Влияние современных тенденций развития общества на формирование компетенций руководителя образовательной организации

Due to the change in the structure of educational institutions, the method of managing these educational institutions also requires changes. The article discusses the impact of changes in modern society on the professional competencies of the head of an educational organization. Competences must be selected in accordance with modern requirements in order to meet the challenges of our time. The success of an adequate development of the management system of an educational organization is based on the availability and provision of a quality level of education. Moreover, the effectiveness of the modernization of educational structures, both as a whole and in a single institution, directly depends on the competence and activity of the head, in accordance with his qualifications. The author concludes that professional competence of a modern leader is an integral attribute of the head of each individual institution; therefore, it is important to approach its formation and selection consciously and in accordance with the trends of social, cultural and economic development of society.

UTILIZING A WEBSITE TO INCREASE EDUCATION QUALITY AWARENESS IN WEST KALIMANTAN RURAL VILLAGES

Education already become a basic human right since they were born. But geographical condition differentiates the level of education quality they get. Especially in most development countries with low implementation of ICT (Information, Communication, and Technology). In this digital era, it is hard to achieve an effective and efficient learning environment in rural areas. Infrastructures and teaching tools in those areas are very humble. Few books can be read. With limited educational background, social-economy issues will always keep remain. Love Borneo is an organic community that want to make a change for children in rural villages in West Kalimantan. They build a facility called Rumah Baca that provide good quality books suitable for children. They collect donated books and some money to buy books and educational games for children. Since 2015, they already build 10 Rumah Baca. But there are still so many villages that need this kind of facility. To build awareness about education for children in rural villages, this article discusses the development of a dedicated website called www.loveborneo.org that provides up to date information about this community and their activities. People around the world can access this website and can officially support this community. www.loveborneo.org is only one example of ICT implementation to help rural citizens.

Впровадження профільного навчання в закладах загальної середньої освіти: сучасні підходи

Modern methods and experience of introducing educational training in general educational institutions of Ukraine are explored in this article, the significance and priorities of this phenomenon in the modern education system are determined. The analysis of legal documents, of research related to the problem of introducing profile education, the content and organization of profile education in general secondary education institutions attracts attention of many students, practitioners and teachers. The introduction of specialized education requires from the educational institution team as well as from the head, a specific, meaningful, reasonable choice of the ways of school's activities. PEI «Lyceum of the Kiev International University» is an example of implementation of the effective system of education; the subjects and content of work with lyceum students are given. A unique educational trajectory is presented: a mutual partnership in the system «Lyceum-University», which is carried out with the aim of implementing the Concept of profile education, and is displayed in multi-vector forms of cooperation, such as (namely): teaching profile subjects, specialised courses and electives by teachers of the Kiev International University: doctors, candidates of sciences, associate professors, postgraduate student teaching core subjects, special courses and electives by Kiev International University teachers: by doctors, candidates of science, associate professors, graduate students; participation of lyceum students and teachers in scientific conferences, seminars held at the University; scientific and methodological support the IAS student research works by the University teachers; carrying out traditional trainings and master classes by teachers of the University for lyceum students, organization and holding of international, All-Ukrainian forums, Universiades; preparation of programs, textbooks, scientific and methodological manuals; extracurricular activities (consultations, special courses, professional orientation circles «Stage art», «Video-making»; practically-oriented course «Technology» studying; group work at the University by attracting lyceum students; acquaintance with practical experience in a particular profession by conducting excursions to the enterprise, meetings with famous people, who have professional experience in a particular industry. In general, and specific examples identified general trends in the development of specialized education in Ukraine, the main goal of which is a value mission, a higher level of education quality, equal access to quality educational services.

A FAHP approach to select students’ performance assessment criteria in task-based English language teaching

Assessing students’ performance is a main means to improve students’ learning and can play an important role in strengthening the evaluation process in task-based language teaching. This paper adopts a novel approach to select students’ performance assessment criteria based on fuzzy AHP method. Specifically, after determining dimensions and sub-dimensions of learning, the students’ performance assessment instrument can be established. In the instrument, the dimensions and sub-dimensions can be selected by experts’ opinion. Employing the fuzzy AHP method in group decision-making can facilitate a consensus of decision-makers to reduce uncertainty. The application of this method can make the assessment results more scientific, accurate and objective. It is expected that this work may serve as an assistance tool for members of higher education institutions in improving the educational quality level.

