Formation of the prestige of the teaching profession in the system of secondary vocational education

Secondary vocational education (SPE) occupies a significant position in the education system of the Russian Federation. In modern society, there is a need for multi-level education systems that can provide competent and competitive specialists in the labor market. As a result, getting a high-quality education becomes a clear and reasonable goal for both the younger generation and adults. The quality of education remains one of the key factors for the successful development of the country. Progress in various fields, such as technology, economics, informatization, education and society as a whole, directly depend on it. SPE plays an important role in the training of a skilled workforce that meets the needs of various sectors of the economy. It aims to provide students not only with professional knowledge and skills, but also with the formation of general cultural competencies. The importance of vocational education lies in the fact that it ensures the socio-economic mobility of the population, promotes the integration of graduates into society and increases their social status. However, the implementation of effective and high-quality vocational training for students of secondary vocational education is faced with a number of problems. Some of them include the need to update educational programs in accordance with modern requirements of the labor market, strengthening the practical component of training, improving the professional competence of the teaching staff, the introduction of information and educational technologies and the development of career guidance. Solving these problems requires the joint efforts of the State, the public, employers and professional educational institutions. Thus, the development of high-quality education in secondary education remains an urgent task affecting national development as a whole.

The study aims to analyze and categorize the pressing issues within the regional system of vocational education and to propose solutions accordingly. The research employs methods such as theoretical comparative analysis of scholarly sources, synthesis of scientific and methodological literature, deduction and synthesis of internet-based resources, and logical content analysis of academic papers and dissertations from the State Commission for Academic Degrees and Titles. These methods are utilized to investigate modern challenges in the regional vocational education system, with a historical perspective spanning from 1981 to 2024. The research results in an analysis of the current issues in regional vocational education, categorized into institutional, individual, and socio-group problems affecting students and teachers, as well as socio-economic challenges within the regional vocational education system and issues related to its development. In conclusion, specific strategies are proposed to address each category of problems, drawing on psychological, pedagogical, and socio-economic advancements within the framework of the regional vocational education system.

Sustainable vocational education models for industrial revolution role in development of job market absorption in Tangerang City, Indonesia

The study’s objective is to identify the challenges and limitations faced by the current vocational education system in preparing graduates in the era of the industrial revolution in the evolving job market in Tangerang, Indonesia. The study primarily examines vocational high schools and adopts a quantitative and quasi-experimental research approach, using control groups to conduct pre- and posttests. The experimental group experiences demonstrations, whereas the control group receives explanations. Instructors employ a blend of demonstration and explanation techniques to explain equipment operation before allowing students to engage in vocational training. The study, led by students in various engineering fields, evaluates technical competencies, work ethics, and foundational knowledge using tests and observations. Job preparation is assessed using the minimal completeness criteria (MCC), which focuses on the importance of proper knowledge, attitudes, and skills. The results indicate that vocational teachers have the potential to play a pivotal role in introducing cutting-edge, technology-based teaching methods, therefore enabling students to make well-informed decisions about their careers. This research enhances vocational education by incorporating practical skills and attitudes with academic knowledge, effectively addressing the changing requirements of the work market.

The Current State of Research on the Development of Entrepreneurial Competence in Vocational Education

This research paper delves into the current state of outline of entrepreneurial competence development in vocational education. It analyzes the research problems of domestic and international researchers from 2016 to the present, drawing conclusions about the effectiveness of the economic component of content in vocational education and the level of development of entrepreneurial competence for changing students' economic behavior. The research identified a prevalence of theory over practice, highlighting the challenge of implementing entrepreneurial practices, internships, mobility programs, and grant project participation for educators and students. The study underscores the need for state support and assistance for future entrepreneurs, improvement of the quality and quantitative indicators of the effectiveness of students, and official registration of youth startups. The study offers recommendations for enhancing the pedagogical effectiveness of entrepreneurial competence development in the vocational education system: curriculum revision: review and update the content, means, and methods of instruction to incorporate interactive learning forms that foster entrepreneurial competence development; personnel education: training future teachers of vocational (technical and vocational education) who are capable of developing entrepreneurial competence; institutional collaboration: establish cooperation between state institutions (vocational education institutions and employment centers) to provide graduates of vocational educational institutions with non-reimbursable state financial assistance for entrepreneurial activities. The study emphasizes the crucial role of entrepreneurial competence development in preparing students for the dynamic and competitive labor market. By implementing the proposed recommendations, vocational education institutions can effectively equip students with the necessary skills, knowledge and attitudes to navigate the entrepreneurial activities and contribute to economic growth.

