Abstract

Operations and maintenance manuals are required documents that are necessary for the safe and reliable operation of a pipeline system. They are used by pipeline operations and maintenance personnel for a step-by-step guide for operating and maintaining a pipeline system. The manuals are also used for training new operations and maintenance personnel in the systems operation. Regulations also require that most pipeline operators have manuals in place for their system(s). The content and amount of detail in the manuals is based on the complexity of the system. Each operating company shall establish written procedures that will provide the basis for instructions to appropriate operating and maintenance personnel who minimize the hazard resulting from a gas pipeline emergency. Apart from this, each operating company shall have a program for informing, instructing, and training employees responsible for executing emergency procedures. The program shall acquaint the employee with the emergency procedures and how to promptly and effectively handle emergency situations. The program may be implemented by oral instruction, written instruction, and, in some instances, group instruction, followed by practice sessions.
