Abstract
Author analysis trends in socio-economic development of Russia over the past 30 years, concludes that the formed socio-economic system is ineffective and it is necessary to carry out a number of fundamental reforms. The transformation, according to the scientist, should take place in two stages. At the first stage, in the next 5 years, the main task is to resume socio-economic growth by increasing the share of investments in fixed assets in GDP from 18–22% to 25–27% and the share of the “knowledge economy” from 14–15 to 20%. At the second stage, until 2030, a series of reforms should be carried out, in particular, the reforms of property, regional management, financial and social systems.
