Digital Transformation of Smart Village: A Systematic Literature Review

Digital Transformation (DT) has occurred in various sectors, even in the context of villages. This study conducts a Systematic Literature Review (SLR) to identify characteristics, stages, and impacts of DT on Smart Villages (SV). Relevant articles are selected following a search in four databases, applying inclusion and exclusion criteria, and assessing the relevancy of the articles. DT progress through stages of technology adoption and strategic change that impact activities. The characteristic of DT in SV is the ease of access, digital literacy, online services, innovation, relevant infrastructure, availability of information, data management, appropriate tools in a platform, and mature use of relevant modern technology. The stages of DT discuss the preparation, implementation, and monitoring stages of concepts and digital platforms. The impact of DT is oriented toward the benefits received through activities and performance in the Village.

The functional characteristics of international broadcasting are determined by the goals and tasks for which it was created. The specificity of international broadcasting activity forms the following tasks: creation and promotion of a positive image of the state in the international arena; protection of a country’s own political and cultural interests; promotion of tourism (in peacetime); fight against negative information influence that affects the perception of events in the country, both by the domestic and international audience; communication of the diaspora with the homeland, learning the language and traditions; promotion of national values norms and guidelines, etc. Based on these tasks, it is appropriate to distinguish five main functions of international broadcasting: protection of national interests, propaganda, counter-propaganda, education and pedagogy, and communication functions. Basis on data on the activity of the State Enterprise “International Broadcasting Multimedia Platform of Ukraine”, the main functions of international broadcasting are highlighted. The results obtained during the research expand and supplement the already known facts about the specifics of the functioning of international broadcasting corporations. This study analysed the content of the UATV English State International Broadcasting channel in terms of delivering information about the events in Ukraine, protecting its national interests, countering hostile propaganda, and spreading pro-Ukrainian messages among international audiences. The purpose of this study is to explore, systematise and generalise the basic functions of UATV English Channel in order to improve and evaluate the effectiveness of the “International Broadcasting Multimedia Platform of Ukraine” during the challenging times of information aggression combined with the conventional warfare. Emphasis was placed on researching the peculiarities and effectiveness of the UATV English Channel with the aim of protecting national interests, countering hostile propaganda and spreading pro-Ukrainian messages in the international media space. The article presents statistics on audience reach and viewship of UATV English content on YouTube and Facebook platforms. As well as monitoring the effectiveness of different approaches to content and SEO-optimization of the materials. In addition, a content analysis of UATV English content on these platforms was conducted. All the video materials have been processed, and their classification according to four functional areas of content was presented. The analysed content was published over a period of six months, starting from February 24 (the date of the start of the full-scale Russian invasion of Ukraine) to August 24, 2022 (The Independence Day of Ukraine). On average, the UATV English-speaking channel receives 8-12 million views per month on YouTube from all materials produced by the media (except YouTube Shorts and Publications). The audience growth compared to the pre-war period amounted to 3,670% in February and added 367% in March 2022, when the total audience reached almost 60 million. The growth of the audience reach indicator on the UATV English-language Facebook page from February 24, 2022, reached 9,200% and amounted to 14.3 million users. Analysis of the content for the first 6 months of the war showed that the content of the Ukrainian broadcasting was rearranged/redesigned in accordance with the realities of wartime, with several strategic changes in the approach to the content. According to the classification of four functional directions of the content defined earlier, the dominant content is the one related to the protection and promotion of national interests (36.3%), followed by information about the course of the war and events in the country (32.5%), opinion and worldview-based content (22.4%), and counter-information to Russian propaganda (8.8%). The UATV English-speaking channel performs its functions as an international broadcasting service: spreading pro-Ukrainian narratives in the world and delivering truthful information about the war in Ukraine. UATV English content effectively counters Russian war propaganda.

Evaluating LCA product families in an approach to determine baseline emissions within aerospace manufacturing.