The evolution of students’ digital skills as a source of transformation of the learning process in general and vocational education organizations

Mastering digital skills is one of the requirements of the modern world. Digital skills are usually divided into professional and user skills. Professional skills are formed in the systems of secondary, higher, and additional vocational education. User skills can be mastered in the system of general education. The boundaries between professional and user digital skills are increasingly blurred, and, therefore, it is necessary to rethink the requirements for the results of professional and general education in terms of the formation of digital skills.The material of the described study were the results of an independent assessment of digital skills of 8th grade students commissioned by the Department of Education of the Perm City Administration. The content of the independent assessment was designed considering modern international studies on the quality of education as well as primary idea that the digital literacy of each user promotes the building of a conscientious, fair, and secure digital community. The article has been prepared as an interdisciplinary publication that integrates aspects of general and professional pedagogy, methods of teaching mathematics and informatics, and the technical aspect of using software for processing large amounts of data.The study revealed new opportunities for the formation and assessment of digital skills of students of general educational organizations and, as a consequence, formulated recommendations for the training of teachers of mathematics and informatics both in terms of the disciplines content and teaching methods.

The European Vocational Education and Training System: Towards a Unified Approach

The European vocational education and training system exhibits significant diversity, with each country implementing its unique approach. While a unified European solution is desirable, a lack of comprehensive knowledge in this area hinders the development of policies that could establish a basic model applicable to all countries, albeit with necessary variations due to socio-economic nuances. European policymakers and stakeholders recognize the importance of vocational education and training, including formats like Dual School and Work-based Learning. Nations have committed to common targets in their education and training strategies, driven by globalized competition and the need for professional workers skilled in new technologies. Nevertheless, with the support of established systems, this European solution shows great potential for seamless operation and effectiveness. A successful European strategy would take into account the advancements in technology, the unique regional and national characteristics of the workforce in terms of traditional skills and competencies, and notably, the available natural resources. These resources have become a crucial factor in industrial efficiency and competitiveness. Implementation of dual school models varies at the European level, influenced by national strategies shaped by local factors. Some countries prioritize collaboration with stakeholders and regulatory frameworks to optimize professional training, while others, like Romania and Bulgaria, are just beginning to adopt dual school laws, with emerging examples of best practices. Romania, in particular, has largely followed the German model due to economic influences. In 2006, the European Council recognized vocational training through dual schools as an excellent investment, yielding high returns, surpassing initial costs, and delivering long-term efficiency and productivity benefits.

Improving the Efficiency and Quality of Education as the Basis for Successful Digitalization of the Economy

The determining influence of the effectiveness and quality of education systems on all spheres of human activity has been studied: economic, social, socio-political, everyday and spiritual. The most important conditions are considered and the main ways are analyzed to significantly increase the efficiency of modern vocational education while simultaneously improving its quality. The necessity of using adaptive educational technologies is substantiated, the features of algorithmization of the adaptive learning process are shown in order to improve its quality, and ways of creating an effective model of the professional field for adaptive educational systems are analyzed. The comparative analysis method was used to select these paths. The possibilities of creating modern adaptive vocational training systems based on the use of the concept of the International Labor Organization “Labor Competency Modules” are illustrated. Examples of results obtained during many years of professional activity are given.

What Are the Students' Attitudes Towards the Academic Plus Vocational Skill Level Certificates (1+X) System in Chinese Vocational Higher Education?

The article examines Chinese Vocational Higher Education students' attitudes towards the "1+X" certificate system, which refers to the integration of one academic certificate (1) and several vocational skill level certificates (X). It comprehensively analyses the system’s background, implementation, and perceived effectiveness. The research method includes qualitative analysis of interviews and focus groups, focusing on student experiences and perceptions. Specifically, the study involved final-year students participating in focus groups and follow-up online interviews using Tencent Meeting. Thematic analysis was employed to identify key themes in the data. Key findings relate to the curriculum, examination process, career plans, and suggestions for improvement. The study aims to inform policymakers about student attitudes towards the 1+X Certificate System and its impact on their vocational education and career prospects. The paper highlights the need to continually adapt and improve vocational education systems to meet evolving market demands and enhance student employability.

