INNOVATIVE TRAINING OF FUTURE TEACHERS IN HIGHER EDUCATION INSTITUTIONS IN THE CONDITIONS OF DISTANCE LEARNING

The article analyzes important aspects of modernization and transformation of education. Distance learning is seen as an important individualized process of transfer and assimilation of knowledge and skills, which requires further justification of the basic principles of its implementation. The features of the structure of introducing pedagogical technologies of distance learning in the process of professional training of future teachers are revealed. The place and role of distance learning technologies in the system of higher education are determined. It is noted that with the development of technical capabilities of teaching methods and technology, the means of educational activities of the teacher change. It is now possible to use new organizational forms of the learning process using ICT. Today, education focuses on “free development”, high culture, creative initiative, independence, mobility of future professionals. It was found that the main purpose of the use of distance learning technologies in higher education institutions is to provide students with access to electronic educational resources through the use of modern information technology and social networks. Distance learning technologies in higher education reveal the possibilities of a positive impact on solving the main problems in the training of future professionals: improving the quality of education in higher education institutions; realization of needs of future specialists in educational services; increase of professional mobility and activity of future specialists; formation of a single educational space within higher education; individualization of education with a mass of higher education. The results of the study allow substantiating the expediency of introducing distance learning technologies in the training of future teachers. It is established that distance learning provides graduates with access to nontraditional sources of information, increases the efficiency of independent and individual work and creates completely new opportunities for creative selfexpression, development and improvement of various professional skills. And teachers, in turn, are allowed to implement completely new forms and methods of teaching with the use of information technology in the educational process.

Web-quest methodology in teaching hygienic disciplines

This article discusses the use of distance learning technologies in the implementation of disciplines of the hygienic profile in the context of the introduction of federal state educational standards for higher education of the 3rd generation (FGOS VO 3 ++). The general characteristics and structure of Web-quests is presented as an example of pedagogical technology aimed at the formation of competencies specified in the updated educational standards. Examples of the implementation of Web-quests in teaching disciplines of the hygienic profile are considered.

Covid-19 Presents New Challenges and Opportunities to Higher Education

The article analyses the organization of activity of two leading universities in Ukraine. Emphasis is placed on previous experience in the use of distance learning technologies at Kyiv National Economic University named after Vadym Hetman and Kyiv National University of Trade and Economics. Modern management features, features of implementation of distance learning methods during the COVID-19 pandemic are researched. The obstacles to the development of distance education are identified during the COVID-19 pandemic. The real state of readiness of teachers and the management of universities in limited time and opportunities to introduce and improve distance learning are analyzed.

The article considers and analyzes issues related to the problems of organizing e-learning, the use of distance learning technologies in organizing the educational process in the extreme conditions of the period of self-isolation in 2020. On the basis of the sociological survey of pupils and teachers the article defines the readiness of the educational organizations, teachers trained to use information technologies in the course of remote/e-Learning in the event of unforeseen force majeure and insuperable circumstances.

The article is focused on the changes in democratization of pedagogical education contents under free market conditions at the time of increasing information fl ow and on the problems of IT penetration in educational sector. The attention is paid to students’ self-education in terms of acmeology. The practical signifi cance of the results of this study can help in the organization of professional and pedagogical training of students. The prospects for the use of distance learning technologies, new information technologies, including Internet technologies, which allow not only to increase the motivation for learning, but also to prepare students to independently improve their professional level in the fi eld of acmeological support for teacher education, are determined.

SUSTAINABLE DEVELOPMENT OF EDUCATIONAL INSTITUTIONS IN THE CONTEXT OF THE INTRODUCTION OF ELEMENTS OF DISTANCE EDUCATION IN THE LEARNING PROCESS

Distance education is essentially the basis for the development of educational institutions that provide innovative services, which cannot be obtained elsewhere. It is believed that distance education is a substitute for the traditional as part of simplifying and cheapening the learning process. At the same time, the leading global trends suggest the need for the development of elements of self-education and the expansion of the geographical nature of educational offers. The relevance of the study is that it is necessary to distinguish between the use of distance education methods in the traditional sphere and the sphere of training professionals. The paper presents the concept of the need to integrate elements of distance education in the process of preparing university teachers. The authors believe that teachers in drawing up courses and applying learning technologies use the same techniques as in distance learning. Therefore, the use of distance learning technologies can be shown as the basis for the development of advanced training programs and additional professional education. The authors proposed a study on the need and sufficiency of the use of distance education technologies and the possibilities for their integration into the process of postgraduate education. The practical significance of the work is determined by the fact that the possibilities of self-development of teachers are fully disclosed, not only as subjects of the educational process but also as subjects of training.

