Enhancing the Effectiveness of Change Management in Private Universities: Case Study in Vietnam

Change management is known to be a significant model based on theories and practices from educational experts, educators, professors, school administrators, and even scientists. Like other higher education institutions in Vietnam, Private Universities in Ho Chi Minh city are a change management type organization. The management challenge facing contemporary universities refers to the multiple roles assumed by universities and the extraordinary increase in the number of subject fields, heightening, in turn, the complexity of the university environment. However, the previous research about change management of the Vietnamese private university system still has many shortcomings and limitations in terms of both size and quality. There is a lack of studies that have used Kotter's Model of Change (1996) to examine the evolutionary changes and challenges facing Private Universities. So, the main objective of this paper is to establish and propose a suitable model based on the apply Kotter's eight-step model of change to enhance effective change management in private universities in Ho Chi Minh City, and then discussion and recommendation will be presented in the study. To overcome the change challenges, some recommendation was proposed for the successful implementation of the changes for the university. Quantitative method has been utlised to complete this paper. The Uncharted Territory: Plotting the Relationships between Perceived Organizational Support, Work Engagement and Expatriate Retention in Vietnam

ABSTRACT The purpose of this study was to analyze the relationship between perceived organizational support (POS), work engagement, and its implication to expatriate retention. This study used a quantitative method design as explanatory research with the purpose to explain the pattern of correlation between the concepts hypothesized. The focus of this study was the employees working in the private higher education institutions in Vietnam. The population in this study was the expatriates and the sample size used was 221 respondents, using simple random sampling. The analytical method used to test the hypotheses of the research was IBM SPSS AMOS 24.0. POS has a direct effect on work engagement and expatriate retention. The work engagement does not have a direct effect on expatriate retention but mediates the relationship between POS and expatriate retention. This study speculates that before expatriates are hired to work in the private higher education institutions in Vietnam, they should be made aware of the complexities that will arise working in a foreign country with mostly homogeneous workforce and emphasize on positive and proactive behavior to counter stress, challenges and embrace seamless adaptation. This is one of few research studies comprehensively investigating the relationship between POS (independent variable), work engagement (mediating variable), and expatriate retention (dependent variable). The novelty of this research is in its effort to observe the mediation of work engagement with POS and expatriate retention. In this study, work engagement and expatriate retention were found to be negative but significant hence no previous studies have found a relationship between these variables. Furthermore, it is the first to test the model on the private higher education institution sector in Vietnam.

Developing Indicators to Assess Financial Income Sustainability of Higher Education Institutions in Vietnam

Under the context of massification and enhanced autonomy of higher education, the trend of higher education institutions to proactively seek new financial income apart from the two traditional ones, i.e. governmental allocation and tuition fee, is inevitable. This, indeed, is paramount and contributes to the sustainable development of higher education institutions. In this study, based on international practices and experiences, indicators were developed to assess sustainability of financial income at higher education institutions in Vietnam. These indicators are composed of two constituents: (i) HHI – an indicator that assesses the relative financial sustainability of a higher education institution; and (ii) RPS – an indicator that assesses the absolute financial sustainability of a higher education institution. These indicators may be employed as a state governance instrument to monitor higher education institutions, or may also be used as an institutional instrument to monitor the sub-units.

Developing Information Literacy for Students in the Context of Higher Education in Vietnam

The context of 4th Industrial Revolution has not only made changes in education methods, but also challenged learners. In higher education, learners are increasingly expected to learn actively by effectively exploring and using different information resources. Therefore, it is universities’ mission to acquire students with abilities in identifying their information needs, retrieving needed information, evaluating information, and using information legally and ethically in accordance with adademic regulations. In other words, those abilities are core elements of information literacy, which has been considered as an essential tool for improving students’ self-learning and lifelong learning capability at universities in Western countries. This paper aims at analyzing and clarifying the concept of information literacy in the context of Vietnamese higher education, evaluating the role of information literacy in student’s learning, and proposing solutions for developing information literacy for student at higher education institutions in Vietnam.

