Adjustment disorders in international students studying in English during a pandemic

The article presents a detailed study of clinical manifestations of adjustment disorders. The aim of our research to study the peculiarities of adjustment disorders of English speaking international students and to develop a system of its psychotherapeutic correction in a medical institution of higher education. The research methods: theoretical analysis and generalization of literature on the research topic, psychodiagnostic and mathematical-statistical methods. The study was conducted in the context in English speaking foreign students of reforming educational services in Ukrainian higher education institutions against the background of the COVID-19 pandemic and distance learning. The study based on 103 English speaking foreign students of III-Vth years of education in Kharkiv National Medical University, both sex (52 male and 51 female). The average age of the surveyed foreign students was 22.0±1.8 years. Foreign students were divided into three groups. The first group included 40 fourth-year students, the second group 40 third-year students, the third group consisted of 23 fifth-year students. The survey consisted of several stages and was conducted on-line. The first stage was carried out at the beginning of the quarantine, the second after 3 months. Psycho-corrective measures had a positive effect on the dynamics of mental state in 82.5 % of international students. In 68.7 % there was a reduction in maladaptation.

EVOLUTION OF HIGHER EDUCATION: PROSPECTS – MODERNIZATION CONCEPTS

The most popular international rankings on the development of higher education in Ukraine are presented, which show a mixed situation, namely that in some positions Ukraine is among the 50 countries with the strongest higher education systems in the world, but in the number of universities Ukrainian educational institutions are not leading. Analyzes the dynamics of the distribution of the number of students of higher educational institutions in Ukraine in accordance with the International Standard Classification of Education ISCED 2011. Also analyzed the dynamics of higher education institutions at the beginning of the 2019/20 academic year by subordination of institutions, the number of students in higher education institutions by source of funding. The main indicators of postgraduate and doctoral studies in Ukraine are given. The indicators of the number of foreign students in Ukraine are highlighted, the top 10 countries by origin of foreign students and the most popular universities among foreign students are provided. It is concluded that up to 50% of foreign students are trained in Ukraine in medical specialties, the training of foreign students in Ukrainian educational institutions is not only the image of the country, but also an important component of investment in the economy. Summarizing the current state and trends in the development of higher education in Ukraine, were identified current trends in the development of higher education and proposed a strategy for the development of higher education, which provides the maximum efficiency of all resources: organizational, institutional, instrumental, financial, scientific and methodological.

УПРАВЛІННЯ ЯКІСТЮ ВИЩОЇ ОСВІТИ В УКРАЇНІ НА ШЛЯХУ ІНТЕГРАЦІЇ У ЄВРОПЕЙСЬКИЙ ПРОСТІР (ДОСВІД ЄВРОПЕЙСЬКОГО СОЮЗУ)

Quality assurance and quality management are the main challenges in the management of higher education institutions not only in Ukraine but also in the world in the context of sustainable development and the coronavirus crisis. In this context, the need to promote a culture of quality at university level is becoming increasingly important. The concept of quality culture expands traditional approaches to quality assurance, focusing on aspects of organizational psychology such as shared attitudes and commitment to quality. However, studies of methodological approaches to the problems of quality assurance management in higher education have not been sufficiently reflected in domestic research. That is why, at the present stage, there is an urgent need to study the problems of quality management in higher education at both internal and external levels. The article considers the theoretical foundations of the culture of quality of higher education, its necessity and role in the development of higher education in Ukraine. Conducted research on the experience of EU countries in external evaluation of the quality of higher education. Research of the experience of institutional accreditation in the European Union, because institutional accreditation is currently absent in Ukraine, despite the fact that it is prescribed in the Law of Ukraine "On Higher Education". Evaluation and construction of the Gap model, which identified the basic requirements for high-quality educational services based on the identification of contradictions that lead to consumer dissatisfaction with the quality of educational services received, including various contradictions. However, a study of the Ukrainian experience in assessing the quality of educational services allows us to conclude that in most cases a general rating assessment of higher education institutions that provide educational services, rather than the quality of services directly provided by them. And internal quality assurance systems in Ukrainian universities are in the process of formation and need significant development, taking into account the experience of universities in the European Union.

