Approaches to sustainable development of production systems in the sphere of housing construction on the basis of application of “green” standards

Aim. To determine the problematics of the application of “green” standards in the field of housing construction and its impact on the management of sustainable development of production systems based on the application of “green” standards in the marketing sphere, as well as to propose options for solutions to problematic issues and directions for further research.Objectives. To analyze statistical information, as well as regulatory documentation in the field of “green” certification of residential real estate; to identify the problems of applied standards; to offer possible solutions to problematic issues in the aspect of application of “green” standards in the marketing sphere; to determine the necessary measures to implement the principles of sustainable development of production systems in general and adaptation of “green” standards in the assortment policy, marketing sphere of production systems in particular; to determine the directions for further research.Methods. When conducting the research, general scientific methods such as general analysis, expert assessments and generalization, document analysis, abstraction, comparison were used.Results. In the course of the study, the research revealed consolidated groups of problems, including “green” certification in the sphere of individual housing construction in conditions of non-systemic control of the process and results of activity in the marketing sphere of production systems (defined as a goal of further research); the problems of application of the approved and implemented in 2022 “green” state standard in the field of apartment building were revealed. During the analysis of regulatory documentation (GOST R 70346-2022. “Green” standards. Buildings of multifamily residential “green”. Evaluation methods and criteria for design, construction and operation) methodological problems of applying the criteria of group No. 6 “Materials and resource efficiency” are studied, possible solutions are proposed, directions for further research are outlined, the impact of these issues on the complex of management of sustainable development of production systems based on the application of “green” standards in the marketing sphere is shown. In addition, the classification of building evaluation stages in terms of construction stages is given.Conclusions. Approaches to the sustainable development of production systems in the sphere of housing construction, production and application of building materials have a special significance in public policy. An example is the “green” state standard, which is adopted in 2022, its popularization including through “Dom.RF”. However, the current certification mechanism, with all its advantages and merits, has a number of limitations in its application: lack of information from the developer, especially about completed objects, lack of comprehensive systems and registers of “green” solutions and materials, insufficient regulatory mechanisms in case of conflict between environmental friendliness and economic efficiency. These limitations are analyzed in the context of the block of criteria № 6 “Materials and resource efficiency”, and possible solutions are proposed, including the development of a comprehensive system and register of solutions and materials that meet the principles of sustainable development; accumulation of optional but necessary data on the certification of materials and solutions by the developer; proportional reduction of the tax base to compensate for the additional costs arising from the use of more expensive but more environmentally friendly materials and solutions; introduction of a new system and registry of “green” solutions and materials that meet the principles of sustainable development. The authors also identify directions for future research.

The integrated development of territories is recognized as a type of urban planning activity aimed at creating favorable living conditions and providing a comfortable environment for the population. The article is devoted to the consideration of the implementation of decisions on the integrated development of territories in Blagoveshchensk, the regional center of the Amur region. The paper lists the problems of urban planning and land and property relations in the field of housing construction. It has been established that when implementing investment and construction projects, the interests of the state, owners, developers and many other subjects of the construction market of the region intersect. The effectiveness of investment and construction activities depends on the quality of the interrelation of interests. Stimulating measures for the transition to the integrated development of the territory are noted. Based on the results of the study, the author formulated and made proposals for the regulation of urban development to improve land and property relations in the field of integrated territorial development. An integrated approach and methods of comparison, systematization, and observation were used in the article.

Exploring the Consumer Acceptance of Circular Housing from the Perspective of SOR Theory

