparison of its indicators. Analysis and comparison were carried out using statistical data on innovative and economic development in statistical collections of Russia and China.Results: the article discusses the possibilities of using Chinese management experience in the development of the spheres of science, technology and higher education for the innovative and economic development of Russian regions. To a large extent, the experience of the PRC is already actively used in Russian state practice, while, in the context of Russia's economic difficulties in recent decades, it does not always work successfully. The work shows that the regions of the PRC are rapidly increasing their innovative activity in recent years, which contributes to the rapid growth of the well-being of their population. The number of regions-innovative and economic leaders is growing. Among all regions of Russia, only Moscow in level of innovational activity and GRP corresponds to the leading regions of China. The paper also shows that changes in the indicators of innovation activity of Russian regions have a relatively weak effect on their economic development.Conclusions and Relevance: it is recommended to carefully study the experience of the Chinese regions-innovation leaders and the Chinese innovation policy in general for application in Russia, as well as the development of Russian-Chinese innovation and scientific and technological cooperation.

Innovation environment as a key factor in the development of the region's innovative potential

Object: The regional innovation environment, as the major factor, is the object of research for the development of innovative potential.Methods: This article uses such research methods as generalization, comparison, systematization and statistical analysis.Results: It is important to reveal regional features, the group of factors that contribute to the development of innovative potential in an innovative environment. The innovation environment is considered from the point of view of the institutional, corporate and educational innovation environment that promotes effective innovation in the region. The basic factors at the micro-, meso-, macro levels that have a positive effect on the development of the region's innovation environment are revealed. The main indicators of innovation activity and dynamics of internal expenditures on research in Kazakhstan for 2015–2019 are analyzed in order to determine the significance of the educational innovation environment.Conclusions: The conclusion is made about the importance of educational, institutional and corporate innovation environments based on the identified activities. The rational use and development of innovative potential is possible only when the studied factors of the innovation environment interact, which will allow us to concentrate all the obvious and hidden opportunities of the region into a single innovation system.

State regulation of sustainable innovation project funding in the EU countries and Ukraine

The effective implementation of innovations is broadly determined by the ways of their financing, among which project funding is particularly important today. This paper examines the impact of project funding on the innovative growth of the state in the EU countries and Ukraine in the context of sustainable development. Using theoretical and empirical methods, this study identifies and systematizes traditional and innovative forms of sustainable innovation project funding, which are practically used by the EU member states and Ukraine. Based on statistical methods, data analysis for the period from 2014 to 2020 and indicators characterizing the participation of countries in the largest European project funding program Horizon 2020 and other similar programs, the study revealed a close relationship between the conditions created by the state for participation in project funding programs and indicators of innovation activity and the climate of the state. The study allowed determining that funding from international sources, including funds from leading European institutions, which support the dissemination of sustainable innovations, can be a good alternative for innovation project funding under limited domestic resources. The study concluded that diversification of sources and forms of project funding, use and support from the state influences and accelerates the development of innovation infrastructure in a country (clusters, business incubators etc.), as well as the interaction between various participants in a sustainable innovation process (state, regions, large enterprises, small and medium-sized businesses, communities).

TRENDS IN THE DEVELOPMENT OF THE INSTITUTION OF INTELLECTUAL PROPERTY IN ENSURING INNOVATIVE ACTIVITIES OF INDUSTRIAL PRODUCTION

