Case-study based development of professional communicative competence of agricultural and environmental engineering students

Thisarticledemonstratestheeffectivenessofemployingthecase study method to teach English as a foreign language to the agricultural and environmental engineering students. It should be useful to those who are trying to contribute to the development of the technology relevant to the contemporary educational challenges based on the unity of applied and theoretical aspects of teaching English within a perspective of developing students’ environmental responsibility. This research includes three-year study conducted both in the institution of higher professional education and in one of the largest concentrating enterprise sharing strong environmental ethics in Russia from 2017 to 2019. The research methodology includes: analysis of literature on the main purposes of the engineering training as well as environmental concerns; the analysis of the waysofteachingcasestudy;anassessmentofpurposes,needs andfunctions for which English is required. The findings of this research are as follows: firstly, engineering student’s professional communicative competence is effectively developed within a case study analysis based on real cases from current companies. Secondly, students are more satisfied with their English course and more willing to put their English to practical use when foreign language skills and their professional engineering issues are brought together.

Дуальна освіта і зайнятість сучасної молоді в Україні: проблеми та перспективи

The article is aimed at studying the problems of employment of the young population of Ukraine, exercising a decisive impact on labor indicators in the domestic labor market. In particular, the authors carried out the study on employment of young people under the age of 29, among which the unemployment rate is high, which causes the outflow of personnel to foreign markets. Also, the structure of the status of work of the young population as of the first half of 2020 is examined; problems with youth employment are identified and the main ways to reduce youth unemployment are considered. According to the results of the accomplished research, it is determined that a significant contribution to solving the problems of youth employment can be carried out by the development of dual education in higher education institutions (HEI) and professional higher education institutions (PHEI). The publication defines the content of the dual educational component for the institution of higher education, the main advantages that the applicant of higher education with the dual system of education will receive. An important aspect of the carried out research is the strengthening of the role of employers in the system of educational and professional training of applicants of higher education, which will ensure a high level (not only theoretical, but also practical) of training of graduates of a HEI. Prospect for further scientific searches on this topic is to identify the main factors that create preconditions for the introduction of dual education in higher education institutions and the development of DE in technical HEIs.

Experience in Development and Implementation of an Information Management System in a Technical University

This article discusses the experience of developing and implementing a university management information system, as part of the implementation tasks in accordance with the Regulation on the credit system of education in higher professional educational institutions in Republic of Tajikistan, which was approved by Ministry of education and science of Republic Tajikistan from 30.12.2016 г., with number № 19/24. This study presents the general results obtained during the automation of document management (workflow of documents) in university based on a management information system of Khujand Polytechnic institute of Tajik technical university (KPITTU). It is described the functionality of the system based on the conceptual document management scheme at the university. It is given the descriptions of the proposed multi-module system architecture with a brief description of each module. The main tasks pursued by the management information system are considered: ensuring effective management and transparency of the organization activity at all levels, information storage, data management and access regulation, formalization of the activities of each employee, optimization of business processes, saving of resources by reducing the cost of managing paper records. Optimization of educational processes and decision making for university management is analysed. Determining the efficiency from embedding automation in KPITTU is given.

Improvement of internal control of formation and execution of estimates indicators in primary education institutions

