Estimation of Transport and Logistics Infrastructure Impact of Regions in the Republic of Belarus on its Socio-Economic Indicators

Abstract. The paper substantiates the need to study a transport and logistics infrastructure of the regions in the context of its impact on socio-economic indicators for development of the Republic of Belarus. The importance of this study is confirmed by goals and objectives for development of the transport and logistics systems of the Republic of Belarus as outlined in the National Strategy for Sustainable Social and Economic Development of the Republic of Belarus for the period until 2030 and Republican Program for development of logistics systems and transit potential of the Republic of Belarus for the period of 2016-2020. The influence of nine indicators for development of the transport and logistics infrastructure in the regions of the country on six key socio-economic indicators such as gross domestic product, investment in fixed assets, revenues of consolidated budgets, average wage level, number of gainfully employed persons, number of registered unemployed persons has been investigated in the paper. A multiple regression analysis has been used to assess a relationship between dependent and independent variables, that is a step selection method. All the calculations have been carried out while using the IBM SPSS Statistics 20. Indicators of correlation between dependent and independent variables have been calculated and relationships between the variables have been determined in the paper. Validity of the obtained results has been checked with the help of the Student's test. The calculations have made it possible to identify key indicators for a transport and logistics infrastructure in six regions of the country which have the greatest impact on the social and economic development of the Republic of Belarus and can be used to analyze an investment attractiveness of the regions.

Regional Economic Sustainability: Universities’ Role in Their Territories

The sustainability of territories (e.g., regions and countries) is currently an issue that should be considered when implementing organizational strategies. The globalization, industrialization, and population growth trends observed in recent decades have forced experts to adopt a sustainable approach capable of guaranteeing that a population’s present needs can be met without compromising future generations’ well-being. Among the essential pillars of successful sustainability strategies, social development stands out as quite important, so the present study focused on it. Social development strategies include ensuring a satisfactory level of education while simultaneously fostering an adequate quality of life and long-term sustainability. Thus, this study’s objective was to gain a clearer understanding of universities’ role as promoters of education and generators of populations that become more deeply rooted in their territory of origin. One public university, the University of Extremadura in Spain, was found to play a unique, specific role in its region, as this institution has quite unique characteristics that differentiate it from other nearby universities. This study measured the regional population’s preferences by assessing an interest group’s levels of satisfaction and by observing the influence of quality and innovation on this group’s perceptions of the public university’s operations. A questionnaire was prepared and distributed electronically to all University of Extremadura students. The final sample consisted of data from 362 questionnaires, which were analyzed using structural equation modeling. The results indicated that the students’ perceptions of this institution’s innovation and quality are determinants of their satisfaction levels. In addition, this university is considered to be a reason to remain in the region, promoting residents’ sense of belonging and helping consolidate the region as a sustainable area.

Stimulating Innovation on Social Product Development: An Analysis of Social Behaviors in Online Innovation Communities

With firms’ increasing adoption of social product development strategies, such as mass collaboration and crowdsourcing, online users are actively participating in the development of new products and services via social media platforms. Online innovation communities (OICs), one representative of such social media platforms, have been used by large firms to collect ideas from their users and facilitate the product development process. While it is extensively studied that product ideas with high popularity on OICs are of great importance to the product development, research on what social behaviors of online users lead to the high popularity is largely unclear. This article conducts an empirical study by collecting a large-scale, quantitative dataset from an OIC between 2014 and 2018. With the analysis of users’ online idea posting and commenting behaviors, our results reveal that the idea contribution experience, together with comment diversity, positively influence the overall popularity of an individual's ideas, while the motivation of providing comments is negatively related. Moreover, user's innovation capability poses a positive effect on both overall and average popularity of ideas. These findings can help firms better incentivise their users on OICs to improve the effectiveness and efficiency of social product development.