Methodology and methods of training children with disabilities in an inclusive distance education system

Purpose of research.Today, one of the main tasks of distance education is a personification of learning, taking into account the mental and physical states of students. Therefore, the purpose of research, conducted by the Institute of Distance and Additional Professional Education of Ulyanovsk State Technical University is to develop a model of a regional distance education system for persons with disabilities based on an inclusive paradigm. One of the model’s components is the organization of training methods, the identification of which was the original purpose of the study, the intermediate result of which is described in the proposed paper.Materials and methods.In order to achieve the purpose of the research, we use a systematic approach, since the inclusive regional distance education system for persons with disabilities is a part of the social system with its structure, characteristics, principles, and laws of development, and a subject-subject approach based on the idea of the individual’s subject activity in his/her life processes.The paper provides a brief retrospective analysis of the distance education development in Russia and abroad. The foreign authors’ works in the field of distance education (D.R. Garrison, B. Holmberg, M. Jeffries, D. Keegan, O. Peters) belong to an earlier period and serve as a starting point for Russian scientists A. Andreev, E. Polat, V.Soldatkin, V. Tikhomirov, S. Shchennikov.A number of well-established classifications of training methods are given and the thesis is suggested that technological innovations lead to a significant expansion of pedagogical methods and techniques, pedagogical innovations that affect the nature of distance education activities for people with disabilities.Results.The result of the first stage of our research work is the propose and description of the author’s methods of organizing the education for children with disabilities: the method of adaptive and expert borrowing, the method of variable and dual training, the method of evolutionary and expert development, and the method of inclusive group virtual learning. These methods expand pedagogicalknowledge. The authors validate feasibility of the possibility of borrowing the benefits of e-learning to study humanities, natural and technical sciences, and propose the tools that allow adapting training to the students’ characteristics, regardless of their physical disabilities. Since the introduction to various fields of activity is difficult for children with disabilities, a dual education system based on the interaction of vocational education institutions and enterprises may provide an opportunity to try themselves in different professions. A virtual company is proposed to be an “employer”.Conclusion.The project deliverable will be a model of an inclusive regional distance education system for children with disabilities, developing and supplementing the theoretical, methodological and technological foundations of e-learning. In the future, a set of conditions for the functioning and development of an inclusive regional distance education system for children with disabilities will be identified, causing the learning process in the system under study. This system is characterized by the use of distance learning technologies with adaptive and expert support of the educational process, borrowing the benefits of e-learning from various areas of knowledge, and defining organizational, technical and pedagogical support for the implementation of the learning process for persons with disabilities.

ПЕРЕВАГИ ВПРОВАДЖЕННЯ ТЕХНОЛОГІЙ ДИСТАНЦІЙНОГО НАВЧАННЯ В СИСТЕМУ ВІЙСЬКОВОЇ ОСВІТИ

Opportunities and perspectives of the use of distance learning technologies (DLT) in the process of professional training of military experts are considered in the paper. DLT allows to carry out educational process at a distance without losing its quality. DLT even improves quality due to individualization, active teaching methods, bilateral interaction between teacher and student (cadet). The distance learning form will be considered as an additional system that is used to supplement the academic disciplines taught by the Secondary Schools for applicants’ education in full-time education. The main aim of the using distance learning technologies at the Secondary School is providing students with access to electronic educational resources through the using modern information technologies and telecommunication networks. The educational process in distance learning for a cadet have to include all the main forms of the traditional organization at the educational process: lectures, seminars and practical classes, laboratory workshops, control system, research and independent work. All these forms of organization of the educational process will allow to implement a flexible combination of independent cognitive activity of students (cadets) in with different sources of information, operational and systematic interaction with the course teacher and group work of students (cadets).The advantages of using distance learning technologies in the training of military specialists are various, namely: flexibility, modularity, technological approach, increase motivation and self-motivation of students, new role of the teacher.The process of using remote technology is considered as an integral part of the assessment of the quality education and information during the educational process. The new possibilities of practical application of remote technologies in the organization educational process in the Secondary School are formulated in this paper.

