The article provides a systematic analysis of the mechanism of formation and development of personnel potential of the Armed Forces of Ukraine. The author substantiates that the basis for improving and modernizing the human resources of the Armed Forces of Ukraine should be a single concept, which should be designed for 10 years and provide the end result – the formation of innovative professional human resources of the Armed Forces on the basis of contracts. The study identifies the following stages of formation of human resources of the Armed Forces of Ukraine: adoption of the Concept of development and modernization of human resources of the Armed Forces of Ukraine for 2022–2032; transition to voluntary formation of a professional army through the abolition of conscription; introduction of the Scientific and Training Center for the formation of the personnel system of the Armed Forces of Ukraine, the main functions of which will include the formation of human resources of the Armed Forces of Ukraine, selection, training, training, motivation, career growth, personnel reserve formation; effective selection for service in the Armed Forces of Ukraine; training of personnel potential of the Armed Forces; training of personnel potential of the Armed Forces; motivation of personnel potential of personnel of the Armed Forces; further employment; social protection of servicemen discharged from military service, among these benefits include: pensions, housing and loans for such housing, retraining and employment, interest-free loans for the development of business ideas, etc .; adoption of the Code of Ethics of the Armed Forces of Ukraine on the basis of the Code of Ethics of NATO troops, which provides for the following principles: unity, loyalty, responsibility, impartiality, professionalism; involvement of the public council of veterans in the formation of the personnel potential of the Armed Forces of Ukraine; continuous improvement of the personnel potential of the Armed Forces of Ukraine through the formation of effective international cooperation and joint international exercises.
