ANALYSIS OF THE PROVISIONS OF NATIONAL STANDARDS FOR TESTING ARMAMENT AND MILITARY EQUIPMENT ON THE IPMACT OF MECHANICAL FACTORS

In order to assure the compatibility of the Armed Forces of Ukraine and the armies of the NATO member states, amendments are being made to the national legislation of Ukraine to create a mechanism for the implementation of NATO standards or their provisions in the Armed Forces of Ukraine.
 To ensure regulatory support of the life cycle of armament and military equipment, measures are being taken to fully transition the military-industrial complex of Ukraine to use international, European and NATO standards in production. In 2021, national standards DSTU STANAG 4370: 2021 were adopted, harmonized with NATO standards, which regulate the organization and testing samples of armament and military equipment on environmental conditions impact.
 Since these standards are adopted in the original language, and in Ukraine there is no practice of distributing and using English-language normative documents, there is a problem of unambiguous interpretation of the content of these standards by all interested parties: product manufacturers, testing laboratories, scientific organizations etc.
 The purpose of the article is to analyze the main provisions of national standards regarding the conditions and methods for testing the impact of mechanical factors in order to implement them in the system of testing samples of armament and military equipment.
 In the course of research general scientific methods of processing and systematization of information, in particular, system analysis and synthesis of organizational and technical systems were applied.
 Due to the abolition of the set of state military standards, which established the level of quality indicators, composition, sequence, general requirements for testing equipment, instruments, devices for military purposes, an urgent need arose for regulatory support for the organization and testing of armament and military equipment. It was determined that one of the main directions of solving the problem of normative support for the organization and testing of armament and military equipment is the adoption of international military standards in the capacity of national ones.
 The main provisions of the standards that ensure the organization and conduct of tests of military equipment for mechanic factors impact were analyzed, the structure and content of these standards were considered.

Institutional Measures of Air Transport Safety Strategic Management at the Level of State Regulation

World leaders gathered at the United Nations (UN) and adopted the 2030 Agenda for Sustainable Development. It is a plan of action aimed at achieving global sustainable development in economic, social and environmental areas, which ensures that no UN member state is left behind. The 17 sustainable development goals on the 2030 Agenda can be used as benchmarks for the coordinated development of UN member states. Aviation safety is an important component of the concept of general national security, the system of personal security, ecological and public safety and transport safety from external and internal threats. Maintaining an acceptable level of national aviation safety is a priority for the industry. The aviation transport is a part of the transport complex of Ukraine, which is an important component in the structure of the national economy and a link between all components of economic security to ensure the basic conditions of life and development of the state and society. The assessment of economic, technological, safety, social and ecological hazards is an integral part of all the logical blocks of the structural and functional scheme of strategic management of aviation safety in terms of sustainable development of the national economy. According to the concept of national aviation risk management developed by the authors, risk can be assessed as a mutual combination of hazarad, vulnerability and consequences. The application of this concept in relation to the air transport of Ukraine allowed to identify the main hazards, vulnerabilities, consequences and risks. The next step in the implementation of the concept is to develop institutional measures to neutralize threats in the field of aviation safety, which is actually a set of risk reduction measures for further sustainable development of the national economy. This article summarizes the hazards, vulnerabilities, consequences, risks, and institutional arrangements for strategic aviation safety management. Among the priority measures are: harmonization of national regulation of air transport with the requirements of global and regional levels, development of mechanisms for commercial protection of domestic air transport enterprises in the COVID-19 pandemic, implementation of strategic scenarios for sustainable development of air transport in Ukraine until 2030. The implementation of the proposed institutional measures will ensure an appropriate level of safety, efficiency and regularity of the national air transport of Ukraine.