Econometric modeling of the higher education system in Yaroslavl region

The objective of the study is to analyze the models that describe the processes, running in the education. The article concludes that currently there are important changes and new trends in the sphere of higher education in Russia: the development of higher education is carried out in the conditions of the effective use of modern information technologies. The author emphasized the analysis of the use of distance learning technologies in the higher education system, which is especially important for our country because of the vast territory, the remoteness of many regions from the centers of educational services, due to the growing high cost of these services.The development of Internet technologies, multimedia in conjunction with the growing popularity, the Internet makes it possible to promote education to a new level. That is why today the demand for distance learning in Russia is equal, and in some universities has exceeded the demand for full-time education. In the near future distance learning will take on the main burden in the system of professional training and retraining of specialists due to its mobility, mass, availability and relative cheapness.Also in this article the basic quantitative regularities of the market of higher education of the Yaroslavl region in relation to the economy are determined. In the article, econometric modeling is chosen as a tool for management in the field of vocational education. This is due to the fact that it is able to identify trends and patterns of changes in the indicators of education development in the region, to determine the consequences of a development strategy that contributes to the understanding of the processes taking place in the higher education system. Econometric models, used for forecasting in the education system are analyzed; their advantages and disadvantages are revealed. Some of them are disclosed in the paper on the example of modeling the system of higher education in the Yaroslavl region.As the result of analyzing the statistical data of the regional office of Federal State Statistics Service in Yaroslavl region the following models were developed: a model that shows how the application of distance technologies in higher education is related to socio-economic indicators; the regression model of correlation between the system of higher education and the economy (GRP); the model of forecasting the number of students in different educational categories; the econometrical model of connectivity between the education expenditures and economic factors. The paper evaluates the impact of educational and demographic indicators on the education level index of the Yaroslavl region. The econometrical models, constructed in the research, represent the informational basis for modernization of regional higher education system and elaboration of social-economic strategies of the regional development. The proposed statistical tools of evaluation and forecasting education system development can be used for decision-making and planning on the regional level.

ИСПОЛЬЗОВАНИЕ ДИСТАНЦИОННЫХ ОБРАЗОВАТЕЛЬНЫХ ТЕХНОЛОГИЙ В МЕЖДУНАРОДНЫХ ПРОЕКТАХ ПЕДАГОГИЧЕСКОГО УНИВЕРСИТЕТА

The international activity of modern Russian higher education institutions is determined by the need to integrate the system of Russian higher education into the world system, taking into account the preservation and development of the traditions of Russian higher education, requirements for the modernization of higher education. International cooperation is not only a prerequisite for the support of a higher education in Russia, but also a mechanism for the implementation of geopolitical and foreign economic national interests. In this situation, there is a problem of implementation of university international activities in terms of the integration of Russia into the European educational space on the basis of multimedia technologies. The aim of the article is to analyze the structural and content characteristics of international projects related to the use of distance learning technologies in the system of continuing pedagogical education. To study the problem the theoretical methods of scientific literature analysis, synthesis and generalization of pedagogical experience were used. The experience of using international projects at the Pedagogical University based on the use of distance learning technologies was presented; the principles, structural and content characteristics of international projects related to the use of distance learning technologies in the system of continuing pedagogical education were revealed. The results can become the basis for implementing international projects with distance learning technologies at the Pedagogical University.

Совершенствование методического обеспечения профессиональной подготовки магистров по направлению «Землеустройство и кадастры» в области управления земельными ресурсами

Relevance of the work is caused by the need of professional training of masters of land management and cadastres for activity in management of land resources and real estate objects. The attention is focused on the obligation to comply with the requirements of the Federal state educational standard for the implementation of the content of educational programmes of master’s training in the electronic information and educational environment, including programmes with the use of distance learning technologies. The didactic possibilities of electronic educational resources of distance learning systems as modern multimedia and interactive means of teaching master students are characterized. The conclusion is made about possibility of improvement of methodical training of masters in “Land management and cadastres” in the field of land administration through the establishment and implementation into the pedagogical practice of an electronic educational resource of the same name. The main requirements imposed to electronic educational resources are marked: availability of methodical recommendations and thematic planning of a course; use of multimedia and interactive format of representation of electronic content of a training course; convenience of navigation on a resource; the organized feedback with the teacher; open system of estimation and control of educational activity of the trained. The results of the creation of an electronic educational resource for masters of the direction “Land management and cadastres” on the course “Management of land resources and real estate” are demonstrated. The conclusion about the prevailing positive characteristics of e-learning resources is made. The question of the need for special training and motivation of teachers to create electronic educational resources and their placing on the platform of distance learning is raised.

