Industrial water consumption index: A new bridge between water consumption and socioeconomic development

Regional water consumption is closely linked to socioeconomic development trends; however, studies that analyze and evaluate socioeconomic development trends based on water consumption data are lacking. This study established a new general index, the industrial water consumption index (IWCI), using several variables from water consumption data through the entropy weight method and tested the index in Jiaxing City, China. The results showed that the relationship between water consumption and socioeconomic development varied depending on different industrial divisions. The IWCI, established based on water consumption data was highly sensitive to changes in socioeconomic development, especially rapid changes. Compared to the raw water consumption data, the IWCI presented a better performance in evaluation indicators for the selected several divisions, with a Pearson correlation coefficient ranging from 0.70 to 0.85 and a normalized mutual information ranging from 0.31 to 0.45. Overall, the IWCI provides an effective way to evaluate socioeconomic development trends by relying solely on water consumption data, particularly for industrial divisions where water plays an important role in production. The index allows managers to quickly assess and analyze socioeconomic development trends and develop corresponding response measures.

MAJOR FEATURES OF MANAGING SOCIO-ECONOMIC DEVELOPMENT OF THE REGION IN CRISIS CONDITIONS

The global crises that the Russian economy has to face contribute not only to the destruction of traditional trade, economic and logistics ties, but also to improving the quality of state strategic management. The macroeconomic situation develops in such a way that centralized planning and regulation of socio-economic processes becomes a tangible advantage and can produce high effect both in the long term and in tactical perspective. The advantages will be given to those subjects of the Russian Federation whose management will be carried out on the basis of a system of balanced measures to support reproductive processes, a reasonable redistribution of financial, economic and human resources and comprehensive programs aimed at overcoming interrelated constraints. The article presents an overview of scientific and theoretical approaches to managing socio-economic development of regions, taking into account spatial and territorial features of the organization of economic activity and current global trends. The trends of socio-economic development of the Sverdlovsk region and the peculiarities of regional management in conditions of increasing crisis pressure are considered. The purpose of the article is to develop an algorithm for crisis management of the region, taking into account the state and prospects of economic development. The authors argue that governance in the region is characterized by specific characteristics, the main task of which is to ensure stable socio-economic development, regardless of the influence of negative factors of an economic, political or social nature using effective tools that proactively affect problems and constraints. The authors determine the necessity to identify the factors contributing to the development of crisis situation in the region, which will significantly improve the quality of program development according to industry and subject criteria. The analysis of socioeconomic indicators of the region's development allowed us to draw conclusions concerning the effectiveness of targeted support by industry and subject criteria, which is currently widely used in Russia.

From Discrete Skills to Holistic Creative Human Potential: An Emerging Approach in Theory and Practice

The study aims to empirically demonstrate and conceptually interpret the manifestations of an emerging approach to the issues of human capital, its measurement and development on the international academic, expert, and corporate agenda. We document a gradual shift from a focus on individual skills, their measurement and development, to an approach that considers the complexity of human capital and emphasizes holistic individual activity and the proactive role of the individual in his/her human development and in transforming the corporate environment.The authors show that the formation of this novel approach can be associated with new trends in socio-economic development, including the growing share of non-routine jobs, the transformation of work formats and broader processes of de-structuration, which require a proactive role of the individual in the maintenance and development of social structures, including business organizations. The study has shown that the formation of this new approach occurs gradually and simultaneously at the global level on the academic, expert, and corporate agendas, but with varying degrees of intensity and with different focuses. At the same time, it is the corporate agenda that can be regarded as a frontier. This study is based on a content analysis of academic publications, expert reports of international organizations and think tanks, as well as public reports and documents of the world’s leading innovative companies. The research employs the Big Data intelligence system iFORA.