The reconstruction of residences has led to an increase in the use of single-use materials in the construction industry. In the context of the circular economy, with the implementation of circular housing from a cradle-to-cradle perspective, the field of housing construction is changing rapidly. Innovation and sharing improve the consumer experience and increase consumers’ purchase intention. This research integrates design attributes, sharing attributes, perceived value, and affective value to study the impact of circular housing on acceptance and identification. The framework of SOR theory framework is used to analyze the predictive factors of consumer intention. The results emphasize that emotional responses in terms of affective value, perceived value, and social equity are the most prominent. This research also utilizes the KJ method. The research methods include a literature review, field observations, expert interviews, questionnaire surveys, and triangulation validation. Moreover, this research uses PLS-SEM to analyze the data of 568 participants. The structural analysis shows that consumers’ acceptance and identification of circular housing are strongly influenced by social equity. A total of 16 out of 17 hypotheses are established, with eight partial mediating effects, including the mediating role of social equity. Perceived value is found to affect consumers’ cognition and attitudes Perceived value and design attributes, as well as these factors combined, influence consumer acceptance and identification. This research provides strategies to enhance the design of circular housing and promote its development. This research explores the relationship between consumers’ acceptance and identification of circular design and the development of circular housing. It first establishes a structural model based on the SOR theory. Adding the mental map of interview results to the model, the results of this research analyzes the design attribute value, and the SEM-PLS analysis influences highlights the identification and acceptance of circular housing.

ФІНАНСОВИЙ ІНСТРУМЕНТАРІЙ РОЗВИТКУ ЖИТЛОВОГО БУДІВНИЦТВА В УКРАЇНІ

The article systematizes the main approaches to revealing the conceptual foundations and practical significance of financial instruments in the development of housing construction in the country. The leading role of housing construction in the formation of appropriate conditions for the livelihood of society, ensuring the sustainable development of the national economy is substantiated. The article is devoted to the study of the role of financial instruments in ensuring the effective functioning of housing construction, the need for the development of financial engineering as an effective component of the restoration of the country's housing stock, ensuring the proper functioning of critical infrastructure. The leading role of the field of housing construction in stimulating the processes of socio-economic development of the state, forming the conditions of life support of its society is substantiated. The generalization of the scientific approaches of scientists and practitioners to the category of "financial instruments" was the basis of the development of the author's approach to the interpretation of the category of "financial instruments of housing construction" as a special type of financial agreement implemented within the framework of the appropriate financial mechanism, as a result of which the interaction of the subjects of housing construction is strengthened construction with the surrounding environment, transformation of financial assets and liabilities takes place, financial and production activity of housing construction is stimulated. On the basis of a preliminary assessment of the destruction of housing infrastructure caused by military aggression on the territory of our country, the need to change approaches to the further implementation of housing construction is substantiated. It has been proven that the accelerated restoration of the destroyed housing stock will require further transformation of all processes of its resource provision, which should be based on the principles of: innovative development, efficiency, accessibility and safety of the housing stock. The key advantages of financial engineering in the field of housing construction aimed at forming the appropriate level of financial potential in the field of housing construction are identified. The need to attract international support necessary for the restoration of the housing stock, the activation of housing construction, the provision of complex infrastructural restoration of critical infrastructure, the implementation of which should be carried out through a joint combination of existing financial technologies, the search for and implementation of the innovation financial instruments, was emphasized.

ОСОБЛИВОСТІЇ ФОРМУВАННЯ БУДІВЕЛЬНИХ ТА ПЛАНУВАЛЬНИХ РІШЕНЬ ДЛЯ ОРЕНДНОГО ЖИТЛА ДЛЯ МОЛОДИХ СІМЕЙ

The article is devoted to the analysis and formation of effective strategies in the field of construction and planning of rental housing for young families. The emphasis of the work is on studying the features of urban infrastructure, taking into account the needs of young people in comfortable and functional spaces, as well as considering practical examples and innovative approaches in the field of housing construction. The research aims to determine optimal housing models for young families that meet modern living standards and contribute to the sustainable development of the city. The formation of construction and planning solutions for rental housing for young families has a multifaceted nature. Taking into account their needs, ensuring functionality, environmental friendliness, manufacturability and social adaptation become the key directions of the development of modern residential construction. The conducted studies emphasize that: "the dissatisfaction of young families with their housing conditions is associated with the following factors: the high cost of renting housing; living with parents or other relatives; small living space; poor technical characteristics of housing. Providing young families with the opportunity to have quality, affordable and functional housing is an important step in creating a stable and healthy society. Taking into account the needs of young families, rational housing should be designed using all energy-saving technologies. So that the purchase of such housing and its further operation corresponded to the family budget.
 It was established that the development of rental houses in Ukraine is impossible without the participation of private investors, for whom their construction will be profitable only if the state provides preferential conditions for construction. The results of the work can be used as a basis for the development of city strategies and programs aimed at improving living conditions for young people and the overall development of the city.