FOREIGN LANGUAGE TRAINING OF STUDENT YOUTH IN THE EUROPEAN UNION: ANALYSIS OF SOME RESEARCHES

The article presents a theoretical generalization of the researches on the problem of foreign language training of student youth in the European Union. Today in the institutions of higher education of Ukraine there is a tendency to intensify the foreign language training of each applicant for higher education. Among the many aspects in the content of education, foreign language training of higher education in Ukraine focuses on itself special attention. At the same time, it was found out that currently in Ukraine there is a complex multi-level contradiction of the following nature: The European Union prepares graduates of schools that speak a foreign language at the B2 level, and Ukrainian pedagogical higher education institutions graduate students who do not speak a foreign language at the B2 level; Ukrainian schools require from students B2 level which their teachers do not have, and therefore, in a sense, Ukrainian students may be more competent than their teachers, which is unacceptable. The analysis of foreign language training of student youth in the European Union allowed the authors to identify the achievements and features of foreign language training of student youth in some European countries in order to outline the required by the domestic education system trends in foreign language training at higher education institutions. The authors of the article analyzed the professional training of future foreign language teachers in such European countries: Germany, Poland, Slovakia, France, Italy. It was found out that such training is thoroughly researched by Ukrainian comparative scientists and is gradually introduced into the domestic system of higher education.But taking into account such tasks, problems and challenges facing Europe and Ukraine in the field of foreign language education, as well as permanent forms of cooperation within the Bologna Process, the prospects for further research the authors see in a deeper study of the process of reforming foreign language education, which brings obvious benefits to Ukrainian higher education.

Internal quality assurance system of higher education in Ukraine: problems and development prospects

The article considers the issue of ensuring the higher education quality in Ukraine in accordance with European standards and recommendations. The main focus is on the problem of introducing an internal quality assurance system in higher education institutions. The block entitled: "Existence of internal quality assurance system" of the research "Development of internal quality assurance systems in Ukrainian higher education institutions" conducted by National Agency for Higher Education Quality Assurance (2020) was analyzed: to outline the main problems in the practice of implementation of internal quality assurance systems, to definition of the basic approaches to organizational maintenance, coordination, functioning of such systems. It is concluded that the formation and continuous improvementof the internal quality assurance system of higher education is one of the priorities of modern free economic education, which seeks to strengthen its autonomy and improve its image, establish close cooperation and cooperation with all stakeholders to continuously improve learning conditions, achieving the best results in the training of future professionals.

Development of foreign language competence of higher education students in the context of blended learning

The circumstances of active implementation of a blended learning format at all educational levels require increased motivation and advancement of the competences learned by students of higher education institutions.Such statement equally applies to foreign language competence, which is one of most relevant skills to the future professional activity of international relations specialists. In considering this, the Ukrainian higher education institutions conducted a study on the development of foreign language competence of higher education students in the context of blended learning. The purpose of the article is to develop and empirically establish the effectiveness of the author's model of foreign language competence development of higher education students in the context of blended learning. The study involved the development, implementation and evaluation of the effectiveness of the author's model of foreign language competence development of higher education students in the context of blended learning. The participants of the study were students of higher education institutions: HEI 1, HEI 2, HEI 3, who majored in the following specialties: international activities, international relations and some technical specialities. The participants were 1st, 3rd and 5th year students.A total of 138 students were interviewed (68 from the experimental and 70 from the control group). The study confirmed that the implementation of the method of organizing the formation of foreign language competence of higher education students, which requires an optimal combination of blended learning with modern digital tools and the professional orientation of foreign language training in the system of higher education institutions, helps advance foreign language competence of higher education students.

