The purpose of the article is to identify the pecu-liarities of the transformations of Dmitrovsk and its county in the 18th century. The article anal-yses the history of the formation of Dmitrovsk and its county as administrative-territorial units in the province and the reasons for their transfor-mations. The author emphasizes that new administra-tive-territorial units appeared in the Russian Em-pire as a result of the provincial reform of Em-press Catherine II. The appearance of the new administrative-territorial units was due to various reasons, such as the numerical principle of the Highest Institutions 1775, and the personal will of the Empress herself. The author stresses that the second reason is the most important. So, Dmitrovsky County was formed in 1782, on the territory of Orel region mainly at the ex-pense of the territory of Lugang County, with Dmitrovsk as the administrative center and with the simultaneous withdrawal of Lugang from the state. The author notes that this transformation took place not since the establishment of Orel province on February 28, 1778, but during the provincial reform.