This paper investigates a Life Cycle Assessment (LCA) based methodology to determine baseline emissions for an aerospace manufacturer. Aerospace manufacturing entails high complexity and low throughput of a vast array of components. Rather than establishing the environmental footprint through waste, electric, and gas data alone; an LCA cradle-to-gate approach extends to a product's raw material acquisition and shipment to provide a comprehensive set of environmental performance indicators. The approach combines several products that follow a similar manufacturing process and can be denoted as a product family. This paper discusses the ability that LCA product families must develop baseline emissions for products validated with a case study of an aerospace component. The methodology can be extended to other product families manufactured within the facility which when combined will accumulate to a site-wide environmental footprint. The paper further evaluates how this methodology can identify environmental hotspots at a process and product level. The aerospace component case study incorporates several manual and automated stages. This work aims to demonstrate the ease of determining baseline emissions using an LCA product family and enable aerospace manufacturing companies to adopt a similar approach to establishing environmental hotspots. This can drive strategic internal change for sustainable manufacturing aligning with company environmental, social, and financial frameworks.

Training and Development a Key Strategic Driver to Change and Transformation. An Evaluation of The Effectiveness of the Training Program of the New Curriculum Amidst COVID-19 Milieu in Bulawayo, Zimbabwe

The aim of this study is to evaluate the effectiveness of the training program of the new curriculum teaching trajectory through the teachers’ ecological lenses amidst COVID-19 setting. The study population sample (N=100) of teachers who are the recipients of the training program and expected implementers. Data were collected through the administered questionnaire distributed to the population sample on a 5 point Likert scale. The study will make use of a quantitative research design descriptive statistics. The study revealed that the training methods was effective, language usage, time frame, sitting arrangement, equipment and materials, though lack of training fees lack of incentives and food did not hamper the training program. The study concluded that the training and development as a key driver of strategic change management in the new educational curriculum was effective and proper training skills and methods enhanced the process teachers’ performance will ultimately impact to students’ academic achievements. The study therefore recommends that educational authorities continue to seek professional facilitators and provide further training on the new curriculum program, seek funding for the trainees, and motivate the trainees by choosing venues with proper equipment and ergonomics. Also the study recommends among others that trainers should be equipped with adequate knowledge of various online teaching platforms so that the training could be done virtually since the COVID-19 setting has become a common phenomenon. Another recommendation is that there should be a continuous assessment training program that can be divided into parts and more days set aside for the training duration since it is comprehensive, teachers, parents and learners as strategic partners should be afforded opportunity to suggest how the training program structure should be.

The Radiation Oncology (RO) clinical department is a significant healthcare facility in university hospitals dedicated to treating cancer patients using radiation. Radiation oncology has undergone significant workflow changes, patient appointments, patient scheduling, treatment flow, medical care, and many more to continuously treat cancer patients safely in healthcare facilities during the pandemic crisis. The present study examined the decision-making, change initiatives, implementation process, and post-transition review of these changes in the department of a major university hospital. In contrast to the usual change initiatives, the executive level made all the crucial decisions with the support of a network of teams and then passed them on to the lower-level employees for quick implementation in the crisis. formulated quickly implemented the formulated decisions, sending the essential communications through various electronic methods. The department performed well in this change initiative/ process, allowing patients to continue radiation treatments by taking the necessary steps to tackle the crisis effectively. The department revenue was reduced over the period, and no employee lost their job due to the effective involvement of the management from the beginning of the crisis. Many employees were allowed to work from home, implemented telehealth programs for patient consultations, and provided patients with specific appointment times for radiation treatments. These steps considerably reduced department traffic to control viral spread issues successfully.

Design and fabrication of a polydimethylsiloxane device for evaluating the effect of pillar geometry and configuration in the flow separation using deterministic lateral displacement.

The advancement of microfluidics and the manufacturing of microdevices has led to a strategic change in the biomedical industry. The flow through narrow channels and the pillars are placed strategically, leading to the phenomenon of particle separation through deterministic lateral displacement (DLD). In such a phenomenon, the shape, size, location and orientation of the obstacles play an important role. For the first time, particle separation is achieved with DLD modules having high row shift angles of 25°, 30° and 35°, reducing the number of pillars. The significance of circular and triangular micropillars executing deterministic lateral displacement, oriented at different angles, has been investigated, and it is found that the triangular pillars oriented at 75° resulted in better separation compared to the other configurations. In this report, the fabrication, location, orientation of the micropillars and the selection of appropriate process parameters are detailed. The structures are fabricated on silicon wafers using the standard photolithography process followed by the deep reactive ion etching process. These dies are further used to fabricate the polydimethylsiloxane-based microfluidic chips. These fabricated devices are characterised by their size, structure and quality using 3D microscopy and scanning electron microscopy. Further, blood plasma separation is carried out using the devices fabricated in this work, and the particles at the inlet and outlets are evaluated using microscopy and a novel image processing technique, replacing the use of a hemocytometer. The path traced by the particles at different flow conditions is numerically evaluated and validated with experiments. The novel device is capable of separating blood cells from plasma with a recovery factor varying from 44% to 100%. PDMS-PDMS bonding experiments using oxygen and argon plasma have been carried out to evaluate the maximum bond strength and flow velocity in the devices. It is observed that the oxygen plasma results in a bond strength of 0.404 N mm-1, thus a high throughput of 135.34 μL s-1 is achieved using the fabricated device.

