The purpose of this study is to interpret the social policy situation of the relevant hexagrams of the stages in social policy process from the standpoint of the social policy by using the framework which is sought through modifying and supplementing the existing framework and to identify its policy tasks. The policy tasks of the revevant hexagrams related to each stages in social policy process identified through this study can be summarized as follows. First, the policy task of hexagram in the social problem forming stage is to seek new approach or theoretical perspective on social problems Second, the policy task of hexagram in the social policy agenda forming stage is about which of the various social policy agenda forming factors should be prioritized and applied. Third, the policy task of the hexagrm in social policy decision-making stage is about what should be reflected as the core content when setting social policy goals. Fourth, the policy task of hexagram in social policy implementing stage is that communication between persons concerned social policy should be emphasized in order to achieve social policy goals. Fifth. The policy task of hexagram in the social policy evaluating stage is that among the various types of policy evaluation, performance evaluation or program evaluation should be given the highest priority. The policy tasks of of relevant hexagrams in the stages in social policy process through interpreting the social policy situation from the standpoint of social policy have been identified. If so, it can be said that The Book of Change is a human heritage that should be used in various ways in the field of social welfare and social policy.

Assessing SIKS-NG for Poverty Data Management in Social Welfare

The Specific background shows that although many E-Government applications have been implemented, the effectiveness of the next generation social welfare information system (SIKS-NG) in processing poverty data at the village level is still poorly understood. Knowledge gap raises questions about how SIKS-NG can be optimized to meet social welfare objectives. The aim of this study is to evaluate the performance of SIKS-NG as a poverty data processing application and identify the challenges faced in its implementation. Results of the study show that accuracy in determining program targets, lack of effective socialization, and inadequate monitoring are obstacles to the optimization of SIKS-NG. The novelty of this study lies in the descriptive qualitative approach that reveals the direct experiences of stakeholders in using the application. Implications of these findings suggest the need for improvements in program socialization and monitoring so that SIKS-NG can function optimally and provide maximum benefits to the community in managing poverty data and improving public services in the field of social welfare. Professionals’ Satisfaction with the Available Early Support Services, the Professional Role and the Support Provided to Children with Developmental Disabilities and Their Families

Aim: The objective of this research was to determine the satisfaction of professionals with early support services, professional role and support provided to families of children with developmental disabilities in Brod-Posavina and Istria counties. Subjects and Methods: The sample included 82 professionals from the fields of healthcare, social welfare, and early and preschool education, and a measuring instrument was designed for the purposes of this research. In the first part of the questionnaire, data on sociodemographic characteristics were collected, and in the second part, data on professionals’ satisfaction with early support services, satisfaction with their professional role and satisfaction with the support provided to families of children with disabilities. Results: The results show that most professionals are satisfied with the advisory support services of pediatricians from the health center, the inclusion of children with developmental disabilities in kindergarten and the advisory support of kindergarten teachers. A very small number of professionals express their satisfaction with telephone counseling, the service of a social pedagogue in Centre for Social Welfare, and an assistant in a kindergarten. It was identified that only self-assessment of knowledge about children with developmental disabilities is a significant positive predictor of satisfaction with the professional role (ß = 0.37, p < 0.01). Conclusion: It was also shown that professionals who have more knowledge are more satisfied with their professional role and the support they provide. Findings of this research suggested that quality education and knowledge can be key to achieving a high level of satisfaction with the professional role and the support provided.

PSYCHOLOGICAL SKILL ASSISTANCE FOR MARRIED COUPLES WHO ARE ALUMNI OF PRE-MARITAL COURSES AT BP4 - PARIAMAN CITY

This paper aims to see how far BP4 Pariaman City has a role in strengthening human psycho-social in the field of social welfare; services for alumni of post-marriage couples need to be followed up with a balanced program. The lack of psycho-social understanding of pre-marital post-marriage course graduates will have great potential to add to the long line of early marriage ages in Pariaman City. The fundamental problem that is most troubling is their ignorance of the responsibilities, rights and obligations of husband and wife in the household. To overcome this solution, the service team identified the problem of spaciousness. It mapped the problem to be treated (treatment) for the subject of service through two stages: family psychology guidance and Islamic family counseling. The first stage is pre-activity in the form of a Focus Discussion Group (FGD) presenting lecturers as participants to provide input for the mentoring action plan to be carried out. The second stage is action activities, including psychological skill assistance in family psychology and group counseling. This activity has generally received appreciation from stakeholders (BP4 Pariaman City management, pre-marital course alumni) because this program has offered various alternatives for their self-development in elaborating their knowledge to be applied in household life. The results of the reflection and evaluation of the program offered by the service conclude that they understand that a sakinah mawaddah wa rahmah household life is not achieved by material wealth but by the ability to accept oneself and have a correct understanding of an Islamic household. They understand that household problems cannot be measured only by logic. However, it includes religious and spiritual matters the human mind cannot reach. Therefore, they understand that household responsibilities are worldly matters and matters of the afterlife, which are related to God.