Development Pathways for Vocational Education and Training (VET) in China

In recent years, although the state has increased support for vocational education from multiple aspects, China's vocational education development still faces some challenges. This research aims to explore the significance of VET and the development pathway for VET in an employment-oriented context. This paper argues that it is necessary to adhere to the development direction of "employment and entrepreneurship" and provide innovative development and operation mechanisms for vocational education products or services in the field of vocational education. Its essence is the deep integration of industry and education, school-enterprise cooperation, and an innovative measure to cultivate qualified technical and skilled talents to meet the talent needs of the labor market. This paper emphasizes that to better adapt to the pressures brought about by changes in the employment environment, it is necessary to accelerate the construction of a high-quality vocational education system, effectively improve the quality of vocational education and training, and ensure that vocational education closely aligns with the economic and social development needs and seamlessly meets the actual employment standards of industries and enterprises.

A D-VUCAD Transitioning Analysis on Romanian Higher Education System in the Context of Artificial Intelligence. Challenges, Opportunities and Perspectives

Abstract The significant global transformations in recent years have led to widespread disruption across numerous facets of society. Events such as the COVID-19 pandemic and other concurrent realities have had a tremendous impact on the global order, resulting in profound effects across various crucial dimensions in a D-VUCAD context. Relevant studies highlight the fact that technology has redefined global higher education offering personalized learning but raising ethical concerns. Leadership must adapt to digital disruptions while addressing conflicts between traditional and modern approaches. In this context, the education system is rapidly changing due to technology and societal shifts, posing complex challenges for leaders. Enrollment fluctuations and workforce demands add to the volatility, requiring flexible responses. Furthermore, at EU level, European initiatives aim to improve education, but face practical hurdles in diverse contexts. Despite research common efforts, there's a need to bridge educational insights with real-world applications, navigating from uncertainty to clarity in an evolving digital era. This paper aims to provide through the case study method, an original and unique D-VUCAD analysis on Romanian higher education system in the context of artificial intelligence to understand, on one hand, the realities, and the challenges it faces and on the other hand, to adapt the educational system to the new matrix, transitioning from old dimensions to the new ones: volatility to vision, uncertainty to unity, complexity to clarity, ambiguity to alignment, disruption to digitalization. While the first part of the case study identifies and illustrates with concrete examples and numbers the challenges Romanian higher education system is facing with, the second section of the research analyze the transition from traditional environment to the reinvented one, adding concrete initiatives, programs, and projects as examples to enrich the understanding of these manifests in the realm of higher leadership education perspectives. Paper findings show that multiple initiatives and endeavors are ongoing to modernize the vocational education and training (VET) system, reforms and investments backed by the RRF are geared towards reducing the school dropout rates, enhancing the population’s digital skills and creating lifelong learning opportunities. However, ensuring high-quality, skills-oriented education and alignment with the labor market, policy coordination, efficient legislative initiatives and a comprehensive strategic framework delineating the vision and targets for education remain significant challenges.

Staffi ng of St. Petersburg industry through modernization of the vocational education system

A brief description of the state of industry in St. Petersburg is given on the basis of data from open statistical sources. The problem of personnel shortage of enterprises has been fixed, since a significant part of graduates of institutions of higher and secondary vocational education are employed in the service sector. The causes of the problem of staffing the industry of St. Petersburg with young specialists are identified, existing support measures at the city level are analyzed, and an idea is proposed aimed at overcoming the dysfunction between the ecosystem of vocational education and the demands of employers. The essence of the idea is the modernization of the vocational education system in industry, the results of its implementation and the roadmap up to 2030 are described.