MODERN PROBLEMS OF BANK LENDING OF ENTERPRISES OF THE AGRICULTURAL COMPLEX OF UKRAINE

Abstract. The purpose of the article is to identify the main factors that constrain lending to enterprises of the agro-industrial complex of Ukraine, to suggest ways to improve their lending system. A systematic approach was chosen as the methodological basis of the study, which provides for a comprehensive study of the bank lending system of the agro-industrial complex. Historical and structural-functional approaches were also used in its analysis. Methods of comparative analysis were used to consider some problems of bank lending to the agro-industrial complex. Of the general scientific methods in this study, methods of analysis and synthesis, induction and deduction were used. The article examines the dynamics and structure of loans to the agro-industrial complex in Ukraine for 2015—2020; the dynamics of interest rates on loans to the agro-industrial complex and the dynamics of agricultural production by UAH 1. credit provision of the agro-industrial complex in Ukraine for 2015—2020. During the analyzed period, these indicators increase or decrease proportionally, as evidenced by the importance of the efficiency of credit support of the agar sector. In 2020, the efficiency of credit provision of the agricultural sector amounted to UAH 11.64, which is UAH 0.4 more than in 2015. The analysis revealed that the agro-industrial complex today has a high need for financial resources. The characteristic of the main problems of the mechanism of crediting of an agro-industrial complex is given. The need to ensure the availability of bank loans has been identified. Stimulating investment lending to agricultural enterprises will have a positive impact on the development of the industry, as well as improve the existing economic situation of rural residents. High demand for credit resources from agricultural producers, the current state and dynamics of lending to the agro-industrial complex in Ukraine allow us to conclude that it is necessary to improve the mechanism of bank loans, develop effective credit products for the agro-industrial complex and strengthen state support for agricultural lending. IMPLEMENTATION OF THE FINANCIAL STRATEGY FOR SUSTAINABLE ECOLOGICAL AND ECONOMIC DEVELOPMENT IN THE AGRICULTURAL SECTOR

Abstract. The concept of sustainable development is the main global challenge of the XXI century. The adoption of sustainable development goals at the UN Summit in 2015 outlined key strategic and operational goals for the world community until 2030. The conceptual goals of sustainable development of economic and social systems declared at the international level require the state authorities of the world to implement national strategies and relevant development programs. The article outlines the features of the paradigm of sustainable development for the agricultural sector, which are due to the importance of balanced functioning of economic, environmental, social, innovation and investment and the system of foreign economic relations of the agro-food sector in the economic complex of Ukraine. The economic, ecological and social expediency of the development of the agro-industrial branch is outlined. The advantages of the financial strategy as a holistic system, strategic and operational goals of the transition to integrated economic, social and environmental development of the country by 2030, which provides sustainable economic development in the agricultural sector for productive regional development and requires a defined national and regional program of stable functioning of the agricultural sector. It is investigated that the key tasks of sustainable economic development of Ukraine's agricultural sector are a fundamentally new structural policy, building its own food potential, overcoming the energy crisis, forming an effective institutional policy in the system of public management of sustainable agricultural development in the regional dimension. The author's structural scheme of grouping of objects and factors of management of sustainable development of the agricultural sector is offered. The sequence of assessing the level of sustainable development of the agricultural sector of Ukraine in the regional dimension is illustrated and determined in order to further the long-term implementation of the financial strategy of sustainable development at the national level. Franchising as a form of activation of innovative activity of agricultural complex enterprises

The article examines the features of franchising and its role in the agro-industrial complex. Today, the agro-industrial complex in Ukraine is built in such a way that it is very difficult for enterprises to survive alone, especially for an enterprise that is just entering the market with a huge number of existing ones that have proven themselves. The purpose of this article is to analyze the development of franchising in the agro-industrial complex and identify the main directions of its development. An analysis of the economic literature shows that many aspects of franchising in the agro-industrial complex are still insufficiently studied. Despite the number of publications on this topic, the issue of franchise interaction with small and medium-sized businesses in Ukraine remains open. Based on the analysis of scientific sources, the theoretical foundations of franchising are considered, the advantages and disadvantages of agro-industrial enterprises based on franchising are summarized. The validity of the obtained results is due to the use of general scientific and special statistical methods. For the sustainable and dynamic formation of franchising relations, we have developed a mechanism for the development of franchising in the agro-industrial complex, which is a set of implementation tools aimed at creating a favorable environment for franchising in the agro-industrial complex. The novelty of the proposed mechanism for the development of franchising relations in the agro-industrial complex is the complexity of measures, the implementation of which will establish the positive dynamics of franchising and create conditions for sustainable and efficient operation of franchising systems.