On emperors, monsters and social workers human rights based narratives for post-covid times

ABSTRACT The outbreak of COVID-19 has affected—and continues to affect—social work both in its professional dimension and as an academic discipline in its teaching and research variants. Numerous studies, coincide in highlighting the ‘state of shock’ in which the pandemic has left the field of social welfare and especially everything relating to social services. This has resulted in undermining the self-esteem of many social work practitioners, many of whom were overwhelmed in their daily work and felt incapable of understanding the reality around them, burnt out and frustrated, This situation led to the reactivation of a debate on the need to develop a new narrative identity for social work based on dignified responses. This article is therefore about narratives. More specifically, it is about knowing to what extent it is possible to create a new and narrative identity for social work. The lessons provided by two children’s stories: Hans Christian Andersen’s The Emperor’s New Clothes and Julia Donaldson’s The Gruffalo help to illustrate how narratives can change fundamentally held views. but also can be a powerful instrument for introducing human rights values and topics in social work teaching.

Ideologi Muhammadiyah

This article discusses the ideology of Muhammadiyah, the largest Islamic organization in Indonesia which was founded by KH. Ahmad Dahlan in 1912. Muhammadiyah ideology focuses on purifying Islamic teachings, with the aim of returning religious practices to the Koran and Sunnah of the Prophet. Throughout its journey, Muhammadiyah has also adopted a modern and progressive approach in the fields of education, health and social welfare. This article explores the basic principles of Muhammadiyah ideology, including the concepts of purification (tajdid) and renewal (islah), as well as their implementation in various social programs and activities. Apart from that, the challenges and adaptations of this ideology in facing social, political and cultural dynamics in Indonesia are also discussed. Through this analysis, this article aims to provide a comprehensive understanding of the contribution and relevance of Muhammadiyah ideology in the context of modern society.

Beyond Borders: A Qualitative Analysis of Migrant Health and Sociodemographics

Migration and health are integral aspects of human nature that are high on global policy agendas. In this context, it is crucial to delve deeper into the study of migration as it relates to physical health in order to explore some dimensions in greater depth. The objectives of this study are as follows 1) To explore the perceptions of migrants, participants in the study, about their health. Focusing on aspects related to physical health, disabilities and access to health care services; 2) To identify and describe the distinctive features that characterise the migrant population participating in the study. This analysis is carried out using a qualitative methodology based on the Grounded Theory approach. We employ tools such as individual records and group interviews to collect data. The primary findings of this study reveal the presence of pathologies and disabilities, alongside deficiencies in accessing healthcare services. Additionally, the key characteristics of migrants in Spain are highlighted. In conclusion, this study underlines the importance of maintaining the study of physical health in the context of migration from different disciplines as a way of underpinning social interventions aimed at improving the situation of migrants in the field of social and health welfare.

사회복지사업법 시행규칙 개정 이후 사회복지 현장실습 운영현황과 개선방안

The social welfare field practicum is a fundamental part of the social welfare discipline, representing its identity as an applied social science. In August 2019, the Enforcement Rule of Social Welfare Services Act was revised to address the issues of over-issuing social worker certificates and to strengthen field practicum requirements in order to promote professionalism. As a result of this revision, significant changes have been made to the field practicum since 2020. The purpose of this study is to identify the experiences of each practicum subject, including universities, educational institutions, students, and placement agencies, in field practicum after the revision. Additionally, this study aims to propose ways to improve social welfare education in Korea. The survey was conducted from July to August 2021 and included 95 universities and educational institutions, 318 students, and 2,051 placement agencies. The analysis results indicate that there are differences in the management of field practicum instructors, seminars, and orientation, as well as in the payment of practicum fees and institutional support, depending on the type of educational institution. Overall, students evaluated their practicum experience positively, but also reported unsatisfactory and unfair experiences. The study revealed varying perspectives on the revision of the Enforcement Rules depending on the type of educational institution. Based on these findings, the study proposes the initiation of a social welfare field practicum certification system for social welfare educational institutions. It also suggests the establishment of a consultative board that includes all educational institutions and stakeholders. Additionally, the study recommends improving the management of practicum fees, highlighting the need for standardized education plans and teaching for field practicum, and preparing fundamental ways to improve the field practicum system.

