Social Adapter Model: Development of Coastal Resources Potential Through Empowerment of Coastal Communities in Watu Pecak Beach Lumajang District

Coastal areas and their natural resources have an important meaning for the economic development of the Indonesian people. This is reflected in the East Java region, which is one of the provinces rich in natural resources, both in the form of minerals and fishery products. For example in the area of Watu Coast Pecak there is potential for natural resources such as Pasir Pantai which has good quality sand for house building and this is an attraction for itself to develop. The purpose of this study was to identify the implementation of the management of Watu Pecak Beach in developing coastal resource potential at Watu Pecak Beach, identifying the role of stakeholders in the management of Watu Pecak Beach, analyzing the activities of the WatuPecak Coast community in utilizing coastal resources available at Watu Pecak Beach, and designed a Social Adapter Model for the development of coastal resource potential in Watu Pecak Beach. The data analysis used in this study used a qualitative descriptive method. The results showed that the implementation of the management of Watu Pecak Beach was still not optimal. The role of stakeholders in implementing Watu Pecak Beach is still not fully active because it is still constrained by administrative permits. The activities of the coastal communities of Watu Pantai Pecak have a variety of activities. The design of this ring circumference social adapter model is used as a frame to strengthen the institutions of coastal communities in Watu Pecak Beach.

Coastal Community Empowerment Strategy in Jember Regency

The high potential of the coastal village of Jember Regency needs to be followed up with development and development programs. Empowerment of coastal communities is one form of program actualization, which requires the participation of the coastal community itself and stakeholders. In the context of this thought, collective commitment from parties with potential resources is needed. This study aims to determine the potential of coastal resources and determine the strategy of empowering coastal communities based on the potential of coastal resources in the Jember Regency. The research method used is a descriptive method, with data analysis using SWOT analysis as the basis for determining the strategy of empowering coastal communities in Jember Regency through an intensive group discussion approach (Focus Group Discussion, FGD). The results of the SWOT analysis formulate, namely: 1) Increasing knowledge and technology in the community about the concept of coastal and community empowerment (especially community participation), 2) Improvement of road access to coastal areas (especially beaches) Jember Regency as well as several infrastructure facilities to support the development of coastal ecotourism, 3) Strengthening community group institutions as a step to optimize the management of joint business groups (KUB) on the coast of Jember Regency, 4) Development of fishing port facilities and infrastructure (fish landing sites), 5) Identification of potential coastal resources and sustainable coastal community needs, 6) Delineation of coastal areas between villages within the sub-district area, 7) Integration of coastal community empowerment programs between stakeholders (horizontally or vertically).Keywords: community empowerment, Jember coast.

Pro-Civil Society Empowerment Programs of Fishermen in the West Coast Region of Buleleng Regency

The marine area of the west coast of Buleleng Regency has great potential for fisheries and marine affairs which, if managed properly, will be able to provide welfare for people who depend on the fisheries and marine sectors such as fishing communities. However, the reality is that there are still many fishermen who are in poverty so this is an irony for an area that has rich marine potential but the condition of the fishing community is still in the shackles of poverty so that policies or empowerment programs that are more pro-civil society are needed. This research was conducted to find out some of the actions of empowering fishing communities in the West Coast Region of Buleleng Regency, so that they can be useful both theoretically and practically. Data collection methods were carried out through interviews with several informants to obtain primary data and also through observation methods and document studies. Data analysis will be carried out using qualitative analysis, namely organizing data, sorting it into manageable units, synthesizing it, looking for and finding patterns, so that a conclusion is obtained. The research revealed that the sectoral government has implemented several actions that are part of the coastal community empowerment program including fishermen through several activities, namely strengthening the entrepreneurial culture of fishermen, strengthening fishermen's institutions, strengthening participation, strengthening fishermen's capital and through providing revolving capital assistance, as well as infrastructure assistance. As a result, fishing communities can experience positive benefits from empowerment efforts such as increasing fishery and non-fishery business diversification and wider fishing range so that it can affect the socio-economic conditions of fishermen who are getting better. It can be suggested to the related parties, that the fishing community should be provided with fisherman business capital assistance by the government through financial institutions that are no longer considered burdensome to fishermen, such as the necessity of guarantees or collateral in the form of certificates or BPKB when obtaining fisherman business credits that have been This is a complaint of the fishing community, especially the small fishermen.