Assessment of the quality of the urban environment in the process of construction project management

Recently, the construction of residential buildings in the Russian Federation has been carried out at an accelerating pace, not only in large cities, but in almost all regions of our country. In the current conditions, the issues of rational planning of residential development within the framework of urban construction development are becoming increasingly relevant. At the same time, an important role is assigned to the methods of assessing the quality of such planning. The analysis of the available methods of this kind carried out by the author indicates that at the moment, there are practically no adequate and objective methods for quantifying the degree of accessibility of critical social infrastruc-ture facilities of the city in relation to newly constructed or already existing residential buildings. Based on the results of the applied research carried out within the framework of writing the pre-sented scientific work, the author proposed an innovative method for quantifying the degree of acces-sibility of socially significant urban objects relative to residential structures. The proposed methodolo-gy is unique in that, thanks to the use of such a universal and statistically accessible indicator as the average level of wages, experts have the opportunity to conduct a comparative assessment of the de-gree of accessibility of social objects, not only located within a walking distance, but also at longer distances, involving the use of public passenger transport. The application of the methodology proposed in the framework of writing this applied scientific work for assessing the quality of the urban environment for the accessibility of socially significant in-frastructure objects relative to the location of residential buildings will allow, on a mathematically ac-curate quantitative basis, not only to assess the effectiveness of the work of regional state authorities and local self-government as qualitatively and objectively as possible, but also to conduct a compara-tive analysis of the quality layouts of newly designed residential neighborhoods. In addition, this tech-nique may be of practical interest to realtors and developers in the development and practical imple-mentation of various types of business processes, both in the field of housing construction and in the sale of residential buildings and premises.

Forecasting the Directions of the State Policy of the Region on the Basis of Cluster Analysis of Indicators of Socio-Economic Development of Its Municipalities

Assessment of the prospects for the development of the region is an important task for both economic science and public authorities. The purpose of this article is to develop an algorithm for assessing the prospects for the development of the region, which would allow identifying the most problematic areas and competitive advantages of territorial development in order to determine the most important areas of budget expenditures in the context of municipalities in the region. The research uses the concept of sustainable development and the theory of clusters as a methodological basis. Cluster analysis by the Ward method and k-means were used as research methods. As a forecasting method, the most effective among the methods was used: least squares, exponential smoothing, moving average for 3 and 5 years. Separately, the demographic forecast for each municipality separately was used to predict the population. As a result of the conducted research, groups of municipalities of the region differentiated by the level of development have been identified, for which the main problem areas have been formulated, the leveling of which should be addressed by the state policy of the region. The advantage of the proposed approach is that it identifies and predicts the problems of socio-economic development of the region, which may be hidden in the medium-term forecast of the socio-economic region. In this research, such problems were identified in many municipalities of the Leningrad region in the field of housing construction, demography and economics. The article may be useful to public authorities when forming a strategy for socio-economic development.

Government Support Measures for Housing in China: Specific Aspects and Implementation Experience

China is currently a rapidly developing country and is in second place in terms of population among all countries of the world. With the increase in the number of citizens, the housing construction market is growing and developing, and various state programs are being created to support this industry and improve housing conditions for various categories of the population. The purpose of this study is to identify the features of housing construction in China, as well as to study the experience of implementing state support programs in China, taking into account the identified features. In accordance with the purpose of the study, the objectives of the study were formulated: to identify the features of the housing construction market in China that determine the trends in the development of state support; to consider various housing construction support programs and social support measures for low-income citizens to improve living conditions. The methodological basis of the study consists of elements of systematic and integrated approaches, as well as general scientific and private (special) methods of cognition of various socio-economic phenomena and processes. Based on the results of the study, conclusions are presented about the prospects and problems that exist in the housing construction market in China, and it is also concluded that it is advisable for Russia to use the accumulated experience of state support in the field of housing construction.