MANAGEMENT OF NATURAL RESOURCE ASSETS IN CONDITIONS OF INCREASING GLOBAL THREATS AND RISKS

Introduction. At all levels of government, there was a need to transform the organizational structure of natural resource management on the basis of the introduction of a modern system of territorial natural entities with the change of relevant functions, mechanisms and powers in the direction of increasing the ecological and economic effect in various spheres of economic activity. Methods. The methodological solution of the problems is based on dialectical methods of cognition, which provide a comprehensive and objective nature of research. Methodical basis were the methods of forecasting (structural and functional modeling and concentration of information), systematic and technical and economic analysis. Results. The conceptual and categorical field of the theory of formation of the spatial system of management of natural resource assets at the expense of the author's interpretation of the concept: "principles of formation of an innovative model of management of natural resource assets" has been developed. The article summarizes the results of a systematic analysis of current trends in the spatial development of the national social and economic system. The principles of formation of innovative model of management of natural-resource assets, which serve as the basis to be guided by the society in assessing the meta-space of the national social and economic system due to the priority development of the communicative environment in the context of stimulating economic growth at a certain historical stage, forming a viable political and economic stage, are substantiated and the cultural environment, the exploitation of natural resources in order to rationalize the use of productive forces and ensuring effective national development. Discussion. The above proposals can be used in the development of projects for managing Ukraine's natural resources in the context of decentralization, strategies of economic and social development of the regions of Ukraine. STRATEGI PENCEGAHAN KEJAHATAN TERORISME DI INDONESIA MELALUI PEMBANGUNAN SOSIAL (CRIME PREVENTION SOCIAL DEVELOPMENT)

ABSTRACT Crime Prevention Social Development (CPSD) is a method that recognizes that social, economic, and cultural processes have a strong contribution to the incidence of crime and victims. The CPSD seeks to bridge the gap between criminal policies and programs that support social progress for individuals, families and the wider community. This study uses a juridical normative and juridical empirical approach. The type of data used is primary data and secondary data. Primary data obtained from interview and secondary data sourced from literature study. Studies show that the implementation of the Crime Prevention Social Development (CPSD) strategy includes Individual level strategies (focusing on individual issues that can put them in situations that put them at risk of being involved in crime), Family Oriented Strategies oriented families that provide parenting support and training to young parents, children strengthen family capacities, and create healthy family environments where children can be well cared for), Community Level Strategies (seeks to strengthen local communities capacity to prevent the occurrence crimes in the region including programs that provide social and cultural opportunities). The suggestion in this research is the Crime Prevention Social Development (CPSD) strategy in its system not only for local people but also to pay attention to foreign aspect because of the nature of the trans-national terrorism that becomes the point the start of the development of networks of other terrorist groups. Diaspora and development beyond the state: the case of Gawad Kalinga in the Philippines

ABSTRACTSince 2000, Gawad Kalinga (GK) has emerged as a prominent player in promoting diaspora-driven strategies for social and economic development in the Philippines. GK has its roots as the social ministry of a Catholic lay organization that started by providing housing and youth programmes for the urban poor, but in recent years, it has moved towards a more secular model of fostering social entrepreneurship. Nevertheless, a distinctly moral imperative still underpins GK’s work, both in soliciting donations and volunteerism, and in selecting and supporting its development beneficiaries. A significant portion of GK’s funds, and volunteer labour, comes from the Filipino diaspora. This paper raises questions concerning the model of social and economic development that GK represents. In particular, we examine the drawbacks of private charitable involvement in the execution of state responsibilities such as social housing and poverty alleviation; and we ask what forms of moral subjectivity are created and populated in this model of development and how does it select, socialize and discipline beneficiaries? More broadly, this paper argues that the GK case addresses some of the promises and pitfalls of diaspora-driven development visions.

Strategy of economic and social development of St. Petersburg until 2030 achievement

The paper focuses on the goals' achievements of the Strategy of economic and social development of St. Petersburg until 2030. Strategic directions of St. Petersburg development until 2030 (human capital development, improving urban environment, providing sustainable economic growth, ensuring effective governance and civil society development) are examined. The feasibility of economic and social development indicators, predicted in 2012 for 2020 and 2030, is verified on the basis of actual data for 2016. The indicators, predicted values of which are hard-to-reach and require revision, are revealed. Such indicators are: employed in economy, percent of people with higher education, workplaces with high labor productivity and foreign investment in economy of St. Petersburg. The paper examines the dynamics of the main indicators presented by the Committee for Economic Policy and Strategic Planning of St. Petersburg. The list of indicators is not exhaustive. The Strategy is based on the UN sustainable development goals and one of its scenarios has prospects for implementation.