Increasing Financial Resources for Public Higher Education: International Experiences and Suggestions for Vietnam

Increasing financial resources has been regarded as one of the particular importance of the current higher education development in Vietnam, notably public universities. These groups of higher education institutions are facing challenges as their main sources of funding - state allocation - are declining gradually. In this study, the authors examine the mechanisms employed in other countries across the world to improve financial resources for their higher education institutions. Thus, some implications are withdrawn for public higher education institutions in Vietnam.

A Link between Public Service Motivation, Employee Outcomes, and Person–Organization Fit: Evidence from Vietnam

ABSTRACT This study is innovative in terms of theory and results as it gives a new perspective on public service motivation (PSM) consistent with the context of Vietnamese public universities. We construct a research model with adjusted scales to examines the mediating role of person–organization fit, through which four dimensions of PSM (the attraction to policy-making, commitment to the public interest, self-sacrifice, and compassion) affect both positive and negative aspects of employee outcomes (work effort, organizational citizenship behaviors, turnover intention, and work-related stress) in public higher education institutions in Vietnam. The results from 313 faculty and staff are randomly drawn from 45 Vietnamese public universities, demonstrated that PSM and person–organization fit have mixed effects on employee outcomes. Employees in public universities who commit to the public interest and are attracted to public policy-making will exert more effort in their work, but self-sacrifice and compassion do not directly affect their work effort. Additional, faculty and staff who have high PSM are more likely to be associated with the performance of organizational citizenship behaviors than individuals with low PSM. Furthermore, except for compassion, only three dimensions of PSM (self-sacrifice, commitment to the public interest, and attraction to policy-making) have a significant direct negative effect on public employees’ turnover intention. Besides, using structural equation modeling (SEM) point out that four dimensions of PSM purposely guidance on the manipulation of employee outcomes. In other words, four dimensions of PSM have significant positive relationships with person–organization fit, which in turn positively impacts work effort and organizational citizenship behaviors, also negatively impacts public employees’ work-related stress and their turnover intention. This research supplements very limited current literature and supposes several implications concerning higher education policies for public-sector managers in Vietnam.

Solutions to increase the ability to organize experiential learning activities for students in primary education, Dong Thap University

Recently, the ability to organize experiential learning activities (AOELA) for primary school students with many diverse and rich forms is one of the output requirements that gets significant attention at primary pedagogical education institutions in Vietnam. The author conducted the surveys by questionnaires and open-ended interviews to evaluate the effectiveness of AOELA of primary education students at Dong Thap University. The results show that there are several limitations and challenges in AOELA of the examined students. Several solutions to improve AOELA of students in primary education, such as: raising awareness; enhancing self-study, self-research abilities; increasing the conditions of materials, financial resources, informative documents for the organizing experiential learning activities; implementing regularly and promoting the key role of students. Empirical results show that student’s capacity is continuously enhanced through the implementation of the above solutions.

An Analytical Framework Considering the Effects of Online Teaching Quality on Student Satisfaction

COVID-19 spreads across the world in late 2019 has affected to several aspects of social life. One of the most important sectors, which face difficulties was education, thus most universities have transferred from traditional education to online education through the internet to make their academic year going. This study aims to review the effects of online teaching quality on student satisfaction, a positive attitude resulting from an evaluation of students’ online teaching experience in higher education. Through applying the SERVQUAL model to measure the effects of online teaching quality on students’ satisfaction, it can be expected to get better the online teaching quality of higher education institutions in Vietnam. Trend toward Integrating Information Literacy in the Curriculum and Its Implications to Academic Settings in Vietnam

This secondary research explored the challenges associated with information literacy (IL) integration into the curriculum, and suggested strategies to develop holistic IL programs for education institutions in Vietnam and more beyond. The meta-synthesis method was employed to gather qualitative data and then synthesize them to make more sense of IL integration research evidence. Four research questions were formulated to frame the study. Research findings indicated eight challenges including management support, stakeholder’s perceptions of IL integration, librarian’s capacity, IL assessment methods, facultylibrarian collaboration, learning and teaching methods, IL training contents, and curriculum overload. Accordingly, six strategies which comprise: top-down management approach, assignment design, IL assessment, capacity building for IL trainers, strengthening the faculty-librarian collaboration, and enriching IL training contents were proposed to help education institutions to achieve a systematic IL integration into the curriculum. This study also showed the significance of IL integration to the enhancement of student’s lifelong learning skills.