The Development Strategy Of Halal Nature Tourism Based On The Empowerment Of Bangka Belitung Coastal Community

The purpose of this research is to identify internal and external factors and analyze the strengths, weaknesses, opportunities and threats in developing halal ecotourism based on the empowerment of coastal communities in Bangka Belitung. Furthermore, a strategy for development is formulated by minimizing weaknesses and threats, maximizing utilization of opportunities and strengths. The background of this research departs from the complaints of Muslim tourists when visiting a region or country that they doubt the halalness of food and the lack of available places of worship and the trend of world tourism based on nature and environmentally friendly. The locus chosen in this study was the Province of Bangka Belitung Islands. The potential of an archipelagic province with exotic beaches and one of the largest fish producers, makes fishermen and coastal communities dependent on marine products and their products. This research is a qualitative descriptive study. The results obtained in this study are the need for community empowerment in the development of tourism products in accordance with local government regulations and policies as well as the values of politeness and morality, the development of marketing for halal nature tourism programs and the physical, social, cultural and economic environment of the community.

Management Strategy of Corporate Social Responsibility (CSR) in The Limestone Area of Mount Sadeng, Puger

The empowerment of coastal communities through the management of the Corporate Social Responsibility (CSR) program requires a kind of redesign with an approach that can better ensure community participation in determining the utilization and sustainability of program activities. This study aims to describe proactive CSR management by presenting participation in facilitating the needs of coastal communities. This study used a qualitative approach with descriptive methods to describe the management of CSR in the coastal area of the limestone area of Mount Sadeng Puger. Research informants include company CSR managers, community leaders and community assistance groups. The results describe that the source of CSR funding in coastal community empowerment programs is obtained from companies engaged in mining. The CSR program is managed through various forms of activities, including: involvement of coastal communities as workers in medium and large companies, providing health and education insurance, environmental improvement through reforestation and irrigation improvement, providing support/sponsorship in community activities and partnership programs. However, CSR management needs to be developed by providing training and assistance for the sustainability of the program so that it can build community independence.

EMPOWERMENT OF FISHERMEN COMMUNITY JOINT BUSINESS GROUP (KUB) - A 2018 CASE STUDY ON FISHING BOAT RELIEF IN KUSAN HILIR DISTRICT, SOUTH BORNEO, INDONESIA

Tanah Bumbu Regency is a district in South Kalimantan Province where most of the population live in coastal areas. In general, coastal communities depend on the utilization and management of fishery resources, such as fishermen, fish cultivators, fish processors and fish traders. This shows that residents in Tanah Bumbu Regency, especially those located right on the coast such as Kusan Hilir sub-district, must rely on the economy and development in the marine sector, especially those who work as fishermen. The purpose of this research is to find out how the empowerment of the community and fishermen groups in the fishing boat relief program, as well as knowing the supporting factors and obstacles to the implementation of the fishing boat relief program so that in its development KUB (Joint Business Group) can increase the income of its group members in Kusan Hilir District, Tanah Bumbu Regency. This research method is carried out with a descriptive evaluative approach which is intended to evaluate the empowerment of fishing boat relief using KUB. The results showed that the large fishery potential of Tanah Bumbu Regency made the fisheries sub-sector a strategic value in the regional and inter-regency economic map. All sub-districts in Tanah Bumbu Regency have a minimum of one fishery potential (marine waters, public waters and cultivation). Marine cultivation has the most dominant influence, this shows that if marine cultivation production is increased it will increase people's income, especially with the intermediary of the Joint Business Group (KUB). Empowerment of coastal fishing families with KUB programs, such as boat relief, rice relief, direct cash relief, with the aim that fishermen develop their businesses and become better individuals. From these roles the assistant is able to provide guidance and direction to the members of the KUB Mekar Buana and Buih Pesisir, Kusan Hilir village, which results in increased empowerment of coastal communities in Kusan Hilir District, Tanah Bumbu Regency.

Nafkah dan Keberlanjutan Penghidupan Komunitas Pesisir di Kabupaten Buru

This research aims to find out the form and role of institutional living in ensuring the sustainability of the livelihoods of rural communities. This research was conducted in Wamalana village, Buru Regency, Maluku using a qualitative approach. The results showed that the institutional living in Wamalana village has a relationship with the community in fulfilling the sustainability of livelihoods to survive despite limited circumstances. Various institutional living such as masohi, masaurat, state groups, and parusa has given its role as a social resilience scheme for the community in building the sustainability of livelihoods. The institutional bread is reflected in the tradition of helping the community in building cooperation based on the spirit of brotherly bonds. In the context, development intervention through the empowerment of coastal communities in Buru Regency, various institutional living on various levels can be used as an intervention pathway empowerment program. Meanwhile, for the benefit of further studies on institutional living in the countryside can be focused to see the effect on the level of economic well-being of rural communities measured quantitatively.