Further introduction of information modelling technologies in the course of implementation of investment projects in the field of housing construction

Introduction. Modern housing construction requires (1) a single digital platform that has a common data environment, (2) workflow digitization, involving all stakeholders of an investment and construction project. The authors demonstrate that the implementation of this approach will ensure not only the monitoring and control of financial values of construction, including disbursement schedules and a single consolidated database for all documents on each construction project showing access rights to information, but it will also ensure the integrity and reliability of information required for the implementation of day-to-day urban planning activities, as well as quick and flexible integration with state information systems.
 
 Materials and methods. Optimization methods were used to find rational engineering and economic solutions for investment and residential housing construction projects. Multivariance was employed to substantiate the applicability of solutions in the process of introducing digital BIM technologies aimed at identifying the most effective project options.
 
 Results. The main result of the presented research is the application of the G. Taguchi loss function to devise a model for assessing the economic efficiency of options of an investment and construction project, that take into account the total loss of economic efficiency in the course of implementing various technologies of an investment and housing construction project.
 
 Conclusions. The results enable the co-authors to use the proposed model to evaluate the economic efficiency and to identify (1) options of an investment and housing construction project, (2) the range of acceptable options of project implementation that are economically feasible, as well as (3) ranges of unacceptable project implementation options that are “too bad for the consumer” and “too expensive for the producer”; (4) the best project option; (5) the way to improve the generalized algorithm of BIM technology application in practical housing construction.

ІНФОРМАЦІЙНА ФУНКЦІЯ ОБЛІКОВО-АНАЛІТИЧНОГО ЗАБЕЗПЕЧЕННЯ ПРОЦЕСІВ ФІНАНСУВАННЯ ТА ВИКОНАННЯ РОБІТ У СФЕРІ ЖИТЛОВОГО БУДІВНИЦТВА

The article examines the content parameters of information of a purpose-oriented system of accounting and analytical support, intended for users who make decisions in the areas of financing and use of funds for housing construction. It was determined that in the field of rational financing and development of funds for housing construction, the development of effective and efficient state-private mechanisms for managing and regulating processes in this field is becoming effective and efficient for the expected specific conditions. It has been proven that the practical implementation of any of the mechanisms largely depends on the completeness and efficiency of the information received by the management systems of various structures (organizations), including formed directly at enterprises of the construction industry with the data of a goal-oriented system of accounting and analytical support. It is justified that construction organizations should still be considered the main subject in the field of housing construction, on which compliance with construction deadlines, the quality and cost of completed construction work depends, and therefore it is extremely important for them to create an accounting and analytical system focused on the expansion of public information about their activities in the field of housing construction. The existing mechanisms of housing construction financing, the use of which affects the formation of information parameters of this type of accounting and analytical system implemented at the enterprises of the industry, are disclosed. It is argued that increased competition in the expected housing construction market in Ukraine forces domestic enterprises in the construction industry to demonstrate their persistence, and therefore, an important and necessary component of the accounting and analytical support system should be considered a toolkit of strategic analysis for the prompt establishment of those changes occurring in the field of housing construction. Separate proposals and directions for developing the parameters of accounting and analytical support for the management of a construction enterprise, the data of which are used for decision-making by various groups of users in the field of housing construction, have been formulated. The methodological basis of the study was the general scientific methods of cognition, the basic principles of management theories, and research methods specific to the accounting field.