THE INTERNATIONALIZATION AS A COMPONENT OF THE NATIONAL STRATEGY FOR IMPROVEMENT OF HIGHER EDUCATION SPACE IN UKRAINE

The paper is devoted to the study of the issue of internationalization as a component of the national strategy for improvement of the higher education space in Ukraine. It is shown that internationalization of higher education is an instrument of achieving academic goals, values of cooperation and mutual benefit. The internationalization of higher education is seen as a multilevel phenomenon that includes supranational, continental, national, institutional, and individual levels. The national level of internationalization of higher education is analysed in detail on the example of higher education space in Ukraine. It is noted that Ukraine has made significant achievements in the internationalization of higher education through the implementation of the Bologna reform and reform in higher education management and governance. New opportunities for higher education in Ukraine through current international research and educational projects and cooperation with international organizations are highlighted. The institutional level of internationalization of higher education is presented on the example of Ivan Franko National University of Lviv. Some findings of the author research of the attitude of students of Ivan Franko National University of Lviv to the issues of internationalization are also presented.

University - basis of competitive society

The article shows the connection between higher education and the country's competitiveness. The competitiveness of a country depends on its human capital. Human capital is determined by the key factors - the level of education of the population, scientific potential, experience of successful projects. The authors argued that the role of human capital formation belongs to the modern university. The modern university is faced with the need to find new ways to integrate with the environment of modern economic society, to be competitive.
 For Ukraine's competitiveness to increase, Ukraine's higher education must be included in the system of economic relations. Public policy should accelerate the process of cooperation between universities and corporations.
 The modern mission of the university is teaching, research, the interaction between education, science, business, local communities, and other communities. When the three components of the mission come together, higher education fulfills the goal of modern society. This is the mission of forming an innovative economy. Modern universities are turning into platforms that generate new knowledge, ideas, technologies, strategies of social development.
 In this regard, public administration of higher education, especially public universities, is a factor in increasing the competitiveness of the society. Therefore, public policy should focus on those areas where the state has the main role. This is the development of education and science. The role of the state is to create and maintain conditions for the development of educational, scientific, scientific, and technical, innovative activities of universities, academies, institutes, colleges, as well as the creation of public-private partnerships in higher education.

CREATION OF THE IMPLEMENTATIVE CONDITIONS OF INFORMATION TECHNOLOGIES IN HIGHER EDUCATION INSTITUTIONS

The paper highlights the problemsof the implementationof informationtechnologies into the professional activity of teachers in higher education institutions. Further integration of the country into the world economic and cultural space encourages the synchronization of the Ukrainian education with the global trends, taking into account IT development. The potential directions for the development of higher education digitalization have been identified. One of the main directions of higher education institution activity – modelling and expansion of information and communication educational environment is specified. The author outline the conditions of information and communication learning environment contributing to the increase the digital competence of teachers – IT knowledge, IT skills and readiness to use the achievements of informatiszation process in their professional activities. Basing on the analysis of the main IT development trends in the educational sphere, the authors have formulated proposals to improve the professional activity of teachers and to implement information technologies into the Ukrainian higher education institutions in compliance with the transformations currently taking place in the modern world.

Formation of a Mechanism for Public Management of Higher Education Development in Ukraine

The article considers the peculiarities of the formation of the mechanism of public management of higher education of Ukraine. It was revealed that the development of higher education in Ukraine in market competitive conditions requires the transformation of the public governance sector in accordance with new trends and innovative transformations. An analysis of the relevant interests of the parties to the process of public management of higher education was carried out and a substantive scheme of this process was constructed, which reflects the interests of all participants and their relationship. Description of monitoring in the mechanism of public management of higher education is provided and stages of its implementation are given. The main directions of the organization of control over the key results of the implementation proposed within the framework of the mechanism of public management of higher education and the strategy have been developed. The expected results of the strategy are identified, which are the main priorities, aspirations, and guidelines for the public management of higher education in Ukraine.

