Integration and Development of Enterprise Management Accounting and Financial Accounting under the New Situation

Under the current new situation, the integration of management accounting and financial accounting of enterprises has become an inevitable trend. Only through the full integration, mutual supplement and synergy of the two can the enterprise's capital flow and accounting be supervised and managed, and through the active introduction of network information technology, a sound, unified and standardized financial management information system can be established, so that the enterprise can move towards a long-term and stable development path. This paper studies and analyzes the integration and development of enterprise management accounting and financial accounting under the new situation.

Возможности оптимизации диагностики и совершенствования маршрутизации детей и подростков с крапивницей с использованием современных информационно-аналитических систем

Chronic urticaria is a common disease with a predominantly autoimmune pathogenesis. In recent decades, there has been an increase in the incidence of this disease in both adults and children. The high burden of disease in children and adolescents is due to maturation, with associated physiological and psychological changes. Several studies have demonstrated a higher risk of developing psychological disorders such as social phobia, anxiety disorder, and attention deficit hyperactivity disorder in pediatric patients suffering from chronic urticaria. They are also more likely to develop other atopic and autoimmune diseases. Timely and accurate diagnosis of chronic urticaria will allow to choose the optimal treatment tactics and reduce the risks of comorbidities. EMIAS is a unified medical information and analytical system, which was created to improve the availability and quality of medical care provided by public health institutions in Moscow. At present, continuous updating of EMIAS is actively pursued, which will help physicians of all specialties and improve the health system. This article proposes validated and simple tools whose integration into the EMIAS system will facilitate diagnosis verification and personalized (based on populationlevel recommendations) management of children with chronic urticaria at the outpatient stage by pediatricians and allergists. Методология геоинформационного мелкомасштабного картографирования геосистем для управления экологическими рисками

Within the framework of the thematic section “Ecological state of the natural environment, natural environmental risks” of the electronic geographical Atlas of North and Northeast Asia, a methodology for small-scale mapping of geosystems has been developed as a procedure for preparing scientific information about a natural geographical object to ensure environmental risk management. The scientific basis of the research is the theory of spatial and temporal organization and the methodology of constructive integration mapping of geosystems. Natural ecological risk is understood as the probability of negative changes in the structure and functioning of geosystems in the case of natural or anthropogenic phenomena and processes in the habitat. The methods of creation, structure, and content of the unified information and cartographic system of the Mongolian-Siberian region of geosystem content of scale 1:5 000 000 have been developed. For these purposes, geographically and conceptually inconsistent maps of the geosystems of the regions of Siberia and Mongolia were analyzed. The patterns of spatial and temporal organization, regional features of functional differentiation of natural systems are revealed. Based on the results of the study, scientific generalizations were made concerning the description of geosystems of regional rank, their typification, classification, and zoning. The prognostic potential of small-scale maps of geosystems in relation to geographical studies of natural environmental risks based on the procedure for analyzing geosystems by typological functional, structural, and dynamic features is revealed. The characteristics of natural factors of the intensity of functioning, ecological functions of geosystems served as indicators in the environmental regulation of the use of natural systems, allowed to correctly substantiate environmental recommendations to minimize undesirable consequences. A specialized classification is demonstrated—a legend and a zoning map of the territory of the Mongolian-Siberian region, reflecting the sequence of multi-stage cartographic studies of natural environmental risk and the structuring of physical and geographical information. The created maps make up the basic set in the structure of spatial data of the electronic Atlas, new maps of geosystems can be created on their basis.