CDIO Approach in Developing Teacher Training Program to Meet Requirement of the Industrial Revolution 4.0 in Vietnam

In the context of the Industrial Revolution 4.0 and integration of the Vietnamese economy into the global economy, Vietnam's education and training has been increasingly developed and increasingly deeply integrated into the world. The development of teacher training programs is considered an urgent issue, a prerequisite to contribute positively to the development of education and training in the country. However, the first period of integration shows that teachers have many limitations in practical skills, soft skills, and foreign languages when working in a modern environment. These limitations are due to many factors; one of the basic factors is that the training programs at teacher training facilities are mainly focused on knowledge towards approaching content. Therefore, the development of training programs in general and teacher training programs in particular in the direction of developing necessary skills that society requires learners to have, in order to work and develop their qualities after graduation, to meet the integration needs in the context of the industrial revolution 4.0 is an important trend in the world and especially for Vietnam in the current period. CDIO stands for words: Conceive, Design, Implement and Operate. It is a solution to improve the quality of training to meet social requirements, on the basis of determining the outcome standards, developing programs and training plans; It is also the idea of universities, technical institutes of the United States and Sweden in the early 90s of the last century with the intention of training students after graduation with full knowledge and skills such as: communication skills, personal skills ... and immediate access to the labor market, meeting the needs of the business. In this article, we focus on the solution to develop teacher training programs under the CDIO approach to meet the requirements of the Industrial Revolution 4.0 in higher education institutions in Vietnam.

The relation between academics’ research motivation and research productivity

In recent years, higher education institutions in Vietnam expect their academics to have more publications in prestigious journals to improve their ranking. Research motivation, both in the forms of intrinsic and extrinsic rewards, is viewed as an important factor driving academics to strive to do research. Examining the relation between academics’ research motivation and research productivity which is measured by the number of publications on international and local journals can offer an understanding of the impact of research motivation on research productivity. This relation is examined by a quantitative analysis of data obtained from a survey of 96 academics at the University of Economics and Law. The results show that intrinsic motivation exerts a stronger influence on the academics’ research productivity than extrinsic motivation. Another finding is that the academics with a doctoral degree are more productive in research than those with a master’s degree. Therefore, it is necessary to enhance both intrinsic motivation and sustain extrinsic motivation to promote the academics’ research productivity. As qualifications play an important role in enhancing the number of publications, providing academics with favorable conditions and encouraging them to achieve higher degrees is expected to boost their research productivity.

Validation of depression, anxiety and stress scales (DASS-21): Immediate psychological responses of students in the e-learning environment

The COVID-19 epidemic has caused higher education institutions in Vietnam to immediately transfer from traditional classrooms to e-learning environments. This interacts with high expectations and habits of learning and training can adversely affect the mental health of students. The purpose of this study is to validate the DASS-21 scale for use in the mental health screening in Vietnamese students when they suffer an immediate psychological reaction in the e-learning environment. Strict statistical analyzes (including Cronbach's alpha, Exploratory Factor Analysis, Confirmatory Factor Analysis, Average Variance Extracted, Average Shared Variance) have led to a well-fitting model of DASS-18 with a three-factor structure to measure the mental health of Vietnamese students in an e-learning environment. Results DASS-18 reported the rates of depression, anxiety, and stress in levels of moderate severity or above in Vietnamese students at 50%, 19.7%, and 37.3%, respectively. However, a rate of anxiety up to 43.1% by using DASS-21 indicating that many students may be misdiagnosed for the level of anxiety. Finally, linear regression analyses are used to examine the influence of socio-demographic factors on the immediate psychological responses of students to an e-learning environment in the context of the COVID-19 epidemic.