Scenario-Based Land Use and Land Cover Change Detection and Prediction Using the Cellular Automata–Markov Model in the Gumara Watershed, Upper Blue Nile Basin, Ethiopia

Land use and land cover (LULC) change detection and prediction studies are crucial for supporting sustainable watershed planning and management. Hence, this study aimed to detect historical LULC changes from 1985 to 2019 and predict future changes for 2035 (near future) and 2065 (far future) in the Gumara watershed, Upper Blue Nile (UBN) Basin, Ethiopia. LULC classification for the years 1985, 2000, 2010, and 2019 was performed using Landsat images along with vegetation indices and topographic factors. The random forest (RF) machine learning algorithm built into the cloud-based platform Google Earth Engine (GEE) was used for classification. The results of the classification accuracy assessment indicated perfect agreement between the classified maps and the validation dataset, with kappa coefficients (K) of 0.92, 0.94, 0.90, and 0.88 for the LULC maps of 1985, 2000, 2010, and 2019, respectively. Based on the classified maps, cultivated land and settlement increased from 58.60 to 83.08% and 0.06 to 0.18%, respectively, from 1985 to 2019 at the expense of decreasing forest, shrubland and grassland. Future LULC prediction was performed using the cellular automata–Markov (CA–Markov) model under (1) the business-as-usual (BAU) scenario, which is based on the current trend of socioeconomic development, and (2) the governance (GOV) scenario, which is based on the Green Legacy Initiative (GLI) program of Ethiopia. Under the BAU scenario, significant expansions of cultivated land and settlement were predicted from 83.08 to 89.01% and 0.18 to 0.83%, respectively, from 2019 to 2065. Conversely, under the GOV scenario, the increase in forest area was predicted to increase from 2.59% (2019) to 4.71% (2065). For this reason, this study recommends following the GOV scenario to prevent flooding and soil degradation in the Gumara watershed. Finally, the results of this study provide information for government policymakers, land use planners, and watershed managers to develop sustainable land use management plans and policies.

The current situation in the world reflects the peculiarities of the interaction between American democracy and surrounding countries. All global economy participants need to determine their own position regarding the events taking place in the world and the growing confrontation. Under these conditions, there is a serious drop in the socio-economic sphere of the Kyrgyz Republic, which determines the relevance of studying the topic. The article shows the conditions and trends of socio-economic development of the Kyrgyz Republic’s regions and the features of its socio-economic development for 2010–2023. The issues of uneven regional development are discussed, in particular, the problems of regional economic policy in the context of modern challenges such as the geopolitical situation and digitalization processes, as well as the peculiarities of the trade relations formation are identified. The aim is to identify the key problems of regional development in the Kyrgyz Republic. The author conducts research of statistical material and publications of domestic and foreign scientists using the methods of analysis, synthesis, and induction. The study proposes measures to stabilize the situation in the region and the direction of economic policy in the new conditions of world economy. The most important measure is effort to increase the investments attraction in key sectors of the economy. The prospects and opportunities of the Kyrgyz Republic Government in overcoming key regional problems are considered.

The study of the national media market is particularly relevant because it is heavily influenced by political, information and production risks. Accumulating significant material, labor and information resources, the media market requires an analysis of the current state, trends and development prospects. The scientific works present the media business theory and its key concepts as well as, a new scientific direction media economics that studies economic laws in relation to the media business. However, there is still no single methodology for assessing the state of the media market, including regional. The markets of individual segments are mainly analyzed, for example, the television industry, online advertising, etc. In 2023 the national media market experienced an upsurge after the crisis of 2022, primarily due to the advertising market; it was influenced by such factors as the development of e-commerce, the emergence of new brands and promotion channels, digitalization, convergence and diversification. In addition to macroeconomic factors, the development of the regional media market is also influenced by regional factors due to the socio-economic development of the region. The analysis of the main socio-economic development trends of the Kemerovo region – Kuzbass uncovered the factors influencing the media market: demographic factor, agglomeration effect (North and South Kuzbass agglomerations), industrial production and its location income of the population. The analysis of the regional media market made it possible to assess organizations working in the field of information and communications, to draw conclusions about the predominant development of the advertising market, including outdoor advertising, and to determine the distribution of radio and the place of the Kuzbass Media Group in the market.

