Addressing Health Inequities in the Mississippi Delta

Last semester, I took two classes that solidified my passion for a career in public health, especially in advancing telehealth for rural patients. With my honors college class on “Introduction to Public Service and Nonprofit Management” and “Health Strategies for Multicultural Health,” I explored maternal health interventions in the Mississippi Delta. In particular, I examined potential interventions to address the shocking health disparities between white and BIPOC mother mortality rates. While changes on multiple levels are necessary, I envision a two-pronged approach initially: expanding access to care and financing for our mothers that have traditionally fallen through the cracks of our healthcare system.

The content of the tasks of the National Anti-Corruption Plan for 2021-2024 testifies to the dissatisfaction of the federal government with the results of the measures taken to minimize corruption phenomena in the spheres of state and municipal service. The subject of the study of the article is the suppression of abuse of official position by persons with authority and rights entrusted to them for personal gain. The purpose of the work is to develop organizational and legal measures to improve the management of the public civil service system and personnel in general and anti-corruption activities in particular. The dynamics of corruption crimes over the past few years is given, indicating a significant scale of corruption in government and other structures. Attention is drawn to the shortcomings of the Russian model of public civil service and personnel management. The expediency of including the norms of ethical behavior in the activities of state (municipal) employees in the legal framework and preventing the occupation of public positions by persons with pronounced egocentric character traits and a deformed system of moral values is substantiated. The reasons for the need to change the model of declaring information about property and transactions with it are given. It is proposed to improve, by modifying the BC Certificate, the procedure for declaring information about property by applicants for public positions and civil servants. Based on the analysis of the tasks of the National Anti-Corruption Plan for 2021-2024, conclusions are drawn that they are closely interrelated and justified through the analysis of legal systems and practices of foreign countries, as well as recommendations of key international organizations.

A Systematic Review of Blockchain Technology for Government Information燬haring

Government information sharing (GIS) refers to that act of required or provided for duty government information, commercial information and public welfare information, and it is a basic issue of government services. However, the existing GIS has low transparency and is lack of flexibility between different departments. Aiming at such problems, this paper takes blockchain as a solusion, and systematically summarizes the development of digital GIS, the advantages and challenges of blockchain and its theoretical research and practical applications. Specifically, it reviews e-government interactive structure, big data and other solutions, analyses their imperfections, and puts forward blockchain-based solutions. The blockchain improves government service efficiency and data security, meanwhile it faces challenges in throughput and supervision. In order to meet these challenges, researchers propose solutions based on three data exchange scenarios: government-to-government, government-to-enterprise and government-to-individual. In addition to researches, blockchain-based GIS is put into use. The electronic licensing project of Nanjing (China) government is taken as an example to illustrate that blockchain has the ability to openly and securely verify, track, and exchange data, so as to improve management ability and public service level of government agencies.

Saúde do trabalhador e Atenção Básica à Saúde: interlocuções e perspectivas de cuidado integrado no processo saúde-trabalho-doença

The article presents and discusses the scope of Worker’s Health (WH) actions in PHC in São Paulo. Within the context of a thematic project, an interview and two focus groups were carried out with professionals working in a Basic Unit in the northern region of the city in 2019. The resulting material was assessed using thematic content analysis. The private outcontracting of part of the public services management, the decay of labor rights and agendas related to worker’s health, the overload of the PHC teams that started to develop actions of different lines of care, in addition to the quantitative issue and the territorial scope of the WH Reference Center (CEREST) are obstacles to the conformation and consolidation of WH practices in PHC. There is a challenge in resizing services and requalifying actions, considering the interfaces production-work-health.

Effect of Employee Management Practices on Employee Performance in Trans Nzoia County Government, Kenya

This paper examines the relationship between human resource management practices and employee performance in Trans Nzoia County government. Despite receiving considerable funds from the National Treasury and other local revenue, underperformance as a problem among employees characterizes most of the county governments in the country; underperformance in the county is depicted by failure to meet set targets, late coming, unjustified absenteeism, and unsatisfactory revenue collection. The paper specifically focused on the influence of compensation and career management practices on employee performance. The paper is an output of a study that was carried out on “human resource management practices and employee performance” in Trans Nzoia County. The study was guided by Human Capital Theory advanced by Theodore Schultz. It employed a correlational survey design. The target population comprised all the102 employees attached to the Department of Public Service Management in Trans Nzoia County. A questionnaire was used to collect primary data. Both descriptive and inferential statistics were used to analyse the collected data. The regression analysis results indicated that both compensation and career management practices (β1= 0.462, P value=0.000<0.05 and β4 = 0.579, P value=0.000<0.05) respectively had a significant positive effect on employee performance. It was concluded that both compensation and career planning affect employee performance. The paper thus, makes contribution to the extant literature regarding relationship between HRM practices and employee performance by establishing that compensation and career management practices are essential in predicting employee performance specifically in Trans Nzoia County government since a similar study had not been conducted in the area. Furthermore, the study recommends that county governments in Kenya should design effective compensation policy that will ensure employees are compensated according to the value they bring to the organization and the market standards, additionally employees should be allowed to embrace career planning prospects in fast tracking their career goal progress, self-management and professional abilities.

