The future of tourism: interview with Bernadett Papp on brining equity into debates on tourism development and destination governance

PurposeAs the Journal of Tourism Futures celebrates its 10th Anniversary, Dr Stefan Hartman (head of department at the European Tourism Futures Institute, NHL Stenden University of Applied Sciences) interviews Bernadett Papp (senior researcher at the European Tourism Futures Institute (ETFI) at NHL Stenden University of Applied Sciences) about her recent work in tourism practice and academic and future perspectives on topics relevant to the future of tourism.Design/methodology/approachA personal interview was held on September 16, 2024.FindingsBernadett Papp draws attention to the importance of bringing equity into debates on tourism development and destination governance. She sees a crucial role for governments, the redesign of institutional frameworks, monitoring and data collection and rethinking systems of governance.Originality/valueThe interview provides unique insights into the viewpoints of Papp, highlighting the importance of the still understudied topic of equitable tourism. A topic that still requires a lot of work before hitting mainstream approaches to destination development, even though it should have been on the policy agendas for many years already.

First Steps towards Ecosystemic Governance for Health and Recreational Tourism Destinations

The concept of the business ecosystem emerged at the turn of the century, drawing inspiration from biology to describe the economic community. Since its inception, this concept has found applications across various domains, including technology, innovation, and entrepreneurship, where it significantly contributes to strategic management. However, within the realm of tourism, there remains a notable dearth of literature on this subject. While it is acknowledged that tourism destinations embody many characteristics of a business ecosystem, concrete tools for adopting an ecosystemic approach in tourism management, particularly across different tourism types, are lacking. The current study seeks to address this gap by undertaking a theoretical exploration of health and recreational tourism. It aims to identify socio-economic aspects that could facilitate the adoption of an ecosystemic approach in the governance of tourism destinations, with a specific focus on these types of tourism. As a result of this endeavor, an initial model delineating the ecosystem of a health and recreational tourism destination is proposed. This model lays the groundwork for empirical validation and further refinement through subsequent studies.

The Position of Stakeholders Involved in The Collaboration of the Tourism Destination Governance in Pangandaran, West Java - Indonesia

Pangandaran is one of the tourist destinations in Indonesia which has developed and has fairly strategic potential to encourage the regional and state economy. The rapid development of tourism in Pangandaran turned out to cause various problems. This is due to the lack of synergy among the roles of stakeholders involved in Pangandaran tourism management. In 2010, the Destination Management Organization (DMO) concept was implemented as an effort to improve the tourism destination governance in Pangandaran. This concept emphasizes the form of collaboration among stakeholders from community groups, the private sectors, and the government. The collaboration is led by the destination management organization (DMO) which serves as mediator, facilitator, and coordinator among the three stakeholder groups. This research is conducted in Pangandaran Village using mixed method which combines quantitative and qualitative research methods aimed to analyze the stakeholders who are involved in tourism destination governance in Pangandaran based on the DMO concept. From the results of the study, it is found that there are ten stakeholders who have high involvement on the tourism destination governance in Pangandaran. All of them have high level of interest and power, but there is one stakeholder who has high interest but low power in DMO-based tourism destination governance collaboration

Implications of the Role of Tourism Carrying Capacity in the Development of Sustainable Tourism Destinations

Tourism contributes to increasing global and national Gross Domestic Product (GDP) growth. However, there are also negative impacts on tourism activities. One of the implementations to minimize negative impacts can be carried out by applying the carrying capacity of the destination (tourism carrying capacity/TCC). This study aims to determine the implications of the role of tourism carrying capacity in sustainable tourism development, which focuses on the causality relationship between tourism destination governance policies and tourism carrying capacity (TCC). This study uses a qualitative library/desk study method with a Driving Forces, Pressures, State, Impacts, and Responses (DPSIR) framework analysis approach. The five dimensions of the carrying capacity of tourism destinations used in the DPSIR framework are territorial, governance, economic, social, and environmental. As a result, three framework findings and strategic analysis implications were obtained. First, it required the restoration of natural resources, environment, and ecosystems; second, carrying out integrated planning in land use, economic growth, strengthening socio-demographics, and a sustainable environment; third, educating tourists to transform the attitude, behavior, and ethics of tourists. The overall strategic analysis framework aligns with various tourism development programs to maintain natural, economic, social, and environmental balances that apply sustainable tourism by implementing stakeholder cooperation.