Use of Distance Learning Technologies in the Course of Implementing Educational Programs in Preschool Education

The research purpose is to determine certain science-based approaches to using distance education technologies in the course of work with preschool children, taking into consideration the special nature of Russian preschool education; to identify the variable-based models for using Distance Education Technologies (DET) in preschool education. The following science-based approaches to the research problem were determined taking into consideration the special nature of Russian preschool education: axiological, personality-oriented, system-activity, technological, integrated. The matrix of DET implementation models in preschool education was presented (model of integrated distance education, Virtual Kindergarten model, Correspondence model, Case-technology model). The study proved that there are real solutions for using DET in preschool education; it also suggested organizational models of DET introduction. The materials of the article can be useful for administrators, educators, teaching staff of preschool educational organizations (PEO), and preschoolers’ parents.

The experience of “VBK - distant” supplementary education programs of professional retraining using distance education technologies

Currently, great importance is attached to continuing education and part of it - additional education. The author highlights the activities of the Training center of the Russian state library. The directions of training of specialists in library and information field are examines. The experience of creating and implementing the professional retraining program "Higher library courses-distant" ("VBK - distant") with the use of distance learning technologies. The content of the program and the results of its implementation are presented.

МОДЕЛІ ВИКОРИСТАННЯ ЕЛЕМЕНТІВ ДИСТАНЦІЙНОГО НАВЧАННЯ В ШКОЛІ

The article presents three models of the use of elements of distance learning at school. All models partially or fully implement the training, interaction and collaboration of the participants in the educational process. The first model is determined by the use of open cloud services and Web 2.0 for the implementation of certain educational and managerial tasks of the school. The second model uses support for learning management and content creation. The introduction of the second model is possible with the development of the IT infrastructure of the school, the training of teachers for the use of distance learning technologies, the creation of electronic educational resources. The third model combines the use of Web 2.0 technologies and training and content management systems. Models of the use of elements of distance learning are presented of the results of regional research experimental work of schools.

SOME HISTORICAL AND THEORETICAL ASPECTS TO THE ISSUE OF DISTANCE LEARNING

Today, a new educational paradigm of distance education has made its appearance as a new advanced concept of creating educational information space on the basis of rapid development of information and communication technologies (ICT).The redistribution of the world educational space is currently taking place, and distance education plays a leading role in this process, significantly diversifying the educational services market. The Department of Foreign Languages of UNFU began to introduce elements of distance learning in September 2011, when the Forum was established at the Department of Foreign Languages. Therefore, the teachers of the Department have gained some practical experience and some ideas in regards to the use of distance learning technologies in the educational process. Taking into account the practical work in this aspect of the educational activity, we believe that distance learning should be understood as training that provides the synchronous / asynchronous mode of exterritorial format of the educational process, which involves: the subject (agent) who teaches and the object who is taught, in the course of which the subject of education (the teacher) plays both an instructive and a subordinate role in the learning process. A mandatory component of this educational process is the extensive use of ICT. The introduction of distance learning in UNFU provides an opportunity for teachers of foreign languages to more intensively introduce distance learning technologies in the educational process at legal and regulatory, fundamental, scientific and applied levels, that is, to continue more efficiently and more effectively the work that was started seven years ago.

NASPAA Faculty and Their Involvement Distance Edcucation

This paper assesses the current use of distance learning technologies in graduate-level public administration programs in the United States. A telephone survey was undertaken of NASPAA-affiliated MPA programs and responses were received from 100 program directors. Distance learning means a number of different things in different universities, ranging from the email and web supplements to traditional course materials up to and including videoclasses and faculty-student teleconferencing. We find that the number of programs using distance learning is rapidly expanding, with 25 universities now using distance learning techologies and 14 more planning implementation within three years. Although the number of remote sites currently served by a program through distance learning is typically one or two, some statewide programs exist. Among programs using distance education technology, courses typically comprise only a portion of a student's program, but some programs exist in which a student can complete an entire MPA degree from a remote site. This article discusses pedagogical issues, such as optimal class size as well as instructor-student and student-peer interaction. The rationales cited by directors for implementing distance learning are examined. A bibliography is included that directs the reader to additional information regarding future trends in distance education as well as the on-going debate over pedagogical issues relating to distance education.