노인맞춤돌봄서비스 현장에서 ICT 활용과 사회복지 종사자의 전문가 윤리 기반 실천경험 연구

The use of science and technology and ethical considerations have recently been applied to the field of social welfare, and professional ethics for social welfare workers is emerging as a major task. In order to actively reflect these changes of the times, the ‘Korean Code of Ethics for Social Workers’ was revised in 2023 to strengthen the scientific and technological ethical standards of social workers. This study explored the meaning and limitations of social worker professional ethics for dedicated social workers who provide ICT services, focusing on customized care services for the elderly. In addition, directions for the use of science and technology and the professional development of social workers were proposed. To conduct this research In-depth interviews were conducted with five social workers working in customized care services for the elderly and analyzed using a qualitative case study method. As a result of the study, it was analyzed that 1) “Recognition of the need for training related to the use of ICT care devices and insufficient ethics education system”, 2) “Ethical issues that prevent workers from developing expertise and expanding services related to the use of ICT”, 3) “Ethical issues due to the structure of ICT safety support services that require sacrifices of workers”, 4) “Ethical issues due to personal information protection infringement and absence of alternative services that occur when responding to safety support”, 5) “Providing ICT devices with low technological acceptability to clients It was analyzed as an “ethical problem that arises from its use.”Based on the results of this study, policy and practical approaches and alternatives were presented to improve social welfare expertise related to the use of science and technology.

캡스톤 디자인을 적용한 역량중심 사회복지현장 실습세미나의 효과성 연구

The purpose of this study is to construct a social welfare field training curriculum applying the capstone design and verify its effectiveness. In order to examine the effectiveness of the social welfare field training curriculum applying the capstone design, this study conducted a survey before and after the social welfare field training, through which changes in the core competencies of a total of 61 prospective social workers were confirmed. When confirming the effectiveness of the social welfare field training curriculum applying the capstone design, the main results are as follows. First of all, the seven core competencies of prospective social workers were improved overall. Among the seven core competencies of prospective social workers, the score of ‘Core Competency 3: Combination of Research and practice’ improved the most. Based on these results, this study suggested the need for an cooperation system between educational institutions and practice institutions to improve the core competencies of prospective social workers.

CHILD PROTECTION FROM THE PERSPECTIVE OF ISLAMIC LAW AND THE CONVENTION ON THE RIGHTS OF CHILDREN IN MEDAN CITY

<p align="justify">In particular, handling children's problems is included in the social rehabilitation sector which is under the Social Rehabilitation Section for Children and the Elderly Outside of Homes and/or Institutions, although it is also related to other sections within the Medan City Social Service. The importance of this study is to carry out integration between the concept of human rights in the global context and human rights in Islam. It still needs to be reduced to an integrated child protection concept, so that it can be implemented in the form of policies in the local context, especially in the field of social welfare. To derive these two concepts, a systems approach is needed that can explain the position and role of the CRC and Islamic law in child protection and the role of the Medan City Government, especially within the Medan City Social Service, in implementing existing policies. This research uses a qualitative approach to describe and analyze how Islamic law and the Convention on the Rights of the Child (CRC) view child protection from their respective perspectives and will then be analyzed as a whole. The role of the Medan City Social Service relating to the field of child protection is carried out through the duties of the Social Rehabilitation Sector, in point (g) that "Guidance, development and control of social service efforts in the field of social rehabilitation services for street children, abandoned children, delinquent children and service provision for neglected elderly people and social rehabilitation of delinquent children.</p>

The purpose of this study is to indentify the postures of the social policy decision-makerwhich require in solving the most difficult social problems such as four hexagrams of hardshipin the Books of Change. For the purpose, this study has used the study framework with theaspects such as the situation of social policy, the behavior of social policy decision-maker andthe prospect of social policy which was explored through revising and supplementing theexisting study framework. The posttures of the desirable social policy decision-maker indentifiedin this study are such as followings. First, the social policy decision-maker must sufficientlyunderstand the situation of social policy. Second, the social policy decision-maker mustpositively use allied experts in order to solve the situation of social policy. Third, the socialpolicy decision-maker must make sure that the inplementing social policy will be succeeded. The Book of Change contains the useful contents about the desirable statures of social policydecision-maker related with solving the situation of social policy. Therefore the Book of Changemust be the human heritage to be newly highlighted and actively utilized in the fields of socialwelfare or social policy.