ПАРАМЕТРИЧЕСКАЯ ДЕТАЛИЗАЦИЯ КАТЕГОРИИ «СОЦИАЛЬНАЯ ОБЕСПЕЧЕННОСТЬ» В КОНТЕКСТЕ РАЗВИТИЯ РЕГИОНА

This article examines six categories of socio-economic development such as: social, infrastructural, natural, economic, cultural and regional security. However, the authors focused attention on the parametric detailing of the “social security” category. The relevance of this topic is dictated by the turbulent state of the economy of the Russian Federation, the theoretical diversity of methods for assessing the socio- economic development of the region, as well as the need to develop indicators that would provide a comprehensive overview of the state of the “social security” category. Moreover, the need to reduce the gap in the socio-economic development of regions focuses attention on such a task as ensuring equal opportunities for citizens. In the process of working with scientific treatises of domestic authors, the relationship between the economic development of the region and the social well-being of its inhabitants was established, aspects of social security were studied, such as the availability of education, healthcare and social services. As a result, the literature review was systematized according to the classification proposed by the authors, and a review of the state of social security was carried out based on selected indicators among the constituent entities of the Russian Federation. The inclusion of a particular parameter in a category has a logical and theoretical justification. To systematize the obtained theses, the authors developed graphic material. Data collection was carried out using a unified interdepartmental information and statistical system, and their mathematical and statistical processing was carried out in MS Excel. The research materials can be used in developing measures to improve the mechanism for making management decisions at the regional level, for example, developing new social protection programs, modernizing existing systems, or proposing new approaches to resource allocation.

АНАЛИЗ ПОКАЗАТЕЛЕЙ ЗАБОЛЕВАЕМОСТИ И СМЕРТНОСТИ НАСЕЛЕНИЯ ТАМБОВСКОЙ ОБЛАСТИ ОТ БОЛЕЗНЕЙ СИСТЕМЫ КРОВООБРАЩЕНИЯ ЗА 2012-2021 гг.

Significance. Cardiovascular diseases currently remain one of the significant medical and social problems in the Russian Federation and the world, determining high mortality rates and economic cost incurred by the state. In 2021, 35,574,831 adult patients with cardiovascular diseases were registered in Russia. Over a ten-year period (2012-2021) in Russia, cardiovascular diseases claimed the lives of 8,209,196 people, accounting for 42.1% of deaths from all causes. The purpose of the study is to analyze dynamics in morbidity and mortality from diseases of the circulatory system in the Tambov region in 2012-2021. Material and methods. The source of information on morbidity and mortality included statistical collections of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation, data presented in the unified interdepartmental information and statistical system, and data of the Tambov Statistics Service. Results. During 2012-2021, there was an increase in adult cardiovascular morbidity in the Russian Federation, prevalence - from 27318.1 to 30724.2 cases per 100 thousand adult population (by 11.1%), incidence - from 3040.8 to 3673.9 cases (by 17.2%); prevalence in the Tambov region increased from 31380.2 to 33336.8 cases (by 5.9%), incidence - from 2911.3 to 2942.6 cases (by 1.1 %). The increased adult cardiovascular morbidity in the Tambov region is due to arterial hypertension, its prevalence and incidence increased by 19.6% and 25.8%, respectively. Cerebrovascular diseases are characterized by a 3.9% decrease in prevalence and a 4.4% decrease in incidence, while coronary heart disease is characterized by multidirectional dynamics with a decrease in prevalence (by 3.9%) and an increase in incidence (by 10.0%). In 2021, in the structure of prevalence and incidence in adults with diseases of the circulatory system, the share of arterial hypertension equaled to 53.4% and 42.1%, respectively, the share of coronary heart disease was 20.5% and 25.2%, cerebrovascular diseases - 14.4% and 24.4%, respectively. In 2012-2021, a decrease in mortality from diseases of the circulatory system was registered both in Russia and in the Tambov region, from 737.1 to 640.3 per 100 thousand population (by 13.1%) and from 757.2 to 709.7 (by 6.3%) per 100 thousand population, respectively. However, throughout the analyzed period, mortality in the Tambov region is higher compared to the Russian Federation. Over a ten-year period, there is a decrease in the share of deaths from diseases of the circulatory system among those who died from all causes in Russia and the Tambov region, reaching 38.3% and 34.0% in 2021, respectively. Coronary heart disease and cerebrovascular diseases, reaching a share of 83.4% in the structure, make the main contribution to mortality from diseases of the circulatory system. At the same time, a decrease in mortality from coronary heart disease by 3.2% and from cerebrovascular diseases by 17.7% in the Tambov region was established. Conclusion. Improving organization of medical care has made it possible to reduce mortality, however, it is necessary to continue systematic activities to control risk factors, as well as develop and implement effective technologies for follow-up of patients with cardiovascular diseases to prevent severe complications and further reduce mortality.