INSTITUTIONAL-COGNITIVE AND NONLINEAR SCIENTIFIC FUNDAMENTALS OF INNOVATIVE "SMART"-SPECIALIZATION OF THE MARITIME ECONOMIC COMPLEX

Topicality. In the twentieth century, there was an active discussion about the structure of the innovation process as a single period of scientific knowledge - from the promotion of ideas and hypotheses to the introduction of products to market. The beginning of the discussion of this issue was the work of S. Klein and N. Rosenberg "The positive sum strategy: Harnessing technology for economic grown". They described and criticized the classical linear model of innovation, based on the idea that the development of science is based on basic research, which then finds its continuation in applied research. Directive 2014/89 / EC of the European Parliament and of the Council on the creation of a framework for the planning of maritime spaces states: "Maritime spatial planning is intended to organize the management of activities in marine and ocean areas and the sustainable use of marine and coastal resources . The European Parliament and the Council of the EU adopted the document on 23 July 2014. It officially entered into force on 18 September 2014. The Directive allows each EU country to plan its own maritime activities, but the planning process - nationally, regionally or locally - is compatible with EU law. implementation and minimum general requirements. Realization of the purpose of work causes the following tasks of research: to define the basic categories and concepts of "blue economy" and features of the economic mechanism of ecological regulation as preconditions of sustainable development; to develop ways to implement the integrated maritime policy of the European Union; to determine the impact of the approaches of the integrated maritime policy of the European Union on the institutional transformation of the maritime economic complex of Ukraine; to offer institutional-cognitive and nonlinear scientific principles of innovative "SMART" -specialization of the maritime complex; to propose approaches to the formation of institutional foundations for the implementation of Maritime Spatial Planning for Ukraine as a leading innovation in marine nature management. Aim and tasks. The purpose of this work is to analyze the institutional support of innovative practices in the management of greening of the maritime sector of Ukraine, based on the implementation of the environmental component of nonlinear approaches to SMART-specialization in the structure of Maritime Spatial Planning. Research results. After analyzing the current processes, the methodology of maritime spatial planning (MSP) focuses on reproducing a comprehensive picture of the spatial impact of the synergy of maritime sectors. In the future, the methodology focuses on updating the data over the medium term and taking into account possible future trends in the development of sectors of the maritime economy, including changes in the industrial structure and the growth of technological progress. MSP is focused not only on minimizing current stakeholder conflicts, but also on preventing such conflicts in the future. The development of a "maritime vision" or "desired scenario" should play a role in shaping the overall understanding of the future of maritime space, which should be supported by maritime spatial plans. On this basis, the development of a "vision" creates a common goal, agreed by all stakeholders, on what to strive for in the maritime spatial plan. MSP makes extensive use of methods based on marine data: analytical, quantitative, qualitative and spatial. In the initial stages of the MSP process, more creative, nonlinear creative techniques are used. In some cases, the vision development process itself has proved more important than the final vision document or action plan, serving as a mechanism for involving stakeholders in cooperation, as well as facilitating dialogue on a common future. The use of nonlinear approaches helps to focus MSP, as well as provide a basis for the purposes of SMART specialization of maritime space. Conclusion. The paper shows that the Itzkowitz-Leidesdorf model formalizes the dynamic shifts in the structure of interactions of the three sectors (triple helix) that occur as a result of innovation and complexity of socio-economic systems and is a convenient tool for analyzing the institutional organization and specifics of social interactions. which innovation ecosystems and the innovation economy as a whole. Thus, the genetic connection of "quadro", "quinto-helix" method and SMART specialization is substantiated in the work. . The paper proves that overcoming the uncertainty of management factors due to cognitive mechanisms of interaction within the quinto - helix is the leading mechanism of innovative management of greening of the economy and sea spatial flooding in particular.