The article deals with the concepts, content and components of the budget institution's accounting and control system. The accounting and analytical approaches to the internal control of the formation and implementation of budget indicators in the institutions of professional before higher education have been revealed. The concept, purpose and goals of management accounting have been defined and the model of introduction of elements of management accounting has been provided for providing the internal accounting data of the system of formation of planned estimates of revenues and expenditures. The content and substantiated functions of each of the elements of budget planning have been revealed, the types of indicators that reflect the activities of a budgetary institution have been defined and the basis for the budget planning and their influence on the formation of the budget of an individual budgetary institution have been revealed. The proposed model reflects the consistent transition of information flow from accounting, control and analysis to management decision making to optimize the process of formation and implementation of estimates in professional higher education institutions, taking into account the influence of internal and external factors. It has been substantiated that the establishment of responsibility centres in the institution provides timely and complete information on the current state of performance of the budget indicators. This information is further processed in the process of internal control and analysis of the performance of the estimates. The main tasks have been determined, the solution of which contributes to the achievement of the goals of internal financial control of the targeted use of budgetary funds in institutions of higher education. The internal control system has been designed to verify the appropriateness and reliability of the information flow. The purpose of internal control is to evaluate the effectiveness of the institution and the purposeful use of its budget. Specific methodological methods of management accounting and internal control within the framework of the model are determined by the tasks of ensuring the discipline of spending budget funds, improving the efficiency of use of public resources. It has been proposed to establish responsibility centres in the institution using the existing units to improve the informative content of the estimates of estimated assignments.

Экспорт образования в эпоху инноваций

<p>В статье анализируются проблемы экспорта образовательных услуг и его связи с инновационной экономикой. Актуальность статьи определяется как значимостью образования в эпоху глобализации, так и той ролью, которую играет высшая школа в продвижении имиджа любой страны в современном мире.</p><p>Показано, что многие страны инвестируют значительные финансовые ресурсы в продвижение национальных систем профессионального образования на мировом рынке образовательных услуг, а высшие профессиональные образовательные заведения активно продвигают свои обучающие программы для привлечения иностранных студентов. Комплекс мер, направленных на привлечение иностранных обучающихся в Россию и создание благоприятных условий для их пребывания и обучения, как на государственном уровне, так и на уровне активных действий самих вузов, в том числе негосударственных, ведет к прогрессу в экспорте образовательных услуг. Это видно из динамики численности иностранных студентов, обучающихся по различным образовательным программам высшей школы в России.</p><p>Определены и проанализированы цели, на которые направлен экспорт образования; рассмотрены группы факторов, влияющие на экспорт образовательных услуг (социально-демографические, геополитические и экономико-финансовые), а также проблемы, которые мешают успешной его реализации в России.</p><p>Авторы приходят к выводу о том, что развитие экспортного потенциала должно стать одним из приоритетных направлений российской образовательной политики на всех уровнях.</p>

Механизм управления качеством образовательных услуг на основе внедрения инноваций

The article raises the question of improving the quality of educational services of a higher educational institution through innovative implementations, since it is the quality of education that forms the high level of competitiveness of a university, and therefore, there is a need to create a mechanism for educational services quality management. To create this mechanism, the main subjects, objects and functions of market relations in the field of educational services were identified, and the most optimal types of innovations for institutions of higher professional education were considered. The aim of the study is to determine the essence of quality management of educational services of a modern university on the basis of innovative implementations. During the study the following methods were used: theoretical, analysis, comparison. The result: the developed model allowed us to identify the most complex areas of the quality management mechanism development. Based on this, a five-block model of the cycle of harmonizing the quality of educational services with the task of implementing innovations was developed, which will contribute to the creation of a single set of educational services and the goals of innovative potential development. Conclusion: considering the results obtained, evaluative combinations of the university’s efficiency and effectiveness indicators were identified for determining the direction of innovative development, which allow us to characterize the level of the university development and, in accordance with it, introduce the optimal type of innovations that will contribute to the successful development of the institution of higher education.

The organizational aspects of health care of students of institutions of higher professional education

