Framework of land use planning for an energy producing city of Northwest China based on water-energy-food nexus

The development of cities and their industries is constrained by the water-energy-food nexus (WEF nexus) formed under certain biophysical conditions. Urban-scale WEF nexus research is very different from macroscale (global or national) research. There is a need for quantitative optimization of several economic sectors, as well as spatial heterogeneity of resource endowments, to develop policies that are distinctive for different levels of endowments. Currently, China is implementing Territorial Spatial Planning (TSP) at all administrative levels throughout the country. Its theoretical basis is to realize the overall management of urban ecological protection land, urban expansion, and industrial growth by measuring the resource carrying capacity and land development suitability of each plot. This provides an opportunity to explore the interconnections between WEF nexus at urban scale by examining the wide range of urban resource availability. Here, we propose the WEF-TSP framework, which helps to realize the multi-objective development needs of regional ecological protection, urban expansion, agricultural development, and energy production in a certain city and provides a decision-making basis for future urban land spatial planning. Ordos, a city in China recognized for its significant energy reserves, has been selected as the subject of a case study. Combined with the spatial heterogeneity of Ordos's resource endowment and focusing on the strong constraints of water resources and ecological protection, this study explores the urban land spatial layout scheme of Ordos in 2030 under different energy development scenarios. It can also provide a reference for other cities in China and even the world to study the spatial layout of urban land use and industrial development based on the WEF nexus.

Island development suitability evaluation for supporting the spatial planning in archipelagic areas

The study of island development suitability can provide important reference for island ecosystem-based management and sustainable development, as well as technical foundation for land development suitability evaluation and spatial planning in other areas. In this study, two typical China's archipelagos, namely, Miaodao Archipelago and Dongtou Archipelago, were selected to demonstrate the study. The carrying capacities of the three major development types, that is, ecological conservation, agricultural production, and urban construction, served as basic data; the controlling factors of island development suitability were identified in aspects of terrain, sea, and soil, and their influences on the three development types were separately measured in the two archipelagos and on different types of islands; and the island development suitability index (IDSI) was established for each of the three development types. Then, four schemes, namely, Schemes A–D, were designed based on the IDSIs and for purposes of free development, ecological conservation, agricultural production, and coordinated development, respectively, to conduct the island functional zoning, and the optimum scheme was finally selected. The results indicated that the influence natures and degrees of controlling factors showed distinct spatial heterogeneities across different archipelagos and across different types of islands within the same archipelago. Area proportions of the planned zones varied in different schemes for different purposes, and the optimum scheme was generated by assigning Schemes A, B, C, and D to the reclamation areas within the islands, the uninhabited islands, the sandy island, and the remaining islands, respectively. The present study validated two hypotheses: First, the factual influences of controlling factors on the land development suitability varied across different areas and might not be in accordance with the empirical cognitions. Second, the method of multiple schemes for different development purposes could contribute to solving the problem of disconnection of land development suitability with spatial planning.

Land suitability evaluation for cocoa using a parametric approach in West Sulawesi

Cocoa is the main plantation crop in Indonesia after rubber and oil palm. Indonesia’s cocoa production is the sixth-largest after Ghana and Ivory Coast. Cocoa cultivation spreads to almost all islands in Indonesia. However, the largest is on the island of Sulawesi. West Sulawesi is one of the largest cocoa producers in Indonesia. The decline in cocoa production has continued since 2012. One of the causes of the decline in cocoa production is a decrease in acreage and low productivity of the cocoa plant. The current average cocoa productivity is only 797 kg/ha/year. This productivity is very low compared to the optimum productivity, reaching 2,000-3,000 kg/ha/year. One of the causes of low productivity is uneven land suitability. Cocoa is grown on land with a poor land index. This study aims to study the land index in West Sulawesi to develop land suitability for cocoa plants. His research took place in January-August 2020. The collection of representative points consisted of 30 points spread over four districts in West Sulawesi, namely Polewali Mandar, Majene, Mamuju and Mamasa Regencies. The results showed that there was a strong correlation between land index values and cocoa productivity. Each increase in the land index will increase the productivity of specific cocoa plants for the West Sulawesi Region. The highest Land Suitability Index value (53.56) was obtained on land with cocoa productivity of 2,000 kg/ha/year. The lowest Land Suitability Indexvalue is obtained on land with a 700 kg/ha/year productivity.