Higher Education Management System Based on Principles of Strategic Development

The aim of the article was to investigate the problems of formation and effective functioning of the higher education management system on the basis of strategic development. As a research method, the analysis of the interrelations of such components of the system as element, component, subsystem and supersystem in relation to the management system of higher education in Ukraine was used. It was concluded that at the exit from the developed system, alternative options should be obtained for developing a higher education management strategy, in which the central link will be the search for optimal, scientific-based practical management solutions for the constant improvement and self-organizing of the developed system. Overall, it was concluded that the system should be implemented in real-time with the help of comprehensive planned measures aimed at increasing, coordinating, and effective use of the system components based on the system approach taking into account the characteristics of the internal and external environment and other factors of influence.

ORGANIZATIONAL AND CONTENT ASPECTS OF STUDENT ACADEMIC MOBILITY IN THE USA

The integration processes, taking place in modern society, impact the system of higher education. The united world educational environment is being formed, demonstrating the coordination of educational standards, programmes, approaches to the training of future specialists in higher educational institutions of various countries. The integration of the system of Ukrainian higher education into the world educational environment determines the growth of academic mobility of students, for which the USA higher education is famous about. The aim of the article is to study the organizational and aontent aspects of academic mobility of students in the USA higher education. Research methods applied: analysis and synthesis of psychological and pedagogical literature; study of experience of particular American universities in the context of academic mobility, systematization, and generalization. Internationalization has been defined as one of the most important principles of academic mobility organization in the USA. Internationalization is a process in which the goals, functions and organization of educational services acquire an international dimension. This process involves the integration of national education systems, defining and development of general and universal concepts and components of their functioning, i.e. those principles that form the basis of diversity of national cultures, contribute to their mutual enrichment and provide systemic changes in higher education. Academic mobility is a form of organization of the educational process (in particular, by distance learning means), which provides the opportunity to study, teach, train or carry out research in another educational institution, even abroad, resulting in self-realization in learning and professional activities. The temporary study in other institutions of higher education is a characteristic feature of academic mobility of students. The main goals of academic mobility of students in the USA are the acquisition of professional and intercultural competencies, cultural experience of the host country through training in academic mobility programmes, in summer and evening language schools, project implementation, and research.

Libraries of pedagogical institutions of higher education on social media

The article aims to explore nowadays promoting conditions of libraries of pedagogical institutions of higher education on social media and define effectiveness criteria of this process. Content analysis of official accounts of 19 libraries of pedagogical institutions of higher education in Ukraine is provided. Based on the results of content analysis the authors explore the current state of representing their information products and services on social networks, specify the factors that contribute to the effectiveness of promoting library services among users. The authors indicate the following factors which influence the followers number: correct use of hashtags, authenticity and frequency of content updating, maximum content synchronization of the library profiles on various social networks for uniform information and involvement of their target audiences; insight and successful use of functionality of various social networks by librarians.

National Education as a Component of Multicultural Paradigm in the Context of Worldview Confrontations in Ukrainian Society

The article deals with the need to implement the elements of national-patriotic education into a general paradigm of the modern system of higher education in Ukraine. The role of cultural dialogue and mutual understanding as a universal function of education has been discussed. The relationship between culture and education has been outlined. Much attention has been paid to the place and role of culture in shaping a student's personality in the learning process. The issue of national values in a system of global priorities has been raised. The importance of multicultural education in a multi-ethnic Ukrainian society has been emphasized. The problems of defining national identity in a fragile world have been highlighted. The results of the experimental research among students of Mykolayiv V.O.Sukhomlynsky National University in terms of multicultural expertise have been analyzed. The crucial role of the functioning of the Ukrainian language as the state language has been emphasized.

