The significance of airport certification in the recovery process security of civil aviation of Ukraine

The main goal of this study is the need to solve the problems of safe and effective development of airport infrastructure, since the implementation of effective international and European standards, transformation and modernization of airport infrastructure is one of the directions of Ukraine’s work in the process of implementing international and European standards, as well as in the development of the UN Sustainable Development Goals. The authors used the method of analysis of the global reporting format to find out the requirements of the acts of international and European civil aviation organizations in the conditions of restoring the safety of civil aviation of Ukraine, compliance with standards and recommended practices regarding the certification of airport activities. Paths are defined recovery infrastructure of Ukrainian airports after the cessation of Russian military aggression, which caused horrible destruction, in particular, in the airport industry, the requirements for accreditation of airports, existing facilities on the territory of the airport were analyzed. The scientific novelty of the research lies in the fact that the authors carried out a thorough analysis of the requirements of international and European civil aviation organizations for airport activity, directions for certification of airports after the end of the war, which would contribute to the economic development of the state. The experience of Ukraine’s cooperation with international and European civil aviation organizations in the field of airport certification should contribute to the restoration of state’s capabilities for the safety of civil aviation flights.

Pengaruh Kualitas Pelayanan Petugas Aviation Security (AVSEC) terhadap Kepuasan Penumpang Disabilitas di Bandar Udara Adi Soemarmo Solo

In supporting the security and safety of flights at an airport, there are several requirements that must be met by airport managers. First, reliable human resources in terms of security and comfort. In this case, all aviation security personnel or commonly called Aviation Security (AVSEC). This research aims to determine the influence of the service quality of Aviation Security officers (AVSEC) on the satisfaction of disabled passengers at Adi Soemarmo Airport, Solo. This research uses quantitative methods. The respondents in this study were 67 disabled passengers at Adi Soemarmo Airport, Solo. Data was obtained through distributing questionnaires offline. Data analysis techniques use Simple Linear Regression Test, T Test, Coefficient of Determination Test, and Descriptive Test. The results of this research show that there is an influence of the service quality of Aviation Security officers (AVSEC) on the satisfaction of disabled passengers at Adi Soemarmo Airport, Solo. It is proven from the results of the T Test (Partial) that the T count is 4.748 with a significance value of 0.01 < 0.05. This states that the service quality variable partially influences the passenger satisfaction variable. The results of the Coefficient of Determination Test showed a result of 25.8%, which means that service quality influences passenger satisfaction, while the remaining 74.2% is influenced by other factors that were not studied.

The Supervising Role of the Apron Movement Control (AMC) Unit on Aviation Security and Safety at Pattimura Ambon International Airport

Security and safety are crucial factors in aviation activities, considering the sensitivity of air transportation that requires assurance of safety at all times. The success of the AMC unit's tasks and responsibilities is measured by their ability to optimize supervision, thus creating safe and secure conditions, in accordance with applicable regulations. This study aims to evaluate the role of the AMC unit in ensuring security and safety in the airside area of Pattimura Ambon International Airport and to identify obstacles in supervision in the area. The approach used in this study is descriptive qualitative. The data collected consists of primary and secondary data. Primary data is obtained through observation and interviews, while secondary data comes from literature studies and photographs related to the problem being studied. Data analysis techniques involve data reduction, data presentation, and drawing conclusions. To ensure the validity of the data, triangulation techniques are used. The research was conducted in March 2024. The results of the study indicate that the AMC unit at Pattimura Ambon International Airport has carried out supervision well in accordance with the standard operating procedures PM-IK (Quality Procedures and Work Instructions). Supervision covers four components of the work area: Airport Operation Control Center (AOCC), Data Entry, Field Inspection, and Aviobridge Operations. Supervision is carried out through inspections every two hours for FOD and fuel spills, supervision of aircraft movements and engine running up/idle, GSE vehicle speed, and worker compliance with the use of Personal Protective Equipment. The AMC unit strives to implement the 3S+1C principle (Safety, Security, Service, and Compliance). The obstacles faced include a shortage of personnel, which causes an increase in workload and less than optimal supervision, as well as violations by service users or workers in the airside area, which have the potential to cause accidents.