Development of Sustainable Mangrove Areas Based on Empowerment of Coastal Communities in Cemara Beach, Pakis, Banyuwangi, East Java, Indonesia

One of the regencies in East Java Province which has the longest coast is Banyuwangi Regency. One of the potential area to be developed is Cemara Beach in Pakis District Banyuwangi. This Beach has natural resources in the form of pine area, turtle landing and breeding area, and mangrove forests. Mangrove on Cemara Beach were scattered along the river with 11 species. The purposes of area development are mangrove nursery and processing, managing mangrove area into ecotourism, and sustainable coastal area. The methods of area development was approaching to the community, creating activities by encouraging the people to participate and increasing their knowledge about livelihood, so they can arrange the plans for its implementation. Result of the development is that there are mangrove nurseries for three types namely Sonneratia caseolaris, Avicennia dan Rhizophora apiculata. The other results are mangrove’s leaves and fruit which are processed to be mangrove chips, tea, and syrup. Mangrove management into ecotourism by building mangrove tracks, making trash traps so the garbage from the sea does not enter the stream, vice versa when the high is tide. Sustainable coastal development namely thickening mangrove density by planting mangrove from nurseries and creating hardware on the beach in the form of a tetrapod.

Coastal Community Empowerment Strategy through PT. Antam (Persero) Tbk UBPN Southeast Sulawesi’s CSR Program

This article attempts to analyze the coastal community empowerment strategy of PT. Antam (Persero) Tbk UBPN Sultra’s CSR program. A company which engages in the mining industry should be aware of the impact caused by its activity. 53% of people living in coastal areas, especially for fisherman communities seen their icome decreased. This research used qualitative descriptive approach to examine the company, local government, yayasanbahari, and coastal communities beneficiaries as its unit analysis while also using data collection techniques such as interviews, observation, and documentation to filter the appropriate data. The sustainable economy-based coastal community empowerment program has been carried out since 2017 in 3 (three) villages in Pomalaa District, Kolaka Regency, Southeast Sulawesi. The findings of this research are: a) there is social jealousy between groups of fisherman due to difference in ethnical identities of Bugis, Bajo, and Makassar tribes. This conflict is known as primordial conflict and can be reduced by the creation of trust via interaction between YayasanBahari and coastal communities; b) there is class conflict between the boss and labor fisherman. The interaction between the two is known as the patron-client relationship that has lasted for a long time and has prevent the coastal communities to become self-sustaining.

ANALISIS KEBIJAKAN PEMBERDAYAAN MASYARAKAT DALAM PENANGGULANAN KEMISKINAN MELALUI PENGOLAHAN HASIL PERIKANAN DI KABUPATEN TEGAL

The objectives this research were 1) to assess the implication community empowerment program on the performance of technology, social, economic and institutional development of coastal communities, 2) to determine the improvement strategy of empowerment of coastal communities, 3) to provide improvement strategy for coastal communities in Tegal, Central java. Research is using descriptive qualitative method, with research subjects are 150 samples of fisherman in Tegal, central java, Result of this research show, the implementation community empowerment program has triggered changes in social-cultural, technological, economic and institutional development of coastal communities in Tegal. Results of internal and external evaluation showed that 1) their strengths are: potencial age, adecuate level of education dan KUB; 2) their opportunities were: potential of fish resources, communities institutional development, support from govermen instructor and transfer of technologies; 3) their weakness are: lack of technological, lack of capita ,and (4) their theats are: high oprational prices, and labor diversivication. Priority alternative model empowerment for coastal community in Tegal,Central java are 1) development of capital access; 2) development of technology and scale fisheries; 3) capacity development of coastal community institutional; 4) development of fishes processing diversification and 5) community base management of fisheries

Ecological conservation through COREMAP program governance perspectives in empowering coastal communities in Bahari village

PurposeThe purpose of the study is to reviewing community empowerment in ecological conservation through the Coral Reef Rehabilitation and Management Program (COREMAP). This research is under a governance perspective, namely transparency, accountability and community participation in Bahari Village, South Buton District, Indonesia.Design/methodology/approachData were collected in three ways: they are interviews, observation and documentation. Data were analyzed using qualitative descriptive methods.FindingsThe empowerment of coastal village communities through the COREMAP program is not fully managed properly referring to the principles of transparency, accountability and participatory. In addition, the role of stakeholders is not maximal, where the government and the companion are not able to provide solutions to the problem of community empowerment while the apathetic community in the implementation of empowerment program. So that empowerment does not fully have a positive impact on coastal communities. While the sustainability of the empowerment program is threatened with failure, which has an impact on COREMAP's environmental damage and coastal communities.Originality/valueThe originality of this research is that the study was conducted on coastal communities in ecological conservation through the COREMAP program in Bahari Village, South Buton Regency.