The limiting factor of land suitability for development of gambir cultivation (case-study in Sari Laba Jahe Village Deli Serdang North-Sumatra)

Gambir-(Uncaria - gambir) -is commonly found in North Sumatera, especially in Pak-pak Bharat and Dairi Regency. This-study-aimed to determine the limiting factors for-gambir cultivation land suitability in Sari Laba Jahe Village, Sibiru-biru Sub-district, Deli Serdang Regency, North-Sumatera-Province. This study was-conducted from January 2020 to June 2020. Soil sampling based on land-unit was carried-out through a field survey to determine soil characteristics in the-study location. The land-suitability was evaluated-based on the matching method-between data from laboratory analysis and available gambir-land-suitability criteria. The results-showed that the actual-land suitability-class for-gambir in Sari-Laba Jahe-Village is marginally-suitable-(S3) with temperature limiting factor (tc) and root zone media (rc) of 65.39% in land-units-I,-III,-VI, XI and-marginally-suitable (S3) with a temperature (tc) factor of 34.61% in land-units-II,-IV,-V,-VI,-VII,-VIII,-IX,-X. The limiting-factor of temperature-(tc) and-root zone-media-(rc) were difficult limiting factors to overcome so, that the potential, land suitability-for-gambir in Sari-Laba-Jahe Village is the-same-as the actual-land-suitability.

Strategic land use analysis for solar energy development in New York State

This study investigates the spatial characteristics of existing utility-scale solar energy (USSE) development in New York State (NYS) and assesses the land-suitability for the future development of USSE needed to achieve the State’s renewable energy goals using GIS-MCDA techniques. Slope, proximity to electric substations, protected lands, and soil quality were used as criteria to develop land suitability scenarios. 40% of present USSE capacity has been developed on agricultural lands, and 84% of identified land suitable for future USSE development (∼140 GW potential) is agricultural. The USSE potential on non-agricultural land is 22.5 GW – just sufficient to accommodate the development of 21.6 GW, which is the estimated USSE capacity that will be required to achieve NYS’s 2030 goal of 70% renewable electricity. Thus, agricultural lands will be the prime target for future USSE development. Exploring the state-specific synergies for solar-agriculture colocation, preventing the spatially-concentrated development of USSE, and incentivizing the use of unproductive agricultural lands will help mitigate negative impacts of USSE development on agricultural lands.

Multi-criteria suitability analysis for neglected and underutilised crop species in South Africa.

Several neglected and underutilised species (NUS) provide solutions to climate change and creating a Zero Hunger world, the Sustainable Development Goal 2. Several NUS are drought and heat stress-tolerant, making them ideal for improving marginalised cropping systems in drought-prone areas. However, owing to their status as NUS, current crop suitability maps do not include them as part of the crop choices. This study aimed to develop land suitability maps for selected NUS [sorghum, (Sorghum bicolor), cowpea (Vigna unguiculata), amaranth and taro (Colocasia esculenta)] using Analytic Hierarchy Process (AHP) in ArcGIS. Multidisciplinary factors from climatic, soil and landscape, socio-economic and technical indicators overlaid using Weighted Overlay Analysis. Validation was done through field visits, and area under the curve (AUC) was used to measure AHP model performance. The results indicated that sorghum was highly suitable (S1) = 2%, moderately suitable (S2) = 61%, marginally suitable (S3) = 33%, and unsuitable (N1) = 4%, cowpea S1 = 3%, S2 = 56%, S3 = 39%, N1 = 2%, amaranth S1 = 8%, S2 = 81%, S3 = 11%, and taro S1 = 0.4%, S2 = 28%, S3 = 64%, N1 = 7%, of calculated arable land of SA (12 655 859 ha). Overall, the validation showed that the mapping exercises exhibited a high degree of accuracies (i.e. sorghum AUC = 0.87, cowpea AUC = 0.88, amaranth AUC = 0.95 and taro AUC = 0.82). Rainfall was the most critical variable and criteria with the highest impact on land suitability of the NUS. Results of this study suggest that South Africa has a huge potential for NUS production. The maps developed can contribute to evidence-based and site-specific recommendations for NUS and their mainstreaming. Also, the maps can be used to design appropriate production guidelines and to support existing policy frameworks which advocate for sustainable intensification of marginalised cropping systems through increased crop diversity and the use of stress-tolerant food crops.