ДЕМОГРАФИЧЕСКАЯ СИТУАЦИЯ И ДОХОДЫ НАСЕЛЕНИЯ КАК ИНДИКАТОР СОЦИАЛЬНО-ЭКОНОМИЧЕСКОГО РАЗВИТИЯ РЕГИОНА

This scientific article is devoted to the study of the demographic situation, as well as the analysis of income and expenses of the population as the main indicators of socio-economic development of the region. The introduction substantiates the relevance of the topic and the problem, considering current trends in socio-economic development, challenges and problems facing the Voronezh region. It is also noted that the standard of living of the population acts as an indicator characterizing the socio-economic development of the territory. The first part of the article is devoted to the demographic situation in the region. The article presents the results of a study of the standard of living of the population in the Voronezh region. An assessment of the demographic situation in the Voronezh region and its impact on the socio-economic development of the region is given. The study found that the population of the region was gradually falling, with the main decline occurring in 2021. The reasons for the trend were the spread of a new coronavirus infection, the outflow of residents from the region, and a low standard of living, which generally causes dissatisfaction with living conditions in the territory. The solution to this problem is seen in the implementation of the concept of demographic policy until 2025, which assumes the implementation of targeted programs aimed at reducing mortality, especially in working age, equalizing living standards between urban and rural areas, and also includes measures to proactively respond to possible changes in the demographic situation. The second part of the article presents the regional aspect of income and expenses of the population as the basis for the formation of demand in the consumer market. In particular, it is noted that the incomes of the population are one of the socio-economic categories that allow us to assess the level of development of the region. According to the level of economic development of a particular territory, the incomes of the population may change both quantitatively and structurally. Much attention in the analysis process was paid to the costs that residents incur in their daily lives. Considering the structure of public spending, it was noted that the main share is occupied by expenses aimed at purchasing food. The analysis of the main indicators was carried out using materials from the Federal State Statistics Service. The results of the analysis can be used in the processes of developing and implementing the socio-economic development policy of the region. In conclusion, it is concluded that the growth of real incomes of the population acts not only as an indicator of the socio-economic development of the region, but also as the main factor of economic growth, contributing to savings, as the main source of investment in the economy.

ОЦЕНКА РЕЗУЛЬТАТОВ РЕАЛИЗАЦИИ СТРАТЕГИИ РАЗВИТИЯ ОРЕНБУРГСКОЙ ОБЛАСТИ

The article discusses the results of the implementation of the development strategy of the Orenburg region. Today, strategic planning extends to all levels of government – federal, regional and municipal. The development of strategies is not just a requirement of legislation, it is also an urgent need for each region individually. Regions are differentiated in terms of resources and development factors, and therefore they play a special role in the development and implementation of socio-economic development strategies. The purpose of this study is to assess the interim results of the implementation of this Strategy at the beginning of 2024 and to develop recommendations related to solving the tasks set in it. The development of the Orenburg region is influenced by both external and internal economic and social factors. External factors include restrictions in the economy due to the changed external conditions caused by international sanctions (restrictions), including a reduction in imports and withdrawal of foreign partners from the Russian market, loss of export markets, delays in the restructuring of production and logistics chains, the need to reorient supplies, lower prices for Russian exports, problems in mutual settlements, as well as high uncertainty in the development of the global economy and the possible tightening of sanctions. The internal factors influencing the trends of socio-economic development of the Orenburg region in the medium term include an insufficient level of investment in fixed assets, a low level of innovation, including digital technologies, lean production tools aimed at increasing labor productivity, increased competition with other regions in terms of attracting investors, as well as demographic a situation characterized by negative dynamics of natural and migratory population growth.

Migration Impact on the Labour Market and Economic Activity of Kazakhstan

This study examines the relationship between migration (M), economic activity (EA), and the labour market (LM) in the Republic of Kazakhstan from 2000 to 2022. The research comprises three stages, namely indicator selection, data analysis, and correlation-regression analysis. The study hypotheses propose that migration has a notably adverse influence on both the labor market and economic activity. Secondary data from the World Bank and the National Bureau of Statistics of the Republic of Kazakhstan were employed, covering the years 2000 to 2022. The chosen variables encompass migration growth, GDP, labor productivity, investment in fixed assets, real wages, and unemployment rates. The research includes three latent variables: migration (M), economic activity (EA), and the labor market (LM). The measurement models for these variables show acceptable to high reliability, suggesting a sufficient association between the included variables. Regression analysis reveals a significant negative impact of migration on both economic activity and the labour market. Migration can significantly influence economic activity, unemployment rate, and real wages. The findings support the hypotheses, indicating positive economic indicators and the country's socio-economic development trends. These results are valuable for understanding population dynamics and the potential impact of migration on the economy and social processes in Kazakhstan. Overall, the study provides insights into the relationships between migration, economic activity, and the labour market, highlighting the importance of these factors in shaping the country's development.

Analysis of demographic trends in onotowns and state support measures.