Особливості оподаткування підприємств агропромислового комплексу в Україні

The article is devoted to the research of problems of taxation of enterprises of agro – industrial complex in Ukraine. Peculiarities of the tax burden on agricultural enterprises are considered. The article also identifies the features and outlines the main problems of taxation of agricultural enterprises in Ukraine. Also, the historical stages of development of agricultural tax in modern Ukraine, the evolution of changes in regulations governing the payment of taxes by agricultural enterprises are analyzed. The process of formation of the system of taxation of agricultural enterprises is investigated. The key factors in the economic sphere of the agro-industrial complex of Ukraine, special regimes of taxation of agricultural producers, the order of payment of taxes and privileges that agricultural enterprises have are identified. The procedure for payment of income tax, value added tax and specifics of the fourth group of the single tax by agricultural producers has been studied. Particular attention is paid to the procedure and requirements for the transition of agricultural enterprises to the fourth group of the single tax and the consequences of increasing the tax burden for this group. The main elements of taxes for enterprises of the agricultural sector are revealed: taxpayers; objects of taxation; tax base; tax rate; the procedure for calculating the tax; tax period; term and procedure for tax payment; term and procedure for reporting on tax calculation and payment. It is concluded that the taxation of agro-industrial enterprises in Ukraine needs to be changed.The main goal is to make it optimal and acceptable for both the state and farmers, to simplify the system of tax administration, the establishment of tax benefits, especially for small agricultural producers, and to maintain predictability for the coming years. Philosophy of applied reliability and safety of Ukraine new transport infrastructure

Summarizes experience and identifies strategic directions of the new transport infrastructure; contained methodology of ensuring the development and implementation competitive projects and services of new transport infrastructure; case of competitive projects and services of new transport infrastructure is presented, taking into account legal and educational and research support. Systematization of terminology is the basis for use in the wording of projects and changes to laws and regulations regarding the requirements of reliability and safety of infrastructure facilities and further theory development and practice of infrastructure projects. The use and involvement domestic raw materials and road operators for network development of cement concrete roads in Ukraine from the southeast to the northwest will provide long-term, within 25-30 years, prospect of building this network, which is qualitative guarantee changes in employment, rural development and efficiency of the national economy. Smart Stop Point projects take into account the trends of modern philosophy in architecture and construction, local identity, ethnic styles and motifs, geographical and weather conditions, limitations caused by the COVID-19 pandemic, autonomy, energy efficiency, inclusion, urban connectivity, suburban and long-distance control systems. Proposed a new principles of scheduled repairs of hard coatings with different operation modes and operating conditions are breakthrough in the dual use of certain types materials, products and technologies, both civilian and military, and meets the interests of national security and defense of Ukraine. Designing schemes and urgent measures for the dispersion of transport and passenger flows in the event of illegal interference in the operation of infrastructure facilities are efficient, effective, safe, can be monitored and connected to urban, suburban and intercity control systems. A comprehensive system of monitoring and control reliability and safety of infrastructure facilities also provides continuous monitoring, assessment and changes in the condition of airfields and road surfaces. Training, retraining, raising and improving the skills of managers and specialists in reliability and safety in transport is an important step to ensure transport functioning road complex of Ukraine.

The purpose of the article is to conduct a comprehensive analysis of the grain market of Ukraine and justify priority measures for its further stabilization, increase competitiveness and increase efficiency. Research methods. In the process of research a number of methods were used: abstract-logical - to formulate conclusions; comparative analysis - to compare indicators and identify trends in their change; tabular - for a visual representation of the results of the study; statistical - in determining the variation in the volume of grain production; calculation and design - to develop balances of cereals and justify their forecast indicators; monographic - detailing the current state and problems of the grain market of Ukraine; graphic - to illustrate market trends in the studied grain market. Research results. The tendency of significant growth of production and export of grain crops in Ukraine is revealed. It is investigated that there is a steady increase in supply in the grain market, which is formed mainly due to production volumes. The result of a comprehensive analysis of export flows in the grain market of Ukraine is a developed forecast of grain exports. The forecast balance of grain and leguminous crops by main types has been developed. The price situation on the domestic grain market in terms of major crops is analyzed and the world grain market situation is studied. Priority measures have been systematized that will contribute to the further development of the domestic grain market and the strengthening of Ukraine's leading position in the world grain market. Scientific novelty. Methodological and practical aspects of studying the problems of the grain market and developing directions for sustainable development of the grain complex of Ukraine have been further developed. Practical significance. These approaches and research results can be used by public and sectoral authorities in the organization of monitoring and development of priority measures to increase the competitiveness of domestic grain potential in world markets. МОНІТОРИНГ РОЗВИТКУ АГРОПРОМИСЛОВОГО КОМПЛЕКСУ УКРАЇНИ