The Impact of Leadership, Stakeholder Roles, and Tourist Actor Competence on Tourism Destination in Indonesia

The purpose of this study is to determine the impact of leadership, stakeholders' roles, tourist actors' competence, and the implementation of the Tourism Development Master Plan (RIPPARDA) on the governance of tourist destinations in Mojokerto City. The quantitative research method was used, along with convenience sampling. The outer and inner models are evaluated using Smart Partial Least Square 3.0, and the validity test is performed by examining the convergent and discriminant validity. The study's findings indicate that leadership, stakeholder roles, tourist actor competence, and RIPPARDA - Mojokerto City implementation all have a direct impact on tourist destination governance. Meanwhile, leadership, the role of stakeholders, and the competence of tourism actors all have an indirect impact on tourist destination governance. As a result, the synergy between leaders, stakeholders, and tourism actors is the implication of this research for Mojokerto city policymakers. Leadership can be achieved by increasing the mayor's active role, while stakeholders can help by providing information through travel services or selling souvenirs at tourist attractions. The competence of tourism actors must also be improved through extensive training.

Determinant Factor of Sustainable Tourism Studies in the Tourism Sector in South Kalimantan with Innovation as a Mediating Variable

This research is motivated by the importance of sustainable tourism aspects in achieving the Sustainable Development Goals (SDGs) which countries around the world have adopted this concept. This study is focused on Tourism Objects in South Kalimantan Province as a tourism destination in Indonesia. The method used in this research is an empirical study method with a quantitative approach. The technique used is a proportional sample with the help of the SEM (Structural Equation Modeling) program which is operated through the SmartPLS program. This study uses the formula Hair, et.al., (1995) with the provisions of 5 x 43 item parameters times the number of research questionnaires, namely 215 research samples. Methods of data collection using a questionnaire. The research hypothesis was tested using the Partial Least Square (PLS) based Structural Equation Model (SEM) approach. Society participation, Tourism Social Entrepreneurship, Destination Governance and Innovation have a significant effect on Sustainable Tourism. Furthermore, Society participation, Tourism Social Entrepreneurship, Destination Governance have a significant effect on Innovation. And Innovation mediates the relationship between Society participation, Tourism Social Entrepreneurship, and Destination Governance towards Sustainable Tourism. This study is expected to provide a better understanding of how innovation can be an important factor in achieving sustainable tourism in South Kalimantan.

Governance and Competitiveness of Tourism Destinations: Validation of the Structural Model in the Case of Brazil

ABSTRACT This study aims to develop, test, and validate a structural model to measure the relationship between tourism governance and the competitiveness of tourism destinations in Brazil. The research has exploratory and quantitative approaches. The study’s target population were public actors, private and civil society who work in the Brazilian tourism sector. The results revealed a reliable and valid structure for modeling tourism governance and competitiveness of tourism destinations in Brazil. The main practical implications are to identify the dimensions of the measurement of tourism governance and competitiveness of tourism destinations in Brazil; by enabling the organization of an analytical tool for measuring, evaluating, and monitoring the actions of decision-makers presenting which dimensions are most important for each construct in the Brazilian assessment.

Towards an ICT-led tourism governance: A systematic literature review

The aims of the present paper are to identify the gaps in the current literature on tourism governance and to propose an ICT-led model of tourist destination governance. By utilizing a systematic literature review of existing literature on the issue of tourism governance, the present paper reviews 85 articles from 419 refereed articles published from the period of 1994 to 2019, employing thematic analysis to examine the data. The review reveals the gap in an ICT-based model of tourist destination governance. Based on a systematic review of recent articles, the results display elements through which effective destination governance is ensured have been identified.

The end of participatory destination governance as we thought to know it

In response to rising anti-tourism movements, the role of residents in destination governance has experienced a revival in tourism research. Participatory destination governance approaches have been advocated as problem-solvers for increasing conflicts, yet their implementation is still lacking. Besides a considerable amount of positivist research drafting the best participatory governance model, the socially constructed perspective of those who are supposed to participate has been widely neglected until now. Therefore, the purpose of this study is to reveal residents’ views on participating in tourism activities and destination governance processes. In pursuit of this, a mixed qualitative research method of focus groups and photo elicitation has been deployed in Copenhagen and Munich in 2020 following a social constructionist epistemology. The findings confirm that residents are not willing to participate in destination governance per se due to a lack of time, access, awareness, prioritization, knowledge, qualification, and opportunities. At the same time, residents were interested in a socio-cultural exchange with like-minded tourists and are generally proud to share their city. Ultimately, the perspectives of residents on tourism should be considered for the implementation of an inclusive urban destination governance. Via psychological, political, and social empowerment, destination governance should foster residents’ (1) motivation to connect with other city users (including tourists); (2) opportunity to influence local tourism development if they are affected by it; and (3) ability to benefit from local tourism (at least indirectly). Ultimately, by understanding how and to what extent residents’ are actually willing to participate in tourism and its governance enables tourism professionals to proactively realize a more resilient destination development while mitigating potential social conflicts caused by the renaissance of (over)tourism.