IMPLEMENTASI KEBIJAKAN PROGRAM PEMBERDAYAAN MASYARAKAT PESISIR (PEMP) DI KABUPATEN KUPANG

This research seeks to see and decrypt the extent to which the implementation of coastal communityempowerment programs in Kupang regency has an impact on community empowerment and welfare.Based on the variables of planning, implementation, utilization of programs and monitoring andevaluation, resulting in the findings that support for PEMP program is moderate. The obstacles tothe implementation of PEMP are the lack of community resources in the implementation of theprogram and the lack of effectiveness in the technical program manager performance. This hasimplications for the weak impact of PEMP program policy in a broader way for the economy andcommunity empowerment of Kupang Regency.

The Dynamics of Coastline and Mangrove Ecosystems in Coastal Area of Mangkang Kulon Subdistrict, Semarang

Mangkang Kulon Subdistrict is one of the coastal areas in Semarang that has relatively dynamic conditions, which seen from the coastline and mangrove ecosystem changes within several years of observation. This study aims to observe coastline changes and the spatial distribution of mangrove ecosystems on the coast of Mangkang Kulon Subdistrict between 2005, 2012 and 2019. Land use n were obtained from visual interpretation of high-resolution digital globe satellite images from 2005, 2012, and 2019 which then tested the accuracy of land use interpretation through field observation and overlaid one another through vector analysis to find out the changes that have occurred. The study showed that the coastline changes were increasingly jutting towards the land in this range of time. This condition is affected by the port construction on the east coast of the Kendal Regency, which directly adjacent to the Mangkang Kulon Subdistrict. Meanwhile, the mangrove ecosystem has increased widely with relatively elongated and grouped spatial patterns. The increase that occurred as a manifestation of various coastal care activities in the form of mangrove planting activities carried out by several government agencies and private parties with a model of coastal community empowerment.

FOUR STRATEGIES OF COASTAL COMMUNITY EMPOWERMENT THROUGH RELIGIOUS LIFE APPROACHES

One of the factors that make the empowerment of coastal communities succeed is the adoption of religious life approach strategies. Which have not yet carried out by the government. This study aims to uncover empowerment strategies using religious life approaches such as; first, launching positive issues; Second, managing family and religious tourism places; Third, organizing business and community shops; and fourth, security and comfort arrangements. The design used in this study was qualitative. Which uses a community empowerment method with a descriptive-phenomenological approach to community diversity. Data were collected through in-depth interviews with government members and community authority leaders. The research findings show that the community empowerment strategies succeeded through the approach of religious life by launching positive issues and building a seaside mosque, arranging family and religious tourism sites, providing business facilities, shops, and kiosks for the community, as well as society’s security and comfort arrangements. These findings can be used as a reference and guide for those who are competent in empowering coastal communities. Furthermore, it can also contribute to the government and the development of social science in empowering coastal communities.

Descriptive, Correlation Analysis and Analytical Hierarchy Process of Coastal Community Empowerment of Bengkulu City, Indonesia

The Coastal Community Economic Empowerment is one of the programs meant to boost the economy of coastal communities. The program is beneficial in several ways, such as increasing capital and fulfilling the daily needs of households. This study aimed to 1) assess the rate of community participation and the related factors, 2) determine cooperative performance rate, and 3) formulate alternative strategies for developing economic empowerment for the coastal community. To achieve these goals, 61 respondents and 15 experts were selected from Coastal Community Development Cooperative and its customers. The analytical tools used include descriptive and correlation analysis, analysis of institutional performance, and analytical hierarchy process. The results showed that the overall participation of cooperative members was in the high category while their involvement in meetings was in the moderate category. Also, the participation of members in loan repayment and fulfilling their obligation were in the high category. Family income and business experience affect the participation of members. The institution's performance was very healthy, especially in the organization, management, and financial administration. Besides, the development strategy aimed to enhance the business, increase competitiveness, and improve the income of the coastal community. For this reason, the approach used includes optimizing the utilization of resources, provision of capital for cooperatives, and contributing income to the households. There were also alternative strategies, including business diversification, institutional strengthening, and improved access to capital. The priority strategy was the strengthening of the cooperative to increase competitiveness, while the success criteria involved the optimization of resource usage.