The article provides a general analysis of the demographic trends of monotowns. Classification, population, employment, migration trends and state support measures for economic diversification of monotowns in Kazakhstan with prospects for the development of town forming enterprise in case of depletion of raw materials. If in some monotowns we see growth of population then others demonstrate the population outflow, therefore we analyzed existing trends in socio-economic development of monotowns, but significant part of them shows demographic decline and outflow of skilled labor force. We provided a comparative analysis, methods of analytical analysis and a review of foreign and domestic scientific literature. We consider the ways of solving problems and development methods of monotowns. We studied socio-economic development level, international experience in solving problems and evaluated the effectiveness of state aid for monotowns. Nine monotowns due to their location have close economic ties with regional centers, which has a positive effect on their economic development. Population in these cities is generally stable. Economy diversification due to competitiveness of monotowns, balance of labor force, labor resources through demographic indicators such as mortality, migration growth, life expectancy. Vast territory, low population density, demographic growth and decline, remoteness from natural resources and intensive development of deposits, development of monotowns remain one of the most main tasks. The population decline in monotowns is observed in Pavlodar, Kostanay, East Kazakhstan, Mangystau regions, and the population of monotowns in Kazakhstan has decreased over the past five years

The demographic challenges faced by Northern regions are closely tied to economic development and require specific methodological approaches that account for the unique population dynamics in the vast but sparsely populated northern territories of the Russian Federation. This article explores the theoretical aspects of regional socio-economic development in relation to the demographic system and trends in socio-economic development. The aim of the research is to analyze the influence of demographic factors on the current labor market and workforce structure in Northern resource-based regions (NRBRs). Examining the present situation in these regions reveals a certain degree of population stabilization, with the exception of the Magadan region, population aging, an increase in demographic burden, and urbanization. A correlation and regression analysis shows significant direct and inverse relationships with factors shaping the labor market. A conclusion is made about the statistically significant positive relationship between male and female employment rates and parameters such as the share of the working-age population and the level of education. The study’s scientific novelty lies in the methodological approach developed and tested by the authors to evaluate demographic and economic factors influencing the modern labor market in NRBRs. Further development of state mechanisms to regulate demographic development is necessary to ensure that the regional labor market is adequately supplied with skilled personnel. The implementation of the Concept of Demographic Policy of the Russian Federation until 2025 and the Demography National Project can have a positive impact on demographic processes and the formation of regional labor markets. The results of the study can be valuable to executive authorities for monitoring and forecasting socio-economic processes at the regional level.

Models and methods for analyzing complex networks and social network structures

Objectives. The study aimed to investigate contemporary models, methods, and tools used for analyzing complex social network structures, both on the basis of ready-made solutions in the form of services and software, as well as proprietary applications developed using the Python programming language. Such studies make it possible not only to predict the dynamics of social processes (changes in social attitudes), but also to identify trends in socioeconomic development by monitoring users’ opinions on important economic and social issues, both at the level of individual territorial entities (for example, districts, settlements of small towns, etc.) and wider regions.Methods. Dynamic models and stochastic dynamics analysis methods, which take into account the possibility of self-organization and the presence of memory, are used along with user deanonymization methods and recommendation systems, as well as statistical methods for analyzing profiles in social networks. Numerical modeling methods for analyzing complex networks and processes occurring in them are considered and described in detail. Special attention is paid to data processing in complex network structures using the Python language and its various available libraries.Results. The specifics of the tasks to be solved in the study of complex network structures and their interdisciplinarity associated with the use of methods of system analysis are described in terms of the theory of complex networks, text analytics, and computational linguistics. In particular, the dynamic models of processes observed in complex social network systems, as well as the structural characteristics of such networks and their relationship with the observed dynamic processes including using the theory of constructing dynamic graphs are studied. The use of neural networks to predict the evolution of dynamic processes and structure of complex social systems is investigated. When creating models describing the observed processes, attention is focused on the use of computational linguistics methods to extract knowledge from text messages of users of social networks.Conclusions. Network analysis can be used to structure models of interaction between social units: people, collectives, organizations, etc. Compared with other methods, the network approach has the undeniable advantage of operating with data at different levels of research to ensure its continuity. Since communication in social networks almost entirely consists of text messages and various publications, almost all relevant studies use textual analysis methods in conjunction with machine learning and artificial intelligence technologies. Of these, convolutional neural networks demonstrated the best results. However, the use of support vector and decision tree methods should also be mentioned, since these contributed considerably to accuracy. In addition, statistical methods are used to compile data samples and analyze obtained results.