The purpose of the research. Development of methodological approaches to the study of the relationship between the state of the institution of intellectual property and the innovative activity of the industrial complex in the Russian context. Achievement of the goal is seen through the solution of the following tasks: Given a characteristic of the state of the institution of intellectual property in the model of open innovation; systematized the development trends of the intellectual property market in the Russian industry; modeling of the relationship between the development of the institution of intellectual property and innovation in industry has been carried out. Results. It has been established that the main source of remuneration in the intellectual property market is the innovation rent, which is the super-profits of the investor, innovator, innovation firm and innovation-active enterprise arising in the process of innovation diffusion. In this case, the sources of income can be: products and technologies, new business, specific assets, licenses, spin-off, subsidiaries, brands, individual stages of the innovation life cycle. In the Russian industry, there is an increase in patent activity, however, no stable dynamics in the development of the institution of intellectual property has been revealed. The level of manufacturability of production of industrial enterprises directly correlates with the level of intellectual property objects used and the applications filed for the issuance of titles of protection for the results of scientific and technical activities. There is no direct positive relationship between indicators of innovative activity in industry and indicators characterizing the state of the institution of intellectual property. However, time lags were revealed between the increase in the number of intellectual property objects used by industrial enterprises and the subsequent increase in the share of shipped innovative products - 3 years, as well as between the increase in the number of intellectual property objects used by industrial enterprises and the subsequent increase in the share of costs for technological innovation in general. the volume of shipped innovative products - 5 years.

METHODOLOGY FOR DETERMINING THE EFFECTIVENESS OF INNOVATION ACTIVITIES IN AN INDUSTRIAL ENTERPRISE

The article substantiates the expediency of using methods of portfolio planning of innovation activities, as well as conducting a comparative assessment of the effectiveness of innovative projects considered in the formation of the innovation portfolio of the enterprise. It is determined that the system of innovation activity indicators should include not only financial indicators (ROI, share of profit from implementing innovations, etc.), but also qualitative indicators (share of ideas implemented in the company; average time elapsed from submission of a new innovative proposal to the decision to launch or abandon an innovative project, etc.). The dynamics of changes in qualitative indicators will help identify problems in the innovation management system in time and take measures before a crisis occurs. We propose the use of a balanced scorecard to assess the innovation activities of an enterprise, which includes indicators that characterize the enterprise strategy from four different and yet interrelated perspectives: finance perspective; training and personnel development; internal business processes; and customer perspective. Based on individually developed performance indicators and subsequent comparison of planned and actual data, senior managers receive information that allows them to assess the effectiveness of the implementation of strategies in four main areas. The balanced scorecard for innovation activity is a kind of monitoring tool and an effective tool for both current and long-term management of an enterprise's strategy. We have generalized and improved the methodology for assessing the economic efficiency of the organization of innovation activity in an industrial enterprise using a generalizing indicator of the efficiency of the enterprise as a whole. The proposed system of indicators of innovative activity will help the enterprise to analyse its ability to innovative work, quality of realization of this work, and will allow assessing the innovative activity of the enterprise, competitiveness of products and firm as a whole, etc.

METHODOLOGICAL APPROACH TO CREATING A MODEL OF COST-EFFECTIVE MECHANISM FOR MANAGING INNOVATIVE ACTIVITY OF HOTEL ORGANIZATIONS

The transition of hotel organizations to a qualitatively new level of development can be ensured by the formation and use of a cost-effective innovation management mechanism. The article attempts to create a model of a cost-effective management mechanism that could take into account the multifaceted relationships of indicators and indicators of innovative activity. The operation of this mechanism implies the use of indicative control tools, as well as factor and scenario modeling. The author considers the mechanism from the perspective of implementing five interconnected blocks: subjects, goals and tasks, objects, processes and resulting effects. The content of the resulting effects of the implementation of innovative processes based on the calculation of integral indicators of innovative activity and its elements. Based on the proposed model of a cost-effective mechanism for managing the innovative activity of hotel organizations, an analysis of trends in the level of innovative activity was carried out at using the example of three hotel in Sochi, their graphical interpretation is presented. As part of the presented model, scenario modeling of innovative activity management was carried out as one of its tools, a graph of the ratio of indicators of innovative activity of hotel organizations in Sochi was built.