Розробка концепції стратегії розвитку соціального туризму в Україні: європейський досвід та національні реалії

The article aims at formulating a concept for the social tourism development strategy in Ukraine, taking into account the European experience and national realities. The article proves that the main function of social tourism is to create and maintain appropriate conditions that allow people to participate in the tourism process, i.e. provide them with access to recreation and the effective recovery of physical, emotional and spiritual strength. The study presents a generalized structure of the social tourism system in Europe, enumerating the supply and demand factors together with their key elements. Based on foreign experience, the work identifies three main systems of social tourism services, such as: specialized accommodation; holiday checks; charitable donations. The article suggests a concept for social tourism development strategy in Ukraine, providing for a number of measures to form social tourism in Ukraine. To specify the measures needed, it is necessary to use the SWOT-analysis data and results. It has been found out that these measures comprise several groups, such as: organizational measures; measure related to participants’ work in social tourism; specific steps for social tourism promotion. The author comes to conclusion that social tourism can be considered the basis for domestic tourism development in a country, because a high development rate of domestic tourist flows will provide a new qualitative level of development for the national tourism industry, which, in turn, will contribute to placing the focus of tourism on tourists, both domestic and foreign ones.

ОСОБЛИВОСТІ ОЦІНКИ КОНКУРЕНТОСПРОМОЖНОСТІ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ УКРАЇНИ В УМОВАХ ГЛОБАЛІЗАЦІЇ

The article is devoted to substantiation of scientific and organizational approaches to the formation of the bases and elements of assessing the competitiveness of the national economy of Ukraine in the context of further globalization of economic processes. The object of study is the regulatory and methodological support for assessing the competitiveness of the national economy. The purpose of the work is the justification of modern mechanisms as effective means of regulating competitiveness in the formation of a long-term economic and social development strategy. The research method is a theoretical and logical justification of competitive processes at the macro level. The processes of the active introduction of Ukraine into world economic relations put forward the most important task - ensuring a long-term competitive position in international markets. The article summarizes the experience in the context of the role and place of the legislative base and effective factors in the system of assessing the competitiveness of national economies of different countries. It is proposed to amend the current legislation of Ukraine on competitiveness, taking into account new approaches in the definitions of such concepts as “competition» and “competitiveness» with a further emphasis on an essential understanding of these categories when determining the sequence of influence of various groups of factors and mechanisms on prioritizing national processes and tasks in the Strategy of economic and social development of Ukraine in the context of ensuring a long-term sustainable competitive position national economy in the context of further globalization. The results of the study can be implemented in the system of scientific foundations for the formation of the competition policy of Ukraine. Predicted areas for possible further research are the search for effective mechanisms for the formation of a competitive strategy for the national economy of Ukraine. Efectividad de la comunicación en redes sociales de universidades líderes

The article presents the results of communication effectiveness analysis in social networks of leading universities with strong economic departments. The study was carried out using the textual information analysis i.e. content, links, posts, comments, tags, etc.; multimedia i.e. photos, videos, audio, etc., and the ontology method, which estimated the social networks parameters like the number of subscribers, average path length, etc. The study showed that the main platform for international higher education institutions is Facebook; Instagram is actively developing, and then comes YouTube. The number of publications does not directly affect the number of subscribers, in contrast to the number of students. The high frequency of posts does not lead to subscribers increase. There is no single strategy for universities social network development. The use of informal communication, which encourages action, significantly increases the audience and its involvement; but is not used by all universities, because it might contradict with the university’s image. It should be noted that good design, the use of professional photos and videos,has its impact on potential audience.