Purpose - The purpose of this paper is to determine whether variables - managerial support for innovative ideas, work autonomy, rewards/reinforcements, time availability, organizational barriers, and specific parameters of organizational climate, have an impact on the organizational performance of employees in the service sector of the Republic of Serbia. Additionally, the study will investigate whether there are differences in the perceptions of employees depending on their positions within the organization. Methodology - The sample consists of 105 participants. The study applied reliability analysis, correlation analysis, multiple regression analysis, and the T-test for two independent samples. Findings - Results indicate that managerial support, work autonomy, time availability, organizational barriers, and specific parameters of organizational climate positively influence the organizational performance of employees in companies that have undergone an organizational change process, while rewards/reinforcements do not have an impact. Implications - Meetings should be held to outline how innovations will be assessed, given the significant impact of management support on organizational performance. To enhance employee performance, it is advisable to align the reward system with innovative behavior by offering additional rewards for successfully implemented innovations. Moreover, establishing an ― innovation budget‖ can provide employees with the necessary resources, thereby nurturing a culture of innovation within the organization.

ABSTRACT This teaching case describes the organizational change process of the Federal University of Rio de Janeiro Science Park (PTEC-UFRJ), an organization that plays a leading role in the innovation ecosystem of both the university and its surrounding state. The change process began in 2019, rooted on the leadership’s view that the Park’s economic sustainability depends on strategic redirection and transformation of employees’ attitudes and behavior, along with the redesign of PTEC-UFRJ’s internal processes. However, PTEC-UFRJ has the peculiarity of having its leadership appointed by the University Dean’s Office. In this context, management initiatives directed to supporting the change process are fundamental to secure its achievements and ensure its continuity. The case describes the decisions and actions took by PTEC-UFRJ’s executive director in order to guide the strategic change in the Park and the challenges faced. In view of the results and objectives already achieved, the most important point is to discuss PTEC-UFRJ’s future perspectives, the role of leadership and organizational policies, and practices that guarantee the sustainability of the organizational change

Еvaluation of the development strategy of the hotel and restaurant industry of Ukraine

In modern conditions, the development of the domestic hotel and restaurant industry is accompanied by significant problems caused by the COVID-19 pandemic and the full-scale war with the Russian Federation, which necessitates the search for promising directions of development and the development of plans for its recovery in the post-war period. The subject of research in the article is the development strategy of the hotel and restaurant industry of Ukraine. The purpose of the article is assessment of the strategy for the development of the hotel and restaurant industry of Ukraine and its infrastructure on this basis of the approach to the implementation of the strategy for the development of galusia in the minds of military renewal. Research methods: dialectical method, fundamental scientific methods: analysis, synthesis, taxonomic analysis, systematization, formalization (for analysis of the research object), abstract-logical method (for formulating concepts), graphical and tabular methods (for analysis of the results of the investigation). The following results were obtained: A model of taxonomic analysis of the development strategy of the hotel and restaurant industry is proposed. The taxonomic coefficients of the development strategy of the hotel and restaurant industry of Ukraine have been determined. Cyclicality in the development of the hotel and restaurant industry of Ukraine has been recorded. Especially negative changes in the industry were recorded in 2022 as a result of a full-scale. Conclusions: the conducted research made it possible to propose strategic directions for the development of the hotel and restaurant industry of Ukraine in the post-war period. The above-mentioned measures will make it possible to implement the necessary strategic changes in the hotel and restaurant industry, will contribute to the reconstruction of the national economy and the generation of additional financial flows, which will make it possible to strengthen the impact of industry restoration projects on the socio-economic development of the state.

