The purpose is to study the features of the formation of a system of stage modeling and design of user needs in the digital economy. The subject of the study is the users’ needs in the digital economy and how they are formed. Research methodology. The methodological basis of the study requires the use of tools with theoretical and graphical approaches. In this case, in the context of study, methods of graphical and tabular accumulation of information, grouping, accumulation of ideological views, and systematization of processes are used. As a result of the study, it was indicated that changes in the processes caused by a change in the economic paradigm lead to the formation of new needs among users. The specific needs of the digital economy are determined by the implementation of information infrastructure, the organization of a system of strategic planning and surveillance, the collection and accumulation of spatial data, the creation and diversification of complex systems. Therefore, design of users’ needs is based on (1) the need to solve the problem, (2) the need that is not obvious, (3) the need that is formed according to the current development circumstances, (4) the need based on strategic thinking, (5) the need in conditions of transformation of the external environment.