МЕТОДИЧЕСКИЕ ПОДХОДЫ К ОЦЕНКЕ И ФОРМИРОВАНИЮ ПЕРСПЕКТИВ ИННОВАЦИОННОГО РАЗВИТИЯ РЕГИОНОВ

The article is devoted to the study of the problems of innovative development in the regions of the Russian Federation. The aim of this work was to determine the empirical relationship between the indicators of innovation activity, economic growth and the state of the institutional environment in the regions. For this purpose, the research methodology was formed and the analysis of the subjects of the Russian Federation was carried out with the establishment of current trends in innovative, institutional and economic development. The methodological basis of the study was the grouping method, the decision tree method, as well as economic and mathematical modeling for constructing production functions. In the course of the analysis, it was found that economic growth directly depends on the innovation and institutional factors. High values of these factors allow you to get GRP per capita at the level of 510 thousand rubles and above, with low values, this indicator is 180-200 thousand rubles. The rate of economic growth is also directly proportional to these factors. It is also revealed that, first; the quality of public institutions and business institutions determines the effectiveness of development and the growth of innovation indicators at the regional level. The most significant attribute for the classification of subjects by the level of innovative development is the innovation activity index. It defines the current classification by 36.7 %, the indices of socio-economic conditions and the quality of innovation policy by 26 %. Macroeconomic modeling of economic growth in the regions depending on the level of innovative development is carried out, and the prospects for using the innovative factor as a driver of economic growth are evaluated. It is established that for a significant number of regions of the Russian Federation, the innovative way of development is not relevant in the medium term. Only for 15 territorial subjects of the Russian Federation, economic growth is real, accompanied by the development of innovative activities. Based on the results of the simulation, proposals are formulated for the directions of economic development of the regions. Modelling of the Dependencies of Industrial Development on Marketing Efficiency, Innovation and Technological Activity Indicators

This study is relevant due to the multidimensionality and interdependence of industrial development and the indicators of innovation and technological activities and marketing efficiency. The use of economic and mathematical modelling of dependencies between key macroeconomic parameters of the national economy development made it possible to qualitatively analyse the impact of the indicators of marketing efficiency, innovation and technological activities on the parameters of industrial development. The influence of the volume of financing for innovation activity, the introduction of new technological processes and the volume of production of innovative types of products on the change in the volume of sold industrial products is econometrically taken into account. The multidimensionality of the dependencies of choosing an effective model of the dependence of the volume of sold industrial products on the factors in innovation and technological activities was the reason for building a power model. The uniqueness of using an integrated model of the dependencies of innovation and technological activities and industrial development lies in taking into consideration latent factors that influence changes in industrial production, including funding for innovation in the country’s industrial sector, the number of new technological processes and the level of mastering the production of new innovative types of products. The effectiveness of the study is explained by the fact that the selected system of indicators and dependencies helped to identify a number of risks to Ukraines’ industrial development, for example, a critical decline in innovation and technological activities of industry.

Project approach to managing innovative activities in the industry

The article examines the innovative activity parameters of industrial enterprises in the Russian Federation, studies the main development trends. The dynamics of the main indicators of industrial organizations subdivisions carrying out research and development are presented and the main types of applied innovations are identified. Also, the costs of technological innovations and the sources of their financing were analyzed within this studys framework. The main reasons for the decline in industrial enterprises innovative activity are listed. In addition, the main trends influencing the development of industrial enterprises were presented. The directions of improving the innovative activities management system of industrial enterprises are grounded on the basis of the project approach use. The general characteristics and properties inherent in an innovation and a project are presented. Domestic enterprises awareness of project management prospects will contribute to their sustainable growth and innovation activity indicators improvement.

Digitalization of the economy in the provincial region: main trends and problems

The purpose of the study is to analyze the processes of the economy digitalization of the provincial region, to assess their impact on the innovative development of the region through the case of the Mari El Republic. A comparative analysis of the use of digital technologies in the region, in the Volga Federal District (VFD) and Russia is carried out. A pronounced relationship between the indicators of digitalization and innovative activity in the Mari El Republic is revealed on the basis of correlation analysis. The relatively low level of digital infrastructure and digital literacy, and the low level of demand for digital technologies from local businesses are among the main limitations of the economy digitalization. At the same time, the formation of a favorable institutional environment and overall positive dynamics of the main indicators of the economy digitalization, a high level of state support due to the implementation of national and regional programs in the field of the digital economy were revealed. The drivers of digital transformation were organizations in the field of information technology and telecommunications, the electronics industry and universities. The main conclusion of the study is that the digitalization of the regional economy contributes to its innovative development and increased competitiveness.