The purpose of the article is to monitor the development of the agro-industrial complex of Ukraine, to identify problems related to the further development of the industry. The indicators of the development of the agro-industrial complex in Ukraine were analyzed, namely: the sown area and the gross harvest of agricultural crops; the number of farm animals and the production of the main types of animal husbandry products; commodity structure of foreign trade of Ukraine; indicators of the development of the food industry of Ukraine; dynamics and structure of export of finished food products; indicators of export and import of ready-made food products. The conclusions were drawn that: according to many indicators, cultivated areas in Ukraine are increasing, but there are also indicators that are decreasing (TOP-3 regions: Poltava, Ternopil and Vinnytsia); there is also a positive trend in terms of increasing the gross collection of agricultural crops in Ukraine in 2021 (Top-5 leaders: Poltava, Kharkiv, Chernihiv, Vinnytsia and Sumy regions); animal husbandry in Ukraine has serious prospects for development in view of the shortage of milk and meat, but it needs the support of the state, since it directly affects the food security of the state; the number of dairy cows has decreased, which leads to an increase in the price of whole milk and a shortage of raw materials for processors; the largest share of exports is crop production; agricultural producers of Ukraine need additional financing; recently, in the structure of Ukraine's exports, the share of goods with a high added value, primarily readymade food products, is decreasing, while their share in imports is increasing, forming a growing negative balance. It is noted that the export and production of goods with a low degree of processing leads to a crisis, that is, a decrease in income from each unit of commodity sales, as enterprises that produce products with a high added value prevail. It can be concluded that deindustrialization dictates the conditions for the transition of Ukraine, as an agrarian country, to a country with a technological process of deep processing and production of innovative products. A complete reorientation and changes in the strategic planning of the country's economic development are necessary. The state policy of the country should be aimed at promoting the development of agriculture, namely the production of goods with high added value (high-tech and innovative products).

Since the beginning of the third millennium, ecological safety has become of paramount importance for Ukraine. The cumulative deterioration of the environment, fixed by the annual official reports on the ecological situation in the country, is fraught with irreparable consequences not only for the present generations, but also for descendants. The authors propose to consider the enterprises of the defence-industrial complex (DIC) of Ukraine as those that make a significant contribution to the development of the economy of the country, while not only not destroying the environment, but also contributing to sustainable development. The defence-industrial complex of Ukraine is the basis of the high-tech sector of the Ukrainian economy, which determines its key importance for the functioning and development of the entire national economy, in the current period of change of technological modes, as the enterprises of the Ukrainian defence-industrial complex have a high level of innovation. One of the key features of the domestic defence-industrial complex is that it has the potential to concentrate various types of resources to achieve breakthrough results not only in addressing the issues of creating the latest weapons and military equipment, but also for implementing large-scale projects of national economic importance. This potential for breakthrough development currently remains underutilized, requiring adjustments not only in industrial, but also in state economic policy as a whole. The current state of development of defence industry enterprises is characterized by insufficient economic and environmental sustainability and requires modernization based on global experience in the greening of the military-defence sphere and NATO environmental standards, which will have environmental and economic effects. The obstacles of economic and ecological transformation of enterprises of the defence-industrial complex of Ukraine were identified and a number of managerial decisions that can become drivers to accelerate the economic and ecological transformation of the defence-industrial complex of Ukraine were proposed.