The basis of troop management is the commander’s decision, developed on the basis of information received from various sources in a single information space, including using interoperable communication systems / networks and information systems. In turn, the concept of “network” in modern wars covers various components that were previously considered only separately, and between which information exchange must be carried out constantly, for example: combat units (combat vehicles, weapons, units, etc.), communication systems, information operations support, disparate sources of intelligence, logistics and medical information systems, etc. That is, in order to conduct modern wars and gain an advantage over the enemy, the armed forces must use a single information space built on interoperable networks / communication systems that provide secure exchange of information between them, to increase general situational awareness and control of troops (forces) [1]. The development of information technologies has a direct impact on the communication system, which is, after all, the main element of the military management system. Increasing bandwidth, implementing specialized software, and using elements of artificial intelligence significantly expands the capabilities of management processes and increases the toolkit of situational awareness, calculations, situation modeling, and effective forecasting of the situation. A unified, integral, stable and reliable information and communication system in the modern conflict directly allows the application of the model of network-centric warfare, focused on achieving an information advantage by means of combining military objects into an information network.

УПРАВЛІННЯ ТАЛАНТАМИ НА ДЕРЖАВНІЙ СЛУЖБІ: ТЕОРЕТИЧНІ АСПЕКТИ ТА ІННОВАЦІЙНІ ПРАКТИКИ

The article substantiates the theoretical and applied aspects of talent management in the public service in conditions of uncertainty, taking into account innovative global HR practices in this area. The expediency of forming a talent management system as a leading modern trend in the field of human resources management in the public service has been proven. Arguments in favor of the introduction of knowledge management tools as a component of the talent management system in state authorities are outlined. An analysis of the main trends in changing approaches to personnel management during the period of change was carried out. Taking into account the principles of the Lifelong Learning concept, the issue of the formation and development of the talent management system in the civil service under martial law using such an innovative tool as distance learning (e-learning) is updated. The positive practice of using remote training of personnel in the State Migration Service of Ukraine (SMS) was considered, using the example of the implementation of special software of the Unified Information and Analytical System of Management of Migration Processes "Training of SMS employees". It was concluded that in order to ensure the successful development of the talent management system in the civil service in Ukraine in conditions of uncertainty, it is expedient to: ensure the transformation of personnel work units in state bodies into HR services; to develop tools for assessing the attractiveness of public service for potentially talented employees; introduce a system of mentoring in state bodies and create an effective system of non-material motivation of mentors for performing the mentor's functions; to introduce a succession planning system for senior positions in the civil service by restoring and modernizing the personnel reserve; carry out a comprehensive rebranding of the civil service; actively implement various training formats using interactive methods (E-Learning); etc.

Development of the Northern Sea Route based on ESG principles

The Northern Sea Route is the most important maritime logistics project. In the future, it should perform various, albeit interconnected, functions: transport support for extraction mineral resources in the Russian Arctic fields, transit communication between the ports of Europe and Asia, as well as the supply of cities and towns in the Arctic zone. At the same time, the future functioning of the Northern Sea Route should be based on the principles of ESG, aimed at minimizing environmental damage and rational use of labor resources. The purpose of the study is to determine the prospects for the development of the Northern Sea Route based on the ESG concept and propose measures to improve the efficiency of its operation. These measures include the development of a GIS system for monitoring the state of the environment in the area of the Northern Sea Route, and in the future, the transfer of all vessels to the use of natural gas motor fuel; development of a unified information system for managing northern delivery, which ensures the optimization of cargo flows; creation at the federal level of a forecasting system and monitoring of cargo transportation along the Northern Sea Route with a simultaneous strengthening of the responsibility of companies holding licenses for the extraction of minerals for the implementation of investment projects on time.

Implementation of information systems for regional management to ensure post-war economic recovery in Ukraine

The purpose of this article is to study and analyze the challenges and opportunities associated with the implementation of information systems in regional management to ensure post-war economic recovery in Ukraine. The systematic approach, as well as methods of hierarchy analysis, economic and program-target forecasting, abstract-logical, and monographic are used. The article identifies five main groups of information systems that currently used in Ukraine. The advantages of the cartographic method over methods of presenting results and modeling in information systems of regional management agencies are substantiated. The article identifies shortcomings and limitations of existing regional management information systems that hinder the effective functioning of regional management bodies. A mechanism for the creation of a regional information system is developed and visualized. This mechanism, in particular, allows the collection, analysis, and synthesis of data obtained from regional management bodies and local self-government. The need for the establishment of a situation center to organize and coordinate the implementation and functioning of the regional information system is justified. Conditions for the development and implementation of monitoring and management information systems at the regional level are determined. Ways of cooperation between regional management bodies and business structures, state enterprises, and organizations in the process of creating a unified information system are outlined. The advantages of implementing a regional program for the creation of a regional management information system are substantiated. The measures of such a program are defined. The necessity of the creation the unified cartographic regional environment was substantiated. This process predict using electronic topographic maps of all territories developed based on ground observations, aviation, and other types of survey. Such approach ensure the collection, processing, and use of various types of data based on a single regional situation center reflecting the security and development of the region as well as modernization the information support of regional management processes.