Application of remote sensing and GIS technology for identification and development of management scenario of critical agricultural watershed

Management of watershed encompasses various activities from watershed delineation to monitoring. The suitability of land for development is not only based on a set of physical parameters (geography/terrain, soils, slopes etc.) of the land but also very much on the economic factors. The cumulative effect of these factors determine the degree of suitability and also helps in further categorization of land into different priority orders for development. The development of new advanced techniques in Spatial Information such as remote sensing and GIS are effectively used for the extraction of information about spatial features. DEM (Digital Elevation Model) is one of the important sources in extraction of drainage network and is useful for determining the quantitative description of catchment geometry i.e. morphometric analysis. Morphometric analysis has been commonly applied to prioritization of watersheds. In this study, the morphometric analysis and prioritization of seventeen Sub-watersheds of Maniari watershed, situated in Lormi block of Mungeli District Chhattisgarh State, India, was studied. For prioritization of sub-watersheds, morphometric analysis was utilized by using the Linear parameters such as Stream order, Stream length, Stream length ratio, Basin length, Bifurcation ratio (2.33 to 4.81), Drainage density (1.04 to 4.35), Stream frequency (0.17 to 6.69), Texture ratio (0.19 to 13.44), Length of overland flow (0.52 to 2.27) and Shape parameters such as Form factor (0.31 to 0.35), Shape factor (2.84 to 3.27), Circulatory ratio, Elongation ratio (0.62 to 0.67), and Compactness constant (1.20 to 2.33). The different prioritization ranks are assigned after evaluation of the compound factor. It was considered as high priority for adopting conservation measure as well. The suitable locations for conservation measure structures in highly prioritized sub-watersheds were also identified for the appropriate land and water management plane. The relevance of work shows the appropriate measure structure locations for preventing the soil from getting eroded from the highly prioritized sub-watershed.

Climate change projections of rainfall and its impact on the cropland suitability for rice and wheat crops in the Sone river command, Bihar

Land suitability analysis is a necessity to achieve sustainable agricultural productivity with the optimum utilization of the available resources. Lack of proper knowledge on the best combination of factors that suit production of rice and wheat has contributed to low production in the Sone river command, Bihar. The aim of this study is to develop land suitability maps for rice and wheat crop based on physical, chemical and climatic factors of production using a multi-criteria evaluation (MCE) and Geographic Information System (GIS) approach. Biophysical variables of soil, climate and topography have been considered for suitability analysis. This work also evaluates the impact of climate change (CC) on cropland suitability for rice and wheat crops. Climatic variable scenarios of rainfall were obtained from four GCMs (CAN-ESM2, MPI-ESM-MR, CSIRO, CMCC-CMS) for three future time slices (2011–2040, 2041–2070, 2071–2100) of representative concentration pathways (RCP) RCP 2.6, RCP 4.5 and RCP 8.5 scenarios. The observation data (1985–2011) from IMD Pune from 8 meteorological stations were used as the current baseline climatic data of rainfall, which is used to validate the cropland suitability model. The results of CC indicate that there is a significant variability in the distribution of rainfall in the projected period 2011–2100 with respect to the baseline period. The results also show a concomitant increase in the projected crop suitability area of wheat from 17 to 35% and decrease in area for rice from 31 to 21% when compared with baseline for highly suitable area.