DIMENSI KEPERDATAAN DALAM PERLINDUNGAN HUKUM ATAS ANAK JALANAN DI YOGYAKARTA

The research on “Privat Dimension Of Legal Protection For The Street Children In Yogyakarta” is the empiris legal research, aiming to investigate about privat dimension of legal protection for street children in Yogyakarta. Primary and secondary data were obtained from field research and library research. The instrumen collecting data used interview, observation, and document study. The data were then analyzed qualitatively. The research results indicate that the street children in Yogyakarta which have fluctuation mobile still haven’t gotten protection measure yet, ecspecially their identity, health, education, shelter, and jobs. Culture factors of Yogyakarta’s communities who still regard children as parent’s “asset”, the quality of education level which still low, and implementation of legislation about children protection which is irrational, irresponsible and usless influence the implementation of the street children. Protection for the street children in Yogyakarta can be done well if the parties who have a role about children protection can cooperate and coordinate well. The parties are : Children Protection Institution (LPA) DIY, Indonesian Family Planning Program Association (PKBI) DIY, Anak Mandiri Boarding House, and Legal Aid Institution (LBH) Yogyakarta. The efforts doing are assistance, founding, until reunification the children to their families needs good support from families, comunities, government, and the children too; so their rights which are protected by Convention On The Rights Of The Child on 1989 (already ratificated by KEPPRES No. 36 on 1990) can be protected.

Trends and patterns of post-communist migration from Russia to New Zealand since the 1990s

This article examines the Russian diaspora in New Zealand over the last 30 years. Using migration statistics and census data, post-communist migration trends and socio-economic outcomes of immigration from Russia to New Zealand are analyzed, to establish an empirical base for further qualitative and comparative investigation of the settlement experiences of Russian immigrants in New Zealand. Results reveal that the Russian diaspora has been growing, demonstrating spatial clustering in urban centers with the highest concentration in Auckland. While Russian immigrants have a high level of educational qualifications, their labor market outcomes have been weak and their income is lagging behind that of the New Zealand-born population and of migrants born in other countries. An over-representation of working-age female migrants is a distinctive feature of the Russian diaspora. Further research on the changing migration pathways and settlement strategies of the Russian immigrants in New Zealand is suggested.

Grandparent Care: A Key Factor in Mothers’ Labour Force Participation in the UK

AbstractThe relationships between paid work and informal care are critical to understanding how paid work is made possible. An extensive source of childcare in the UK is the intergenerational care grandparents provide. Using data from the UK's Millennium Cohort Study, a nationally representative sample of children born in 2000, biprobit and instrumental variables (IV) analysis of mothers’ participation (given the social construction of caring responsibility) identifies a significant causal effect of grandparents’ childcare in that it:(i)raises the labour force participation of mothers with a child of school entry age on average by 12 percentage points (the average marginal effect);(ii)raises the participation of the group of mothers who use grandparent childcare by 33 percentage points compared to the situation if they did not have access to this care (the average treatment effect on the treated).Thus grandparent-provided childcare has a substantial impact on the labour market in the UK, an impact that may not be sustainable with forthcoming changes to the state pension age. Grandparents’ childcare increases the labour force participation of lone and partnered mothers at all levels of educational qualifications but by different degrees. Grandparents’ childcare enables mothers to enter paid work rather than extending their hours of paid work.

ЗАСТОСУВАННЯ МЕДИЧНОГО НАВЧАЛЬНОГО ТРЕНАЖЕРА ПРИ ЗАСВОЄННІ ПРАКТИЧНИХ НАВИЧОК ІЗ ДИСЦИПЛІНИ “ХІРУРГІЯ”