Peculiarities of Korean national innovative system development: experience for Ukraine during transformation of innovative processes

Purpose. The aim of the article is to identify the key features of the innovative system formation in the Republic of Korea, to evaluate its advantages and disadvantages in the way of transformation of innovative processes taking into account the trends of global economic development. Moreover, it is crucial to identify the main trends in development of the Korean innovative system for the innovative development of Ukraine that is experiencing the modernization of its public administration. Research methodology included the application of the theory and the practice of innovation as well as the concept of national innovative systems (NIS), the principles of economic and technological paradigm as a methodological basis for the analytical assessment; methods of systematic approach, analogy and goals structuring, generalization – for identification of the key determinants of NIS development and development of proposals for innovative policy improvement as a component of state strategy of social and economic development of Ukraine. Findings. The research has identified the success factors of South Korea's National Innovative System (NIS), namely: close cooperation between the state, business and the scientific community in shaping and realizing national innovative potential; leading role in the innovative process of large financial-industrial groups; models of technology transfer, creation of innovative and creative clusters; the strategic role of the state in regulating the innovative system. In addition, the research has singled out NIS deficiencies which determine the further course for the transformation of innovative processes, namely: the need for further institutional restructuring of large corporate structures, the lack of development of venture capital institutions, the need to develop their own innovative potential in the sectors of creative and digital economies as well as science and technologies. The basic lessons that can be learned from the experience of the Republic of Korea are formulated and substantiated for the formation of the newest model of the national innovation system in Ukraine on conditions of modernization of its public administration. Originality. Scientific novelty of the research comprises identification and substantiation of the specific features of national innovative systems based on the example of the NIS in the Republic of Korea and deepening the scientific, theoretical and practical provisions of a new innovative policy taking into account the possibilities of its implementation in the context of modernization of public administration in Ukraine. Practical value. The practical significance of the research results is conditioned by the possibility of using the findings and recommendations developed within the framework of the innovative strategy for the development of the Ukrainian economy. The problems and limitations of the current Korean NIS, identified during the research, warn against such mistakes in the implementation of the innovative strategy in Ukraine which will allow the authorities that are responsible for managing innovation processes on different levels to put them in place more accurately when forming the appropriate innovation mechanism as a component of strategic innovation development - technological cooperation, to develop and implement innovative programs within the framework of integration of the Ukrainian economy into the global world. АНАЛИЗ СТРАТЕГИЧЕСКИХ ПРИОРИТЕТОВ РАЗВИТИЯ НЕФТЕГАЗОВОЙ ОТРАСЛИ В ЯМАЛО-НЕНЕЦКОМ АВТОНОМНОМ ОКРУГЕ

Russia is one of the most important players on the energy shelf of the Arctic zone, with significant economic, political and political interests in the region, which is associated with significant natural resources, in particular oil and gas, in the Russian Arctic territories. The article analyzes the strategies of social and economic development of the Yamal-Nenets Autonomous Okrug. The author identified the priorities of strategic regional development at the level of the oil and gas sector, which include the reorientation of the regional economy from gas production to the expansion of liquid hydrocarbon production, an increase in the region's share in the total volume of oil and condensate production in Russia, the expansion of oil and gas processing and petrochemicals in the region, the growth of production and transportation liquid hydrocarbons along the Northern Sea Route. Areas that are not given enough attention in the project approach are identified, and program activities for each period of the strategy implementation are analyzed.