Evaluation of carrying capacity and spatial pattern matching on urban-rural construction land in the Poyang Lake urban agglomeration, China

Land carrying capacity is one of the important research fields for land management and sustainable use. Urban-rural construction land is an essential component of land use type, the rationality of whose structure and layout is crucial to the sustainable use of land. Here, we executed the evaluation of the suitability of urban-rural construction land development, accounted the bearable critical threshold of urban-rural construction land, calculated the bearable abundance of urban-rural construction land, and compared with the current urban-rural construction land, analyzed the matching of the space layout, and then obtained the remaining development intensity of each county (city or district) of the Poyang Lake urban agglomeration. The results showed that the most suitable, more suitable, less suitable and unsuitable area about the evaluation results of urban-rural construction land development suitability were 3130.62, 2477.29, 867.03 and 29509.14 km2, respectively. The bearable critical threshold of urban-rural construction land (developable strength) was 16.6%, and the value of each county (city, district) was 7.7%-100%. The abundance of urban-rural construction land in each county (city, district) was mainly 0.15-1.30. The remaining development intensity was 12.3%, and the spatial matching degree was 0.76. The remaining develo-pment intensity of each county (city, district) was 4.9%-53.5%, and the spatial matching degree of each county (city, district) was 0.11- 1.00, with a wide range. Our results would help to clarify the relationship between the current development status and the rational development status, which could provide a basis for the refined management of urban-rural construction land and the regulatory policies' formulation of spatial pattern optimization.

Delimiting urban growth boundaries using the CLUE-S model with village administrative boundaries

Urban growth boundaries (UGBs) have been adopted worldwide as a policy tool to control urban sprawl. However, the delineation of recently piloted UGBs in rapidly urbanizing areas of China has methodologically relied mainly on local officials’ personal willingness and urban planners’ work, thus lacking sufficient scientific evidence and reliable quantitative analysis. To fill this gap, this study simulates the spatial pattern of land use based on the CLUE-S model and land development suitability assessment. The principal advantage of this method lies in the innovative combination and effective balance of the central government’s dual requirements of arable land protection and intensive urban development in a rapidly urbanizing country. Moreover, we argue that the village collective—China’s rural land owners—should be treated in its entirety in land development policy-making, and we accordingly adjust the simulation results with village administrative boundaries in the UGB delineation to guarantee its effective implementation. Shenyang metropolis in Northeast China is taken as a case study. The results show that urban expansion and farmland shrinkage are two major features of future land use change in Shenyang; the most striking growth of urban land takes place mainly in the central city, especially in the northeast and southwest sectors. Despite slight variations in the growth rate, predominating directions, main sources, and ecological effects, urban development in Shenyang shows quite similar patterns under different development scenarios. Therefore, UGBs delineated on the basis of these scenarios are almost identical in the basic outline, with changes only in marginal areas. This novel method is proven to be effective in delineating UGBs in urbanizing China and has referential significance for urban growth management in other developing countries.

Evaluating the effectiveness of hazard mapping as climate change adaptation for community planning in degrading permafrost terrain

Permafrost in northern Canada is susceptible to degradation due to rapid climate change, with hazard mapping promoted as an important activity to guide sustainable community adaptation and planning. This paper presents a framework for evaluating permafrost mapping exercises designed to inform climate change adaptation actions. We apply the framework using a case study of the Incorporating Climate Change into Land Development—Terrain Analysis project (ICCiLD). ICCiLD is a hazard mapping project utilizing interferometric synthetic aperture radar to monitor ground disturbance and categorize land development suitability in seven communities in the territory of Nunavut, Canada. We looked at one of the communities, Arviat, as our case study. We examined technical data and drew upon semi-structured interviews (n = 19) with map creators and users. We found ICCiLD added new and relevant information for community planning, increased awareness of the risks posed by permafrost thaw and built stakeholder relations. Strong coordination and high public consciousness of local climate impacts emerged as key factors underpinning project success. Nevertheless, in the case of Arviat, the effectiveness of the hazard maps in influencing land-use planning was constrained by communication challenges between project creators and end-users. These challenges included limited community access to the data and uncertainty surrounding how to operationalize the map suitability classifications. Broader climate change adaptation challenges included the presence of other more immediate community planning priorities and a limited ability to incorporate Indigenous ways of knowing into a technical mapping project. The lessons from this evaluation provide insight for the development of mapping-based adaptations across Arctic regions.