ВОЗМОЖНЫЙ СЦЕНАРИЙ БУДУЩЕГО: ДВУХЭТАПНОЕ СОЦИАЛЬНОЭКОНОМИЧЕСКОЕ РАЗВИТИЕ РОССИИ ДО 2030–2035 ГГ.

Author analysis trends in socio-economic development of Russia over the past 30 years, concludes that the formed socio-economic system is ineffective and it is necessary to carry out a number of fundamental reforms. The transformation, according to the scientist, should take place in two stages. At the first stage, in the next 5 years, the main task is to resume socio-economic growth by increasing the share of investments in fixed assets in GDP from 18–22% to 25–27% and the share of the “knowledge economy” from 14–15 to 20%. At the second stage, until 2030, a series of reforms should be carried out, in particular, the reforms of property, regional management, financial and social systems.

Population development as a driver of coastal risk: Current trends and future pathways

AbstractCoastal areas are subject to hazards that can result in severe impacts due to the high concentration of people and assets in exposed locations. While climate-induced sea-level rise will exacerbate these hazards in the course of the 21st century, future dynamics in socioeconomic development will play an important role in driving impacts – as well as adaptation responses – in particular in countries with rapid population growth in low-lying coastal areas. Here, we synthesize the current state of knowledge related to current and future population development in coastal locations and the underlying trends in socioeconomic development affecting coastal impacts at continental to global scales. Currently, 2.15 billion people live in the near-coastal zone and 898 million in the low-elevation coastal zone globally. These numbers could increase to 2.9 billion and 1.2 billion, respectively, depending on the socioeconomic scenario (i.e., Shared Socioeconomic Pathway [SSP]) considered. Nevertheless, although these numbers indicate a rapid increase in exposure of population and assets to coastal hazards, they bear limited information about the actual impacts as they do not include information on the vulnerability of coastal population. Based on these insights, we stress the need to account for dynamics in socioeconomic development in coastal risk assessments, including exposure as well as vulnerability, and additionally exploring potential feedbacks due to adaptation responses and migration decisions. Last, we propose action points for future work that can inform long-term coastal planning for managing coastal risks.

Kayaking expeditions broaden the horizons of their participants: students of the socio-economic profile of the lyceum. The survey of residents of cities, towns and villages along the route of the expedition, after studying the materials on the socio-economic development of the Kirov region, allows you to really assess the current situation. The following settlements were located along the route of the expedition: the city of Orlov, the village of Leninskaya Iskra, the village of Istobensk, the city of Kotelnich, the village of Suvodi, the village of Vishkil, the village of Sorvizhi. the village of Gorbunovshchina. After a survey of the population, it was found out that the trends of socioeconomic development of settlements in general correspond to the all-Russian dynamics. An analysis of the literature and a survey of the population showed that the population has grown since 2010 only in Istobensk, Suvodi and Sorvizh, and in other localities: Orlov, Kotelnich, Vishkil, Gorbunovshchina-there is a decrease in the population and the growth of summer residents. Infrastructure is developing in large settlements, industry is developing, new jobs are emerging, and in other settlements there is a decrease in the population, the closure of schools, medical posts and shops; villages and towns are increasingly populated by summer residents.

JUSTIFICATION OF THE SYSTEM OF PRINCIPLES OF REGULATION OF ECONOMIC POLICY OF THE DEVELOPMENT OF THE IT SPHERE IN UKRAINE SHOULD BE BASED