On indicative societal cost-benefit analysis in health care and social welfare: first experiences. A personalised integrated care approach

Introduction: The implementation of many programs that focus on an integrated approach of health and social issues, proves to be difficult. Among many obstacles, more than once the financing of the program is a stumbling block. The hesitation to invest is prompted by the uncertainties of the benefits these programs aim at. The intended results are not always easy to monetize. Moreover, the benefits may distribute among other stakeholders than those who bore the costs of the program, the so-called ‘wrong pocket problem’. To overcome the hesitation to invest, a social cost-benefit analysis (SCBA) offers a remedy.
 Indicative Societal Cost-Benefit Analysis (iSCBA): A SCBA is based on a broad concept of prosperity. In this concept, ‘soft’ values such as health and culture are also included as beneficial contributions to the well-being of both individuals and society. This type of analysis assesses the impact of an investment on society by estimating all relevant costs and revenues, both financial and non-financial, and their (re)distributions amongst stakeholders. Public research agencies in the Netherlands underline the contribution of SCBA’s to policymaking in the field of public health and social welfare. So far, many SCBA’s on health and social welfare issues are drafted from a macro perspective with barely any focus on the individual civilian and corresponding context. To overcome this objection, this research advocates an indicative SCBA (iSCBA), i.e., a SCBA through a context-sensitive lens of a local health care and welfare organization or network. In this approach, the consecutive research steps are explored in a bottom-up direction, starting with an innovation in a local organization and network and subsequently investigating all possible social cost-benefit effects, including spill-over effects outside the organization. 
 Approach: In terms of research design, a series of case studies were conducted with the cooperation of alumni of the Master Integrated Care Design of the University of Applied Sciences Utrecht. At the time these alumni were interviewed, they were involved in implementing a health care or welfare innovation. For the purpose of this innovation, these alumni had prepared an iSCBA. During the interviews, alumni were asked how their iSCBA were assessed by decision-making colleagues and whether the assumptions, as substantiated in their iSCBA, materialized. 
 Results: The case studies affirm that complementing the innovation proposal with an iSCBA was a convincing step in the assessments by decision makers. Moreover, several cases show how an iSCBA offered welcome arguments in the deliberations with both internal stakeholders such as board of directors, as well as external stakeholders such as health insurance companies. Several cases report that the presumed cause-effect relations and working mechanisms in the iSCBA were recognized as plausible and feasible by the stakeholders involved. Whether the presumptions practically materialized was difficult to verify. Although interviewees in all case studies were able to identify and demonstrate beneficial effects thanks to the innovation, it proved to be difficult to statistically estimate the impact of these effects due to the interfering effects of parallel developments, both inside and outside the organization and network. 

Peranan Karang Taruna Desa Pasar III Natal Dalam Pembentukan Akhlak Pemuda di Desa Pasar III Natal Kecamatan Natal Kabupaten Mandailing Natal

<p>This study aims to determine how the role of Karang Taruna in forming good morals towards teenager, especially teenager in Desa Pasar III Natal, Kecamatan Natal, Kabupaten Mandailing Natal. The object of this research is the teenager who participate in the Karang Taruna organization in Desa Pasar III Natal, Kecamatan Natal, Kabupaten Mandailing Natal. The author collects data with qualitative methods through interview and observation techniques that are carried out directly in Desa Pasar III Natal, Kecamatan Natal, Kabupaten Mandailing Natal. The sources in interviews related to this research were: Village Heads, Community Leaders, Head of Teenager Organizations, and Teenager Organizations. All of the informants were asked about how the development of the teenager movement Karang Taruna gave positive values or otherwise. The finding suggests that the teenager of Karang Taruna in Desa Pasar III Natal, Kecamatan Natal, Kabupaten Mandailing Natal were declared to have a positive influence in shaping their character or morals for the better. Karang Taruna provides opportunities for teenager in the formation of good morals through several fields such as the field of religion, the field of social welfare, as well as the field of ownership and responsibility. So overall, the teenager teenager organizations in Desa Pasar III Natal, Kecamatan Natal, Kabupaten Mandailing Natal, have implemented positive activities that can become a forum for teenager moral formation.</p><p><strong>Keywords</strong><strong>: </strong>Morals, Teenager, Karang Taruna.</p>

Inequality in the Human Rights of Mothers and Children in Law Number 23 of 2002 concerning Child Protection Violates the Fifth Principle of Pancasila