СУЧАСНИЙ СТАН ІВЕСТИЦІЙНОГО ЗАБЕЗПЕЧЕННЯ БУДІВНИЦТВА ЖИТЛА В УКРАЇНІ

The issue of providing the population of Ukraine with housing is an important task of socio-economic policy and the implementation of housing and social development programs of the country. Solving this problem is impossible without sufficient investment support in the housing construction sector and the creation of an attractive investment climate for capital owners. The socio-economic effect of investing in the construction of residential real estate for national economies is investigated in the article. The essence of the investment process and its main features in the field of housing construction were also investigated. The set of qualitative characteristics of investment in residential real estate was defined here. The structure of interests of potential investors in the industry by relevant objects and types of assets is evaluated. An analysis of the volume, structure and dynamics of investment flows in the field of housing construction in terms of investment provision by types of economic activity in Ukraine was carried out. The conducted assessment showed a small share of the volume of investments in housing construction in all sectors of the national economy – no more than 9%. The analysis of the size and structure of investment provision in the construction industry showed that the peak volumes of capital investments in the construction of residential real estate objects took place during 2018–2019. Their share was about 69%. The growth of investment flows in housing construction has caused an increase in the number of residential objects put into operation in all their types (apartment buildings, single-apartment buildings, dormitories). The positions of Ukraine in the world rankings of the investment attractiveness of the national economy have been evaluated. The key trends of the investment attractiveness of the world market of residential real estate are investigated. The investment attractiveness of domestic primary and secondary housing markets is analyzed. The creation of joint real estate investment funds, institutional support for the creation of crowdfunding online platforms, investment digital platforms, development and implementation of "green" housing construction standards are proposed as the main tools for increasing the investment attractiveness of housing construction.

Crime in the field of housing construction through the prism of legislative reform

The author analyzes the trends of crime in the field of housing construction, focusing on such an aspect as the high adaptability of developers to the next measures taken at the state level to stabilize the housing market, protect the rights and legitimate interests of participants in shared-equity construction. The author comes to the conclusion that neither the adoption of the Federal Law of December 30, 2004 No. 214-FZ “On participation in the shared construction of apartment buildings and other real estate objects and on amendments to certain legislative acts of the Russian Federation”, neither the subsequent addition of such a significant novelty as the escrow account regime, nor the introduction of special restrictive measures of a regional nature, contributed to minimizing illegal acts in this area. Developers continue to undertake methods and techniques of concealing true intentions, which, in general, are expressed in creating the appearance of legitimate entrepreneurial or other activities not prohibited by law, in combination with: a) the production and use of forged title or other documents (for example, documents confirming the rights to a plot of land for construction); b) the commission of fictitious transactions (creating the appearance of acquiring apartments through escrow accounts; transit resale of land); c) using front persons or organizations as fictitious intermediaries. In this regard, the author suggests recommendations to improve the effectiveness of the investigation in terms of identifying elements of fictitious activity as techniques for concealing illegal acts.

НАУКОВО-ТЕОРЕТИЧНІ ЗАСАДИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ІВЕСТИЦІЙНОГО ЗАБЕЗПЕЧЕННЯ ЖИТЛОВОГО БУДІВНИЦТВА

The issue of intensifying economic transformations and accelerating the pace of socio-economic development under modern conditions cannot be resolved without adequate investment support. Construction of residential real estate is a field that is traditionally defined by a high level of dependence on investment funds. The state plays an extremely important role in this process. It is thanks to effective state mechanisms for regulating the investment attractiveness of the industry that the prerequisites for the accumulation of investment flows and assistance in solving the population's housing problem and implementing the tasks of the country's social and housing policy are formed. The modern legislative basis for regulation of investment processes in the construction of residential real estate is studied in the article. The set of institutional subjects of regulation of investment processes in the construction industry is defined here. The systematization of scientific and theoretical foundations of state regulation of investment processes of housing construction has been carried out. The methodological plane of functions, tasks and principles of state regulation of investment activity in the industry is analyzed. The methodological plane of the set of principles of state regulation by the process of attracting investment flows in the industry based on the strategic priorities of inclusiveness and sustainable housing construction has been supplemented. The author's scheme of the general architecture of the mechanism of state regulation of investment activity in the field of housing construction has been formed. The range of socio-economic and environmental bonuses from investments in the construction of residential real estate objects from the standpoint of creating new economic opportunities for the region and the national economy, ensuring the development of processes of inclusive urbanization and environmental stability in the industry is defined in the article. A brief review of the level of return on investment in residential construction is carried out here. The potential for possible future services from investing in residential real estate has been determined.