Analysis of Airport Operation Control Center (AOCC) Unit Services at Adi Soemarmo Boyolali International Airport

Airport Operation Control Center (AOCC) is the front line in supervising and controlling all problems and is the control center of Adi Soemarmo Solo International Airport operations in serving Airport Service Users. AOCC involves all stakeholders at the Airport by integrating the systems owned by each stakeholder so that they can operate effectively and efficiently. This study aims to determine how the AOCC unit service system is at Adi Soemarmo Boyolali International Airport and what factors can cause problems and solutions to AOCC unit service problems. This study uses a descriptive qualitative approach. The data used are primary and secondary data. Primary data is obtained from observation and interviews, while secondary data comes from literature studies and photographs related to the problems studied. The data analysis techniques used are data reduction, data presentation and drawing conclusions. To test the validity of the data, triangulation techniques are used. The research time is in August - September 2023. The results of this study indicate that a good service system was found by the Airport Operation Control Center (AOCC) Unit to service users starting from coordination with all parties, namely Airlines and Ground Handling, Air Traffic Control (ATC), Apron Movement Control (AMC), Information Unit, Aviation Security, Airport Operation Landside And Terminal (AOLT), Traffic Administration Office and Central Flight Schedule Office (CFSO) and the Airport Mechanical Unit. The service system uses the ACDM (Airport Collaborative Decision Making) system, namely with collaboration between stakeholders to share information between related parties in real time and make joint decisions in a win-solution manner. Factors that can cause problems are related to coordination between one and another so that it can harm several parties. The solution to various problems is to implement ACDM (Airport Collaborative Decision Making), where related units in airport operations synergize with each other, receive and share information from each unit, make proactive and appropriate joint decisions, anticipate unexpected events and provide the best quality of service, cohesiveness and unity of vision and mission.

Analysis of the Role of Aviation Security and Safety Supervision of The Aviation Security Unit (AVSEC) at Sultan Babullah Airport, Ternate

The success of the duties and responsibilities of the Aviation Security unit is measured by their ability to optimize their supervisory role, thus creating safe and secure conditions, in accordance with applicable regulations and free from unlawful acts at an airport. This study aims to determine the supervision of the Aviation Security unit on flight security and safety at Sultan Babullah Ternate Airport and the supporting equipment used in its supervision. This study uses a descriptive qualitative approach. The data used are primary and secondary data. Primary data is obtained from observation and interviews, while secondary data comes from SOP, literature studies and photographs related to the problems studied. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The research time is in August - September 2023. The results of this study indicate that the role of the Aviation Security unit supervision at Sultan Babullah Ternate Airport has been carried out properly according to the Standard Operating Procedure (SOP) starting from checking passenger travel documents (identity), passenger body screening (body search), passenger baggage screening, monitoring the movement of everyone in the terminal, conducting routine patrols in all areas of the airport including the perimeter fence. Supervision with competent personnel who have been licensed. Avsec unit supervision aims to prevent unlawful acts and maintain the security and safety of flight activities. Supporting equipment in carrying out supervision is an X-Ray machine, HHMD (Hand Held Metal Detector), WTMD (Walk Through Metal Detector), EDS (Explosive Detection System), patrol vehicles and Closed Circuit Television (CCTV).

Contraband classification method for X-ray security images considering sample imbalance

X-ray security image contraband classification is widely used to assist in maintaining aviation and transportation security. This paper suggests an end-to-end X-ray security inspection image classification method that takes sample imbalance into account in order to address the issues of different scales of contraband in X-ray images, challenging samples, and unbalanced positive and negative samples inherent in passenger baggage security inspection. The feature fusion module is used to enhance the model's ability to express picture edge and texture features while the multi-scale feature extraction network is used to capture the features of numerous sorts of illegal goods with various scales. Based on the cost-sensitive idea, the loss function is designed to solve the problem of dataset imbalance, and improve the classification accuracy of difficult samples. experimental results of the subset constructed on the public dataset SIXray show that the proposed method improves the mean AP index by compared with the current optimal end-to-end classification model, especially for hard-to-classify samples such as scissors, the AP index has a significant improvement effect.