Assessment of the Impact of Transparency and Affordability of Technological Connection on the Developer's Decision on New Construction in Russian Cities

Technological connection of new construction facilities to public infrastructure is one of the key sources of financing for urban infrastructure. It is assumed that in order to attract developers, it is important for cities to have affordable and transparent procedures for technological connection. The purpose of the study is to substantiate the impact of the affordability and transparency of technological connection procedures on the developer's decision on new construction in Russian cities. The scientific hypothesis is that these characteristics should have an impact mainly on the cost indicators of building construction. As part of the study, 152 regulatory documents (decrees, orders, etc.) were analyzed for resource-supplying organizations in 85 regional centers of the constituent entities of the Russian Federation. Based on these data, a methodology for assessing the level of transparency of tariff decisions in the field of technological connection is proposed, and calculations of the cost of technological connection (affordability level) to heat supply, water supply and sanitation systems are attached. Correlation analysis is used to identify the relationship between the characteristics of affordability and transparency with key indicators of housing construction. It is shown that in cities with a population of up to 100 thousand people, and from 500 thousand people and above the cost of technological connection are relatively similar. The lowest connection fees are in cities with a population of 250,000 to 500,000 people. Separately, the discrepancy between the high volumes of construction in cities with over one million people and the low level of transparency of payment for technological connection in them is highlighted. It was also found that the higher the connection cost, the higher the cost and profitability of construction, as well as the price per square meter, and with increased transparency, the profitability of construction also increases. The theoretical significance of the work lies in the development of a methodological approach to assessing the effectiveness of technological connection practices. The practical significance of the work lies in the classification of problems in the field of technological connection and the assessment of their impact on housing construction, which allows us to raise the question of the need to create a unified information system in the field of technological connection.

КОНЦЕПТУАЛЬНІ ЗАСАДИ ТА ТРЕНДИ МЕНЕДЖМЕНТУ СОЦІАЛЬНОЇ СФЕРИ

The article examines the mechanism of effective social sphere management and examines the concept of the general welfare state with a definition of this concept. The article determined that the basis for the development of the welfare state was industrialization, which led to the formation of four separate main models of social sphere management: continental (Bismarckian), Anglo-Saxon (Beveridge model), Scandinavian and SouthEuropean. Their features and differences are considered. The article analyzed the dynamics of the poverty level in Ukraine and determined that until 2022 the trend was positive for the country – the poverty level was decreasing. The article determined that due to the war, the level of poverty in Ukraine increased tenfold already in 2022, with a subsequent doubling during the following year. It was determined that the modern management of the social sphere of Ukraine has significant structural problems. Analyzing modern transformational shifts, it was noted that in 2020, the CMU approved the Strategy of Digital Transformation of the Social Sphere, which initiates a comprehensive digital transformation of all components of the social sphere, introducing unified approaches, standards and technologies. It was determined that the specified Strategy is planned to increase the efficiency of social sphere management; to improve the management systems of financial resources of the social sphere; to automate the management and control system in the social sphere; achieve technological development of information resources of the social sphere with the introduction of innovative technologies. This can be achieved through the creation of the Unified Information System and the Unified Monitoring Center, the implementation of the functionality of the Unified Social Operator; reduction in the number of personnel in the sector. Trends in the development of management of the social sphere: digitalization, growing migration flows; the social trade-offs of the free market come under greater scrutiny. It was found out that the digitalization of the social sphere management, this aspect is defined as one of the main directions of the development of the social sphere of Ukraine.

