Abstract

This study aims to present the essential components of the ordinance required for the effective promotion of public affairs related to social values based through public-private partnerships in local areas. The theoretical foundations for this were established by reviewing cooperative governance, intermediary support organizations, relevant theories, and previous studies. Based on this, key contents requiring reflection in the ordinance were presented by distinguishing them into the normative system and the effectiveness system of the ordinance. As a result of the study, it is clear that the normative framework of the ordinance should define terms such as ‘Relevant committees based on public-private partnership’s, and ‘Intermediate support organizations’, and ‘Bottom -up promotion’. In the effective framework, it is necessary to specify ‘Ensuring the participation of a wide range of relevant main agent’, ‘Defining the process and method of bottom-up promotion’, ‘Establishing a dedicated department’, ‘Creating a collaborative system within the administration’, ‘Expanding the authority of the joint public-private decision-making system’, ‘Introducing a joint public-private chairperson system’, ‘Ensuring the unique role of intermediate support organizations’, and ‘Coordinating closely with administrative policy planning’.