Мета дослідження – покращити оволодіння практичними навичками та методиками студентів медичних факультетів вищих медичних навчальних закладів ІV рівня акредитації при вивченні дисципліни “Хірургія”.Матеріали та методи дослідження. Згідно з Тимчасовою наскрізною робочою програмою для підготовки студентів медичних факультетів вищих медичних навчальних закладів ІV рівня акредитації та підготовки фахівців освітньо-кваліфікаційного рівня “Спеціаліст” (Київ, 2015), для оволодіння практичними навичками та методиками, в переліку практичних навичок, якими повинні оволодіти студенти ІV–VI курсів медичного факультету при вивченні дисципліни “Хірургія” зазначено, що, вони повинні засвоїти та вивчити практичні методики та навички з “Проктології”.Результати й обговорення. З метою оволодіння зазначеними практичними навичками на кафедрі хірургії № 2 та кардіохірургії на базі віварію створено навчально-тренувальний центр з “Хірургії” для навчання студентів ІV–VI курсів медичного факультету. Прослідковані переваги використання навчального тренажера в якісному засвоєнні студентами пальцевого обстеження прямої кишки. При виконанні пальпації на тренажері зі вставкою нормальної слизової оболонки у чоловіків та жінок, студенти змогли краще зрозуміти та відчути тактильну різницю під час виконання методики в порівняльному аспекті.Висновки. Застосування медичного навчального тренажеру пальпації пухлин прямої кишки дає можливість студентам набути практичні навики з проктології та систематично їх удосконалювати. З нашого досвіду, відпрацювання практичних навиків на медичному навчальному тренажері викликає надзвичайно живий інтерес, збільшує мотивацію студентів до поглиблення знань з хірургії, дає можливість кожному проявити свої знання та навички.

Implementing Automated Quality Management Software System through Total Quality Management and Knowledge Management Concepts to Improve the Quality of Education in the Universities

Document archiving is very important in any large educational institution, as they contain information that is critical and affects quality management as well as knowledge management. The purpose of knowledge management and information systems is to organize the intellectual capital of the universities in a formally structured way for easy use and help managers make better decisions in all areas. Thus, the sources of competitive advantage in universities derive from intellectual capital and innovations. In addition, the path to a competitive advantage comes from the ability to manage knowledge to create quality of knowledge. Quality and knowledge are good indicators with which to measure a university’s overall competitiveness. This research illustrates the importance of knowledge management in universities and the role of the Information Technology (IT) in facilitating, sharing and accelerating growth of knowledge, in addition to improving the quality of education level in the university. The research also describes both the conceptual and the empirical frame work of a Quality management automated system. We expect this approach to noticeably reduce the cost in the faculties in the University of Jordan, and prevent all the disadvantage of the current situation and improve the quality of education.

Modelling part-time employment in Spain: do women opt for fewer hours or do they have no choice?

ABSTRACTMany variables can be analysed to characterize the past and present employment status of women. Among these parameters are indicators of part-time employment; these, together with factors such as age, nationality and education/training, are of crucial importance in obtaining a proper understanding of this question. The following hypotheses are addressed in this study: that women are more likely than men to be in part-time employment; that this likelihood is even greater for married women; that the higher the level of educational qualifications, the lower the probability of being in part-time employment; and that the female immigrant population is less likely than non-immigrant women to be in part-time employment (however, nationality has no such influence among the male population). Women are much more likely than men to be employed part-time, and it is often said that women prefer this type of contract in order to reconcile family life with their work. However, we show that this is not true. The probability of part-time employment among married women wishing to work longer hours is much higher than that for men. Accordingly, part-time employment contracts for women would appear to be more an imposition by society than a personal preference.

Factors that influence full-time MPH Students\u2019 willingness in China: would You apply again for an MPH graduate degree if you had another opportunity?

BackgroundCurrent and emerging challenges to public health in the 21st century are vastly different from those faced in previous centuries. And the shortage of health personnel and their low level of educational qualifications hindered the development of Chinese public health services. In order to fulfill this requirement, the Ministry of Education initiated a full-time, Master of Public Health (MPH) graduate programme in 2009. This study aimed to evaluate the level of graduate students’ satisfaction with full-time Master of Public Health (MPH) education in China, and whether they would apply again for an MPH graduate degree if they had another opportunity to do so, as well as to identify the factors influencing their decision-making process.MethodsAn anonymous, web-based survey questionnaire containing 61 items was distributed to 702 MPH students in 35 universities or colleges. The questions covered the categories of student admission, training goals, lecture courses, practical training, research activities and mentorship. Levels of satisfaction were compared between MPH students who would choose MPH again as their graduate degree if they had another opportunity to do so and those who would not. Key influencing factors of training satisfaction were identified using logistic regression models.ResultsA total of 65.10% of the participants would apply again for MPH education if they had another opportunity to do so. The factors influencing students’ willingness included their university type, the time since admission and their initial willingness. In addition, the four common factors (admissions & lecture courses, research activities & mentorship, practical training and training goals) emerging from factor analysis were all significantly positively correlated with student willingness (p < 0.001).ConclusionsMost MPH students surveyed were highly satisfied with their MPH education and, although they advocated for improvements and reforms in some aspects, they would still choose MPH as their graduate degree again if they had another opportunity to do so.

