Abstract

The system of education in Russia is going through one of the most dramatic periods of its development. Outwardly everything looks routine and calm. Words about educational reform are overlooked among the more urgent collisions in society, and evidently have been relegated to society's subconscious. The contours of new educational structures are gradually emerging. Universities, gymnasiums, colleges, and private educational institutions are coming into being. Hence, specialists—that is, qualified instructors—are needed. About ten higher educational institutions in Russia have begun to train students for the bachelor's degree. Some higher educational institutions, without waiting for official state decisions, have announced they are offering the master's degree. Others, taking a more cautious approach, are doing preliminary work and waiting for normative documents to come out.
