Abstract

The progressive approaches to citizens' exercise of their right to an education, as proclaimed in the Constitution of the Russian Federation and developed in legislative acts, have become the defining prerequisites of the democratization of the system of education in Russia. Thanks to them it has become possible to emancipate professional-pedagogical activity, and the necessary legal conditions have been created for the differentiation of educational institutions in accordance with the inclinations, abilities, and needs of the population. However, signs of dissension and disarray have also appeared.
