Staff assistance of educational programs in the sphere of information security: design and development problems

An increase in civilization risks and threats, and the development of information technologies actualize the questions of information security. The need for information security specialists is sharply increasing. This requires the solution of a number of managerial, organizational, substantive issues related to the organization and implementation of educational programs on information security including staffing issues. In such conditions the issues of teaching staff potential development, formation of the necessary up-to-date knowledge and competences of teachers for qualitative training of future specialists become urgent and in-demand. Mass retraining of teachers becomes the most important task in providing information security specialists for the digital economy. The methodological basis of the study is the provisions of education sociology reflecting the problems of matching the human resources needs for the digital economy, import substitution and national security with the quantity and quality of specialist training in higher educational institutions of vocational education.The aim of the research is to identify employers' demands for information security specialists' competences for formation of professional educational programs and demands of teachers engaged in information training for actual knowledge, abilities, skills, which availability will ensure innovativeness in training of young specialists. The main hypothesis was that there is a mismatch between the demands of the external environment of higher education, above all, employers and the capabilities of the educational system, there is an urgent need to increase the capacity of teachers involved in training professionals in the field of information security. The reasons for this mismatch are (1) the dynamic development of technology, the emergence and increase of cyber threats and cyber incidents, (2) the presence of objective problems in the development of educational institutions staff capacity - the low proportion of young personnel, inadequate interaction between educational institutions and industrial and research centers, inadequate scientific and educational mobility of teaching staff for skills development.The needs of employers and teachers have been identified on the basis of empirical research (autumn, 2021) conducted by the authors. 103 teachers and 109 employees of enterprises which carry out functions on maintenance of information security of organizations and enterprises (mainly SFD) participated in sociological research.Results: requirements of employers and teachers on information security actual knowledge, abilities, actual programs of professional development and professional retraining were revealed. The practical significance of the results is that the study can reveal the problems of design and development of educational programs on information security and formulate recommendations for the design.

Workshop Schools: From Employment Creation to Employability

Workshop Schools are an alternance scheme which combines periods of education and training in educational institutions or training centres for young people at risk of social exclusion between the ages of 16 and 25. The present work of research aims to analyse the logic models underlying the design of these schemes from a historical perspective, specifically from their formation in 1985 up until the year 2020, paying special attention to both individual and structural aspects. Methodology: A qualitative study is carried out based on the analysis of 58 policy documents. Results: The results establish three different phases since the creation of the scheme (employment creation, lifelong learning and employability), analysing the changes produced in the design and relating them to international trends. A progressive self-responsibility forced upon young people rather than a concern on structural problems and barriers characterising the current labour market is also highlighted. Conclusions: Different international trends, such as job creation and the promotion of lifelong learning and employability, have had an influence in the logical models underlying the regulatory documents of the Workshop Schools and, therefore, the social problems and solutions the scheme seeks to provide.

Singing professionalization peculiarities at secondary general education institutions of Kharkiv till the middle of XIX century