In recent decades, both in the Russian Federation and in the Sverdlovsk oblast decreasing of population size of adolescents and deterioration of their physical development and health status were established. In Russia, the organization of medical care of college students is insufficiently organized and requires additional improvements. The selective assessment of activities of medical offices in six colleges in Yekaterinburg was implemented. The sociological surveys were organized on the basis of the international HBSC questionnaire to study opinions of the minors about organization of medical care in colleges (653 students interviewed) and prevalence of health risk factors among students (1142 students were interviewed). In the Sverdlovsk region in 2018, only 53.6% of colleges were licensed for carrying out medical activities. According to the study, medical care in colleges was provided by medical assistant of medical office. This condition resulted in that not all the students underwent preventive examinations or underwent them not in required fullness. The medical personnel of colleges provided no analysis of health status of adolescents and health education is insufficient. The analysis of the data of sociological surveys established high prevalence of behavioral risk factors among underage students. Almost half of respondents noted the presence of harmful habits and only quarter of respondents paid attention to healthy diet. The percentage of respondents claimed that they tasted and consumed "spices" and "surfactants" was high against the background of low awareness of dangers of these habits. To amend this situation, it is necessary to organize auditing of quality of medical care of students in colleges, to analyze quality of preventive examinations, to develop a set of preventive measures of promoting health of students of colleges, based on their motivation and psychological characteristics, involving students themselves in the process, applying interactive forms.

EFFICIENCY OF USING FRAME-SCHEMES ON LECTURE AND GROUP CLASSES IN MILITARY UNIVERSITIES OF THE VNG RF

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

Современные аспекты профпатологической помощи работникам сельского хозяйства

На основе анализа актуализированных данных об условиях труда в аграрном секторе экономики, региональных уровнях профессиональной заболеваемости, доступности медицинских организа- ций жителям села и профессиональной заболеваемости работников сельского хозяйства выявле- но снижение числа работающих во вредных условиях труда в период с 2011 по 2017 г. на 19,2 %, которое не сопровождалось соответствующим падением удельного веса этой когорты в общей структуре занятых в аграрном секторе, доля которых уменьшилась на 4,4 %. Одновременно с ростом обеспеченности учреждений сельского здравоохранения врачами-профпатологами с 43,3 до 60,0 % от уровня потребности охват работников сельского хозяйства периодическими меди- цинскими осмотрами увеличился с 75,6 % в 2011 г. до 82,7 % в 2017 г. За период с 2011 по 2017 г. число субъектов РФ, на территории которых были зарегистрированы случаи профес- сиональных заболеваний, сократилось на 25,6 %: с 39 до 29 регионов. При этом уровень профес- сиональной заболеваемости вырос на 32,3 % с 1,27 в 2015 г. до 1,68 в 2017 г. на 10 000 работаю- щих в отрасли. По разным годам наблюдения в 43,7−57,2 % случаев профессиональные заболева- ния диагностировались при самообращении в центры профпатологии. Большинство случаев профзаболеваний выявлено центрами профпатологии, функционирующими на базе научных ор- ганизаций Роспотребнадзора, НИИ гигиенического профиля федерального подчинения и учреж- дений высшего профессионального образования Минздрава РФ.

Project work in university foreign language teaching: an important step towards learner autonomy

The article points out project work for teaching foreign languages at institutions of higher professional education. For learner autonomy organisation we introduce project-based learning. Special attention is paid to the academic aspect, i.e. the change of curricula and work programmes in foreign languages and the related increasing role of educational autonomy. The role of educational strategies in the independent learning process is determined. The advantages of project work for the organisation of independent work are revealed. The author gives examples of lessons from her own practice of teaching, developed with the help of project methodology, their critical evaluation is given. The possibility of using the evaluation of students’ work on the project not only at the last stage, but throughout the project is shown. We consider the applicability of these projects, assesses the work on the project and analyses the success of the organisation of independent work using the project methodology.