ANALISIS PENGARUH PENDAPATAN ASLI DAERAH (PAD) TERHADAP REALISASI PELAYANAN PUBLIK DI PROVINSI SUMATERA SELATAN

Local revenue (PAD) in South Sumatra Province is optimally pursued to carry out effective and efficient functions to improve the quality of public service management. As one of the sources of financing owned by the region, regional original income (PAD) is income obtained by the local government level (Pemda) which is extracted by the regional government from economic sources in the area. Based on PAD (Regional Original Income) sourced from local tax revenues, tax revenue in South Sumatra Province up to the first quarter of 2021 amounted to IDR 2.00 trillion. This revenue realization decreased by IDR 177.77 billion. Therefore, it is necessary to increase public services to the community so that they become an important element, bearing in mind that the payment of taxes and fees is already a public obligation to the State.

Analysis of Public Service Management of the Youth and Sports Education Service during the Pandemic Period

The existence of a pandemic has had an impact on the quality of public services in various institutions, which has caused a decrease in satisfaction due to various changes. The purpose of this study was to analyze management and determine the level of satisfaction with public service management carried out by staff of the institutional and infrastructure division of Early Childhood Education and Non-Formal Education at the Youth and Sports Education Office of Rembang Regency. District during a pandemic. The method used in this study is descriptive, by first analyzing the results of the questionnaire qualitatively, while the results of the interviews are presented descriptively. There are two data collection techniques used, namely by giving questionnaires and by conducting interviews. From this study it was found that indicators of achievement in knowing the level of community satisfaction can use measurements from five dimensions, namely responsiveness, reliability or reliability, assurance or certainty and certainty, empathy, and tangible or physical evidence. The conclusion that can be drawn is that management in public services is very important in the delivery of services, guided by these five dimensions, public service providers are expected to be able to improve services in order to create comfortable conditions for the community as service recipients.

Towards a holistic customer value approach in managing public health care services: a developers' view

PurposeRecent literature within public service logic has called for more explicit conceptualisation of customer value in public services. This study aims to fill this gap by examining how the customer value approach can be applied in the management of public health care services.Design/methodology/approachThis study is a qualitative case study of management of public health care services in Finland. The authors interviewed 17 regional health care service developers and analyzed the interview data using thematic analysis.FindingsThe study suggests five propositions for applying customer value approach from the marketing literature in public health care service management. The study enables a deeper understanding of customer value creation in this context and improvement of public health care services.Originality/valueThis study contributes to the public management research in general and public service logic research in particular by suggesting what constitutes customer value in public health care services.

Information Technology-based Public Service Management during covid-19 (Case Study of SIBERAS Application in Sidenreng Rappang Regency)

The problems in this study are the public service management system which is still manual, the lack of human resources, not understanding technology, inadequate infrastructure and the absence of transparency, accountability, efficiency and effectiveness and several villages that have been given the SIBERAS application (BUMDes Information System and Village Management) including Bulo Village, Aka-Akae, Carawali, Timoreng Panua etc. The presence of this system, the community can receive service management easily and quickly. The purpose of this study was to see the Effectiveness of Information Technology-Based Public Service Management (SIBERAS) during Covid-19 in Sidenreng Rappang. This research uses case study methods, literature studies or library research by taking reading sources from secondary data collected through textbooks, scientific journals, media track records. This type of research was analyzed qualitatively with an interactive model consisting of data presentation, data reduction, conclusion drawing and verification. The results of this study are that there are several village governments that do not use the SIBERAS application (BuMDes Management Information System and Village Government) for the Village Government and who use this application very effectively in managing Public Management, especially during Covid-19.

Shifting the management model of Brazilian health services: perceptions of major stakeholders on the participation of the private sector in public hospital administration.