Implementation of Policy for the Implementation of Islamic State Vocational School in the Ministry of Religious Affairs of The Republic of Indonesia

Policy implementation of Islamic State Vocational School under the management of the Ministry of Religious Affairs of the Republic of Indonesia is expected to contribute to preparing high-quality, competent, and religiously charactered graduates. However, several challenges are faced, including resource limitations and curriculum inadequacies that do not align with the needs of the business and industrial sectors. The research aims to analyze the implementation of Islamic State Vocational School policy implementation and the obstacles encountered, with the subsequent design of an Islamic State Vocational School implementation model. The research uses a qualitative descriptive method with a case study approach. Data research was collected through interviews, observations, and document studies. The purposive sampling technique is employed; the selected informants are individuals who are directly or indirectly involved in the implementation of policies for Islamic State Vocational Schools. They possess the necessary competence, knowledge, insight, authority, or related expertise to manage these schools. The study includes eight informants categorized into three roles: policy makers, policy implementers, and policy recipients. Data analysis techniques use descriptive techniques such as data collection, data condensation, data presentation, and drawing conclusions. The research findings indicate: 1) The implementation of Islamic State Vocational School policy is not yet optimal from a resource perspective, encompassing deficiencies in budgetary, human resources, and infrastructure aspects; 2) Obstacles in the implementation of Islamic State Vocational School policy are identified in relation to the lack of government involvement in collaborating with other parties to create an ecosystem of relationships between vocational education institutions and the business and industrial sector; budgetary resource constraints leading to a shortage of certified professional human resources and infrastructure; poorly structured vocational education systems resulting in curriculum programs that are not in line with the needs of the business and industrial sector.

РЕАЛІЇ ТА НАПРЯМИ ПОКРАЩАННЯ ІНВЕСТИЦІЙ У РОЗВИТОК ПРОФЕСІЙНО-ТЕХНІЧНОЇ ОСВІТИ В КИТАЇ

Introduction. Over the past ten years, the Chinese government has attached great importance to the development of vocational education, improving its quality and optimizing its structure. Problem Statement. Realities and directions for improving investment in the development of vocational education in China. The purpose is to determine the directions of formation of an effective system of financing vocational education in China. Methods. The general scientific and special methods were used: analysis and synthesis, graphic, comparison, theoretical generalization, abstract and logical. Results. Attention is focused on the analysis of the current system of financing vocational education in China and the substantiation of proposals for optimizing its structure and forms, the need to increase non-fiscal sources of investment in its development. The authors analyze the current system of vocational education with Chinese specifics, consisting of secondary vocational education, higher vocational education and vocational education. The authors compare the financing of vocational and other forms of education, as well as the dynamics of changes in state funding per student. The structure of non-fiscal sources of funding for vocational education is analyzed. The uneven distribution of financial allocations of local authorities for vocational education in China is revealed. The effectiveness of measures to manage a special fund to improve the quality of modern vocational education is evaluated. Conclusions. Thus, at the present stage, the Chinese government seeks to build a modern system of vocational education with Chinese characteristics. The result-oriented approach to financing vocational education has been noted. At the same time, the structure of investment in its development is not effective enough. There is also a significant regional stratification of education costs. The author substantiates the need to deepen the interaction of industrial and educational policies in their unity. Transfer payments should be made on the basis of transparency and openness. The revenue structure of various educational funds should be improved.

Institutional measures to support the Education – Labour Market system in regions of Russia

The paper analyses the dynamics of unemployment in the Central Federal District regions in 2018-2022. The main issues are problems at the Russian labour market in 2020-2023, and measures of their state regulation taken at the federal and regional levels. The paper considers the measures of state support for the Russian labour market during the COVID-19 pandemic and economic restrictions, and describes their consequences. Also there is an assessment of the role of secondary vocational education system, implementation of state programs and national projects, i.e. the federal projects «Professional», «Young Professionals». Paper listed the professions and specialties in colleges of the Ivanovo and Yaroslavl regions. On the example of the Ivanovo region we consider the establishment of educational and production centres (clusters). The study considers goals, objectives, stages, directions of development, institutional environment, services of the National Qualifications System of the Russian Federation, the essence of Independent Qualification Assessment in details. The study also highlights the role of the state for a secondary vocational education system development.