HIGHER EDUCATION IN UKRAINE IN THE CONVENTION OF THE COVID-19 PANDEMIC: NEW CHALLENGES AND PROSPECTS

The article is devoted to the analysis of the problems of introduction of distance learning in higher educational institutions of Ukraine. The article presents the results of an anonymous survey of research and teaching staff and students of higher education institutions on the use of distance learning technologies in the conditions of national quarantine, conducted by the State Education Quality Service of Ukraine. According to the results of the survey, conclusions were made about the degree of effectiveness and further prospects for the introduction of new teaching methods in a pandemic.
 In order to identify achievements, possible difficulties and determine the main trends in the further development of distance technologies, the State Service for the Quality of Education of Ukraine conducted an anonymous survey of scientific and pedagogical workers and students of higher education institutions on the use of distance learning technologies in conditions of national quarantine. The survey was conducted from 23.04. to 05.05.2020. 28 391 respondents took part in the survey - 22367 students and 6024 scientific and pedagogical workers.
 As a result of the research, conclusions were drawn that the distance learning technologies in Ukraine and in the world are rapidly developing and are a promising tool for the provision of educational services.
 Thus, the introduction of quarantine during the COVID-19 coronavirus pandemic revealed not only new problems in higher education in Ukraine, but also new challenges and opportunities for higher education institutions from three points of view: for students, this is an experience of self-discipline and self-education; for teachers - the use of new methods and tools of distance learning; for structural divisions of universities, this is practical testing of the technical capabilities of distance learning; defining a clear distance learning strategy, where students not only gain knowledge, but also cooperate with teachers in a feedback mode; awareness of the need to quickly master the volume of home education.

PEDAGOGICAL INNOVATION AND TECHNOLOGY OF CASE-STUDY IN TRAINING ON MANAGEMENT AND MARKETING IN PHARMACY IN THE PROCESS OF FORMATION OF PROFESSIONAL COMPETITION

The article substantiates the application of pedagogical innovation and case-study technology in training in management and marketing in pharmacy in the process of forming the professional competence of future masters in higher education institutions.
 Professional training of masters of the pharmaceutical industry in higher education institutions should be aimed at ensuring the formation of their professional competence for successful professional self-realization of the individual in today's labor market.
 The strategic landmark of our country's development - European integration determines the modernization of Ukraine's higher education system, which includes modernization processes and improvement of higher pharmaceutical education, in accordance with social conditionality and labor market demands, optimization of integration processes, adaptation to the European pharmaceutical market and labor market. New demands of the pharmaceutical market lead to the improvement of the system of professional training of future specialists in the pharmaceutical industry in higher education institutions on the basis of the competence approach and their readiness to perform professional competencies.
 It is established that the modernization of educational processes in the training of future masters of the pharmaceutical industry requires the introduction of sectoral and educational innovations and technologies that will ensure their competitiveness in the modern labor market and further development of the pharmaceutical industry in terms of European integration.
 Cases of professional-pharmaceutical model situations and level diagnostic packages of tests have been developed, which in complex use provides an opportunity to assess students' academic achievements and diagnose the level of professional competence, readiness to implement professional competencies in management and marketing in pharmacy.
 A systematic analysis and differential assessment of the formation of professional competence and readiness to implement professional pharmaceutical competencies and research competencies of future masters in applied industry research in management and marketing in pharmacy based on students solving professional-pharmaceutical model situations and test tasks diagnostic packages.