ДОСЛІДЖЕННЯ ЗМІСТУ СТРАТЕГІЇ РОЗВИТКУ ІНВЕСТИЦЙНО-БУДІВЕЛЬНОГО КОМПЛЕКСУ ТА МЕТОДОЛОГІЧНИХ ОСНОВ ЙОГО ФОРМУВАННЯ

Crisis phenomena in the construction industry have given a powerful impetus to rethink the causes of problems and find new, free from pre-crisis defects mechanisms for its further development. The three-pronged mission of the state in the new conditions is to regulate the macroeconomic role of the investment and construction complex, the mechanism of economic relations of its participants and ensure the effectiveness of project decisions. State regulation of the development of the investment and construction complex in Ukraine is based on the principles of reactive strategic planning and is aimed at solving urgent social and economic problems. In the process of further development, the state in developing a strategy for the development of construction set goals and objectives that correspond to the priority areas of economic and / or social policy. Strengthening Ukraine's economic development requires a transition from a strategy of adaptation and mobilization to a strategy of modernization and further growth based on an innovative approach, which includes the selection of effective institutions and tools for socio-economic development. Strategic planning is a special type of management activity, which consists in the development of strategic decisions that provide for the establishment of such goals and behavioral strategies of management objects, the implementation of which ensures their effective functioning in the long run, rapid adaptation to changing environmental conditions. We believe that the Ukrainian approach to modern strategic spatial planning should be based on existing traditions of long-term spatial planning, modernized using modern technologies based on the principles and methods of strategic management. The Strategy is developed taking into account the main ideas and results of official forecasts and programs. The purpose, tasks and projects of the Strategy become elements of planning for all participants of its development and implementation. Thus, from the point of view of the regulatory framework, the strategy of development of the investment and construction complex is a component of the strategy of social and economic development of the state at the state level and socio - economic development of the region at the regional level. However, it is impossible to state unequivocally about the secondary strategy of the investment and construction complex in relation to the development strategy. After all, when developing a strategy, the scenario conditions are the starting point, including the state of fixed assets, which directly depends on the results of support and development of the investment and construction complex.

Міжнародне партнерство підприємств оборонно-промислового комплексу України: фінансово-економічні аспекти розвитку

The level of national security of the country directly depends on the needs of enterprises of the defense-industrial complex, their scientific, technical, financial and economic development. The financial security of defense enterprises and the financial security of the state as a whole is in a state of direct mutual influence. Thus, there is an urgent need to study the peculiarities of ensuring financial security at the enterprises of the defense industry and in the defense-industrial complex. The purpose of the work is to study the modern aspects of an international partnership of enterprises of the defense-industrial complex, the principles of their activities, and the financial aspects of development. The article considers the interpretations of scientists on the concepts of defense spending and financing of law enforcement agencies, considers the structure of the defense budget of Ukraine. The article considers the defense-industrial complex as an integral part of the entire military potential of the country and the industrial basis of the national security of the state. The article states that the enterprises of the defense-industrial complex produce high technologies, know-how, which can later be used in civilian sectors of the economy. International partnership of enterprises of the defense-industrial complex with NATO and the EU becomes a factor in the reform and development of the entire military-industrial complex of Ukraine. However, given the needs of the domestic defense-industrial complex, along with the processes of its structural restructuring, cooperation on technological modernization of the enterprises of the sector and the renewal of the manufactured armaments should deepen. It is also advisable to intensify cooperation in the field of space, both for military and civilian security-related purposes. A separate direction of cooperation should be the creation of a joint innovative infrastructure in the defense-industrial complex.

