Abstract

This study aims to compare and analyze accreditation standards based on the 「Guideline for Quality Provision in Cross-border Higher Education」proposed by UNESCO and OECD and suggest improvement measures. For this purpose, we examined the definition of university quality through literature analysis. We compared and analyzed the accreditation areas and detailed criteria of the Middle States Commission on Higher Education and the Southern Association of Colleges and Schools Commission on Colleges in the United States. As a result of the systematic review and analysis, the current accreditation standards of university institutional assessment certification lacked measurement factors for effectiveness in measuring university quality. Therefore, this study recommends that future accreditation criteria evaluate improvements in institutional effectiveness and student learning outcome assessment. Governments and universities can utilize the results of this study in the design of accreditation standards that can enhance international applicability and induce university quality improvement.