How to promote sustainability? The challenge of strategic spatial planning in the Vietnamese Mekong Delta

ABSTRACT Tropical river deltas such as the Amazon, the Ganges-Brahmaputra-Meghna, and the Mekong are facing increasing pressures from climate change, upstream infrastructure building, and rapid economic development. Many deltas are shrinking and sinking, risking national and global food security. To promote the sustainability of the Vietnamese Mekong Delta, the Vietnamese government has developed a strategic spatial plan that introduces legal and institutional innovations designed to recalibrate central-local relationships and to increase policy effectiveness. We analyse these strategic changes by drawing on three sets of literature: strategic spatial planning, environmental states, and sustainability transitions in multi-level governance systems. We conducted interviews with provincial government officials in the delta to provide fresh insights into the real-time changes that local officials are facing. Our findings suggest that the state remains crucially important to facilitate transitions towards sustainability. By analysing the ongoing restructuring of state-wide governance regimes and resource relationships across a multi-level playing field, we view the state as a dynamic multi-level system where the dispersal of power is constantly in motion. Such a view allows us to observe in real time how states cope with sustainability crises. Applying this to the Vietnamese Mekong Delta enables us to locate the delta within a changing state-wide multi-level governance structure for strategic spatial planning in which the Vietnamese government enacts policy innovations to build local capacity while binding provinces closer to the centre. This recalibration of central-local relationships needs to be underpinned by investment in staff, the mobilisation of financial resources, and detailed guidance for implementation in order to stabilise the vertical and horizontal governance structures that are developing to transition vulnerable landscapes into a sustainable future.

Japan’s Changing National Security Strategy: Analysis (2013 - 2023)

This study aims to explore the importance of understanding how states adapt their security strategies in response to regional challenges. Initially, in 2013, Japan identified North Korea and its nuclear program as the primary threat, however changing the security environment, Tokyo has shifted its national security strategy. The turning point in Tokyo security is due to the rise in China's power, the Russia-Ukraine war, and the continuous threat from the North Korean missile test. The Japanese people did not support the security initiative of Prime Minister Shinzo Abe. But now because of the security challenge in the region, the people are supporting the government. After World War, II Japan was a pacifist state that forbade military development and depended on the United States for protection against the enemy. But now because of the continuing threat from regional countries, it is focusing on modernizing its military power. Japan's government to defend its national security, is restoring its ties with the United States. To fend off China, Russia, and North Korea, Japan is seeking security alliances with other nations to avoid solely relying on the United States. Tokyo is increasing its military and proliferation of weapons because world politics is transforming from uni-polarity to multi-polarity. Balance of power theory is crucial in analyzing strategic changes and alliances in the context of a shifting security environment.

Navigating Homeland Security: A Strategic Evolution Analysis of the Department of Homeland Security (DHS)

This article examines the strategic evolution of the Department of Homeland Security (DHS), a multifaceted government entity comprising 22 agencies and federal departments established in 2002. Initially tasked with enhancing homeland security, the DHS has undergone significant strategic changes in response to operational reviews and evolving national security challenges. A pivotal moment occurred in 2005 when Secretary Chertoff introduced a six-point agenda, addressing identified challenges through the Strategy Change Cycle. The DHS's strategic planning process, guided by a ten-step approach, emphasizes internal evaluations encompassing strengths, weaknesses, opportunities, and threats. The article also highlights the DHS's internal restructuring, specifically within the Department of Information, aimed at enhancing organizational competencies. With a workforce exceeding 24,000 individuals, the DHS addresses diverse aspects, including TSA, national security, immigration, FEMA, customs, and border protection. The external environment is analyzed through economic, political, technological, social, and educational trends, shaping the DHS's mission of preventing terrorism, securing borders, and strengthening national preparedness. Key resources, including clients, taxpayers, and collaborative forces among 22 unified agencies, contribute to the DHS's integrated and adaptive approach to homeland security. This strategic examination underscores the department's commitment to proactive adjustments, collaboration, and a holistic approach in safeguarding the nation's security. This article uses an example of the March of Dimes, which was established by FDR in 1932, and how an agency has changed when it has exhausted all resources and must change their purpose.