Predicting stream vulnerability to urbanization stress with Bayesian network models

As human development and urbanization expand across the landscape, increasing numbers of streams are threatened with impairment from disturbance and stresses associated with land use changes. In this investigation, a Bayesian Network (BN) with an expert-informed model structure was developed to predict stream vulnerability to urbanization across a range of biophysical conditions. Primary factors affecting vulnerability were stream buffers, colonization connectivity, agriculture, watershed area, and sand/gravel aquifers. On a scale from 0 to 100 (lowest to highest probability), BN model vulnerability scores ranged from a minimum of 20 to a maximum of 87.5 across the 23,554 stream catchments in our statewide study area. Catchment vulnerability scores were linked with predictions of land development suitability from a second BN model in order to map the locations of streams at risk of impairment from projected future urbanization in two large watersheds in Maine, USA. Our BN synthesis identified 5% of the streams that are at risk based on two assessment criteria: (1) their catchments have projected future impervious cover (IC) levels greater than 6% and (2) the stream catchments have predicted vulnerability scores in the highest quartile of the BN model probability distribution. These at-risk streams represent priority targets for proactive monitoring, management, and conservation efforts to avoid future degradation and expensive restoration costs. This study laid the conceptual groundwork for using BN spatial models to identify streams that are not only vulnerable to urbanization, but are also located in catchments classified with a high probability of development suitability and future urbanization.

Land Development Suitability Evaluation of Pingtan Island Based on Scenario Analysis and Landscape Ecological Quality Evaluation

With the acceleration of urbanization and industrialization, regional development is becoming increasingly disordered. Thus, how to balance economic development and ecological protection is a key question. To comprehensively evaluate land development suitability, an evaluation index system for construction land and farmland suitability was established in this study based on natural and social-economic information. After selecting an island in China as the main case study in this work, the reference method was applied in grading and value assigning for all indices. In addition, the analytic hierarchy process and expert evaluation method were used to determine the index weighting. After scenario analysis was adopted in the study to analyze the impact of the policy orientation on the suitability evaluation, we finally evaluated the landscape ecological quality of different scenarios. Results showed the landscape ecological quality of a coordinated development scenario was the highest. The results indicated that coordinated development which takes the ecological protection and urban development into account may be a better choice for land planning.

Land suitability evaluation criteria for agricultural crop selection: A review

Land suitability study for agriculture is a very important technique in deciding future agricultural cropping pattern, planning and activities. Land suitability analysis is an assessment of an area to determine how proper or appropriate it is for a particular use of the land (such as growing a crop variety) in a particular location. Land suitability tools have been extensively applied to identify better management practices in agricultural areas. Soil and landscape properties are essential in this type of evaluation, fact that makes especially interesting, is the coupling of this type of model with Geographic Information Systems (GIS) and Remote sensing (RS). The integration of RS-GIS, Fuzzy-logic and application of Multi-Criteria Evaluation using Analytical Hierarchy Process (AHP) could provide a superior database and guide map for decision makers considering crop land substitution in order to achieve better agricultural production. A review was carried out for different multicriteria analysis to develop land suitability maps. Fuzzy-logic integrated with Multi-Criteria Evaluation in GIS environment found most suitable for agricultural crops.

ANALISIS KESESUAIAN LAHAN UNTUK KOMODITAS SAYURAN UNGGULAN DI KABUPATEN BATANG

Batang Regency has potential land resource for the development of vegetable commodity because it has a diverse agro-ecological conditions, ranging from coastal areas, plains and mountains. However, these conditions have not been matched with adequate vegetable productivity because it is still below the average productivity of Central Java province. The purpose of this study were to know the primary commodities of vegetable in Batang, to know the land availability for development of primary vegetable commodities and to know available of land suitability for development of primary vegetable commodities in Batang. The analytical method used in this study were : LQ and SSA, land availability analysis and land suitability analysis.The results showed that the primary vegetables in Batang are potato, carrot, long bean, large pepper, cucumber, cayenne pepper, eggplant, cabbage and mustard. Available land for development planning based on primary vegetable horticulture area are 28.558 hectares.The results of soil analysis showed that the potential suitability classes for potatoes, cucumbers and carrots have potential level suitability of S2 and S3. Long bean,chili large, cayenne pepper, eggplant, cabbage and mustard have a potential level suitability of S1 (highly suitable) although that area were not too large. Analisis Kesesuaian Lahan untuk Komoditas Sayuran Unggulan di Kabupaten Batang

