INFORMATION SUPPORT OF OCCUPATIONAL SAFETY CONSULTING ON THE BASIS OF THE MONITORING SYSTEM

The article identifies the need to improve the information support of occupational safety consulting by creating a monitoring system. This is due to changes in the regulatory framework of labor protection, as well as changes in the structure of State Labour Service of Ukraine. The development of a monitoring system is due to the need for comprehensive modernization of information and analytical support in the field of labor protection. The lack of a subsystem of analytical data processing complicates the implementation of queries and prevents effective multicriteria information retrieval in databases, creating integrated reports, complicates or prevents the use of mathematical modeling techniques to predict occupational safety and occupational risk assessment. The basic principles on which the system of state monitoring of labor protection should be based are determined (the principle of purposefulness, the principle of planning, the scientific principle, the principle of objectivity, etc.). The main functions of the monitoring system for information support of occupational safety consulting are: accounting and analysis of indicators of labor protection; labor protection planning; organization and control of work on the implementation of labor protection measures; evaluation of the results of the planned activities. The implementation of the proposed principles and approaches to the development of a monitoring system becomes possible in the active development of information technology, as a result of which computer and communication technology and software have become widespread in all industrial and scientific fields. For the functioning of the monitoring system it is necessary to develop a set of methods, techniques and algorithms that establish the procedure for collecting, processing, analyzing and using data in the process of management activities in the field of labor protection. The use of the results of the monitoring system will increase the level of awareness of managers and specialists who carry out management in the field of labor protection, as well as ensure the scientific validity of management decisions.

Main tasks of implementation of international labor protection regulations in the legal field of Ukraine

The paper analyzes the legislative regulation in the field of labor protection in Ukraine and identifies the main directions of work to improve it. In connection with Ukraine’s move towards EU membership, it is advisable to focus on EU regulations. It is shown that such acts are both general in nature and consider certain aspects of labor protection (certain factors of harmful effects). The advantage of the European directives on occupational safety is that they contain mandatory annexes that quantify the permissible harmful effects. The joint work of experts of the EU and the International Labor Organization on the draft Law of Ukraine on labor protection is analyzed. Due to a number of shortcomings, these materials are generally in line with the international level and require minimal harmonization with current national regulations. The advantage of the Project is a clear modern definition of "employee" and "employer". The same applies to the definition of the rights and responsibilities of employees and employers. For the first time in Ukraine, a risk-based approach to possible dangers for workers has been recognized at the legislative level. It is advisable to detail its requirements in bylaws for certain industries, taking into account the significant achievements of domestic scientists. This need is due to the lack of clearly defined methods of calculating occupational risks. The advantage of the Project is also targeted regulation of penalties for non-compliance with the Law. The implementation of the law, with some modifications, will contribute to the safety and health of workers.

LEGAL AND LEGISLATIVE FACTORS OF CULTURE FORMATION OF PROFESSIONAL ACTIVITY AMONG OCCUPATIONAL SAFETY AND HEALTH ENGINEERS

The article is devoted to the problem of formation of the culture of safety of professional activity among future occupational safety and health engineers in higher education. The following methods of scientific research are used in the work: analysis and systematization of scientific and pedagogical, psychological literature on the problem of research, classification and synthesis of scientific works, practical experience. The article examines the factors that effectively influence the process of formation of the culture of safety of professional activity in future occupational safety and health engineers. The author highlights the hierarchical structure of these factors. The legal and legislative factors of formation of the culture of safety of professional activity among future occupational safety and health engineers have been substantiated and considered in detail. It was found that legislative factors (the creation of legislative and regulatory acts on labor protection) and legal factors (responsibility for violation of labor protection requirements and rules) create the prerequisites for increasing the level of knowledge of future specialists in the field of labor protection, contribute to the formation of a high degree of legal responsibility for observance and fulfillment of the requirements of the legislation on labor protection.