The purpose of the article is to determine the specifics of the professionalization of singing until the middle of the XIX century in Kharkiv general secondary education institutions.
 The methodology. Since the phenomenon of Kharkiv vocal art was not considered in the scientific discourse, the methodological basis of the article is the method of comparative analysis, the application of which made it possible to determine the specific features of professional singing in the educational environment of the city. Determining the characteristics of professional singing (methodology of voice processing, repertoire, etc.) was carried out within the framework of applying the principle of systematicity.
 The results. The specificity of the understanding of singing as a sphere of professional creativity within the limits of church choral practice is traced. The principles of processing of the singing voice in Kharkiv institutions of general secondary education from the middle of the XVIII century are considered. In the context of preparing a singer for collective music making, the music teacher — bandmaster used methods of working with the singing voice, which were formed within the church choir practice and were aimed at mastering vocal technique. For Ukrainian educational institutions of the last quarter of the XVIII century we can highlight common specifics of the activity of music classes, which consisted, in addition to the music teacher, of minor students and adult already trained musicians.
 It is noted that since the 1840s, the aspiration to professional mastery of solo singing has become popular among Kharkiv youth, which is due to the invitation of European vocalists to become a music teachers at Kharkiv educational institutions.
 The scientific novelty. It was determined that by the middle of the XIX century. vocal art was cultivated in general educational institutions of Kharkiv by bandmasters, whose multi-functional specifics of activity is determined by the mutual influence of high-quality performance of organizational, pedagogical and other functions within the framework of leadership of musical collectives. In the process of preparing the singer for collective music making, the bandmaster, firstly, used the methods of setting the voice as a means of reproducing the musical text, developed and elaborated in European musical practice; secondly, ensured learning the basic standards for vocals as a level of mastery of the vocal apparatus: voice setting, cantilena singing, purity of intonation, sense of metrorhythm, etc.
 The performing and teaching activities of European singers since the 1840s stimulated the professionalization of vocal training in general educational institutions of Kharkiv in the context of reorientation from collective to solo singing. Thanks to the pedagogical activity of the Frenchman G. Briss, the Italians Conti, L. Gervasi, and others, the vocal repertoire begins to be dominated by opera music, the reproduction of which requires professional training of the voice.
 The practical significance. Determining the logic of the formation and functioning of certain signs of professional voice reproduction of a musical text within certain chronological and cultural boundaries will contribute to the improvement of the process of understanding the phenomena of, on the one hand, the musical culture of Kharkiv, and on the other hand, the vocal art of Ukraine.

THEORETICAL AND METHODOLOGICAL ASPECTS OF ONTOLOGICAL MODELING OF INFORMATION-ANALYTICAL SYSTEM OF SCIENTIFIC PERSONNEL TRAINING

The development of science and education is now exposed to a huge impact of such civilizational challenges as: climate change, which is due to global warming, excessive and unjustified consumption of material goods, environmental pollution; pandemic COVID 19 and the emergence of new diseases and as the quintessence of human irresponsibility and callousness, activation on a global scale, and in Ukraine in particular, hybrid wars against universal values. This situation causes a massive shift to a remote format of the organization of scientific and educational (research) process, including the training of scientific personnel in higher education institutions and research institutes, using certain networked information and computer technologies and systems.
 Therefore, the purpose of the study, the current results of which are presented in the article, is to study the problems of applying the methodology of building information-analytical systems (hereinafter – IAS), in particular digital IAS, and to substantiate the basis and highlight in this context the main aspects of creating an ontological model of scientific personnel training (hereinafter – SPT) system as part of a single information space of scientific education. The author raises the problem of the need to apply transdisciplinary methodology of building digital information-analytical system of scientific personnel training in higher education institutions (hereinafter – HEI) and research institutes (hereinafter – RI) of Ukraine in a distance. Particular attention is paid to the ontological modeling of IAS components of the relevant organization of effective scientific and educational (research) process. Also basic definitions of the ontological approach to the training of scientific personnel disclosed. The article considers certain requirements for the design and functioning of intelligent educational systems and programs that provide adaptive information-analytical support of scientific personnel training on the basis of transdisciplinary, system, competence and ontological approaches. The analysis of a certain base of sources (researches and publications) is given. Thus, the methodological basis for building a digital information-analytical system in the specified context is presented and certain fragments of its ontological model are proposed. The presented approbation of applied aspects of the author's research is in the ascertaining stage. Subsequent results of analytical-synthetic and formative stages of the presented doctoral research are passing into the phase of experimental verification and the obtained data will be made public in the following publications of the author.

E-learning Effectiveness amongst Sabah Student in Technical and Vocational Education Training (TVET) Institutions

E-learning or its elements are practically absent in the vocational education and training system and are introduced mainly in universities environment. It was used as a teaching method but it was never truly put to use until the pandemic hit. This paper seeks to examine E-learning Effectiveness Amongst Sabah student in Technical and Vocational Education Training (TVET) in Sabah, Malaysia context. Specifically, the effects of three components of TVET E-learning Effectiveness (TEE) through (DeLone & McLean, 2002) Information system success model namely System Quality (SYQ), Information Quality (IQ) and Service Quality (SEQ) towards the mediating variable which is system usage (USE) and User satisfaction (US) TVET E-learning Effectiveness in in Sabah, Malaysia context are discussed. In addition, Use and User Satisfaction (US) as mediator to TEE also be deliberated.

