The methodological basis of the research consists of the theories of human resources, human capital, human potential, and labor economics. To achieve the goals and objectives of the research, general scientific and private scientific methods were used, which include: deduction, in-duction, synthesis, analysis, dichotomy and modeling. The results of the study make it possible to clarify the interrelationships of management categories, which helps to reduce semantic barriers in the scientific and business communities, and also allows us to determine the category of the highest research priority in modern society, that is, the human resources.