Introduction. Construction is one of the most injury-causing industries. It is connected with a large amount of operating production factors, that are constant or present potentially, which aggravate the high level of professional risks. The need to develop a methodology on the organization and performance of work in the field of labor protection in case of installation and construction works on building sites is proved in the article and by practical organizational activities of the construction entities.Problem Statement. The objective of this study is to develop a methodology for assessing occupational risks for construction companies.Theoretical Part. The paper analyzes dangerous and harmful production factors that affect workers of construction organizations. The emphasis is placed on practical provision of labor protection in construction. At the same time, special attention is paid to the identification of occupational risks, their assessment and management. It is proposed to take into account statistical data on injuries in construction, the content of the construction organization project, work production projects and technological maps for the work carried out in the general assessment of occupational risk in the workplace.Conclusions. The authors propose an effective methodology for assessing occupational risks, taking into account the specifics of construction production.

THE USE OF A RISK-ORIENTED APPROACH OF PRODUCTION FACTORS ASSESSMENT FOR INCREASING THE EFFICIENCY OF OCCUPATIONAL SAFETY MANAGEMENT SYSTEM

The article deals with important aspects of research and implementation of risk-oriented approach (ROA), including: The operation of OSMS is necessary to carry out based on the management of professional risks. Decision-making and management of safe labour are associated with probabilistic certainty. That is the concept of risk, the features of which largely depend on the methods of enterprise management as a whole.Certification of workplaces and assessment of injury safety, in particular, should be associated with risk assess-ment. It allows building a safety system based on the concept of risk. At the same time, the idea of acceptable risk (CAR) permits you to analyze and ensure the level of safety of the production environment and apply a fairly simple, objective and not contradicting the requirements of the labour protection method of a quantitative assessment of professional risks.A significant improvement of injury safety assessment methodology is the transition to the concept of acceptable risk and the rejection from the concept of absolute safety, which requires new methods of a quantitative assessment of the level of injury safety. The proposed method of risk assessment is based on statistical characteristics of injuries and economic losses of the enterprise.The article proposes a set of measures to increase the level of safety at work and improve the ROA.It is important to update the legislation on the restructuring of social policy in the field of labour relations in Ukraine, including labour protections, to improve injury prevention, OSMS reform.The prevention of occupational injuries based on improving the effectiveness of measures and means of labour protection at the sectoral, state and industrial levels should be ensured by the new OSMS developed based on the Concept and the updated Law "On labour protection" in Ukraine.The purpose of research is to develop and implement methods of increasing the efficiency of activities in the field of labour protection by developing mechanisms to prevent industrial risks.The use of the conducted analysis and research will help to prevent hard forms of injuries with on-time adoption of the necessary management decisions on occupational safety at work.The eccentricity of the study is to perform an analytical assessment of the effectiveness of activities in the field of protection and develop models of organization and planning of risk-oriented approach (ROA) for its implementation in OSH. Developed a model of production risk management, which is based on a component method of assessing the risk of traumatic events and a mathematical model of management decisions, which differs from the existing one taking into account all available information related to the risk of the enterprise.Conclusion. A step-by-step expert assessment of measures to reduce production risk at an industrial enterprise by implementing measures according to certain criteria is proposed. The use of expert assessments in the planning of measures to reduce occupational injuries is appropriate. Because such an approach links preventive measures in the field of labour protection with the results of risk assessment and reduces the subjectivity in management decisions.Validity / Consequences of research. The proposed method of expert assessment of measures to reduce occupa-tional risk is relevant for industrial enterprises. It helps to find ways to reduce occupational injuries, as well as the imple-mentation of the Concept of labour protection reform in Ukraine.

