Abstract

The title of this article may seem to be old-fashioned and not in accord with the natural process of the market modernization of Russia's economy. Such an attitude may be due to failure to assess properly the social and economic specifics of the education sector and to the formal-logical notion that liberation from the administrative-command mechanism of the administration of educational institutions is possible only by converting to a purely market-based mechanism of regulating their economic activity.
