Abstract

The funds of the Barnaul museum “Gorod” contain an interesting industry award document of the period of the Third (Stalinist) Five-year Plan of the USSR, related to the West Siberian River Shipping and the development of the country’s transport system in the pre-war period - the “Transferable Mandate”. This article provides its description and content as well as a brief description of the internal situation of the Soviet Union and the international situation that led to the introduction of this type of reward for high-powered work into the system of industry awards of the USSR. The mandate contains the name of the person who was awarded three times. In addition, his photographic image was found and his fate during the Great Patriotic War was clarified.