The article analyzes the essence and factors influencing the labor security and health of staff in the process of work. The factors of danger to the health of workers in conditions of war are determined. The purpose of the article is a theoretical generalization of approaches to the use of analytical instruments in the formation of key HR tasks at the stages of project management in the field of labor security of staff in the enterprise. The methodological basis for the implementation of a HR project are formulated; attention is paid to the upgrade by companies of mandatory regulatory and legal regulations in the field of labor protection and arrangement of workplaces. A characterization of factors influencing health in the process of professional activity of workers in the wartime is presented. A checklist is proposed in the context of the functional tasks of HR managers at the stages of project management for the security and health of employees in the workplace. Among the key tasks of a HR manager in project management, the following components are outlined: goals and indicators of efficiency and implementation of the project are formed; the main risks in the event of hazards to staff are identified; probable risks are identified and measures to level the risks of the HR project are formulated; estimated indicators are provided. Emphasis is placed on the communication interaction of staff and the capabilities of the enterprise, which in the first line include: means of operational, remote and emergency communication; organizational regulations on labor protection as the regulatory framework of the project. The indicators and criteria for evaluating the performance of staff in the field of labor protection and fire safety during the implementation of the project are specified. The need for further research to identify the causes of professional and ecological security of personnel of companies is substantiated.

ФОPМУВАННЯ ПEДАГОГІЧНОЇ КУЛЬТУPИ У МАЙБУТНІХ ПEДАГОГІВ ПPОФEСІЙНОГО НАВЧАННЯ У ЗАКЛАДАХ ВИЩОЇ ОСВІТИ

The article is devoted to the problem of the formation of the pedagogical culture of future teachers of professional education in the environment of a higher education institution. The relevance and necessity of developing a pedagogical culture during the training of future specialists in the field of labor protection is substantiated. A model of the formation of the pedagogical culture of future teachers of professional education in institutions of higher education has been developed. The connection of the university environment with the pedagogical process, with the development of information and communication technologies in the post-industrial and post-pandemic society of Ukraine and other countries of the world is illustrated. Emphasis is placed on the pedagogical conditions and qualities that contribute to the development of pedagogical culture in future pre-university and higher school teachers, prompting them to more effective pedagogical work. The result of this model helps to trace and establish modern criteria of pedagogical culture, to make a forecast regarding its formation among future teachers of professional education under these circumstances in the future. Dependencies between pedagogical conditions for the formation of pedagogical culture are derived in the form of a graph. Among the most influential approaches, the following should be noted: competent, cultural, synergistic, systemic, anthropological, personal-activity, genetic, informational, contextual, etc. We consider it expedient to define the following principles: developmental and educational training, positive motivation and a favorable emotional climate; science; interdisciplinarity; integrity; national orientation of education; openness and awareness; danger prevention; environment creation, etc. Content components include (scientific and methodical complexes, methods, forms, technologies). The scientific and methodological complexes include the work program, initial materials, topics of essays and independent works, used sources, control questions on topics, tests for preparation for certification. The following methods have proven themselves: project method, case method, business games; among the forms - projects, trainings, competitions; technologies include design, training, cases, etc. Diagnostics, reflection include methods of student control (self-control, mutual control, control by the teacher; reflective methods, tasks and tests for control and reflection, creative tasks). Conceptual principles of international cooperation in labour relations

In today’s world, the issue of respect for and observance of human rights in the field of labour relations is rather important. Ensuring human rights and freedoms is no longer just a domestic affair, but the goal of the entire world. The purpose of the study is to analyse the current state of Ukraine’s international cooperation with foreign countries in general, and the European Union in particular. It identifies problematic aspects of implementing international standards in the field of labour protection using national legislation and solutions.

Методология оценки риска получения электротехническим персоналом профессиональных заболеваний, вызванных воздействием магнитных полей

The development of methodology for assessing the risk of occupational diseases of electrical engineering personnel caused by the action of magnetic fields is presented. The analysis of regulatory documents in the field of labor protection, concerning, in particular, risk assessment, is given. The article is written with consideration of indicators and criteria for assessing professional risks. The methodology of risk assessment is presented for cases when there are sources of magnetic fields at the workplaces of electrical engineering personnel which adversely affect human health. A logical tree of events related to high levels of magnetic fields at the workplace has been developed. The main stages of the procedure for assessing professional risks are described. The risk criteria and corresponding classification of working conditions are given. Organizational and technical measures are proposed to reduce the level of occupational risk. The materials of the article can be used to determine the occupational risk of the event «danger associated with exposure to magnetic fields on personnel», as well as to establish higher requirements for occupational safety by the organization.