СУЧАСНІ АСПЕКТИ РОЗВИТКУ ЖИТЛОВОГО БУДІВНИЦТВА В КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ ФІНАНСОВОЇ БЕЗПЕКИ ДЕРЖАВИ

The article is devoted to the study of the role of housing construction in ensuring the financial security of the state. Based on the study of existing scientific sources and own scientific research, a generalization of approaches to the interpretation of the category "financial security of the state" was carried out, which made it possible to offer the scientific community an author's interpretation of it with an emphasis on the role in the process of its provision of the real sector of the economy. It is suggested that the financial security of the state should be understood as the ability of the state to respond promptly to internal and external threats to the functioning of its financial system in order to maintain the pace of development of the real sector of the economy and protect national interests.The author's approach to revealing the role of the housing construction sector in ensuring the financial security of the state is proposed, which, unlike the existing ones, allows considering the mutual influence of the level of financial security of the state and the level of financial security of the housing construction sector. System of measures for the development of housing construction, the practical im-plementation of which is aimed at increasing the efficiency of its functioning, as well as strengthening the financial security of the state, is given. It has been proven that ensuring the effective functioning of the housing construction sector is currently impossible without international financial and technical support. It is with the help of joint efforts of domestic and international participants in the field of housing construction that the possibility of quick and high-quality recovery will be formed, which in turn will have a positive impact not only on the state of the national economy, but also contribute to strengthening the level of financial security of the state.There is a well-founded need to find new approaches to the functioning of the housing con-struction sector, to transform the mechanismof building a system of its financial relations, which should be based on a systematic approach to attracting financial resources, forming a possible list of sources of funds necessary for the rapid recovery of this sector.

ОРГАНИЗАЦИОННО-МЕТОДИЧЕСКИЕ ПОДХОДЫ К ПРОВЕДЕНИЮ ИССЛЕДОВАНИЯ СИСТЕМЫ ЖИЛИЩНОГО СТРОИТЕЛЬСТВА

In modern socio-economic conditions, the housing construction system is complex in many respects and one of the most significant in the life of modern cities, since it is designed to meet the current needs of the population for new housing, job creation and at the same time solve strategic tasks of housing renovation. All this directly affects the demographic situation and social stability in society. However, the existing research methods in the field of housing construction are characterized by a lack of consistency and wide diversity. First of all, this is due to the presence of a narrow circle of stakeholders in the results of high-quality housing research and an insufficiently complete and transparent empirical research base. According to the authors, in order to conduct a study of the housing construction system, it is advisable to develop a research program based on the processes of collecting, analyzing and interpreting empirical data. This will allow you to draw correct and reasonable conclusions. The article outlines the essential structural elements of the research program of the Russian housing construction system, examines its basic directions and identifies sections of the program with the main groups of indicators highlighted. The state of the housing construction system, and, consequently, the results of its research are influenced by many factors. Not all of them are amenable to correct accounting and forecasting. Among them: the material (financial) capabilities of the population, the cost of housing in the primary and secondary market, the development of demographic processes, the potential of construction organizations, etc. The influence of various factors that are not directly related to the housing construction system may also be decisive.

STATE POLICY PRIORITIES FOR STIMULATING THE DEVELOPMENT OF THE HOUSING STOCK OF UKRAINE: THE ASPECT OF INVESTMENT ACTIVITY

The article substantiates the need to implement the state policy of stimulating the development of the housing stock of Ukraine. Until now, Ukraine has implemented a significant number of measures to create, and then improve, regulatory and legal support for investment activities in the housing market. Obstacles and problems in the field of housing construction that prevent the formation and realization of its investment potential and provision are emphasized. To date, while implementing its state policy of stimulating the development of the housing stock, Ukraine has not been able to create a favorable and sufficiently competitive investment environment. The biggest problem today is the lack of control over the implementation of investment legislation, which would be applied to protect the rights and legitimate interests of Ukrainian enterprises, including in the housing construction sector. One of the most significant problems that emerges from year to year is the low level of investments in the residential construction sector of Ukraine. The priorities of the state policy of stimulating the development of the housing stock of Ukraine, taking into account the aspects of investment activity, include creating a favorable investment environment, increasing the volume of capital investments, improving the structure of investments, ensuring a high level of protection of the interests and rights of investors, increasing the efficiency of the use of investments and the investment process, developing cooperation in the field of investment – innovative activity. In the context of state policy priorities, actual means of achieving them are defined. We consider the main problem of the state policy of stimulating the development of the housing stock to be the impossibility of state authorities to coordinate the theoretical and practical parts of the implementation of all necessary actions and measures. Therefore, in addition to state regulatory bodies, the main implementers of this state policy should include the legislative branch of government and local authorities.