ИНСТРУМЕНТЫ ТРАНСФЕРА ТЕХНОЛОГИЙ ДЛЯ ОБЕСПЕЧЕНИЯ ТЕХНОЛОГИЧЕСКОГО СУВЕРЕНИТЕТА И РАЗВИТИЯ ПРОМЫШЛЕННОСТИ НА ПРИМЕРЕ ЧЕЛЯБИНСКОЙ ОБЛАСТИ

The article considers the existing mechanisms and problems of interaction between uni-versities, industry and the state for the purpose of effective technology transfer and intensive innovative development. An analysis of existing domestic and foreign studies on the functioning of technology transfer centers (TTCs) is carried out. The key functions inherent in all centers, regardless of their coun-try of origin, and the unique and specific functions of transfer centers are identified. As part of the study, the mechanism for implementing the function of identifying market needs in innovative developments is analyzed in detail using the example of the industry of the Chelyabinsk region: a needs analysis for im-port-substituting products of industrial enterprises of the Chelyabinsk region is carried out; the lists of such products are systematized with the identification of consumers and potential suppliers; the types of products that require technological refinement and the types of equipment, raw materials and compo-nents, in which the domestic industry is experiencing the most acute shortage, are identified. The key re-sult of the study is the development of an architecture for an information and analytical base for as-sessing and analyzing the industry needs for certain types of equipment, raw materials and components, with the possibility of its further automation. The practical significance of the study: the need for digitalization of the functions of technology transfer centers and the creation of a unified information system has been identified. The results obtained are proposed to be used in the development of guidelines for the creation of technology transfer centers in various regions of Russia. The practical significance of the study lies in the possibility of using its re-sults at the level of universities, industrial enterprises and the state when implementing import substitu-tion programs and ensuring the technological sovereignty of the domestic economy. Особенности регулирования отношений аренды государственных и муниципальных сельскохозяйственных земель в Центрально-Чернозёмном экономическом районе

The article examines the results of bidding for 2021-2022 for the right to conclude a lease agreement for agricultural land plots owned by the state or municipal in the Belgorod, Voronezh, Kursk, Lipetsk and Tambov regions representing the Central Chernozem Economic Region of Russia (CER). The analysis of the information posted on the state portal in the unified information system of the Russian Federation made it possible to assess the scale of transactions in these subjects of the Russian Federation on the basis of groupings of land plots sold at auction, by area, lease term, form of ownership. The results of past and failed transactions, transactions with one participant for the right to conclude a lease agreement are considered. The comparison of the initial and final rent for the lease of land plots per 1 hectare is carried out. The values of indicators that characterize the rental market – the capitalization coefficient and the capitalization period - have been studied during the auction. The participation and activity of legal entities, peasant (farmer) farms, and individuals in auctions for the right to conclude a land lease agreement are evaluated. The role of rent in the formation of the revenue part of the budgets of the studied subjects of the Federation is shown.

Необходимость развития единой информационной системы на зерновом рынке и цифровой трансформации транспортно-логистической инфраструктуры Сибирского федерального округа

The issues of developing a unified information system in the grain market and the digital transformation of transport and logistics infrastructure are gaining high importance in modern economic conditions. This issue is especially relevant in the Siberian Federal District, as the region is the largest grain producer. The level of development of transport and logistics infrastructure in the Siberian Federal District does not allow the subjects of the grain market to deliver large volumes of grain to the consumer promptly and on time via interregional links and for export, and the remoteness from the main sales markets leads to an increase in the price of grain due to high transaction costs. The article reflects the main indicators of grain production in Russia and the Siberian Federal District in dynamics for 2017-2021. The mechanism of organization of the digital system of transport and logistics infrastructure of the grain market is presented. The authors have identified the principles that determine the development of a unified information system for the grain transport and logistics infrastructure of the Siberian Federal District, their content. The study focuses on the prerequisites and the need for the use of digital technologies that facilitate the implementation of more efficient activities in the grain market, process the required amount of data in the shortest possible time and optimize transaction costs. The exchange of operational and reliable information between the subjects of the grain market is a success factor in the management of grain supply chains.