In Brazil, public hospitals are managed according to several different models. The participation of private or third-sector organizations has been growing in a significant manner, especially in the past decade. The present study explores the perception of public administrators and health councilors on the main aspects of outsourcing the management of public health services to the private sector. The study shows that the main disadvantages are related to the reduction of the State's role as regulator, making it more difficult to size services up according to the demands of the population. Among the main advantages pointed out are contributions to reduce bureaucracy in the administration and more freedom for the management of physical, financial, and human resources. The present study contributes to transcend the political-ideological discussion on private sector participation in the management of public and universal constitutionally guaranteed services, presenting the point of view of administrators in Brazil, not very explored in recent literature.

EFFECT OF ISO 9001: 2008 ON THE MOTIVATION AND PERFORMANCE OF STUDY EMPLOYEES AT THE STATE CIVIL SERVICES OFFICE CLASS 1 IMMIGRATION SURABAYA

This research is interesting to discuss the effect of ISO 9001:2008 on employee performance and employee motivation in the State Civil Apparatus (ASN) office. Surabaya City 1st class immigration service. In this study, the method used is a quantitative approach with the type of explanatory research. The sampling technique was based on purposive sampling with a total of approximately 70 civil servants. The data collection technique used a questionnaire and documentation, while the data analysis technique used in this study was a statistical test using SmartPLS. The results of this study indicate that the ISO 9001:2008 quality management standard influences employee motivation and performance in the level 1 immigration office in Surabaya. The results also show that one of the variable dimensions is an infrastructure dominant in employee motivation and performance. Performance in public services is one of the outputs produced and shows the quality of an organization. Public services in a government office have always been in the spotlight by some people. This condition causes the need for quality improvement and quality in public service management standards. To improve the quality, you can use the ISO 9001:2008 quality management system. In addition to performance, the change in motivation that is built up from the organization is also one of the impacts of the role of the ISO 9001 quality management system.

Outside Our Wheelhouse: Reflections from Technical Librarians Serving as Interim Public Services Managers

Libraries often utilize interim leaders to fill essential vacancies. Most literature on interim leadership focuses on the top library administrator position and relatively few articles address the experiences of interim middle managers or discuss the value of librarians leading departments outside their areas of expertise. In this article, Author 1 and Author 2, a systems librarian and a special collections and archives technical services librarian respectively, discuss how they leveraged their technical knowledge and soft skills while leading departments that were not within their fields of expertise. They explain how serving outside their wheelhouses benefitted the organization and enriched their job satisfaction.

Jakość rządzenia, stan psychiczny i postawy wobec rynku i demokracji w krajach Grupy Wyszehradzkiej na tle Europy Północno-Zachodniej

The goals of the study are to: 1. examine the impact of the quality of public service management on the mental state and attitudes towards the market and democracy in the Visegrád Group countries compared to Northwest Europe; 2. identify different mechanisms connecting the quality of governance with the mental state and attitudes towards the market and democracy in both groups of countries and their interpretations in terms of the neo-institutional theory. The quality of governance has been assessed based on the respondents’ opinions about the provision of public services. Low evaluation of the quality of public services and the belief in privileges and corruption in their distribution coexist with a poorer mental state, antimarket attitudes, less trust in democratic institutions and dissatisfaction with democracy.Differences: 1. Institutional exclusivity is relatively greater in the Visegrád Group. Contesting attitudes towards the market and democracy are in a relatively higher degree a consequence of the low quality of services and low incomes. 2. In these countries, public services relatively weakly compensate for income inequalities. 3. In Northwest Europe, contesting attitudes towards democratic and market institutions are the consequence of privileges and corruption in the distribution of services. 4. In the Visegrád Group countries, privileges and corruption are greater, but less frustrating. Institutional exclusiveness is slightly more accepted in the Visegrád Group countries than in Northwest Europe. This state of affairs is the consequence of equipping public administration with resources and cultural patterns. If the administrative resources were the same in all the compared countries, the level of exclusivity would be relatively higher in the Visegrád countries for cultural reasons.

The intended and unintended consequences of remote working: Narratives from a sample of female public service managers in South Africa.