MAQASID AL-SHARIAH BASED MEASUREMENT INDEX FOR SOCIO-ECONOMIC DEVELOPMENT: A CASE STUDY IN NORTH SUMATRA INDONESIA

This study develops an index towards the creation of a socio-economic development index based on Maqasid al-Shariah with a special case of North Sumatra Indonesia. The aim of this study is to find indicators and determinant factors of success and lack of success of the implementation of the Maqasid al-Shariah in socio-economic development in North Sumatra Indonesia; to measure the attitude of society in their participation of the socio-economic development based on Maqasid alSyariah; and to design a suitable modelof a socio-economic development measurement index based on Maqasid al-Shariah.Using Structural Equation Modeling (SEM) and Path Analysis Statistical Method developed by Karl Joreskog and Dag Sorbom, involving 794 respondents from different sectors of society and related institutions such as conventional banks claiming to apply sharia principles, religious institutions in society, religious educational institutions at primary, and secondary and tertiary levels in eight regencies and cities in North Sumatra, the result of the study showed that, in order, the variable of societal religious education quality, health quality, interreligious relationship quality, and educational level quality are determining indicators to ensure the success of socio-economic development based on maqashid al-sharia in North Sumatra, along with „maintaining life‟.

Quality Control Measures for Distance Education Institutions that are Part of the Academic Credit Bank System

Background/Objectives: This study discusses quality control measures for use in distance education institutions that are part of the academic credit bank system of lifelong education in South Korea. Methods/Statistical Analysis: This study proposes a standard model, which measures quality control from two perspectives, namely, learning content and Learning Management Systems (LMS). Findings: This model will operate as a guideline for the development of a quality control system in distance education institutions. As self-directed learning programs are important in measuring quality control from the content viewpoint, this paper suggests pre-quiz narratives, thinking, formative assessment, regular tests, assignments, and discussion methods. Application/Improvements: The study aims to contribute to the field of quality education by ensuring that the distance learning education system in South Korea meets a specific level of education quality in the future.

OS DIFERENCIAIS DE SALÁRIO POR GÊNERO NO RIO GRANDE DO SUL: UMA APLICAÇÃO DO MODELO DE HECKMAN E DA DECOMPOSIÇÃO DE OAXACA-BLINDER

O objetivo deste artigo é analisar o diferencial de salários do trabalho entre homens e mulheres no Rio Grande do Sul. Para tanto, a partir da base de dados do Censo 2010 Instituto Brasileiro de Geografia e Estatística – IBGE, é estimada uma equação do tipo minceriana com correção para autoseleção, com o intuito de avaliar os fatores que são determinantes dos salários dos indivíduos. Os resultados mostram que a educação tem papel fundamental na determinação dos salários. Além disso, a desagregação da variável escolaridade permite verificar os retornos nos salários gerados por cada nível de qualificação educacional. Após, realiza-se a decomposição do diferencial de salários por gênero a partir do procedimento de Oaxaca-Blinder. A decomposição deste diferencial constata que existe discriminação estatística de cerca de 15% nos salários contra as mulheres no estado, tanto intersetorialmente quanto intrasetorialmente. Além disso, a discriminação intrasetorial apresentou maior peso no diferencial de rendimentos que a discriminação intersetorial.

Un estudio de las brechas municipales en calidad educativa en Colombia: 2000-2012

This article studies regional gaps in education quality at the senior high school level, for the period 2000-2012, in Colombia's municipalities. Municipal education quality is measured using a test called Saber11, applied to high school students in their last year. With the aforementioned aim in mind, a non-parametric convergence analysis is carried out, in which the geographical element is taken into account as a factor influencing education quality and explaining regional gaps. Results suggest that there is no evidence of convergence and, on the contrary, it is found that municipalities cluster together in space according to their education quality level. Moreover, it is found that neighbourhoods education quality level has a large influence in the likelihood that a municipality has of moving up or down the distribution.