The Key Factors in Adopting an Electronic Records Management System (ERMS) in the Educational Sector: A UTAUT-Based Framework

Higher education institutions, like nearly all organizations, need to implement information management systems that enable them to handle routine operations easily and, at the same time, generate many types of standardized and ad hoc reports. Higher professional education (HPE) institutions face unique challenges when implementing their computer-based information management systems. Electronic records management systems (ERMSs) help manage the extensive information needed to plan and make well-informed decisions. ERMS is a fairly new addition to organizations, and those organizations are still learning how to use them effectively. Unfortunately, some organizations are still slow to adopt these systems. With this in mind, this paper proposes a framework that identifies the key factors that influence HPEs in adopting their own ERMS. The framework developed in this paper is based on two other models: the unified theory of acceptance and use of technology (UTAUT) and technology–organization–environment (TOE). The questionnaires we distributed to 364 respondents in the HPE sector to collect the views of as many stakeholders as possible. These survey responses led the study to propose a framework that identifies the critical factors that influence the adoption of ERMSs in HPEs. This framework is expected to guide HPE institutions in understanding the most essential factors (individual, technological, and environmental) that must be addressed to adopt an ERMS.

The methodical principles of formation of the economic culture of students of technical specialties of the colleges

The article describes the organization and analysis of the results of the pedagogical experiment on the formation of economic culture of junior specialists-electricians (MSTE), which gives grounds to conclude on the effectiveness of the constructed model and implementation of a set of pedagogical conditions for the formation of economic culture of MSTE in professional training. The ascertaining stage of the experiment included the collection of data required for pedagogical research; development of criteria, indicators and levels of formation of economic culture of MSTE; mass research of students of vocational and professional higher education institutions (technical schools and colleges). To achieve this, interviews and testing were conducted with students of research institutions of professional and professional higher education (technical schools and colleges). It has been proven that a significant number of respondents approve of the prospect of mastering economic culture but know little about it. The research carried out at the observational stage of the experiment showed that the initial level of formation of the economic culture of future MSTE in the experimental and control groups is approximately equally low for all components. At the formative stage of the pedagogical experiment, a study of the level of formation of the economic culture of MSTE in the process of professional training in relation to the selected criteria: motivational-value, oriented-cognitive, creative, activity-practical. Consideration of the results of the experiment allowed to state that the use of the proposed set of pedagogical conditions in the education of students in institutions of professional and professional higher education (technical schools and colleges) has a positive effect on the formation of economic culture MSTE in the process of professional training. In the experimental group there was an increase in the number of students with a high and medium level of formation of economic culture MSTE, which confirms the hypothesis. Reform of higher education in Poland. Context of the bologna process

The article presents the main directions of the transformation of the Polish higher education system to meet the growing needs of the national economy and the labor market. It is emphasized that the state reforms of higher education aimed at improving the quality of education and its orientation to the growing new society were carried out in line with the Bologna process. Characteristics of the most important principles for the creation of a single pan-European educational and scientific space are given. The process of creating state higher professional educational institutions, which have become an addition to universities and polytechnic institutions, has been considered, due to which the population’s access to free higher education has increased. The specific differences between the educational programs of Polish higher vocational schools and unified university programs are assessed. It is shown that, in accordance with the principles of building a unified European educational and scientific space in the country, unified university programs are divided into two- and then three-level cycles. Particular attention is paid to the functioning of the management systems of the process of improving the quality of higher education, presents an analysis of internal and external systems, as well as criteria for parametric evaluation of the quality of the learning process. The leading role of teaching staff in the formation of a quality culture of training is substantiated. The maxims of the teacher of the higher school are given. It is shown that the parametric assessment of the quality of teachers’ work contains both formal legal and thematic elements. Teachers of Polish universities are subject to parametric evaluation at least once every four years, the criteria and procedure for evaluation are defined in the charter of the training organization. Regardless of the official certification, each university teacher exercises self-evaluation with the help of a multi-criteria scale. It should be emphasized that the work of the university teacher on improving the quality of higher education is largely individual, and at the same time regulated by law, both national and EU. Legislation defines the rights, tasks and responsibilities of teachers and quality standards are defined in this area.