Development of Departmental Statistical Accounting of the Federal Penitentiary Service in the Conditions of Digital Transformation

The purpose of the study is to analyze the existing departmental statistical accounting of the Federal Penitentiary Service and to form approaches to its development in the context of modern transformations associated with the use of digital technologies. Materials and methods: the peculiarities of the organization of the information resource and departmental statistical accounting of the Federal Penitentiary Service are analyzed, their shortcomings that prevent the integration of departmental statistics with other information resources of the department are identified, the main directions of digital transformation of departmental statistical accounting are highlighted, technological solutions for the implementation of the main processes are proposed, guidelines for the digital transformation of departmental statistics are formulated. In this paper, the author applied methods of theoretical study of control systems in the form of analysis and synthesis, modeling, empirical research - in the form of comparison and observation. Results. The transition of state bodies to the digital environment should include not only the automation of processes, but also the introduction of a process approach to management. End-to-end automation of work processes in the Federal Penitentiary Service is ensured by the introduction of a unified information system. The core task of the integration of information resources belongs to statistics, a data mart that is a supplier of open ordered data in the department and for interdepartmental exchange, will be formed on its basis. A necessary direction for the development of the established practice of collecting, processing and analyzing information is the use of its various sources for statistical purposes on the principles of their methodological and technological compatibility. The demand for statistical information will be the basis for the production of statistical products. Conclusion. The material outlines the contours of a modern model of departmental statistical accounting, capable of adapting to the requirements of consumers. Accounting is based on the primary missing link, which creates the prerequisites for reliable statistics. This type of accounting is designed for solving management problems, creation of favorable conditions for all interested users to navigate in the digital space, to understand the logic of working with data and to use them in their daily practical activities.

Engineering Implementation Mechanisms in the System of Public Administration

The article is devoted to determining the mechanism for implementing engineering in the public administration system using the example of Ukraine. The study aims to consider the current state of the public administration engineering system and identify critical areas for its improvement. The research uses methods of statistical analysis, a critical analysis of scientific literature, and foreign experience in the introduction of engineering in modern public administration systems, the systematization of information on the implementation of progressive systems in public administration. The inductive and deductive methods determined the components of the mechanism of engineering introduction and built the concept of its implementation in public administration. The study’s results include an analysis of the foreign experience in public administration system engineering, determining its need for Ukraine, and the possibility of implementation in the current state of Ukraine. Studying foreign experience in engineering administrative processes allows for drawing appropriate conclusions about the potential opportunities for developing this direction in Ukraine. Engineering is not only necessary, it can be implemented, but it is essential to use reasonable methodologies and modern tools and set adequate tasks solved by public administration at all levels. The main components of the engineering system are determined by the document flow digitalization, the formation of a unified communication and information system, and the formation of the possibility of providing public services through online applications. The article shows an example of the application of DIIA used in public administration in Ukraine. The practical significance of the study lies in the possibility of applying its results to the improvement of the electronic system of public administration.

ENERGY AUDIT INFORMATION SYSTEM

The opportunities provided by energy audits to improve the competitiveness of companies by reducing energy consumption and introducing energy-efficient solutions also allow for achieving the environmental goals set by the European Union and Latvia in relation to climate neutrality. It is important to consider the results of energy audits in the development of both local and regional and national policies, thus setting more precise results to be achieved. At present, there is no unified energy audit development information system in Latvia, in which all audit stages and calculations could be performed; this would reduce clerical and calculation errors and allow data to be predicted and used in policy development, research. Within the framework of the work, the authors researched the concept of energy audit, its process and the results to be achieved by companies by implementing energy efficient measures, as well as the policy goals of the European Union and Latvia in environmental improvement programs. The paper summarizes and analyses the programs and methods available in Latvia, which are used to develop energy audits of companies, as well as the practices of other countries and their results.The research goal is to develop the specification of the energy audit information system, based on the analysis of the used energy audit information systems. Based on the findings, the authors developed a specification of the program's energy audit information system requirements, which is suitable for the Latvian market.

STUDYING THE SOCIAL FUNCTION OF A PHARMACY IN A MULTILEVEL SYSTEM OF CITIZENS PREFERENTIAL MEDICATION PROVISION IN THE TYUMEN REGION