The actual state of quality management of primary teacher training at Quang Binh University according to the AUN-QA approach

In the current trend of education innovation, the quality management of primary teacher training according to the AUN-QA approach is a significant and necessary content for higher education institutions, contributing enhancing training quality and international integration. However, the quality of teacher training in local higher education institutions is still low with insufficient attention. The article, therefore, focuses on analyzing and assessing the actual state of AUN-QA based quality management of primary teacher training at Quang Binh University in the period 2017-2021, thereby proposing measures to improve and renovate the quality of primary teacher training, meeting the increasing demands of the labor market.

Methodological and Theoretical Foundations of Educating a Cadet’s Readiness to Evaluate Information in the Process of Professional Training

Problems and purpose. At present, the readiness of a cadet to assess information in the process of professional training is based on the knowledge and experience that is gained in the process of professional training, is guided by the independent participation of the individual in the educational and cognitive process and is aimed at the productive inclusion of the individual in professional activities. But as practice shows, the educational process of a military institute is not aimed at educating a cadet’s readiness to evaluate information in the process of professional training. The purpose of the article is to consider the principles of functioning, as well as the methodological and theoretical foundations for educating a cadet’s readiness to assess information in the process of professional training in the conditions of training in military higher educational institutions of the National Guard. Methodology. The theoretical foundations of the work were studies of the problems of educating a cadet’s readiness to evaluate information (S. Yu. Manukhina, Z. Sprinskaya), aspects of assessing the quality of information obtained by investigative means (O. I. Dolgacheva, N. N. Potapova), psychological foundations of professional adaptation and choice of profession (V. V. Kirichenko). Psychology in the operational activities of law enforcement agencies (Yu. V. Chufarovsky). Results of the study. The article describes the features of educating a cadet’s readiness to perceive information. The term “readiness” itself and its correlation with the education of cadets are considered. In addition, approaches to the issue of perception of information are analyzed. In conclusion, the tentative structure of measures for developing the readiness of cadets to evaluate information is revealed. The author considered the basics and possibilities of applying various methods of the problems of educating the readiness of a cadet to evaluate information on the basis of various methodological approaches that can be actively used in the conditions of vocational training. In conclusion, an indicative structure for constructing an educational process for developing the readiness of cadets to assess information based on the phased development of individual competencies is proposed.

Level of Self-Educational Competence of Cadets of Higher Educational Institutions with Specific Training Environment

Modern times put forward fundamentally new requirements for the qualification of a modern law enforcement officer, his moral maturity, common cultural and intellectual levels. A law enforcement officer must be an educated, highly cultured person, have profound professional knowledge and skills in various fields, and be able to constantly improve his level of knowledge and skills i. e. to possess a high level of educational competence formedness in order to successfully perform his official and civic duties. The purpose of the research is to investigate the current level of the cadets’ self-educational competence formedness in the process of their training in a higher educational institution with specific training environment. The research involved 167 fourth (graduate) year cadets of the National Academy of Internal Affairs (Kyiv). Research methods: theoretical analysis and generalization of scientific and methodological literature, documents and results of educational activities, observations, questionnaires, method of expert assessment, methods of mathematical statistics. The level of the cadets’ self-educational competence formedness was assessed according to four components such as motivational-personal, cognitive-informational, operational-activity and reflexive-volitional. It was found that the cadets’ self-educational competence is an integral part of professional competence and at the same time an indicator of the success of their professional and personal development. It was found that the level of most of the studied indicators of the cadets according to the distinguished components is low. This indicates the need to substantiate and implement pedagogical conditions for the formation of self-educational competence of the cadets i. e. future law enforcement officers in the process of their training in higher educational institutions with specific training environment, as an important prerequisite for effective performance of their professional tasks.

Дистанционные образовательные технологии в системе профессиональной подготовки сотрудников ОВД России

The purpose of the study is to find the best ways to improve the professional training of Russian police officers who study under additional professional training programs (advanced training) in educational institutions of the Russian Ministry of Internal Affairs in the context of distance learning. Scientific novelty lies in the fact that the use of distance learning in the professional training of police officers will allow the introduction of the latest information technologies into the teaching methodology, which will contribute to improving the effectiveness of professional training. As a result, it was revealed that the use and use of distance learning will reduce the cost of organizing it for both students and teaching staff; organize a significant number of trainees; improve the quality and effectiveness of the educational process through the use of digital educational resources; create a unified educational environment in the system.