СТР УКТУРА ЕЛЕКТРОННОГО НАВЧАЛЬНОГО КУРСУ ДЛЯ ЗАОЧНОЇ (ДИСТАНЦІЙНОЇ) ФОРМИ НАВЧАННЯ

In the paper considered a methods for presenting educational material for students of distance learning with the use of distance learning technologies. To date, there is a large number of platforms for creating e-learning courses that give more freedom in approaches to teaching materials and control activities. An example of such a powerful system is popular in Ukraine LMS Moodle. However, as always, great freedom requires a responsible attitude from the part of performers. Over the past ten years, Ukrainian universities have developed a methodology for presenting materials in e-courses, which involves structuring resources by type of materials. The study looks at the positive and negative aspects of this technique. And also, in contrast to it, the study looks at the method of linear training for students is identified as being more logical and understandable. The results highlighted in the article can be used both for the professional creation of e-learning courses and for faculty practitioners who create e-courses on their own.

The advantages of distance learning technologies: students’ and university lecturers’ views

The aim of the research is to analyze the results of the implementation of network education module in Physics into the bachelor education process, which is carried out with the use of distance learning technologies and e-learning platform Blackboard. In accordance with the Federal Law «On Education in the Russian Federation» at the present stage the organization of educational process for bachelors of engineering specialties of the University may be carried out through an integrated combination of traditional full-time study with the possibilities of distance learning technologies. In order to realize the benefits of such an education the authors of the article have been already using e-learning platform Blackboard for four years. On the basis of e-learning platform Blackboard a number of network educational modules with the integrated point-rating system of assessment of learning outcomes were created. In order to improve the educational process, organized with the use of distance learning technologies, and making any necessary adjustments, the students were surveyed and the results obtained in the last two years were analyzed on the basis of the course of physics. The sample was made for those students who studied the course «Mechanics and Molecular Physics» at the Mining and Geology Faculty of Petrozavodsk State University. The comparison of the survey results with objective data obtained with the help of e-learning platform tools was made. The results of the research have shown, that it was possible to organize the systematic work of students during the semester on all proposed educational activities, to provide the students with self-study opportunities in the course of the semester, to motivate students to study physics, as well as to reduce the number of underachieving on this academic discipline. The use of point-rating assessment system was highly appreciated by the students and allowed to implement personality-oriented approach to learning, which combined motivation, ability to select individual educational paths and self-esteem. The results have allowed to carry out the feedback between the subjects of innovative educational process, looking at it organization by the eyes of students and university lecturers. This has confirmed the correctness of the chosen approach to the complex organization of the educational process with the use of e-learning platform, network educational module «Mechanics and Molecular Physics» and point-rating assessment system. On the basis of the results of the responses to the questionnaire and the results of students’ work with a network educational module, designed on the Blackboard e-learning platform, necessary adjustments have been implemented into the educational process and in the proposed means of assessment. It is advisable to continue working in this direction, summarizing learning outcomes for all engineering bachelor students.

DIRECTIONS OF PREPARATION OF FUTURE TEACHERS TO THE USE OF DISTANCE LEARNING TECHNOLOGIES IN PROFESSIONAL ACTIVITY (PRAXIOLOGICAL ASPECT OF THE ACTIVITY APPROACH)

The aim of the article is to demonstrate the need of preparing future teachers to use distance learning technologies in the professional activities. Introduction in educational process of distance learning technologies contributes to improving the quality of education. Methods . The authors’ technique of preparation of students of pedagogical specialities to work in the information-educational environment is designed on the basis of the analysis and generalisation of numerous scientific publications. Results . The system of training to implementation of the distance learning technologies in the teaching activity is developed and described, consisting of the following directions: realisation within the program of the principal educational program of specialised training courses in variable-based curriculum parts; the organisation of educational and research activity of students with the use of distance learning technologies; classroom-based and extracurricular independent work of students directed to designing of teaching and learning aids and materials on the basis of distance learning technologies; application of elements of distance learning technologies for students’ teaching; attraction of students to formation of corpus of multimedia educational resources of university. The purposes, the content and expected results of each direction are specified. Scientific novelty. The authors point out that concrete scientifically wellfounded methodical recommendations for the future teachers on implementation of distance learning technologies haven’t been presented in the Russian literature till now; despite an abundance of scientifically-information sources of distance learning technologies and sufficiently high-leveled degree knowledge of the issues of its efficiency in educational activity, conditions of introduction of such technologies in high school, construction of models of distance training. Authors of article have tried to close this gap. Practical significance. The authors of the presented study propose and describe task-oriented, stage-by-stage, consistent preparation of the future teachers for an effective usage of distance learning technologies. Such preparation allows teachers to rationalize teaching and training processes, to improve means of monitoring, diagnostics of educational activity; it considerably expands didactic, information, methodical and technological possibilities of pedagogical activity.