Community-based tourism, social capital, and governance of post-conflict rural tourism destinations: the case of Minca, Sierra Nevada de Santa Marta, Colombia

Community-based tourism (CBT) in Colombia was identified as a strategy to reduce rural poverty and social inequalities in regions affected by political violence. The objectives of CBT are met through community and multilevel governance. Strong social capital is a necessary condition to meet such objectives. This article contributes to the theoretical and empirical analysis of the relationships among community-based tourism, social capital and governance in post-conflict contexts. Based on a set of indicators to measure social capital, and economic, sociocultural and environmental benefits perceived by the community, the case study in Minca, Sierra Nevada de Santa Marta (Colombia), demonstrates that tourism barely benefits communities when there is insufficient social capital and unstructured governance due to the low presence of the government. Despite the existence of legislation favorable to the empowerment of peripheral communities, rulers lack the political incentives to strengthen the social capital required for the development of community-based tourism.

Smart-Solutions for Handling Overtourism and Developing Destination Resilience for the Post-Covid-19 Era

ABSTRACT The article addresses perspectives to mitigate overtourism through introduction of the integrative concept of destination resilience and its innovative implementation with the help of smart-solutions applied to management of Covid-19-related risks, as well as to overall destination governance, regionally-based networking, destination infrastructure and entrepreneurial resilience for tourism businesses. This solution is justified through empirical study based on 104 expert-discussions (research sample is in Europe) which were implemented under the methodology of Delphi-analysis. The results of the study appeal to the idea of integrative application of intelligent solutions within tourism cooperative networks and destination governance. The research contributes to resilience knowledge in tourism with the model of application of smart-technologies to prevent overtourism and to develop destination resilience in the post-Covid-19 era. The research argues that the technology-driven application of multi-dimensional resilience knowledge represents a way of overcoming the impacts of mass-tourism for meaningful life of local communities and tourists.

Pengembangan Tata Kelola Destinasi Pariwisata Melalui Pendekatan Pemberdayaan Masyarakat di Kampung Wisata Braga

The Bandung City Government has launched creative villages in 30 sub-districts in Bandung City. The tourism development that is in the management of tourist village destinations in Bandung City can be formed as a thematic tourism village with important attributes that integrate the tourism potential that exists in the tourist village. One of them is the Tourism Village which is carried out in development, namely the Braga Tourism Village through a community empowerment approach. Kampung Wisata Braga is the focus of tourism development in the form of community empowerment carried out by the Bandung City Culture and Tourism Office to be steps taken in preparing the management of tourism destinations in Bandung City in 2020 through special allocation funds. This study aims to identify the tourist attractions in the Braga Tourism Village which is integrated in the Braga Village with a community empowerment approach. The method used is a survey method with a qualitative approach through community empowerment techniques. Obstacles that occur from destination management in Bandung City, especially those that occur in Kampung Wisata Braga, from the results of research, namely management, facilities and regulations are obstacles that occur in development. The results of the development of tourism destination governance that can be developed in the Braga Tourism Village by integrating the tourism potential in Braga Village in the form of the main activities that exist, namely traveling around visiting cultural heritage and getting to know history.

Implementation of Sustainable Tourism Development of Tourism Villages in Langkat Regency

This research is applied research, which seeks to encourage research to develop and manage destinations with the concept of sustainable tourism development (STD). STD is a concept that integrates the four pillars of tourism destination governance. This concept has been stated in the Regulation of the Minister of Tourism of the Republic of Indonesia Number 14 of 2016. The STD concept consists of four variables, among others; a) the implementation of effective management that is integrated and sustainable, b) strengthening the impact and economic benefits for local communities, c) strengthening and preserving socio-cultural, and d) paying attention to environmental sustainability around tourist destinations. This research aims to apply the STD concept for the development of tourism village potential. Specifically, this research is intended to encourage tourism village potentials in Sei Bingai and Tanjung Pura Districts, Langkat Regency, North Sumatra Province. So that in the end, it is hoped that Langkat Regency can have a well-managed tourist village based on the STD concept. The results showed that, based on the results of Confirmatory Factor Analysis (CFA) using AMOS 22 software, it was found that the existing variables were indeed relevant for analyzing the application of sustainable tourism development. Furthermore, based on the scoring carried out in the Focus Group Discussion (FGD) activities with key stakeholders, a ranking is carried out. Of the four existing aspects, the environmental aspect is in the good category (based on the excellent, good, average, and poor categories), while the sustainable integrated management variable, the variable economic benefits for the surrounding community, and the environmental conservation variable are in the good category. The results of the FGD also concluded that the majority of key stakeholders agreed that in Rumah Galuh Village and Pematang Serai Village, Langkat Regency would continue to be developed into a tourist village with a sustainable tourism development model.