The purpose of the study: to study the activities of the pharmacy, a structural unit of JSC «Pharmacy» (Tyumen region) in terms of providing social pharmaceutical assistance to citizens. Materials and methods. The object of the study was the activities of Pharmacy No. 173, a structural unit of the joint-stock company «Pharmacy» in the Tyumen region, indicators of all areas of preferential medication provision for citizens, including a new direction for providing people who have had acute cardiovascular diseases, the amount of funds allocated from the budgets of all levels for the provision of medication care , data from the regional Register of Persons, volumes of dispensed medicines for the preferential category, the number of secured prescriptions, their average cost. The following methods were used in the study: situational-logi- cal, content analysis, structural, system, computer technologies. Results. The directed activity of the pharmacy of finished dosage forms to ensure the availability of drug assistance to privileged categories of citizens, its social significance, the indicators for the number of secured prescriptions, the volume of dispensing of preferential drugs, including those who have had acute cardiovascular diseases, have been studied. Pharmacy of finished dosage forms, which carries out pharmaceutical activities in the retail trade of medicines for medical use, storage, dispensing of medicines, performs an important social function in dispensing medicines by prescription for free or with a 50% discount from the cost, includ- ing state social assistance (34, 04% of the total volume of dispensing), medications as a measure of social support in the treatment of certain diseases (58.63%), expensive drugs for the treatment of 14 nosologies (2.92%), certain drugs for the treatment of people who have had acute heart vascular diseases (4.41%). To perform this function of drug supply, a specialized pharmacy department was organized, equipped with a software product for recording incoming prescriptions, including in electronic form, for creating registers of issued prescriptions, and recording the movement of preferential drugs. The activities are carried out by pharmacists, pharmacists - technologists trained in consulting on the provision of social assistance to certain categories of citizens To comply with the regulatory and legal regulation of the provision of this activity, the standard operating procedure (SOP) «Dispensing med- icines to preferential categories of citizens» is applied. The standard operating procedure describes the step-by-step procedure for dispensing medicines on prescriptions of medical professionals to citizens who are entitled to receive free or discounted medicines. Conclusion. It should be noted the undoubtedly significant role of the pharmacy, pharmaceutical workers in the system of providing benefits in the field of drug provision. The significant role is due to the need to have knowledge of the procedure for granting ben- efits, competencies to comply with the special rules for dispensing a certain list of medicines to various categories of beneficiaries, the ability to master modern technologies for recording secured prescriptions for subsidized medicines, interacting with medical organizations in the unified state health information system (USIS Health). The professional performance of these functions in the Tyumen region largely contributes to the stability of indicators characterizing preferential drug provision, and the recognition of the social function of the pharmacy in the implementation of pharmaceutical activities.

Value-based health care: alignment the tools and methods (literature review)

The desire to solve the problem of efficient spending of funds in the public sector has been transformed into an understanding of values. The desire to reduce costs, maintain the proper quality and maximize the availability of medical care led to the emergence and formation of a new concept of effective functioning based on values - VBHC (Value-based Health Care). Purpose. To systematize the criteria, metrics and methods for evaluating effectiveness in the context of the VHBC concept. To obtain the necessary information, a selective literature review was carried out. Electronic bibliographic databases in Russian (“RSCI/eLibrary”) and English (“Pubmed”) were used. Search queries were formed taking into account the MeSH nomenclature. To determine the effectiveness of the provision of medical services and the implementation of government programs (projects) in general, there are a number of methods. First of all, it is an analysis of costs, benefits, effectiveness and benefits. The most applicable performance measure is Quality Adjusted Life Years. QALY is a universal indicator of any health program. This expression of “utility” is by default the ultimate goal (final target unofficial indicator) of any government management decision in health care. Assessing the effectiveness of health care and developing a value-based model of health care through cost-benefit analysis is a time-consuming and important task. The study showed that it is necessary to use multidimensional tools for assessing the effectiveness of medical care. Conclusions. As a result of the review, it was found that there is no unified information system that offers ready-made assessment tools, and metrics have not been developed to evaluate the effectiveness of value-based healthcare VBHC models. It seems possible to create a checklist with universal parameters, implement it into a ready-made information system available on the market today to any medical institution, and analyze the effectiveness of the VBHC model based on the developed checklist.

The development of patient-oriented means of interaction between citizens and organizations of the participants of the modern “digital interaction” system is a current trend in the field of medical information technology. The formed principles of digital transformation of healthcare, which are carried out within the framework of the federal project “Creation of a unified digital contour in healthcare based on the unified state health information system (UGISZ) ”. National Project “Health Care”, provide ample opportunities for designing and developing new applied solutions in terms of requests from medical organizations for modern domestic IT tools for “communication” with patients. The aim of the article is to analyze and describe the current level of development of patient-oriented software products and methods of their development. As a result, the software “Personal account of the patient “Interin LC”, developed on the basis of research and running on a stack of freely distributed software, is described.