МЕНЕДЖМЕНТ АГРОПРОДОВОЛЬЧОЇ СФЕРИ УКРАЇНИ В КОНТЕКСТІ РЕСУРСОЗБЕРЕЖЕННЯ

The article examines management of the agro-food sphere of Ukraine, which is a system that combines agricultural, industrial, research and production and training industries. A number of legal documents have been identified, compliance with which has a positive impact on the development of the agro-industrial complex of Ukraine. Scientists who studied the management, further development and main challenges of the agro-food sphere of Ukraine are mentioned. It is emphasized that today the agro-food sphere of Ukraine is an important economic factor of growth and social security for the population of Ukraine, in particular food security. Ukraine occupies one of the important places in the agrarian business. The statistical information on the import of agro-food sphere products is presented. The main prerequisites for the formation of agricultural clusters in Ukraine are highlighted. The institutional development of the agrofood sphere of Ukraine is emphasized, which should be divided into three stages. The importance of using for the agro-industrial complex of Ukraine such forms of relations as clusters, business incubators, providing cooperatives, eco-settlements and agro-parks, agro-technoparks is noted. The adoption of the Strategy of Sustainable Development of Ukraine until 2030 is studied, in particular, the strategic vision of the development of the agro-industrial complex of Ukraine is highlighted. It is determined that the formation of the agro-industrial complex is undergoing a stage of radical change. Conclusions were drawn regarding the agro-food sphere of Ukraine – the creation of appropriate conditions for further development, in particular the construction of institutions that would be responsible for each stage of development of all areas in the agro-food sphere of Ukraine. It is established that the implementation of innovations in agro-food sphere in Ukraine, in particular in technological issues, is possible in the case of reformatting economic relations to improve prayers for integration into new forms of introduction of agro-food sphere of Ukraine and implementation of local development strategies.

МЕТОДИЧНІ АСПЕКТИ ОЦІНЮВАННЯ ЕФЕКТИВНОСТІ РЕАЛІЗАЦІЇ ПРОЄКТІВ РОЗВИТКУ ЗАЛІЗНИЧНОГО ТУРИЗМУ В УКРАЇНІ

In the context of the deepening systemic crisis in the functioning of the passenger railway transport complex in Ukraine, there is an urgent need to optimize its activities and diversify its service portfolio. Taking into account the world experience in the development of railway companies and taking into account the development of the railway network and the significant tourist potential of the country, the introduction of railway tourism services is proposed as a promising direction for the development of the passenger complex of railway transport in Ukraine. The article considers the successful practice of developing railway tourism in the world and the domestic experience of implementing projects to activate tourist railway transportation. Taking into account the limited measures implemented by the passenger complex of railway transport for the development of railway tourism in the country, the expediency of identifying promising tools for activating the growth processes of tourist railway transportation in terms of providing a comprehensive service, including both the main (transport service) and the range of related (additional) services, the introduction of which will contribute to increasing the volume of sales of railway tourism services and, accordingly, generating additional financial flows from their provision. Based on this, the author proposed the introduction of new types of services to generate additional income for the passenger complex of railway transport from tourist transportation: hot food services, which will be provided in the classes of trains “luxury”, “standard”, “economy”, and the organization of hotel business at key stations of JSC “Ukrzaliznytsya”. To assess the effectiveness of railway tourism development projects, in particular from the point of view of profitability of their implementation, it is proposed to use an improved formula for calculating additional income from Tourist Railway Passenger Transportation, which includes profitability coefficients for hot food services and hotel accommodation. This methodology is the basis of a methodological approach to evaluating the effectiveness of railway tourism development projects in Ukraine, which, unlike existing ones, provides for the calculation of a system of indicators for evaluating the effectiveness of implementing a set of tools aimed at expanding the range of railway transport services and forming personalized service offers for key segments of users of railway tourism services.

У статті розглядаються проблемні питання формування державної політики у сфері оборонно-промислового комплексу держави в контексті правового та організаційного забезпечення. Визначено причини та наслідки кризового стану правового й організаційного забезпечення ОПК держави в розрізі нерозв’язаних проблем розвитку економіки держави, управління оборонно-промисловим комплексом. Запропоновано розглядати як центральну проблему формування державної політики у сфері оборонно-промислового комплексу України утворення та забезпечення функціонування системи програмно-цільового управління ОПК з орієнтуванням на найкращі сучасні світові моделі.

