Abstract

To All Deputies: The Fifteenth National Congress of the Chinese Communist Party (CCP) has put forward the historical task of carrying out the institutional reform and worked out accordingly the related principles and policies. The First Plenary Session of the Fifteenth Central Committee of CCP has made detailed plans for it. In accordance with the requirements of the CCP Central Committee, the State Council has worked out a program of re-organization. The State Council has set up special teams to conduct thorough investigations and extensive studies. The State Council has solicited views of the leading cadres of various government departments and state organs and consulted leading figures both in and outside the Party. The program is proposed after incorporating all these views. The program has been widely discussed and revised several times at the executive meetings of the State Council, at the meetings of the Standing Committee of the CCP Central Committee's Politburo, and at the meetings of the Politburo, respectively. The Second Plenary Session of the Fifteenth Central Committee of CCP examined and approved it, and recommended that State Council submit it to the First Session of the Ninth National People's Congress (NPC) for examination and approval.