The COVID-19 pandemic has affected the world of work. Stemming from this, new forms of work arrangements are proposed. One such arrangement concerns the use of remote working. Scholars appeal for more empirical inquiry into such work arrangements as an unintended consequence of the COVID-19 pandemic. The study narrows its focus to investigating remote working experiences from the lens of female middle managers operating within the South African public service. A qualitative research approach utilizing narrative inquiry of 23 female middle managers was used. Based on the analyzed data, remote working is illustrated from the participant experience as having intended and unintended consequences. In illustrating these dual consequences is a nexus between opportunities and challenges. Based on the identified intended and unintended consequences as findings, interventions have been proposed that impact not just the experience of being a middle manager in the public service but also strategies in dealing with remote working. At the core are strategies for individuals and organizations. These strategies potentially allow for middle manager contributions to be enhanced while also enhancing organizational outputs while working from home.

The impact of Covid-19 on management decision-making: The case within Australian organizations

The Covid-19 pandemic has significantly altered the way leaders in organizations manage their employees, requiring them to adopt a more supportive stance to facilitate employee wellbeing and at the same time maintain productivity. The pandemic has precipitated changes to how organizations manage and communicate with their staff. Because the situation has changed due to the infectious disease of COVID-19, managerial decisions are expected to change, commensurate with the situation. It is within this context that this study investigates the impact of the COVID-19 pandemic on Australian managers’ decision-making approaches. A qualitative method utilizing structured interviews consisting of 11 open ended questions was used to gauge the effect of the pandemic on 55 Australian public service managers. The study reveals that, because of the pandemic, new management approaches were employed and reveals insights into employees’ attitudes toward these new approaches. The research highlights how the use of multiple technological platforms have facilitated organizational communication, despite technical difficulties, to maintain at least a reasonable level of connectivity and helped to facilitate the achievement of organizational goals and objectives.

The long and winding road towards the EU policy of support to Member States public administration reform: History (2000–2021) and prospects

This paper provides an account of how the European Union (EU), and notably the European Commission (EC), has become an actor in its own right in the field of the reform of administration and public services management in Europe, by developing an approach to support Member States in their initiatives to improve public administration and public services. We qualify this process – occurred over the period 2000-2021, with a tremendous acceleration in the second decade – as a twofold paradigmatic change: because (i) this is a novel field of action for the EU itself; and because (ii) the very logic driving the EU role shifted dramatically from a logic of conditionality (or compliance with aspects of the acquis) in the early phase to a radically different logic of enabling and facilitating administrative reforms, on the ground, in a later phase and prospectively. We interpret the paradigmatic shift that has occurred through a combination of theoretical perspectives: policy learning; policy entrepreneurship within the Commission; the opening of an opportunity window for policy change to occur; and the consolidation of a new policy sub-system in the field. We deem this change to constitute a step forward in the process of European integration.

Managing Public Service: The Harmonization of Datafication and Managerialism in the Development of a News-Sorting Algorithm

This article studies the algorithmic project News values at Swedish public service radio, from the perspective of datafied managerialism. Drawing on ethnographic observations and interviews with managers the study shows how the project, that outwardly works to automate news-sorting algorithmically, was employed to generate data about a number of internal journalistic activities, for a variety of purposes. Data was perceived of as a type of capital that could engender, amongst other things, increased knowledge about the internal workings of the organization, thus making it easier to audit its activities, and to standardize the practice of news-valuation throughout SR. Importantly, these goals were not planned in advance, but emerged over the course of the project. The results show how longitudinal approaches to algorithms and data-collection could benefit journalism studies, as they provide a more comprehensive picture of how data are operationalized in journalistic organizations.

A critical analysis of water economics in public water and sanitation services in Morocco

