Abstract

Scientific policies are and have to be related to the organizational structure and manpower resources of the given research field. No scientific policy can ever be realized without researchers who carry out the programmes decided upon and without an organizational framework with adequate facilities. Decisions on the goals and priorities of research should be followed by decisions to provide an adequate organizational framework, equipment and manpower. This task is of concern, not only when an organization to implement building policy has to be created practically from nothing, but also when an organizational system with a long past and diversified structure is in question. Nothing can be more inhibiting to the realization of a radically new research programme, revealing bright prospects for the future, than a rigid organizational structure and an indifferent research staff, originally established according to the requirements of other eras.