The Influence of Work Placement, Work Stress and Teamwork on the Performance of Aviation Security Personnel of PT Angkasa Pura I Yogyakarta International Airport (YIA) Branch

This research aims to determine the effect of work placement, work stress and teamwork on the performance of Aviation Security personnel at PT Angkasa Pura I Yogyakarta International Airport (YIA) Branch. The population in this study were all employees of PT Angkasa Pura I Yogyakarta International Airport (YIA) Branch who worked at the terminal with a total of 240 people. In calculating the Slovin formula, a sample of 36 people was obtained. The data analysis used is descriptive statistics, multiple linear regression, coefficient of determination (R²) and partial hypothesis testing (t test). The results of this research show that good work placement and teamwork have a positive and significant influence on employee performance, while work stress has no effect on employee performance. In conclusion, to improve the performance of security personnel, management needs to pay attention to appropriate work placement, reduce work stress through employee support programs and strengthen teamwork.

Tjilik Riwut Palangka Raya Airport is the largest airpot in Central Kalimantan Privince. This airport has a runway size of 2,500 x 45cm. this airport is managed by PT.Angkasa Pura II. Aviation Security (AVSEC) based on the regulation of the Director General of Air Transportation with Number: SKEP 2756/XII/2010 concerning procedures for checking the security of passengers,aircraft officers,and luggage transported by aircraft and individuals. Thes purpose of this study is to determine the differences between Security Check Point1 and Security Check Point 2 and to determine the work system of supervision and handling of Dangerous Goods and Prohibited Item at Tjilik Riwut Palngka Raya Airport. This research is a qualitative research with data collection techniques,namely observasion,documentation,and interview. Data analysis techniques used are data collection,data reduction,data presentasion, and drawing conclusions. The results of the research conducted by the researcher showed that there was nosignificant difference between Security Check Point 1 and Security Check Point 2 and the work system of Aviation Security officers was in accordance with existing procedures in the supervision and handling of Dangerous Goods and Prohibited Item.

Cyber Security and Artificial Intelligence in Aviation

Airports are becoming increasingly interconnected and technologically advanced ecosystems. Airports handle sensitive data and depend on interconnected systems, which, while improving efficiency, also heighten vulnerability to cyber threats like data breaches and ransom ware. Additionally, with technological advancements artificial intelligence also plays a huge role, providing a new definition to cyber security in aviation. This paper examines the current state of cyber security in the aviation industry, implementation of artificial intelligence and how we can make the best use of technology, whilst focusing on the vulnerabilities and threats that accompany the adoption of advanced technologies such as Internet of Things (IoT) and Supervisory Control and Data Acquisition (SCADA) systems. The paper also explores the types of cyber attacks that can target smart airport systems, emphasising the need for robust cyber security measures to protect these critical infrastructures.

A dynamic decision-making approach for cabin unlawful interference emergency disposal using dynamic Bayesian network

Disposal of unlawful interference incidents is essential for is crucial for the advancement of aviation security. Effective emergency disposal requires a comprehensive approach that includes the perspectives of airlines, airports, and passengers. In this context, each component of the disposal process can fail randomly. The objective of this research is to optimize emergency disposal decisions to enhance the efficiency of civil aviation operations, reduce accidents, and lower costs. Given the dynamic complexity of unlawful interference incidents, a dynamic fault tree consisting of 26 nodes was constructed to analyze the emergency disposal process. To explore the relationships and priorities of each event, the Dynamic Fault Tree is converted into a dynamic Bayesian network. Based on historical statistical data, simulation analysis is conducted in three aspects: posterior probability, sensitivity, and importance. Simulation results reveal that the top three critical nodes in cabin unlawful interference incidents are “structural damage to the cabin,” “inadequate training by airlines,” and “untimely airport police takeover of disruptive passengers.” Further analysis shows that (1) most of the critical nodes are associated with airlines. (2) The decision-making rationale and pathways of the critical nodes can be clearly observed and prioritized. (3) Besides airlines, other entities such as airports can implement targeted emergency disposal measures. Through quantitative analysis and simulation, this study provides decision-making guidance for participating groups on dynamic emergency disposal, thereby enhancing civil aviation security.