ПЕЙЗАЖНО-ПРОСТРАНСТВЕННАЯ ФУНКЦИЯ ПРИРЕЧНЫХ ТЕРРИТОРИЙ В КОНТЕКСТЕ ГРАДОСТРОИТЕЛЬНОГО РАЗВИТИЯ

Abstract. For more than 30 years, since the end of the 1980s, Russia's urban planning policy has been in a state of reinterpretation. After the collapse of the system of total state control and planning, there was a period of almost uncontrolled point development of cities, focused on obtaining maximum benefits in the short term. This period of urban planning nihilism has also come to an end, but for the final exit from it and the acquisition of a full-fledged strategy for urban planning and social development in Russia, it is necessary to formulate the target parameters of the system. Among these parameters, of course, is the provision of conditions for the reproduction and increase of the main resource of the state – human potential. One of the necessary conditions for achieving this goal is to radically improve the quality of the human environment. A favorable environment is always based on natural and climatic conditions and the landscape of the area, or rather-a competent and rational use of the features of the landscape for the implementation of socially significant functions. One of the most obvious and important functions of the landscape is view – spatial. This article discusses the mechanics of implementing this function and its relationship with other functions of the Landscape as a subsystem of a settlement. Landscape-spatial function of the Landscape belongs to the category of aesthetic functions and is realized through the formation of positive impressions and emotions from the contemplation of beautiful landscape views, the compositional center and the main background of which are natural objects. Positive emotions from the contemplation of natural landscapes can reduce the psycho-emotional stress that occurs in a person under the influence of the architectural, technical and information environment of a modern city. The article also substantiates the high potential of riverine territories for the implementation of view – spatial functions.

ON DEVELOPMENT AND IMPLEMENTATION OF PRIORITY MEASURES FOR ADAPTATION OF ST. PETERSBURG TO CLIMATE CHANGES

The adverse effects of climate change are a critical threat to sustainable urban development in the twenty-first century. The article discusses the possible impacts of climate change on St. Petersburg and adaptation measures for them. Special attention is paid to the directions specified in the Strategy of Social and Economic Development of St. Petersburg for the long term: formation of an inventory of greenhouse gas emissions, protection of the coast from flooding and erosion. Available estimates of greenhouse gas emissions in St. Petersburg are analyzed. Comparative estimates of changes in emissions of harmful substances from the main thermal power plants of St. Petersburg in the 1980s and in the 2020 are presented in the article, total emission from main energy plants having decreased more than 4 times. Achievements of St. Petersburg energy complex in transition to gas fuel are shown. Global warming can affect almost all anthropogenic and natural components of the metropolis St. Petersburg. In addition, they can be significantly strengthened by the urban heat island, which has become a characteristic of St. Petersburg in the late 19th century. Trends of St. Petersburg population growth and density of urban development make it possible to say that the development of the island of heat will continue in the next decades. The author proposes boundary delimitation of the maritime zone of St. Petersburg, determined on the basis of a comprehensive analysis of the various zones related to the protection of the eastern Gulf of Finland. Practically all climatic normals of St. Petersburg presented in normative documents have changed at present. This circumstance requires updating of these documents. Extreme estimates of sea level rise pose a major threat to the security for the coast and population of St. Petersburg in the 21st century under global warming. Estimates of global warming impacts should be taken when planning urban development for the long-term.

Демографічна складова стратегії соціально-економічного розвитку

The social and economic development strategy’s demographic component was investigated, regarding actual conditions. The demographic policy’s role in the system of strategic legislation was clarified and substantiated. The analysis of the population’s main socio-demographic characteristics under conditions of the national economy’s transformations was carried out, taking macroeconomic cyclicality into account. It was substantiated that the demographic strategy’s priorities should be regarded as a multidimensional set of measures to increase life expectancy at birth, to reduce mortality, especially in the economically active population’s stratum as well as in the stratum of children under 5 years of age. The main reasons for the reduction in Ukrainian population over the 1990–2019 period have been identified, considering its natural and mechanical movements. Ukrainian population’s distribution peculiarities were determined, taking its division between the urban and the rural into account. For Ukraine and some Eastern and Central European advanced and emerging market economies, the comparative analysis of the main demographic indicators – in particular the average annual rate of population change, the average fertility rate, the average life expectancy at birth, the average mortality rate (separately for men and women), the average total demographic dependency ratio, the young people dependency ratio, and the elderly dependency ratio as well – was performed. The total demographic dependency ratio in particular Ukrainian administrative-territorial units was analyzed too. The influence of specified social and demographic indicators on the economic growth rates in the context of sustainability theory was investigated. In Ukraine, the human development index’s dynamics and compositional peculiarities were studied, regarding both economic and socio-cultural peculiarities. It was determined that the strategic regulation’s general task in the context of economic development and public production structural optimization was associated with the regulation of demographic determinants.