Batang Regency has potential land resource for the development of vegetable commodity because it has a diverse agro-ecological conditions, ranging from coastal areas, plains and mountains. However, these conditions have not been matched with adequate vegetable productivity because it is still below the average productivity of Central Java province. The purpose of this study were to know the primary commodities of vegetable in Batang, to know the land availability for development of primary vegetable commodities and to know available of land suitability for development of primary vegetable commodities in Batang. Mapping uncertainty from multi-criteria analysis of land development suitability, the case of Howth, Dublin

This paper presents a method for determining and mapping suitable locations for development using Multi Criteria Analysis and the Analytical Hierarchy Process and considering uncertainties in the process. The method is applied to the case study of Howth (Dublin), where development suitability is assessed against specific protection and conservation areas as well as ground water vulnerability. Uncertainty is incorporated using a Monte Carlo simulation into the Analytical Hierarchy Process calculations to determine criteria weightings. A map is derived, which includes, for all locations, both site suitability for development and the level of uncertainty attached to this suitability. The map combines a double categorization of suitability and uncertainty. The method allows for increased transparency in decision making regarding site suitability for development, as well as increased confidence in decision making to allow for reduced risk in terms of the potential impact of development.

Land Suitability for Developing Soybean Crops in Bumi Nabung and Rumbia Districts, Central Lampung

Bumi Nabung district consists of 6 villages with a total area of 7,810 ha which are divided into 251 ha of rain fed rice lands, 4,908 ha of dry land, 1,317 ha of lowland, 1,158 ha of yards and 176 ha of others. Rumbia district consists of 14 villages which has a total area of 22,696 ha of land consisting of 2,728 ha of yards, 17,358 ha of dry land, 326 rainfed paddy field, 839 ha of swamp land, 1,470 ha of lowland and 4,232 ha of others. Bumi Nabung and Rumbia districts have a low soil fertility potential that is reflected by the lowof soil pH, CEC, total N, available P, and high level of exchangeable Al and Al saturation. The results assessment based on the physical and chemical characteristics showed that Bumi Nabung district have 5 villages on suitable class S-2 (North Bumi Nabung, East Bumi Nabung, Bumi Nabung Ilir, South Bumi Nabung, and Sri Kencono) and one village New Bumi Nabung has less suitable class S-3. In the Rumbia District, there were 14 villages belonged to suitable class (S-2), namely Reno Basuki, Rekso Binangun, Teluk Dalam Ilir, Rukti Basuki, Restu Baru, Restu Buana, Bina Karya Buana, Bina Karya Putra, Bina Karya Jaya, Bina Karya Utama, Bina Karya Sakti, Joharan, Rantau Jaya Ilir and Rantau Jaya Baru. Bumi Nabung and Rumbia districts have the potential fertility and land suitability for extensification and development of soybean crops. The main technology components to support this program are the use of ameliorant (dolomite and zeolite), the application of organic fertilizers (manure and compost) and inorganic fertilizers (NPK).Keywords: Acid soil, central Lampung, land suitability, soil fertility, soybeans

An Ideal-Point-Based Approach to Coal Mining Area Land Development Suitability Evaluation

The concept of coal mining area land (CMAL) development suitability was defined, and evaluation index system of CMAL was constructed by AHP. Considering the characteristic of linguistic-based attribute, an ideal-point-based approach to CMAL development suitability evaluation was introduced. Based on the definition of positive ideal-point and deviation, deviation between alternative and positive ideal-point of alternative were given, and the process of ideal-point-based approach to CMAL development suitability evaluation was also provided. Taking Jixi coal mining area in Heilongjiang province as an application case, and its land development suitability was evaluated. The result shows that the method of ideal-point-based approach to CMAL development suitability evaluation is effective.
