1. In the last few days, some Falun Gong practitioners have been spreading rumors to the effect that "the public security organs are about to carry out suppression against practitioners, " that "Party and Youth League members and cadres who take part in Falun Gong exercises will be expelled from the Party (Youth League) and from public employment, " that "China is prepared to take five hundred million U.S. dollars out of its favorable trade balance to get XXX extradited back to China, " and so forth. All these are groundless allegations fabricated out of thin air and designed to befog people's minds. A small minority of persons with ulterior motives are concocting these rumors with the aim of inciting Falun Gong practitioners, who are ignorant of the facts, into conducting large-scale gatherings, provoking incidents, creating chaos, and disrupting social stability. With such sinister motives in mind—motives mat cannot bear the light of day—they may continue to create rumors and confusion and to fabricate new and even more fantastic rumors. The great majority of Falun Gong practitioners neither believe nor help to spread rumors of this type. Some have even justly and severely exposed and rebutted them. However, there are also a minority of people who are ignorant of the true facts, who blindly place credence in these rumors, and who are duped and misled. It is hoped that you will heighten vigilance, distinguish between truth and falsehood, and fully recognize the true features and sinister motives of the very small minority of rumor mongers who are anxious to see the country plunged into chaos, that you will guard against being duped and utilized into committing acts that harm the interests of the state and the people. Every Communist Party member, Communist Youth League member, cadre, and citizen must maintain a clear mind, refrain from listening to, giving credence to, or spreading rumors, see through, in a timely manner, and thoroughly expose the designs and plots of the small minority of persons who harbor ulterior motives, and uphold social stability.