Budget funds for financing investments in innovative development of the region (on the example of the Central Black Earth Region)

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.

Air and space vehicle production: indicators of innovative activity

We analyze the problems of increasing the innovative activity of air and space vehicle manufacturing enterprises in Russia by the year 2021 and consider indicators reflecting the innovative activity of organizations, such as the implementation of innovations, the proportion of organizations engaged in technological innovation, cost of technological innovation by the source of funds, the dynamics of the innovative production output. Besides, correlation analysis of the relationship between the main indicators of innovation activity and the intensity of expenditures on technological innovations has been performed to identify dependencies describing air and space vehicle production’s distinctive features.

STRATEGIC ORIENTATION OF INNOVATIVE ACTIVITY REGULATION: UKRAINE AND EU INTEGRATION PROCESS

The article reveals scientific approaches to the creation of strategic guidelines for European integration processes based on the prediction of indicators of innovative development, considering international experience. This will make it possible to achieve the effectiveness of the processes of regulating innovation activity in the national economy and accelerate the pace of its development. The article proposes to identify relevant indicators of innovation activity to promote innovation changes based on the analysis of the overall innovation index of countries using econometric instruments. The characteristics of the process of introducing innovations in Ukraine are given in accordance with the individual components of the overall innovation index, which, according to the results of the calculation of the European Innovation Scoreboard, gives an idea of the various categories of countries-innovators in terms of the degree of innovative support for their economies. Based on the analysis of international statistical reporting, trends in the development of the innovation index in Ukraine and the European Union for a short-term period are established. Based on the Gompertz method, it is shown how the dynamics of each indicator will change, depending on the obtained predictive values of innovation development indices. This allows to determine the significance of regulatory instruments and generate appropriate forecasts. The methodology for finding regulatory instruments in the innovation development management system is developed depending on the speed of management intervention in the process of stimulating innovative changes. Strategic guidelines for the use of instruments for managing innovative development are formed depending on each index specifically. The content of the instruments is proposed depending on the priorities of the European integration activity and the influence of management on the formation of reforms, which will ensure the targeting of innovative regulatory initiatives in precisely those areas where the response of the national economy to the implemented influences will be most effective.

The essence of innovative activity and analysis indicators

The main way of successful socio-economic development of the country is the development of innovative activities of enterprises, the production of competitive products and economic growth in production. The article highlights the adoption of various normative and legal documents on the development of innovation in Uzbekistan, the work being done in this regard and the indicators. Also, the content and essence of innovation, innovative activity, the scientific approaches of scientists in this regard are presented. In recent years, the indicators of innovative activity in the economy of Namangan region, the existing problems have been highlighted. The parameters of the development of innovative activity in our country are reflected. In our research, the methods of observation, generalization, comparison, logical approach were used, as well as recommendations for existing problems.

ПРИМЕНЕНИЕ ПЛАТФОРМЕННОГО ПОДХОДА К ОЦЕНКЕ ИННОВАЦИОННОЙ АКТИВНОСТИ

The article is devoted to identifying the specifics of the concept of innovative activity. The indicator of innovative activity characterizes the policy pursued by the state to introduce innova-tions at all levels of the economy. The effectiveness of the reforms being implemented, as well as private and public investments, is manifested, ultimately, in indicators of innovative activity. In this regard, a correct assessment of this indicator is relevant from the standpoint of the wide-spread use of innovations in differentiated sectors of the economy. Based on the analysis of scientific publications, an overview of approaches to assessing in-novative activity is presented, the interpretation of this concept is analyzed. The author proposes theoretical approaches to the development and application of a platform approach to assessing innovative activity.
