Abstract
Modern challenges and threats actualize the task of building in Russia a holistic sustainable system of patriotic education of the younger generation, contributing to ensuring the national security of the country. The All-Russian public-state movement of children and youth, created on the initiative of schoolchildren and supported by the President of Russia “Movement of the First” is the main platform for patriotic education in the country, designed to unite children and youth throughout the country; the movement consolidate the capabilities of executive and legislative authorities at various levels and the initiatives of children’s public organizations in Russia. Although Movement of the First receives ongoing support from the state, comprehensive schools do not use the resource potential in full; the participation of schoolchildren in patriotic events organized by the Movement of the First is situational and formal. The creation of a primary department of the Movement of the First in each school allows for the development of a system of social partnership between the school and the Movement of the First and the overcoming of formalism in the work on patriotic education of students. The research purpose : to consider the possibility of integrating the Councils of primary departments of the Movement of the First, created in general education organizations, into the system of school student self-government, ensuring the unification of efforts and coordination of joint actions to solve the problems of patriotic education of students; to develop a model of interaction between the Council of school students and the Council of the primary department in the format of social partnership, aimed at organizing joint activities to prepare and participate in patriotic events organized by the Movement of the First. Research methods : analytical review of scientific, regulatory, information and methodological sources on studied issue, comparative analysis of data, generalization, modeling. Results . The developed model of interaction between the Council of School Students and the Council of the Primary Branch of the Movement of the First in the form of social partnership includes several successive interrelated stages, at each of which joint activities of schoolchildren who are members of both councils are carried out in planning, preparing and conducting patriotic events organized by the Movement of the First.