PurposeThe objective of this article is to propose a panel of management performance evaluation indicators at operator level. This panel would be the tool to be made available to an observatory that should be set up by regulation. The proposal comes at the right time given that Morocco is planning a major reform of the sector very soon. A framework law has already been promulgated for this purpose (Law 51-21 relating to the reform of public establishments).Design/methodology/approachThe proposed panel is the result of (1) a review of the literature dealing with public management theories, in particular those relating to industrial and commercial public services and whose character is captive. The management of the latter requires a great deal of caution to preserve their economic balance and consequently their sustainability. (2) A review of experiences of countries is chosen because of contextual their similarities with Morocco like France having a similar legal background, Tunisia and Algeria chosen for geographical and economic similarities. The British experience is also discussed for what it represents as a liberal model in the management of public water and sanitation services, as opposed to the German model also studied and which stands as the only country where the management of public services has almost always been a communal prerogative. The analysis of these models has made it possible to identify management evaluation practices that could be adapted to the Moroccan context. (3) Research work by practitioners and reports from specialized international institutions (International Water Association [IWA]). (4) A critical analysis of a multitude of management and activity reports from 12 autonomous authorities and 4 private delegates covering 16 million inhabitants of the urban environment. A total of 15 indicators are developed. They aim to assess the effectiveness of management in terms of saving drinking water and preserving the natural environment from the pollution of water resources.FindingsApproximately, 15 indicators for assessing water resource management in public water and sanitation services are proposed. These indicators relate to the efficiency of pipe networks, the performance of storage systems and losses in users' homes. Indicators specific to liquid sanitation systems, particularly with regard to the control of wastewater overflows into the public highway and their treatment before discharge into the natural environment, are also proposed.Research limitations/implicationsThe application of the results of this research could be confronted with its appropriation by the operators. Indeed, the investment involved in setting up the proposed evaluation system, as well as the conflict of interest that may arise in the process of formalizing and standardizing the system at the national level, may slow down the process of setting it up.Practical implicationsIn practice, the implementation of a system for evaluating the performance of water resource management in public drinking water and liquid sanitation services would make it possible to optimize the volume of water to be mobilized. Substantial savings are expected both at the level of the resource itself and at the level of the investments that accompany the realization of the mobilization and distribution infrastructures. These savings will be very useful for the creation of other similar services and to serve more people.Social implicationsThe distribution of drinking water and liquid sanitation is a vital human need. These services are extremely captive. They are key factors in the socioeconomic development of the territory and the citizen. The impact is transversal and affects the lifestyle of the populations. On the one hand, it favors the sedentarization of the populations and on the other hand, preserves their health by fighting against the diseases of water origin. In addition, the comfort that it provides in the daily life of users is highly coveted when they are delivered in a modern way and arranged with modern technologies.Originality/valueThe regulation of public drinking water and liquid sanitation services in Morocco is the weakest link in the sector. The Ministry of the Interior is legally responsible for setting up a standard system for evaluating the management of these services to fill this gap (organic law 113-14 on municipalities). Unfortunately, this initiative is not yet underway. The opportunity to apply the results of this research is well timed. Morocco plans to launch a global reform of the sector starting in 2022–2023 (Law 50-21 on the reform of public institutions).

O92 - COVID-19 and beyond – changes to provision of maternity care and future plans in Victorian maternity services

BackgroundDue to the COVID-19 pandemic, rapid service changes were made to maternity care provision in Victorian maternity services. From March 2020 many routine face-to-face visits in pregnancy were replaced by telehealth (telephone or video), along with changes to routine screening. Many providers plan to continue these changes despite a lack of evidence to guide practice. We aimed to describe the changes in maternity care provision, understand the perceived impact and explore services’ future plans regarding these changes.MethodsA population-based cross-sectional study of midwifery managers of all Victorian public and private maternity services was conducted between March and October 2021. Questions explored health service characteristics, changes to maternity care delivery, telehealth practices, perceived impact of changes, and future plans.ResultsFifty percent of services (34/68, 27 public and 6 private) responded, with broad representation of location, birth numbers and size of service. Around 50% of all pregnancy visits became telehealth. There were multiple combinations of which visits were face-to-face and which were telehealth. No visit was conducted face-to-face by all responding services. Visits most likely to be face-to-face were at 39 and 40 weeks gestation (65%). For telehealth appointments there was an ad hoc approach to advising women on routine screening, e.g., measuring blood pressure (11% did not advise at all), fetal growth (26% – no specific strategy) and fetal heart rate (15% – no specific strategy). Over half (52%) would consider maintaining telehealth post-pandemic.ConclusionsEven in a single state there is great variation in telehealth timing, when pregnant women should have face-to-face visits, and what routine screening is maintained. In light of emerging evidence of some potentially poorer clinical outcomes associated with telehealth in pregnancy, these findings need to be considered.

Women's management in local government: The effects of substantive representation on welfare service efficiency

AbstractSpanish legislation on gender quotas in electoral candidate lists implies the effective incorporation of women into politics. This measure has created interest in the impact of this law on public service management (substantive representation), especially welfare services. This is due to the influence these services have on work‐life balance. Hence, the objective of this research is to determine the impact of women politicians on the efficiency of municipal welfare services. We estimate efficiency levels in public social service management using non‐parametric techniques over the last three local government legislatures in Spain. We then use truncated regression models to estimate the impact of women's substantive representation on these efficiency levels. The results confirm that more women in local government and female leadership in the opposition result in better levels of efficiency through reduced spending. In contrast, female leadership in the government and many women in the opposition reduce efficiency by supporting spending without increasing welfare services.