Aplicación de un enfoque participativo en el empoderamiento de las aldeas costeras.

El desarrollo del potencial de la aldea, propiedad de los aldeanos, especialmente de la zona costera, puede mejorar su progreso, convirtiéndola en una aldea competitiva de acuerdo con el objetivo de desarrollo nacional, creando una sociedad próspera, independiente y competitiva; por lo tanto, se necesita un enfoque para apoyar el empoderamiento de las comunidades de las aldeas costeras y aumentar la participación comunitaria como se establece en la ley núm. Año 2014 en el pueblo. El enfoque aplica un método de evaluación rural participativo, para alentar a las comunidades costeras a apoyar los programas de desarrollo implementados en la aldea. El propósito de este estudio es identificar el potencial de las aldeas y clasificar los potenciales en ventajas y debilidades para analizar el modelo de empoderamiento de la comunidad costera.

Community empowerment model of coastal border based on ecotourism

Development in coastal areas is an essential priority for overcoming social and economic gaps and conflicts through empowerment programs. The purpose of this research is to create a model of ecotourism-based coastal community empowerment. This study uses the Participatory Rural Appraisal (PRA) qualitative research method by collecting data through in-depth interviews, observation, documentation analysis, Focus Group Discussion (DKT) and Participatory Decision Making (PDM). Research locations in the border area of West Kalimantan are Sebubus Village and Temajuk Village, Paloh District, Sambas Regency. The informants of this study were 35 people consisting of empowerment activists, community leaders, village government, business groups, academics, and tourists. Research data were analysed using a SWOT analysis. The results showed 1) To develop the potential of mangrove forest ecotourism and processing of food from mangrove fruit, sea turtle breeding, and coastal inheritance, participatory empowerment programs are needed; 2) Youth activists become activists of empowering ecotourism with community leaders needing support and cooperation with village and regional governments, as well as the private sector; and 3) The need to improve road infrastructure, electricity and telecommunications signals, especially in Temajuk Village so as not to cause social and economic dependence and jealousy with the Malaysian border area.

COASTAL COMMUNITY EMPOWERMENT STRATEGY AND THE ROLE OF LOCAL INFORMAL LEADERS

This article discusses the empowerment of coastal communities and the role of local informal leader in mangrove forest conservation. Mangrove forest has an ecological function of protecting the environment, including: resisting coastal abrasion, tsunamis, and breeding grounds for marine biota. Socio-economically, mangrove forest provides the beauty and comfort of the environment and is as learning facilities, so that they can be packaged as a destination for tourism. The condition of mangrove forest has been damaged but there have not been many results of conservation efforts that have been made. The conservation program is top-down and does not involve local community participation. In order to realize community participation in mangrove forest conservation an active and creative role is needed from informal leaders. This study uses a qualitative approach and is carried out in two districts, namely Jember and Banyuwangi Regencies. The result shows that local informal leaders have a strategic position, unique, respected, able to be role models and drivers of community activities so that coastal communities can jointly carry out mangrove forest conservation activities.

Coastal Community Empowerment through Joint Venture (Study of PT Badak NGL)

The government is currently trying to realize Sustainable Development Goals/ SGDs. SGDs are not merely dreams that cannot be realized. The noble goal of SDG is to realize sustainable development for the better future that is in line with the concepts of CSR (Corporate Social Responsibility). One of the companies that participated in the realization of SDGS is PT Badak NGL. This study used descriptive analysis to provide clear descriptions or overviews of the object of the study. The study also used a case study of a MSME under the guidance of PT Badak NGL, namely Saputra Snack. Thus, the common goals between CSR, and SDGs is the spirit to realize sustainable development in terms of business strategies by implementing CSR programs. If all elements are committed to realize 17 SDG, so we can provide better future for our children - with low poverty, environment and earth sustainability, low levels of inequality in the economic, social and legal education sectors. Based on the observation and analysis, one of the keys of success to Saputra Snack was its high commitment. The high commitment did not only come from Saputra Snack itself, but also from PT Badak NGL Community Development party.