Analysis of technical university information system

The paper covers a set and interaction of the existing higher education institution automated control systems in φ state budgetary educational institution of higher professional education "Industrial University of Tyumen ". A structural interaction of the existing systems and their functions has been analyzed which has become a basis for identification of a number of system-related and local (related to separate modules) drawbacks of the university activities automation. The authors suggested a new structure of the automated control system, consisting of three major subsystems: management support; training and methodology support; distance and supplementary education support. Functionality for each subsystem has been defined in accordance with the educational institution automation requirements. The suggested structure of the ACS will solve the challenges facing the university during reorganization and optimization of the processes of management of the institution activities as a whole.

Возможности цифровизации экономических дисциплин в учебном процессе

In the conditions of the accelerated development of scientific and technical progress, and, first of all, information and computer technologies in scales not only one concrete country, and all set of the developed countries which are in a stage of a post-industrial service state, creation of intercountry communications, the great value is gained by a position of the higher education. Thus, institutions of higher professional education should become so-called points of growth or locomotives of growth of the level of application of information and computer technologies, algorithms for solving economic and management problems based on the use of economic and mathematical methods and models that students master in the process of studying the relevant disciplines. The main objectives of training in other disciplines, and especially management and economic complex is the application, consolidation and increase of knowledge, skills of digital technologies in the preparation of course work, final qualifying work, during research work as students in bachelor’s and master’s degree, and in graduate school. The level of computer-digital technology proficiency affects not only the validity of management and economic decisions in the production and financial and economic activities of economic entities, both commercial and non-commercial, but also on the research activities not only in higher education, but also abroad, in the field of fundamental and applied research, development. In addition, the need to master digital technologies is increasingly covering the daily life of the population, not only large cities, but also any settlements. Therefore, the strategic direction of development of Russian socio-economic processes, which is declared by the Government and the President of the Russian Federation as a priority, is the transition to a digital economy or digitalization of all life. Therefore, the development of educational guidelines for the solution of financial and economic problems and their application in the educational process is an urgent task, the solution of which allows to improve the level of competence of graduates of higher education in matters of digitalization not only in socio-economic activities, but also to use this knowledge and competence in all spheres of activity — cultural, environmental, scientific, technical and others.

HEALTH STATE OF MEDICAL STUDENTS AND ITS DETERMINANTS

The preservation and promotion of health in youth is one of the most urgent and important health and social problems at the present stage. In the Russian Federation, sanitary supervision of institutions of higher professional education is carried out both for public facilities and for universities, where there are no specially developed sanitary rules and regulations. From the positions of modern preventive medicine, it is impossible to carry out reasonable health-improving measures in educational institutions of a medical profile without hygienic assessment of microclimate conditions, chemical composition of indoor air, levels of illumination, noise and electromagnetic fields. The article is devoted to the assessment of the health state of medical students in the conditions of various social and hygienic, ecological and biological factors. The hygienic characteristic of the levels of illumination and microclimate of the classrooms is given. The protection of students' health from the negative impact of electromagnetic fields from computers is also an important medical, technical and social task. Significant emphasis in the article is given to a problem of spreading bad habits, including smoking and drinking alcohol. Hygienic features of education in medical schools and prevention issues were also presented. There is a need to promote knowledge of hygiene and healthy lifestyle among students in the form of lectures, conversations and visual propaganda. Professional higher education institutions as organizational actors

Organizational actorhood is a term that has gained prominence in literature about higher education as a way to describe some of the key global change processes with emphasis on organizational accountability, formalization of structure, focus on goal definition and managerialism. At the same time, there is less knowledge about how organizational actorhood is constructed in professional higher education institutions. Based on over 100 interviews and document studies of two case institutions, this article argues that professional higher education institutions show many characteristics of aiming to construct organizational actorhood, while their understanding of accountability is broader than would be in traditional comprehensive universities.

The article deals with priorities of level language learning at non-linguistic institutions of higher professional education in Russia and contains recommendations for level learning. Attention is paid to delineate the most urgent problems that require further development. A level approach to foreign language teaching is considered as both a practical strategy in organizing foreign language teaching at the university and a factor that contributes to the development of educational system.