Pancasila as a value that is aspired to and used as the ideology of the nation and state and becomes the basis of laws and regulations in Indonesia. One of the development sectors guaranteed by Pancasila is development in the field of social welfare. The fifth precept of Pancasila contains the right of every citizen to have freedom of property rights, social security rights, the right to get a job and health protection. However, there are still inequalities in the right to health and education rights received by children. Child and maternal deaths and many children who drop out of school and some rural school children have not enjoyed the facilities and infrastructure of the government. The research method used is the normative juridical method. The research approach uses the statutory approach method (statute approach), concept approach (conceptual approach) and case approach (case approach). The realization of human rights in accordance with the fifth principle of Pancasila is maintaining a balance between rights and obligations, respecting the rights of other people, respecting the rights of other people including the right to education and the right to health of children. The implementation of SJJN and the APBN budget for education is an embodiment of the Pancasila values from the fifth principle so that children no longer experience inequality in their health and education rights. Legal protection for mothers and children for unequal rights based on Law Number 23 of 2002 concerning Child Protection, which includes unequal health rights and educational rights received by children and mothers. In overcoming inequality of rights, the government should optimize the implementation of UUPA regulations regarding maternal child health and the right to education.

Implementasi Program Keluarga Harapan (PKH) Dalam Meningkatkan Kesejahteraan Masyarakat Dalam Perspektif Ekonomi Syariah

The Family Hope Program (PKH) is a social protection program that provides non-cash assistance to poor families designated as Beneficiary Families (KPM). PKH is a program based on poor families, so the main targets are economically disadvantaged families. PKH is an effort directed towards the formation and human resources focus on aspects of education, health, and social welfare. This research is entitled "Implementation of the Family Hope Program (PKH) in Improving Community welfare in the Islamic Economic Initiative". The purpose of this study is to find out what the Family Hope Program (PKH) is in providing social welfare to the community, find out how the implementation of the Family Hope Program (PKH) in providing social protection to the community, and find out what are the driving factors and inhibiting factors in implementing the Family Hope Program (PKH). This research uses a qualitative method with a descriptive approach and in sampling researcher used sample selection techniques with the provision of characteristics and characteristics of objects in the study, as for data collection techniques, namely through observation, interviews, and documentation. The results showed that the social protection provided by PKH to the community was in the fields of education, health, and social welfare. The implementation of PKH in Mendalo Indah Village goes through several stages, the first starting from the initial meeting stage, the second stage of entering data into the Management information system, the third stage of payment, and the last stage of commitment verification. The driving and inhibiting factors of PKH carried out in Mendalo Indah Village are that although it has not been fully implemented perfectly, the community admits that this program has helped and provided relief to the community.

A Case Study on Community Treatment Center for Response to COVID-19 in Korea: Focusing on Surge Capacity 4S Component Analysis and Social Well-Being Perspective

ABSTRACT In March, 2020, during the COVID-19 pandemic in Korea, the first Community Treatment Center (CTC), which is a motel-type Alternate Care Site (ACS) for mild and asymptomatic patients, was opened. This is a case study of the first Community treatment center prepared to respond to COVID-19. One of the researchers worked as a medical doctor in one of the CTCs operated by the Korean government. The CTC’s eight medical staff members were interviewed in-depth one-on-one. Then the data obtained from observation, collection, and interview were triangulated. In this study, it was identified based on the 4S factor that evaluates the surge capacity to meet the medical needs of CTC. And how the CTC was operated from a medical and social welfare perspective and what problems appeared to patients during the operation were analyzed. Three dormitories of a national training center were used as the CTC. Each patient used a room equipped with a toilet, a shower, and a washbasin. Medical staff and government officials with various backgrounds were dispatched. Telemedicine was also used to prevent the spread of infection. The CTC made a significant contribution to both medical and social welfare fields. It provided patients psychological stability in a comfortable environment. But some patients had psychological problems and difficulties involving work and family care. Various efforts in conjunction with participation from social workers are required to reduce these problems.

The factors influencing university students’ participation in social welfare activities

Social public welfare practice is an important way to realize the goal of practical education in colleges and universities. Through a survey of 439 university students in Beijing, the results in this study showed that university students’ intention to participate in social public welfare practice was influenced by perceived value, behavioral attitude, and perceived behavioral control, and was not affected by subjective norms. Behavioral attitude and perceived behavioral control played a mediating role between perceived value and intention to participate. These findings extend the research perspective to the field of social welfare and have the potential to promote the development of social welfare practice activities for university students.