THE CRISIS IN THE HIGHER EDUCATION SYSTEM OF CONTEMPORARY UKRAINE IN THE CONTEXT OF NATIONAL SECURITY CHALLENGES

The article analyzes the state of the art in the Ukrainian higher education system and education reform during the post-Maidan period. Political, economic factors of university reform are examined in detail for an insight into the transformations over the last years. Special attention is paid to the close correlation between the institutional dynamics of higher education and political factors – the ideology of reform and the government policy in higher education, the political line-up in the parliament and MPs’ views on education and research. The author finds that modernization in higher education during this period was largely correlated with the dynamics of the political transformation of the government.
 Two periods in university policy are singled out: the reform period (from mid-2014 to mid-2016) and the stabilization period (2016–2019). The author elicits that the current crisis in the Ukrainian higher education system is caused by the attempt to implement neoliberal approaches toward university policy, while failing to address and even exacerbating unresolved post-Soviet problems. The decline in the quality of higher education has a negative impact on Ukraine's economic competitiveness, the reproduction of the nation's intellectual resources and human capital, as well as social cohesion. It may also trigger new humanitarian security challenges.
 In the second part of the article, the author focuses on the macroeconomic conditions for the development of higher education in 2014–2019, the dynamics of public funding and the structure of education expenditures. The analysis finds that during this period, the share of higher education expenditures in the structure of total public expenditures also decreased, and the rationale of the government was motivated by neoliberal approaches.
 Particular attention is paid to the analysis of science and research funding in Ukraine. Currently, academic research is in deep crisis, and the system of public funding of Research and Development is inefficient. University research remains underfunded, which results in the further deterioration of the already low research and innovation capacity of national universities. The level of public funding for science in 2014–2019 was the lowest in twenty years and amounted to 0.2–0.25 % of GDP, which did not cover even the minimum needs of the industry. The critical state of affairs in science and research is potentially a national security challenge, as it undermines opportunities for the technological modernization of the national economy, the development of innovative industries, and contributes to the leaking of intellectual resources from Ukraine.

Factors in university teaching staff perfectionism

Introduction. The attention to the study of perfectionism in universities in Ukraine can be explained with modernization and development of Ukrainian higher education, as an access to the European educational research environment. The interest to the perfectionism in teaching staff of university can be explained by new requirements for professional activity and these factors demand from a teacher of higher school can be an achievement of new standards, obtaining successfully by focusing on avoiding failures. The study is conducted within the pedagogy field. Aim. In this article, the author identifies and analyzes the impact of social-demographic factors (such as age, gender, place of residence), organizational and professional factors (such as job experience, academic degree, post, direction of teaching activity, number of students, university status, level of social-psychological climate etc.) on the manifestations of perfectionism. Results. The four manifestations of perfectionism, which are: Absence of perfectionism (where normal and pathological perfectionism are represented at a low level); Perfectionism with negative orientation (consists of the respondents with pathological type of perfectionism); Ambivalent perfectionism (included the respondents in which the pathological and normal types of perfectionism are equally highly represented); Perfectionism with positive orientation (consists of the respondents with manifestations of normal type of perfectionism). Conclusions. The findings of this investigation show the impact of social-demographic, organizational and professional factors on the manifestations of perfectionism.

Information Systems and Technologies in Agronomy and Business: Employers-Oriented Study

This paper describes innovative approaches to the development of an academic course in information technologies in agronomy. The results of an effective combination of teaching methods through solving crosscutting situational tasks were created by a group of teachers. The authors demonstrate efficiency of introduction of modern information systems into the educational process due to the use of discipline software provided by stakeholders with the examples of interactive tasks in the environment of the IS for real-time production process management. Program results are corresponding to standards of higher education in Ukraine, to the European framework of e-competences and were discussed with employers, which are the heads of agricultural enterprises, representatives of agribusiness and IT companies. The article shows examples of motivational measures during training and summarizes the results of cooperation between universities and business. The relevance of the work is considering in the context of Agriculture 4.0's current trends and studying the needs of employers and software developers.

Interactive lecture and features of its implementation in distance learning

The trend in the development of higher education in Ukraine implies the training of qualified professionals who are proficient in inno-vative teaching methods. The article discusses the features of conducting interactive lectures. It is shown that the interactive form of the lecture contributes to the improvement of the quality of education of future masters of pharmacy at the National Medical University named after A.A. Bogomolets. The possibili-ties of various types of interactive lectures are presented, the advantages they have in comparison with the classical lecture are described. According to the authors of the article, the use of multimedia technologies allows for the conduct of interactive lectures in distance learning, and also contributes to the improvement of the qualifications of teachers and students, which in turn brings higher pharmaceutical education in Ukraine closer to European standards.