Digital Transformation Trend in Vietnam Higher Education: Blended Learning Model

In the era of digital technology, higher education in Vietnam should plan strategies for developing a blended learning model, in which, besides improving face-to-face learning activities, investing in online learning activities is a strategic goal not only to expand the learners’s market share but also to transform the training model to use technology for modifying and improving the quality of education. The paper focuses on the study of forms and levels of combined learning models, discussing the situation and solutions for applying blended learning models to higher education institutions in Vietnam.

A review of issues of quality assurance and quality accreditation for higher education institutions and the situation in Vietnam

Currently, quality assurance and quality accreditation are very important tasks and are the top concern for higher education institutions. This is because universities can achieve their goals to meet the needs of learners, the community, and society in their educational and training quality to enhance the position of the university through quality assurance activities. Standards of quality assurance and quality accreditation are the best measurement system for the level of quality of education services. Quality assurance can help detect limited issues to adjust and overcome before implementation. The application of quality assurance and quality accreditation is the secret behind the success of most higher education institutions around the world; therefore, quality assurance and quality accreditation are the concern of universities in Vietnam in general and local universities in particular, especially universities in the most disadvantaged regions of Vietnam. This study discusses some of the theoretical issues of quality assurance and quality accreditation; identifies the relationship of quality assurance and quality accreditation with the objectives, quality level, and application of higher education in Vietnam; and at the same time provides some recommendations to help increase the application of quality assurance and quality accreditation in higher education institutions in Vietnam.

The Correlation between Internal Quality Assurance and the Formation of Quality Culture in Vietnam Higher Education: A Case Study in Ho Chi Minh City

<p style="text-align:justify">Implementing internal quality assurance activities is an indispensable condition to form a quality culture in higher education institutions in Vietnam which contributing to a fundamental and comprehensive renovation of Vietnamese higher education. The purpose of this research was to assess the correlation of internal quality assurance on the formation of quality culture through the types of higher education institution in Vietnam. A group of 222 teachers from 8 higher education institutions (4 public higher education institutions and 4 private higher education institutions) in Ho Chi Minh city participated in the survey. The questionnaire included three groups which are internal quality assurance activities, awareness of individuals, and organizational culture. The results showed that the correlation between internal quality assurance and the formation of quality culture is difference between two types of higher education institutions, in which with autonomy in higher education institution administration, the level of application of guaranteed the internal quality assurance activities is associated with quality culture developing in private higher education institutions higher than public higher education institutions.</p>

Factors Influencing the Intention to Use Open Educational Resources of Students at Universities in Economics and Business Administration in Vietnam

The purpose of this paper is to examine the factors influencing the intention to use Open Educational Resources (OER) of students at universities in Economics and Business Administration in Vietnam. The results showed that Effort Expectancy, Performance Expectancy, Lecturer Influence, and Friend Influence were the factors had higher impact on the intention to use OER of students than other factors namely School Influence and Facilitating Conditions. Furthermore, regression analysis also pointed out that there were no relationship between control variables and students’ intention to use OER. Finally, the paper also proposed several recommendations on how to implement Open Educational Resources initiatives effectively at higher education institutions in Vietnam. Exploring The Organizational Culture Of Higher Education Institutions In Vietnam From Faculty’s Perspective – A Case Study

This research aims to explore the nature of organizational culture in the context of the higher education sector in Vietnam. This study hopes to enrich literature on organizational culture, the organizational culture of higher education institutions, and relevant themes in the context of Vietnam. In this research, qualitative methods and a single-case holistic type are chosen to help fulfill the purposes of this study. The findings show that in higher education institutions in Vietnam, morality, professional knowledge, and the teaching methodologies of faculty are the most important values. Additionally, hierarchical order and university rules and decisions should be respected, and faculty members are believed to be role models for students. There is also the emergence of the elements of relationships, salary, and promotion as important components of culture.

Development of Vietnamese Vocational Education Teachers to adapt the Industrial Revolution 4.0

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.