Wpływ kapitału społecznego mieszkańców na kształtowanie przestrzeni wspólnych w środowisku mieszkaniowym

Influence of social capital of inhabitants on shaping common spaces in a housing environment The last two decades of the century have brought unusually many changes in the built environment. These include not only changes directly related to the emergence of a new urban fabric, but also changes in social attitudes towards common spaces located in residential areas. The built environment has never been evaluated so strongly. This assessment translates not only into the everyday outdoor activities of residents (necessary, optional and social activities), but also to economic projects (purchase, sale and rental of real estate). At the same time, the city ceases to be, as it has been so far, mainly subjected to criticism, and the residents are gradually changing their demanding attitude concerning the development of space to participate in the process of its creation. Society wants to have a real impact on urban space, especially on the space closest to them. Thus, the right to the city is no longer a privilege or a duty, but it becomes a need. Trying to meet this need results in a phenomenon which we can increasingly observe in Poland, and which we have been witnessing abroad for many years: activities in public space are changing into activities for public space. They include the transformation of common spaces related to the place of residence—improving their aesthetic quality, functional changes, modernization of development elements. Observing numerous examples of public participation in shaping public spaces, it was noticed that the initiation, course and effects of activities largely depend on the social capital of the group undertaking said activity. Accordingly, there is a need for research on the mutual relation between the level of social capital and the issue of shaping and managing public space with the participation of local communities, which will be the main topic of the paper. To investigate the above-mentioned issue, qualitative research methods were used in relation to the relationship: site visit, non-participant observation and focus interviews. This contributed to a comparative study of three selected Warsaw case studies. They were analysed in terms of meeting the qualitative criteria selected for the study. These criteria have been indicated on the basis of the Social Capital Development Strategy 2020, which is one of the parts of the Medium-Term National Development Strategy. The result of the analyses is an indication of derived factors from within the group of space users and external factors that have a positive and negative impact on initiating, carrying out and maintaining the effects of changes in common spaces developed with the participation of local communities in Polish conditions. The conclusions can be used to improve future participation processes related to urban space - both by non-professionals participating in them, as well as experts - architects and town planners.

КОМУНІКАТИВНА ПОЛІТИКА ДЕРЖАВИ В ІСТОРИКО-ФІЛОСОФСЬКОМУ ВИМІРІ

The relevance of the article is due to the need to understand the evolution of understanding the essence of the communicative policy of the state as a key tool for its interaction with society. The communicative policy of the state plays a key role in the development of general strategies for social development, influences the formation of public opinion, the nature of regulation of political processes, and the specifics of building communication between the state and society. The study of the transformation of communication policy concepts is also determined by the need to significantly improve the methodological aspects of building models of relations between the state and society in order to achieve the goals and implement the functions of state policy, taking into account the goals and interests of society. The study of the communicative policy of the state has a long history, starting from antiquity and ending with the present. The main focus of consideration of this issue is to determine the relationship between the state and society, as well as communication tools for establishing links between them. The solution of theoretical and applied issues of communication between the state and society concerns changes in the sphere of building state institutions and civil society. The communicative policy of the state can be described as a complex system of communication between the state and society, the purpose of which is to achieve a balance between the state-political and socio-humanitarian interests of the parties. The main trend in understanding the essence of the state’s communicative policy is the transition from a controlling model of relations between the state and society to a consensus one, understanding communication tools as basic conditions for combining state-political and socially-oriented goals of state policy. An effective model of the state’s communicative policy is thus possible only in conditions of transparent and democratic relations between the state and civil society.