Соціальний аспект працеохоронної підготовки майбутніх учителів

Attention is drawn to the unsatisfactory state of health of Ukrainians against the background of low demographics, unfavorable socio-economic situation, pandemic of coronavirus COVID-19 and the consequences of hostilities. It is noted that this threatens the future of the Ukrainian nation. The urgency of the problem of poor health and high levels of injuries in general secondary education is emphasized. It is claimed that there is a relationship between the health of teachers and the health of students in general secondary education. Data on the unsatisfactory state of health of Ukrainian teachers are given. Based on the analysis of recent research and publications on this issue, it is concluded that modern teachers are not ready to create safe and healthy conditions during the educational process, that is their incompetence in the field of labor protection, based on misunderstanding of its social significance. It calls for integration into the European community, where the occupational safety training of future specialists is a priority, and the level of labor protection is identified with the level of development of the state. Based on the theoretical and methodological analysis of the research problem, it is noted that, despite the presence of certain developments, the social context of occupational training of future teachers is insufficiently covered. It is emphasized that the direct reflection of social demands and challenges are legislative documents. It was found that the need to strengthen measures to preserve the health of minors is stated in the leading documents of the international, national and sectoral levels. It is argued that social challenges and demands are reflected in scientific publications. It has been studied that leading scientists have an important role of general secondary education institution in creating a safe and healthy environment and the need for appropriate training of future teachers. It was found that, despite the provisions of leading documents and the beliefs of scientists, in practice, the loss of health by students of general secondary education is characterized by a tendency to deteriorate. This has prolonged catastrophic consequences, as applicants for general secondary education move into the category of workers in 1015 years. And workers are practically the only category of the population that fills the state budget, while other categories require public spending. Loss of health at the stage of general secondary education will inevitably have a negative impact on the further health and efficiency of workers. Accordingly, the state will suffer economic losses related to the payment of sick leaves, loss of working time, interruptions in production activities, medical expenses, etc. The conclusion is made about the importance and strategic nature of occupational training of future teachers in the context of ensuring sustainable development of society.

AGREEMENT AS A SPECIAL FORM OF PROTECTION OF EMPLOYEE'S LABOR RIGHTS

Despite the priority and fundamental importance of state protection in the field of labor, it should be recognized that its capabilities are objectively limited. This situation, in turn, is due to the diversity of social ties within the labor and closely related relationships, as well as the number of individual situations that occur in the field of labor. To address this issue, it was established that for this purpose and to ensure the harmonious functioning of labor relations, there is an institution of contractual protection. By its nature, such protection allows to take into account all individually specific aspects of working life in compliance with one condition – not to contradict the basic provisions of state protection and not to worsen the situation of the employee. Protection at the contractual level is implemented through one of the central and key institutions of labor law – the institution of the contract, and within the employment relationship is provided by the conclusion of collective and employment agreements. It has been studied that in the exercise of the right to protection of the employee during the performance of the labor function, the connection between working conditions, occupational safety at work and the state of health of employees should be established. Therefore, agreements and collective agreements should set out the main areas of work of the social partners in the field of labor protection, pursue a policy of safe and healthy working environment, by establishing a system of rights, responsibilities, responsibilities of government, employers and workers themselves. Protecting and prioritizing the safety and health of workers at work must be an important part of national labor policy and protection. It is established that for this purpose at the state and contractual levels it is necessary to provide for the implementation of a set of preventive measures aimed at preserving the health and lives of workers in the process of work, which will timely eliminate deficiencies in occupational safety and health and plan its development economic and social situation in the country. It should be noted that to address this issue, it is necessary to establish what factors and preconditions contributed to the emergence and active use of the contract as such in the field of labor law.

