Abstract
The transfer of technogenic mineral formations to the category of technogenic deposits requires a geological study of the latter, justification of conditions, calculation of reserves and putting them on the state balance sheet, which involves carrying out an economic determination of the feasibility of developing technogenic deposits based on an environmental-economic approach. The study aims to substantiate the fundamental principles that represent the starting points for assessing the environmental and economic efficiency of the development of technogenic deposits. The research methods include systematic approach, comparative analysis, methods of analogies, groupings, forecasting. The study proposes a new classification of efficiency assessment principles which involves the identification of two main groups: a group of principles characterizing the essence of the efficiency of development of technogenic deposits, and a group of principles reflecting the conditions for performing assessment procedures. In turn, each of the two groups is divided into two subgroups. The first subgroup combines generally accepted principles, and the second group combines specific ones reflecting the features of the environmental and economic efficiency of the development of technogenic deposits and the specifics of its assessment. A brief description is given of each of the principles recommended to be taken into account when assessing environmental and economic efficiency. Of particular interest is the list of specific principles, the total number of which is nine (5 in the first group and 4 in the second group). When developing methodological tools for assessing the environmental and economic efficiency of the development of technogenic deposits, the recommended principles will undoubtedly help to increase the reliability of the assessment results obtained.