Resident connection to nature and attitudes towards tourism: findings from three different rural nature tourism destinations in Poland

Despite the growing literature arguing for the consideration of community perspectives in tourism destination governance, little is understood about how residents' connection to nature affects their perceptions of and responses to tourism. This is especially relevant for rural areas rich in nature as many of them have become refugees for urban dwellers seeking recreation during the COVID-19 pandemic. This study combines the Nature's Contributions to People framework and Weber's Theory of Formal and Substantive Rationality to shed light on how rural residents of three nature-based tourism destinations connect with nature and how this connection to nature affects perceptions of empowerment from tourism and ultimately support for tourism. Results provide credence to the importance of including measures of residents' connections to nature when examining attitudes towards tourism in nature areas with connections to nature having significant and positive influences on psychological empowerment and social empowerment at all three destinations and direct and positive effects on support for tourism across two of the three destinations. Furthermore, results suggest that understanding the role nature connection plays in how residents perceive changes within their community can help manage locally emerging conflicts within rural tourism-dependent communities.

Human Resources Competence in The Field of Tourism Destination Development Tomohon City Tourism Department

The success of implementing programs and activities of a government agency to achieve the maximum target and by the desired output is primarily determined by one of the supporting components in a government agency, namely the competence of human resources. This study aims to examine and describe the Competence of Human Resources at the Department of Tourism for the Development of Tourism Destinations in the City of Tomohon, Section of Tourism Destination Management. The author uses indicators that characterize Knowledge Competence, i.e., skill and Behaviours of performance that can be observed, measured, and evaluated. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis used an interactive model with data reduction, data presentation, and conclusion drawing. The results of this study are that Human Resources in the Tourism Destination Governance Section have competence in carrying out the duties and functions of tourism destination governance in Tomohon City.

A process-based perspective of smart tourism destination governance

The tourism management literature has recently shown increasing interest in exploring the potential offered by the smart tourism destination initiative, conceived as the integrated use of ICT solutions for achieving greater efficiency and sustainability, enriching the tourist experience and boosting destination competitiveness. However, innovative technologies risk to be ineffective without adequate governance structures that are required to ensure the effective coordination and integration of tourism firms, government and communities in implementing a holistic smart-oriented development plan for destinations. This paper aims to integrate the recent smart approach with the destination governance theory to develop a governance process framework for smart tourism destinations. The framework explains how the smart approach can inform the planning and implementation of smart development goals, and specifically how smartness principles, tools and methods can be applied to increase the sustainable competitiveness of destinations beyond the mere technology dimension, making explicit the role of collaborative structures, user-driven services, social innovation and local community involvement. At the theoretical level, the paper offers an integrative perspective for designing and implementing effective smart tourism destination governance structures and processes. In practical terms, the framework can be viewed as a flexible tool in the hands of destination managers and policy makers: it shows how to match the design of governance structures and processes with the specific destination context and how to exploit “smart dimensions” for its development by relying on an incremental logic based on subsequent, interdependent stages.

Improving the Management of Tourist Destinations: A New Approach to Strategic Management at the DMO Level by Integrating Lean Techniques

Destination management organizations have a key role to play in the governance of tourism destinations, in managing destination networks and in ensuring good cooperation between stakeholders. Although, destination management organizations (DMOs) are atypical organizations, their operations are evaluated according to their organizational efficiency and effectiveness. This study aims to propose a framework to improve the management of the tourist destination through an innovative approach that interconnects strategic management and Lean techniques to increase efficiency and productivity in operational processes, organizational efficiency and effectiveness at the DMO level. The framework developed in this study interconnects the analysis of the internal environment through the Value Chain and the Lean Six Sigma methods identified to be suitable for application in the management of the tourist destination. Testing of the practical application of this framework was done for Association for the Promotion and Development of Tourism (APDT), which is the DMO that ensures the management of the tourist destination of Brasov, Romania. The research contributes to the optimization of the processes at the DMO’s level. The framework developed in this study can be implemented by practitioners to improve the management of the tourist destination. The paper also offers future research directions.