A modern high-quality human life is impossible without the latest IT achievements, which make it possible to increase the level of comfort and saturation of the life of an ordinary citizen. For Ukraine, which has a high potential, but an underdeveloped IT sphere, any direction in the development of the IT sphere is important. Therefore, there is a need to highlight the principles on the basis of which economic policy of regulating the development of the IT sphere should be based. This will allow to restore the country's economy in the post-war period. The purpose of the article is to substantiate the system of principles on which economic policy of regulating the development of the IT sphere in Ukraine should be based. It has been established that in order to ensure the effectiveness of the process of forming an economic policy for regulating the development of the IT sphere in Ukraine, the authorities must adhere to nine basic principles. The principle of scientificity dictates the need to lay the latest achievements in the IT sphere as the basis of economic policy toolkit. On this basis, an effective toolkit for minimizing risks should be formed to ensure stable trends in socio-economic development of the country's economy. The principle of justice is aimed at developing a system of effective tools for the development of the IT sphere. This will help to achieve sustainable development goals, minimize corruption and improve social standards of life. The principle of comprehensiveness consists in carrying out activities for the career guidance of young people, providing them with high-quality IT education and jobs, and specialists – with high-performance computer equipment. The principle of priority marks the focus of IT projects on those areas of activity that are of the highest priority for the development of the Ukrainian economy. In the post-war period, the restoration of the defense, medical, construction, food, mining and processing industries and agriculture in Ukraine should be considered a priority. The principle of strategic orientation should direct economic policy towards the achievement of strategic goals. It is important that the creation of new jobs based on the latest IT will increase the average level of wages and gradually approach the solution of the strategic goal – the return of Ukrainians to peacetime. The principle of adaptability orients the development of the IT sphere towards new technologies and information products. At the same time, current and strategic needs of regional and national economy of Ukraine should be taken into account. The principle of synergy determines the need to ensure the scale of the processes of digitalization of the country. The principle of inclusiveness directs the authorities to focus on the reintegration of Ukrainians who have received the status of persons with disabilities during the war. This project can be implemented by training such persons free of charge in a specific IT profession and providing powerful samples of computer equipment for successful online work in the IT sphere. The principle of European integration is based on the development of the country's IT sphere. This will make it possible to introduce changes in all spheres of the life of society and increase their efficiency by accelerating the pace of digitalization of managerial and technological processes.

The potential of mitigating greenhouse gas emissions from urban domestic water systems in highly urbanized areas

In highly urbanized areas, domestic water consumption and wastewater discharge are affected by several dynamic factors, such as economy, population, and environment, which further influence the greenhouse gas (GHG) mitigation potential of urban domestic water systems (UDWSs). To analyze GHG emission features of the UDWSs and their interactions with urban economic development, a hybrid approach of correlation analysis and a programming model was incorporated in a life-cycle framework to provide decision-making support for GHG mitigation strategies in the UDWSs. To verify the applicability of the method, Shenzhen city in Guangdong Province was chosen to analyze the potential of the UDWS for mitigating GHG emissions. The GHG emissions from the UDWS in Shenzhen was 747.82 kt CO2 eq in 2020. Compared with 2020, domestic water consumption would increase by 11.35 % and 18.67 % in 2025 and 2030, and wastewater discharge would increase by 12.88 % and 19.73 % in 2025 and 2030, respectively. In the trend of socio-economic development, the amount of water demand and wastewater discharge of urban residents would increase by 11.49 % to 18.75 % and 12.88 % to 19.75 % from 2020 to 2030, respectively. Optimum strategies of technologies for wastewater treatment and energy mix for electricity generation were obtained, with consideration of GHG mitigation goals in the future. As energy consumption contributed more than 25 % of GHG emissions in the USDWs of Shenzhen, the contributions of new energy sources for electricity production (i.e., offshore wind, solar photovoltaic, biomass, and nuclear) would increase by 0.58–1.02 times and 0.68–1.20 times from 2020 to 2025 and 2025 to 2030, respectively. The capacity of wastewater treatment would increase by 53.33 % to 80.00 % and 27.44 % to 29.82 % of the SBR and AAO technologies, respectively. Thus, it is suggested that decision makers should pay close attention to optimizing energy mix of electricity production.