РЕАЛИЗАЦИЯ ЗАПРОСОВ ОБЩЕСТВА НА РИСК-ОРИЕН-ТИРОВАННЫЙ ПОДХОД В ОХРАНЕ ТРУДА ПРИ ФОРМИРОВАНИИ ОБРАЗОВАТЕЛЬНЫХ ПРОГРАММ ПО НАПРАВЛЕНИЮ ПОДГОТОВКИ «ТЕХНОСФЕРНАЯ БЕЗОПАСНОСТЬ»

In the article, the authors consider the development of educational programs in the areas 20.03.01 and 20.04.01 “Technosphere Safety” (Bachelor's and Master’s programs) that focus on the needs of society in specialists who effectively implement a risk-based approach in the field of labor protection. Following the analysis of conceptual and regulatory changes in the organization of safe labor at the country's enterprises, the authors propose a number of measures to modernize the content of the educational process in terms of professional competencies and academic disciplines.

METHODICAL APPROACHES TO IMPROVING THE INFORMATION PROVISION OF OCCUPATIONAL RISK MANAGEMENT

The article presents the results of the analysis of the current state of information support of the labor protection management system in the aspect of transition to the introduction of risk-oriented approach. It is noted that the system of labor protection management, which was formed in accordance with the command-administrative principles of the planned economy, in today's conditions was not effective enough, so it needs to improve its information support. One of the shortcomings of the existing information support of labor protection management can be considered unresolved issues of integration of various information systems (IS) in the field of labor protection, designed to solve management problems, which does not allow to form generalized information bases, to conduct analytical data processing. Assessment of occupational risks requires systematic monitoring of enterprise performance indicators, provides for forecasting the dynamics of changes in these indicators, as well as taking into account other factors that potentially affect occupational risks. To automate the process of collecting and analyzing initial data, modeling and calculating the forecast of occupational risk, it is proposed to create a specialized monitoring information system. Given the need for significant financial costs for the implementation of this project, other approaches to improving information support are the gradual creation of separate subsystems of the monitoring system. The main directions of improvement of information support of occupational risk management are formed, in particular modernization of information systems at the state level and enterprise level is offered. The statistics accumulated during the operation of these systems can be used as initial data for occupational risk assessment and further development of sound preventive measures.

TEACHING OF “CONTROL SYSTEMS OF HAZARDOUS AND HARMFUL FACTORS” WITH “THE LEGAL BASIS FOR CIVIL SECURITY” IN THE INSTITUTION BUILDING AND CIVIL SECURITY PROFILES (FOR SPECIALTY CONSTRUCTION AND CIVIL SECURITY)

Problem statement. The article is aimed at determining the characteristics of the specialty, the presenceof problems in learning. The purpose of the article is to highlight the main problems associated with the production andthe process of mastering the profession. As the specialty is quite young, there are often no materials to master it byfuture specialists. We hope that we have managed to overcome these shortcomings. The training of future specialists intoday's changing conditions of production needs and employers poses new challenges to higher education, includinguniversities that train specialists in the field of civil security. The article is built in the classical style according to therequirements of the Ministry of Education and Science of Ukraine to scientific articles. Purpose. The specialty is one ofthe most relevant and popular specialties of training and is focused primarily on training specialists who are able toensure effective implementation of labor protection policy, industrial safety and cooperation with state supervisoryauthorities in accordance with regulations and international standards. The specialty allows to acquire practical andspecialized knowledge and skills in the field of both technical and human sciences, related to the risks that arise in theprocess of work, methods of eliminating hazards, assessment of occupational risks, etc. Graduates can interpret the roleand place of a person in solving health and safety problems with all the consequences. Conclusions. The purpose of thespecialists in civil safety and labor protection is to implement the task of compulsory state social insurance againstaccidents at work and occupational diseases, including participation in ensuring the employer's preventive and othermeasures aimed at eliminating harmful and dangerous factors of production, prevention of accidents at work,occupational diseases and other cases of threat to the health of personnel caused by working conditions, and providingthe employer with practical assistance in constantly improving the forms and methods of preventive work in the field oflabor protection.