The number of incidents of counterfeiting airport pas poses a risk of threats to aviation security that can result in aviation law violations, for that law enforcement is needed in order to provide a deterrent effect while realizing legal certainty against perpetrators of airport passport forgery. The formulation of the problem in this study is how the authority of the Region IV Airport Authority Office in law enforcement against counterfeiting airport pas, as well as what factors hinder law enforcement against counterfeiting airport pas, the objectives of this study are, first, to determine the authority of the Region IV Airport Authority Office in law enforcement against counterfeiting airport pas, second, to determine the factors that hinder law enforcement against counterfeiting airport pas. The research approach used is normative juridical, the normative juridical approach seeks to understand the law from a theoretical and philosophical perspective. This research uses normative legal research methods by analyzing various legal sources such as constitutions, laws, court decisions, legal doctrines, and opinions of legal experts. The results of this study are first, the authority of the Region IV Airport Authority Office in law enforcement against counterfeiting airport pas has not been maximized, as evidenced by the Region IV Airport Authority Office has never taken action in court against counterfeiting airport pas. Second, the factor that hinders the law enforcement of airport pass forgery is that the Region IV Airport Authority Office does not yet have the authority to investigate the criminal offense of airport pas forgery.

In maintaining airport security, each airport has a security officer, namely Aviation Security (AVSEC). AVSEC are airport security personnel who are required to have responsibility for ensuring flight security who are required to have a license, the role of Aviation Security (AVSEC) officers is very important in security and safety. This study aims to determine whether the role of Aviation Security (AVSEC) officers in carrying out their responsibilities for security is in accordance with the SOP, and what problems occur when Aviation Security (AVSEC) officers are carrying out their duties. This study uses qualitative methods, data collection techniques in this study are interviews, observation, and documentation. Data analysis techniques using data reduction, data presentation, and data conclusions/verification. The results of this study indicate that the role of Aviation Security (AVSEC) officers has carried out their duties properly in accordance with applicable SOPs and always prioritizes 3S + 1C for passenger comfort. Obstacles during passenger inspection caused an error in the engine so that the inspection was not optimal and inspection of passenger luggage was carried out manually by Aviation Security (AVSEC) officers. ,

Excellent service has an important role in a business in the field of aviation companies. The main factor in providing satisfaction for customers is that excellent service can provide satisfaction to customers which will then certainly provide good value to the sustainability of the company. Airports have facilities and infrastructure to support service activities such as implementing excellent service at X-Ray checks. Aviation Security officers must apply good excellent service to generate trust and satisfaction to passengers so that researchers are interested in knowing how the application of excellent service by Aviation Security officers to passengers when checking luggage on X-Ray machines and what should be developed in excellent service to passengers at Adi Soemarmo Solo International Airport. This research uses qualitative methods, namely data collection methods in the form of interviews, observation, and documentation. The data obtained in the form of interviews with Aviation Security officers at Adi Soemarmo Solo International Airport and documents used to carry out daily activities. The results of this study indicate an explanation of the data taken by researchers both in terms of observation, interviews, and documentation that the form of service at the X-Ray inspection is the passenger luggage organizer, X-Ray operator, and manual checking of luggage. The results of researcher observations in the application of excellent service to passengers are only 50% and prioritize flight safety security 50%. Based on data sources from interviews conducted by researchers, that the implementation of excellent service strategies carried out by Aviation Security officers is by Applying Hospitality, Organizing passenger queues, Maximizing personnel, and the 3S + 1C Concept.

This study emphasizes the need for advanced technologies and stringent national and international regulations to combat aviation terrorism. It discusses the evolution of aviation security measures, the importance of a holistic approach involving airlines, airport authorities, security forces, and governmental bodies, and the necessity of information sharing and best practices adoption. Additionally, the paper addresses the economic implications of aviation security, advocating for better data collection and analysis to optimize resource allocation and enhance overall safety. The ongoing development of aviation security strategies, driven by evolving threats and technological advancements, is critical for safeguarding passengers and ensuring the resilience of the global aviation industry against terrorist threats.

THE EUROPEAN UNION’S AVIATION SECURITY POLICY EVOLUTION AND ITS IMPLICATIONS TO INDONESIA

Advances in aviation transportation have increased threats to security, prompting the European Union (EU) to take decisive actions. This research examines the evolution of the EU’s aviation security laws and their implications for Indonesia. Using a normative legal research approach, the study finds that EU aviation security measures have been significantly influenced by external and internal factors. Key developments include the integration of aviation security post-9/11 with Regulation (EC) No. 2320/2002, its replacement by Regulation (EC) No. 300/2008, the near-ban on liquids after the 2006 Trans-Atlantis liquid bomb plot, the installation of security scanners following the 2009 underwear bomb plot, and the ACC3 system post-2010 Yemen incident that revoked Regulation (UE) No. 185/2010. Cyber threats are also a growing concern. This research is important as these EU measures impact Indonesia’s national aviation security standards.