Decentralisation, subsidiarity and capacity development for local governments in francophone West Africa

ABSTRACT There is an obvious general trend towards decentralisation in West Africa. This leads to changes in administrative structure. In this article, we develop and elaborate on a point that is often overlooked in decentralisation reform, namely local government capacity. We present empirical evidence from local governments in three francophone West African countries: Burkina Faso, Mali and Niger. For local administrations to effectively deliver services, a sufficiently qualified staff is needed. Our argument is that staffing in general and a well-qualified staff capacity in particular are missing in most of the local governments studied. At the same time, the vocational training systems for the local civil service are structurally weak. The ongoing effort to close the capacity gap shows at once the concurrent need for and the typical limitations of externally planned development projects.

Accessibility and Effectiveness of Online Learning in China's Vocational Education System: A Comparative Study between Urban and Rural Areas

The rapid expansion of online learning in China has revealed significant disparities between rural and urban vocational students, necessitating a thorough investigation. This study explores the accessibility and effectiveness of online education in both urban and rural settings, focusing on key dimensions like internet availability, device readiness, digital literacy, infrastructure support, LMS adoption, feedback methods, student engagement, and satisfaction. Data was collected from 314 participants, and statistical techniques including the Mann–Whitney U test and Pearson correlation were employed for analysis. The study delved into six crucial areas related to online learning accessibility and academic performance, utilizing Principal Component Analysis (PCA) to understand complex interrelationships among variables. The findings indicated that rural students consistently scored lower in all aspects of online learning accessibility (p < 0.01) compared to urban counterparts. Moreover, rural vocational learners exhibited lower engagement and satisfaction levels in online education, resulting in lower academic achievement than their urban peers. The strong correlations among these parameters highlight the need for integrated interventions to bridge the digital divide. In conclusion, this study underscores the urgency of targeted interventions to address the digital divide between urban and rural areas in China.

장애인의 경제활동 경험이 주관적 건강 만족도에 미치는 요인: 사회적 관계의 매개효과를 중심으로

The purpose of this study was to identify various direct and indirect factors that can improve the subjective health satisfaction of people with disabilities by examining the causal relationship between satisfaction with social relationships, family relationships and acquaintance relationships, in the effect of job search experience on subjective health satisfaction of people with disabilities. The main results of the analysis are as follows. It was found that people with disabilities who have more job search experience have higher social relationships (family/acquaintances), and people with disabilities who have higher social relationships (family/acquaintances) have higher subjective health satisfaction. Based on our analysis, we make the following policy recommendations. First, a vocational training system should be established to strengthen the professionalism of people with disabilities so that they can increase the satisfaction of social relationships (family/acquaintances) through various job search experiences. Second, as family relationship satisfaction among social relationships has a significant effect on the subjective health satisfaction of people with disabilities through mediating job search experience, it is necessary to expand the provision of family-friendly programs in the community to improve family relationship satisfaction.

As an important part of the lifelong education system, the development and innovation of vocational education are of great significance to meet the needs of the labor market and promote social equity and economic growth. This article analyzes the intrinsic relationship between the concept of lifelong education and vocational education, focusing on analyzing the development and innovation strategies of vocational education from the perspective of lifelong education.

A Comparison of Training and Dispatch Criteria for Security Personnel in 119 Domestic and Overseas General Situation Rooms

This study proposes an efficient way to strengthen work capabilities based on a comparison of the education and training of guard personnel before and after their deployment in the 119 Emergency Operations Center, which is in charge of elementary responses to various disasters and accidents, with that given to advanced foreign situation personnel. Only one area of Gyeonggi-do Province was identified in an internal document on personnel standards for moving into the situation room in Korea, and it was found that most of the situation room agents were used for situation room work through the informal OJT training of senior members of each city and provincial headquarters before deployment. Japan, like Korea, is organized into several prefectures and operates the same Emergency Operations Center or Joint Command Center. However, the most distinctive feature of the Japanese system with respect to Korea is that situation room agents are employed in the day-to-day operations of the command center after education with systematic and clear contents before being put into the work of the Emergency Operations Center. Similarly, the United States comprises 50 states, each with its own laws and emergency management systems. However, the federal government actively controls disaster safety and establishes and operates regulations by state, and each state has education and training, certification standards, and supplementary education regulations for existing agents. In Germany, there is a specific system of vocational education and training to become a worker in the Emergency Operations Center, and the curricula in vocational schools for security personnel, as well as the admission requirements and professional qualifications, are specified by the government.