STRATEGIC PLANNING OF HIGHER AND VOCATIONAL TECHNICAL EDUCATION SYSTEMS’ DEVELOPMENT IN DNIPRO REGION

Institutions of vocational (vocational and technical) and higher education are a basic component of the educational process of Ukraine, which in turn is a potential for the development of the national economy and a factor for ensuring food and environmental security, forming the socio-economic foundations of the development of the territories of the state, and improving the material well-being of the population. In the new socio-economic conditions, the modern education management system is gradually acquiring features of public self-government and the state-public model of management, which should ensure Ukraine's transition to a post-information society. At the same time, the modern management system of professional (vocational and technical) education should ensure anticipatory innovative development, as well as create conditions for reproduction of the socio-cultural environment for the development, self-affirmation and self-realization of the individual throughout life. The fundamental factor of effective activity and sustainable development of professional (vocational and technical) education institutions in the conditions of the introduction of digitalization in the country is the strategic planning of the VET system. Regarding vocational education, strategic planning is studied as the definition of strategic directions of transforming the content of vocational education, development of strategy for designing innovative educational process in vocational education, substantiation and disclosure of information and network transformation of vocational education, systematic justification of innovations in vocational education technical education as the main mechanism for implementation the strategic goals of sectoral development. Within the available scientific research, such important areas as generalization of the current state of public regulation of the vocational education system as a basis for strategic planning of its development, updating the system of evaluating the effectiveness of vocational education, optimizing the structure of the vocational education network in general and regional levels, mechanisms for financing the system of vocational education etc. Solving these problems is possible only through using of strategic planning to bring innovative changes in the public management of VET institutions in the region to address the external efficiency of this educational sector, based on the priority of achieving socio-economic results rather than sectoral goals. The strategic planning of the development of the VET system at the national and regional levels is both an object and a mechanism of public management, in addition, it is institutionalized in the system of public management based on the formation of a complex of regulatory support for such management activities. Within the framework of the institutional approach, strategic planning should be considered as a comprehensive mechanism of public management of the development of the regional VET system on the basis of ensuring consistency between the demand for workers of a market nature and the trends of socio-economic development, as well as the needs of individual and corporate consumers of educational services.

FORMATION OF A MECHANISM FOR STIMULATION OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT AT THE REGIONAL LEVEL

Purpose. The purpose of this study is to formation of a mechanism for the creation of a platform for innovative cooperation and the establishment of mutually beneficial economic relations between business entities and institutions of higher education (scientific institutions) for the development and implementation of innovations, stimulating investments in the modernization and technical re-equipment of the technical and technological base of industrial production at the regional level. Design/methodology/approach. In the article, the author used analysis, statistical, comparison, scenario, generalization, and abstract-logical methods in formulating conclusions and recommendations in order to justify the importance of forming a mechanism for creating a platform for innovative cooperation and establishing mutually beneficial economic relations between business entities and institutions of higher education (scientific institutions) for the development and implementation of technological innovations, and therefore, to justify the relevance of the chosen research topic. On the basis of the literature review, the author determined the goals of analyzing the indicators of innovative activity of industrial enterprises of the Lviv region and substantiated the main trends of socio-economic development of the Lviv region. The scenarios of the economic development of the Lviv Oblast considered by the author made it possible to form conclusions, the reliability of which is based on the interpretation of the indicators calculated in the analytical part. Findings. The hypothesis that the innovative model of the economy in modern conditions is characterized, first of all, by the readiness of the business entities forming it to compete, search for and develop new markets, has been proven. Achieving this state in industry at the regional level is possible only thanks to the introduction of technological innovations, entering the market with new knowledge-intensive, competitive products. Also, today’s requirement, in particular at the stage of the Russian-Ukrainian war, which is devastating for the national economy, is the creation of stimulating mechanisms adequate to the challenges of the times for investing in innovative technological processes, in the restoration of Ukrainian production on an innovative basis. The innovative and productive way of development of the region’s industry is connected with the implementation of the principles of narrow specialization in the region’s economy, comprehensive modernization, structural transformation not only of industry, but also of all major types of economic activity and their integration with the region’s innovative and scientific and educational systems. The main task of the mechanism of innovative cooperation is to stimulate the activity of scientists, researchers, innovators in cooperation with industrialists (entrepreneurs) to increase the level of scientific and technical and technical and technological achievements, increase innovative activity and the culture of interaction of the research and entrepreneurial spheres. Practical implications. The results of this study are of interest to higher education institutions, business entities and regional authorities, which seek to improve the level of the innovative environment of the region in accordance with the conditions of competitive markets and to ensure the stimulation of innovative and technological development of industrial enterprises. In addition, the results can help researchers of higher education institutions to improve the tools of dissemination of innovative knowledge, which are used to transform the business environment on the basis of technological innovation. Originality/value. This study emphasizes the peculiarities of innovative activity of industrial enterprises of Lviv region and the main trends of socio-economic development of Lviv region. The outline of the economic development scenarios of the Lviv Oblast made it possible to formulate principles and tasks regarding the regional stimulation of innovative activity. Provide recommendations to regional authorities regarding the mechanisms of competitive selection and co-financing of the implementation of innovative projects.