Interdisciplinary Knowledge Problem in a High-Tech Society

The actuality and relevance of the problem is determined by the importance of transformations in the structure of science, represented by the growth of interdisciplinary researches, as well as a change in the strategy of cognitive activity, definitely stated in the synthesis of science and technologies. The answer to the question of how scientific knowledge is changing is important for choosing an adequate social development strategy, since the role of science and scientific technologies in modern society is dramatically growing. The purpose of the article is to set out the social and philosophical reflection of social and cultural consequences of mutual impact of the high technologies and the interdisciplinary researches in the information society context. The positive and negative sides of the mutual influence of the cognitive and innovative instruments of the natural, social, technical and human sciences, under the conditions of information and communication, nano- and bio-technologies development are manifested. Interdisciplinary researches are newly problematizing the concept of expertise, which should be an interdisciplinary synthesis and cannot be obtained within a certain discipline. The growing phenomenon of interdisciplinary science, which manifests itself in the fusion of technology and society, the emergence of human-machine hybrids, which causes serious anthropological and sociocultural problems, imply new challenges for professional epistemologists, dictate a public need for knowledge of the causes and consequences of the high technologies impact on people and society as a whole.

Fuzzy Cognitive Map-Based Sustainable Socio-Economic Development Planning for Rural Communities

Every development and production process needs to operate within a circular economy to keep the human being within a safe limit of the planetary boundary. Policymakers are in the quest of a powerful and easy-to-use tool for representing the perceived causal structure of a complex system that could help them choose and develop the right strategies. In this context, fuzzy cognitive maps (FCMs) can serve as a soft computing method for modelling human knowledge and developing quantitative dynamic models. FCM-based modelling includes the aggregation of knowledge from a variety of sources involving multiple stakeholders, thus offering a more reliable final model. The average aggregation method for weighted interconnections among concepts is widely used in FCM modelling. In this research, we applied the OWA (ordered weighted averaging) learning operators in aggregating FCM weights, assigned by various participants/ stakeholders. Our case study involves a complex phenomenon of poverty eradication and socio-economic development strategies in rural areas under the DAY-NRLM (Deendayal Antyodaya Yojana-National Rural Livelihoods Mission) in India. Various scenarios examining the economic sustainability and livelihood diversification of poor women in rural areas were performed using the FCM-based simulation process implemented by the “FCMWizard” tool. The objective of this study was three-fold: (i) to perform a brief comparative analysis between the proposed aggregation method called “OWA learning aggregation” and the conventional average aggregation method, (ii) to identify the significant concepts and their impact on the examined FCM model regarding poverty alleviation, and (iii) to advance the knowledge of circular economy in the context of poverty alleviation. Overall, the proposed method can support policymakers in eliciting accurate outcomes of proposed policies that deal with social resilience and sustainable socio-economic development strategies.

GLOBAL LIQUIDITY AS AN INSTITUTIONAL PHENOMENON

The content of present day contradictory processes in the world economy plays an important role in choosing the strategy of social and economic development of Ukraine. The article is devoted to the estimation of the «reverse» tendencies of the global financial and institutional environment on the basis of substantiation of the actual and historical significance of global liquidity, and determination on this basis of the content of modern global financial and institutional transformationsLiquidity is treated as the amount of available financing for the acquisition of both internal and cross-border assets; it describes the ability and willingness of the parties to take part in financial transactions, including mediation, and the ability of the financial markets to absorb temporary fluctuations in demand and supply of certain assets.The globality of liquidity is manifested through the interconnection of the national financial space and the cross-border movement of financial capital. The mechanisms for transmitting information on the internal conditions of the development of countries to the world financial markets and operators, which influences the rapid movement of financial flows in space and time, plays an important role. The modern development of financial technologies has given rise to such recent phenomena as liquidity and information surplus. As a result, the public need in financial intermediation institutions is gradually disappearing or regenerating.Global liquidity has national institutional sources of origin and reflects the interests of specific issuers and investors. This causes difficulty in institutional provision of international coordination on its regulatation. When circulating in the global financial and institutional space, liquidity has significant influence on supply and demand fluctuations not only in the financial markets, but in the economy as a whole. The current tendency towards decreasing the volume of the world interbank lending is not the sign of globalization, but the sign of change in the vectors of the development of globalization towards other financial mechanisms. The active introduction of new financial instruments (cryptocurrencies) into the world’s payment cycle and the policies of the leading regulators in the financial markets show that financial globalization is going on.