INDIVIDUALLY-DIFFERENTIATED APPROACH TO PERSONAL DEVELOPMENT STUDENTS IN THE PROCESS OF ETNODYZAYNERSKOYI

The article analyzes the need to introduce based on humanistic principles, innovation, personality-oriented educational model that would reflect the features of modern social and cultural space. Organization of scientific and educational process in higher educational institutions of art should be based on modern developments in the field of art education and art pedagogy, active use of the traditions of folk culture. The use of multiple intelligence theory of American psychologist Howard Gardner, will allow to increase the quality level of education, strengthen the relationship with the educational process practitioners and make spiritual component in the educational process of students of art schools. New Millennium and the current difficult socio- economic situation need to develop new conceptual models of learning and education. This model of education can be developed based on a new integrative philosophical and psycho-pedagogical field of scientific knowledge. Socio-economic and spiritual changes occurring in our country need most complete development of man as the highest social value.

Attitudes of Owners which Impedes Firm's Growth: A Case of Small and Medium-sized Construction Firms in Ghana

Owners of small and medium-sized construction firms are mainly classified as individual, group of people or institution ownership. Attitudes of owners who operate these firms do impact positively or negatively towards the growth of their businesses. This study sought to identify the specific attitudes of owners of construction small and medium size (SMEs) firms that impede growth. Interview with selected construction SMEs owners via snowball sampling was adopted in order to achieve the purpose of the study. Data was analyzed using descriptive analysis. The results suggested that majority of construction SME owners have an attitude of being profit oriented and do not concentrate on the growth of their firms. Also, negatively characterized owner attitudes such as anger, hatred, cynicism, inferiority, distrust, antagonism, resentment expressed towards personnel hinder growth of a firm. Further, the low level of educational qualification of owners has established attitudes that compel them to exhibit non-standardised managerial practices which result in poor human relations among employees thereby affecting firm's growth. An additional conclusion from the study indicates that attitudes of construction firm owners composed of three components namely cognitive component, affective/emotional component, and behavioral component.

Monitoring has become the widespread tool in the modern education. This is due to wide functional capabilities of monitoring as the effi cient means of&#x0D; informational support for operational and strategic management of educational systems. The effi ciency of monitoring is determined primarily by the&#x0D; thoroughness of its scientifi c basics.&#x0D; Technologically, the monitoring process needs a conceptually specifi ed object, and as such an object various educational processes and phenomena&#x0D; can be chosen, including the teachers� professional activities. The educators� professional competence is chosen as the object of monitoring deliberately,&#x0D; being considered as the key factor for enhancing quality of education. Now, when the value orientation and benchmarks of national education are being&#x0D; renewed as a result of paradigm shift, the teachers� professional competence is considered to be the key factor for achieving the new quality level of education.&#x0D; The author attempts to accomplish the thorough analysis of the very concept of �a teacher�s professional competence�, because considers it as the&#x0D; essential modeling object to be incorporated in the monitoring procedure.

Better Overeducated than Unemployed? The Short- and Long-Term Effects of an Overeducated Labour Market Re-entry

AbstractPrevious studies have shown that overeducation is inferior to adequate employment. For example, overeducated workers have lower earnings, participate less often in continuing education and training, and are less satisfied with their jobs. This article changes perspectives by asking whether it is better for the unemployed to take up a job for which they are overeducated or to remain unemployed and continue the search for adequate employment. Theoretically, we rely on the established confrontation of the stepping-stone and trap hypotheses, which make opposing predictions in terms of long-term employment chances and job quality. Using the German Socio-Economic Panel (1984–2012) and applying a dynamic propensity score matching approach, the analyses reveal an interesting trade-off. Although an overeducated re-entry increases the long-term employment chances persistently, it also implies strong lock-in effects into overeducation for up to 5 years after re-employment. In sum, the results support the stepping-stone hypothesis in terms of future employment chances, but also highlight non-negligible risks of remaining trapped in a job that is below one’s level of educational qualification.