STIMULATION THE PROCESSES OF ENVIRONMENTAL PROTECTION IN THE MILITARY- INDUSTRIAL COMPLEX OF UKRAINE�

Topicality, aim and tasks. The purpose of the article is to develop theoretical and applied proposals that should justify the feasibility of systemic long-term measures to stimulate the processes of greening the military-industrial complex of Ukraine as one of the forms of its modernization in the context of European and world requirements defense industry and military formations. The urgency of the problem of stimulating the introduction of greening of the military-industrial complex is growing today due to the need for support of activities of domestic enterprises of the defense industry and military formations of Ukraine in hostilities in eastern Ukraine and annexation. Research results. The tools of the mechanism of ecologically conscious management of the components of the military-industrial complex of Ukraine in accordance with the main vectors of development of the defense sector in the field of environmental protection are considered. There is a well-founded difference in the tools for stimulating greening processes for different subjects of the military-industrial complex. A set of measures to increase resource conservation and minimize the negative environmental impact of military formations, defense companies and other military-industrial complex entities are considered. Conclusion. One of the vectors of modernization of the domestic military-industrial complex and competitiveness of Ukrainian weapons and military equipment on the world market is the introduction of environmentally friendly development of the defense sector, introduction of resource conservation technologies and use of renewable energy sources. Ways to implement environmental requirements through the appropriate environmental management tools at the level of individual components of the military-industrial complex, which creates new opportunities for the development of the domestic defense sector in accordance with European and world requirement, are proposed. Prospects for future research in the field of stimulating the greening of the military-industrial complex are associated with the formation of an appropriate effective system of environmental management in each component of the defense sector.

Controlling mechanisms to ensure the financial security of instrument-making enterprises

The unpredictability of the development of the Ukrainian economy in the world economic space requires continuous improvement of the financial security management policy of business entities. The use of controlling mechanisms to ensure the necessary level of financial security enables the stable development and competitiveness of enterprises. The article highlights the conceptual aspects of ensuring the enterprise’s financial security using controlling mechanisms. The concept of control¬ling within the enterprise’s financial security is considered. An assessment of the enterprise’s financial security in the instrument-making industry of the engineering complex of Ukraine was made using an integrated safety indicator using taxonomic analysis techniques. It is noted that to ensure stable functioning and development of the enterprise, it is necessary to identify factors (threats) that lead to the loss of the proper level of enterprise’s financial security. To assess the impact of financial condi¬tion indicators on the level of effectiveness of financial safety management in engineering enterprises, a multivariate statistical analysis of correlation relationships was carried out and factor loads were calculated. It is proposed to organize the formation of a controlling system with an emphasis on ensuring an adequate level of enterprise’s financial security. The use of the proposed developments in the activities of the enterprises of the instrument-making industry allows increasing the efficiency of their functioning and to put the existing system of ensuring financial security to a new level.

THE USE OF COMPLEX SOLAR INSTALLATIONS FOR POWER SUPPLY OF ENTERPRISES OF THE AGRO-INDUSTRIAL COMPLEX OF UKRAINE

The article highlights the trends of introduction of integrated solar installations in the field of agroindustrial production, highlights the main tasks of energy supply and energy saving in the activities of agricultural enterprises. The subject of research is theoretical, methodological and applied aspects of energy supply of agricultural production processes. The purpose of the study is to substantiate the feasibility of using complex solar installations for energy supply of agro-industrial enterprises. The methodological basis of the study was a system of general and special methods, including the dialectical method of scientific knowledge, systematic elaboration of domestic and foreign researchers, modern economic theory, management theory, organization and systems, evolutionary theory of firm, theory of information and communication. The method of scientific abstraction was used in systematization of theoretical bases ofapplication of complex solar installations, the method of system-structural analysis was used in determining the peculiarities of application of complex solar installations in the agro-industrial complex of Ukraine, the method of logical generalization was used and synthesis and the graphical method was used to develop organizational measures for the use of integrated solar installations in the agro-industrial complex. The publication identifies the main problems of energy supply, without the elimination of which, agricultural consumers connected to the centralized power supply system will significantly lose profits from theirown activities. Ways to increase the efficiency of solar installations are proposed, including: developmentof advanced technologies for the manufacture of integrated solar installations, aimed at reducing theircost and increasing the efficiency (efficiency); use of solar concentrators; application of solar tracking systems. The economic indicators of the use of complex solar installations in the agro-industrial complex are calculated. The results of calculation of economic efficiency of application of systems of solar installations for power supply of the agro-industrial enterprises are resulted.