Scientometric analysis of research in the field prefabricated construction

Introduction. State policy in the field of housing construction, providing the increase in the volume and decrease in the cost of housing construction, promotes to the development of prefabricated construction. In its turn, the increase in the prefabricated construction requires studying and introducing modern organizational and technological solutions for the erection of buildings and production of precast reinforced concrete structures, determining the directions of improvement of prefabricated construction.
 
 Materials and methods. To study the development and effectiveness of prefabricated construction, actual directions and tendencies of scientific research in the field of prefabricated construction, the structure of citation of publications, key researchers, leading countries, institutions, scientific journals a scientometric analysis was carried out based on the SciVal analytical system using visualization tools, quantitative and qualitative scientometric metrics.
 
 Results. Analysis of research trends in the field of construction and building technologies in the world has shown that prefabricated construction is one of the most intensively developing and promising areas of research. The main subjects of research in the field of prefabricated construction are design and information modeling, organization of prefabricated construction and production, delivery of structures to the building site and their assembling, at that, less attention is paid to the research in the field of production technologies of precast reinforced concrete structures in the factory conditions and production management, for which further research in these directions is needed. Studies of the development of industrial house-building in the practice of housing construction have shown that the efficiency of prefabricated construction must be considered in the context of a particular country or region and evaluated by applying a systematic analysis of costs and benefits.
 
 Conclusions. The results of the executed scientometric analysis make it possible to identify trends, priority areas for further scientific research and their relationship with other areas of science, and can be a scientific basis for identifying gaps in current research in the field of prefabricated construction.

GEOSPATIAL MARKETING AS A COMPONENT OF REAL ESTATE DEVELOPMENT AND SELECTION OF BUILDING AREAS

The article proposes to use geomarketing as a conceptual and methodological basis for the development of strategies, justification and adoption of business decisions in the field of housing construction.
 Systematization of geomarketing objects, tasks, and tools, which can be used in development activities in the field of residential real estate construction, as well as in determining the suitability of regional primary housing markets for the implementation of development projects, has been carried out.
 The possibility of using geomarketing methods and tools by development companies when choosing the future location of housing and selecting areas for development is considered. For the analysis of regional real estate markets in Ukraine using the geomarketing methodology, an approach based on territorial zoning based on a set of indicators characterizing the demographic, economic, social, institutional, and administrative level of development of the respective region is proposed. The evaluation was carried out by means of cluster analysis, as a result, the housing markets of Kyiv, Dnipropetrovsk and Kyiv regions were identified as the most favorable for the implementation of development projects in the primary housing market, Odesa and Kharkiv regions have an average level of favorability, and other regions are characterized by a low level of favorability mainly due to the negative impact of demographic, socio-economic factors. Using the levels of favorable markets for the construction of primary housing proposed in the article will provide the developer with additional tools for decision-making. The proposed toolkit can be used by development companies and other participants in the investment and construction process with a greater degree of detail - the selection of territories at the level of individual cities and districts.

Legal regulation of the institute of control in the field of housing construction in the conditions of armed aggression of the Russian Federation

Housing and social infrastructure have suffered significant damage during the Russian armed aggression, and it needs to be restored in a short time.So,the aim of the study was to analyses the legal background for construction control and determine its importance for the development of the construction industry. The chosen topic was comprehensively studied through empirical and theoretical methods of scientific knowledge, as well as the comparative analysis. The legal basis of control in the field of housing construction in the conditions of armed aggression is determined. It is established that сconstruction control is exercised by inspecting construction sites, issuing construction permits, conducting examinations of construction projects for compliance with building codes, rules and standards, and identifying violations of construction legislation in order to eliminate them. The mechanism of legal regulation of construction control consists of construction and legal rules that ensure control in the construction industry; subjects of architectural and construction control; construction control tools; the control procedure. The prospect of further research is the organizational support of effective control in the field of housing construction in the context of the armed aggression of the Russian Federation in order to restore the quality of housing in Ukraine.