The Influential Factors on Brand Equity: A Case Study on Bilibili

Despite China's booming market for online video platforms, the goal of this research study is to look into the variables that caused Bilibili, one of the country's leading social video platforms, to experience repeated losses. Despite the fact that the user bases and market earnings of online video companies have been increasing year after year, Bilibili has been losing money from 2020 to 2022. Already published studies have examined this issue from a range of perspectives, including commercial profit models and Bilibili's income and spending structure. These studies may no longer be able to fully explain Bilibili's current losses, given that the company's revenue structure has changed significantly. This article seeks to close this gap by utilizing brand equity and brand loyalty as a framework to study the aspects influencing Bilibili's losses. The study will examine changes in brand loyalty among Gen Z consumers using data from 2020 to 2023. According to the findings, the loss of a distinct brand image and an inconsistent brand strategy led to a decrease in brand loyalty. The conclusions of this study will not only help Bilibili make strategic changes but will also help to comprehend Generation Z's use and consumption patterns on social media platforms.

As one of the world's largest retailers, Walmart holds a crucial position in the retail industry. This article conducts an analysis of Walmart's operational performance to gain an in-depth understanding of its competitive position in the global retail market and identify potential growth opportunities and challenges. Focusing on industry analysis, company strategy, and comprehensive financial performance analysis of Walmart, the study employs SWOT analysis, value chain analysis, and Porter's Five Forces model to dissect Walmart's strategic and asset composition changes, shedding light on its profitability. While Walmart has consistently experienced revenue growth, it faces challenges in maintaining profitability. The debt-to-equity ratio displays a positive trend, indicating a balanced capital structure. However, the liquidity ratio has slightly decreased, warranting attention. The article recommends optimizing inventory management, strengthening digital marketing efforts, and prudently managing long-term debt to enhance Walmart's financial performance and competitive advantage. This article conducts a study of Walmart's operational performance within the retail industry, aiming to provide insights and support for investors and decision-makers in making strategic choices.

The Influence of Motivation and Work Commitment on Employee Performance at PT. PDAM South Kalimantan and Central Kalimantan Palangka Raya Area

Research in the field of human resource management, aims to improve employee performance at PT. PDAM Region of South Kalimantan and Central Kalimantan of Palangka Raya Area. The research theory used is organizational culture which will have an impact on organizational effectiveness with the influence of motivation and work discipline. The research method uses an explanatory approach with survey techniques, the number of samples in this study was 40 respondents, and was analyzed by SEM PLS. The results showed that the influence of significant positive motivation of 48.2% in improving performance. Motivation to work discipline is significantly positive at 62% and work discipline is significant positive at 43.5% to employee performance at PT. PDAM (Persero) for South Kalimantan and Central Kalimantan in the Palangka Raya area. The implications of research results can improve organizational culture for organizational effectiveness by increasing the elements/variables of motivation and performance discipline. Further research can examine the value of strategic cultural change to improve employee performance.

MANAGEMENT CONTROL OVER THE ACTIVITIES OF BUSINESS ENTITIES

The article presents the main aspects of organisation of management control. An a priori analysis of the accounting and analytical support of the process of managing the enterprise's activities has been carried out. The Order on the accounting policy of enterprise is analysed in detail and its main advantages and disadvantages are identified. The article considers the stage-by-stage and object-by-object formation of the accounting policy of enterprise. It emphasises the importance of correct formation of the accounting order and develops and presents main stages of the strategy of efficient functioning of an enterprise. The necessity of organization of management control as a key factor of profitability of enterprise has been proved. An assessment of the activities of a limited liability company for three years has been carried out. The methodical approaches to assessing the analysis of the enterprise's activity have been generalized: a methodology for calculating indicators has been presented and their analytical interpretation has been carried out. The system of indicators for diagnostics of enterprise activity is built on the basis of cause-and-effect relations of their analytical functions. Based on the reliable financial statements, the article evaluates the activities of PROMZIPAKTIV LLC for three years, revealing a long-term trend towards unprofitability and financial difficulties, especially in 2020. Negative profitability and declining equity indicate the need for strategic changes. Positive aspects have been identified, such as the growth of net service income, which is combined with the efficiency of asset use. Problems with liquidity, asset turnover and liquidity efficiency require urgent measures. It is recommended to optimize inventory management, increase liquidity ratios and accelerate the turnover of receivables. increase the financial stability and sustainable development of the enterprise. In the course of the study, it was found that periodic monitoring and adaptation of the strategy is a productive feature for the successful implementation of management control. Hypothetically, it is planned that the development strategy should ensure sustainable growth of a business entity. These steps are aimed at improving financial stability and management efficiency to ensure sustainable development in the face of financial difficulties. It is proved that management control, as a management tool, is indeed crucial for achieving strategic goals and ensuring the stability of an enterprise in a changing business environment.
