Abstract

Beijing, September 25 [1980], Xinhua News Agency Dispatch—The Central Committee [CC] of the Chinese Communist Party [CCP] has issued an open letter to all Communist Party and Communist Youth League [CYL] members concerning the question of controlling China's population growth. The complete text follows: In order to strive to limit the total population of China to within 1.2 billion by the end of this century, the State Council has already issued the call to the people of the whole country, advocating one couple giving birth to only one child. This is a matter that affects the rate and the future of four modernizations construction, affects the health and happiness of future generations, and is a vital measure that is consistent with the long-term and immediate interests of the people of the whole country. The Central Committee urges all Party and CYL members, especially cadres at all levels, to take practical action to take the lead in heeding the State Council's call and, moreover, to actively, responsibly, and patiently conduct publicity and education among the broad masses.