Social responsibility of students in the conditions of professional training in higher educational institutions

The dynamics of the values ​​of the societies and the value orientation of those who organize the society socially are among the most important values ​​of a society. Today, social responsibility projects are increasing day by day. Many institutions and organizations are in the process of raising awareness with social responsibility projects. Social responsibility projects are carried out in all age groups, regardless of age. Social responsibility studies are included in the education. It is given in courses that include social responsibility in universities. In terms of vocational education, the perspectives of university students towards social responsibility projects are very important. In this study, it determines the opinions of the students studying at the university on social responsibility studies. In this study, 112 students studying at the university in the fall semester of 2021-2022 were included in the study. Qualitative study method was used in the study. Three semi-structured open-ended interview questions prepared by the researcher were asked. As a result of the research, it was concluded that social responsibility projects should be taught as a compulsory course in universities and that social responsibility projects should be increased by diversifying. They stated that course contents that talk about the importance of this field related to social responsibility should be prepared. Social responsibility projects develop many features such as helping students, raising awareness and creating awareness.

Analysis of the Problems of Training Bachelors in the Direction of “Technosphere Security” Taking Into Account the Cognitive Characteristics of New Generations of Students

The research aims to analyze possible ways to improve undergraduate student performance in current conditions. The use of new directions in the methods of training and conducting training in undergraduate agricultural higher education institutions in the “Technosphere safety” training program. When developing teaching methods and technologies, teachers should consider changes in the cognitive abilities of the Generation Z students, which differ significantly from previous generations in terms of attention, information perception, and communication abilities. The author argues a need for the digital transformation of education in the wake of the trend towards the digital transformation of the economy and agriculture. This is primarily an opportunity to activate the combination of the group educational process in the classroom using the capabilities of current computer technologies with the individualization (personification) of education when each student gets the opportunity for independent creative work with remote control and correction by the teacher.

Training Future Primary School Teachers for Purposes of the New Ukrainian School in the Postmodern Era

The crisis of the outdated education system in Ukraine has led to radical changes at all levels. One of such vital changes in 2016 was the New Ukrainian School reform introduced by the Ministry of Education and Science of Ukraine. It relies on critical theories of the postmodern philosophy of education. They are as follows: toleration of difference, rejection of stereotypes and child-centeredness; transformation of teacher’s authority and roles; individualization of the educational process. Importantly, the New Ukrainian School reform has been launched in primary school as a fundamental part of the whole education system. In this regard, it is crucial to train primary school teachers of the new generation who will be able to implement the ideas of the New Ukrainian School. Consequently, it is extremely essential to update the system of corresponding training in higher education institutions in Ukraine. Therefore, the article aims to justify how future primary school teachers are trained for purposes of the New Ukrainian School in the postmodern era.

Formation of information competence of future specialists of culture and arts in the process of professional training in higher education institutions

The article examines the role and importance of information competence. The main attention is paid to the analysis of the teaching experience of university teachers from different European countries, a set of courses and disciplines that are offered for use in the training of culturologists and art critics. Accordingly, the purpose of the work is to analyze the features of the formation of information competence among specialists in culture and arts in the process of professional training in higher education institutions. We used particular methods as synthesis, analysis, induction and deduction, methods of comparison and abstraction. The conclusions state that during the study students get acquainted with the basics of information competence during theoretical courses, but work with its use is based on practical use. An analysis of the curricula of several European universities has shown that the integration of this element into the educational process is linked to practice.

Avrupa’daki Eğitim Kurumlarında Eğitim Yöneticisi Seçme ve Atama Kriterlerinin İncelenmesi

This study aims to examine the criteria and qualifications for choosing an educational administrator in educational institutions on an international global scale on the basis of some countries in Europe. In this context, the studies conducted in the international framework on determining the criteria and qualifications for choosing managers in educational institutions have been examined and some suggestions have been made in accordance with the results obtained within the scope of the documents. In addition, selection criteria and training in educational institutions within the framework of administrative qualifications with managers to these features by examining international data within the training manager training on a global scale and assignment practices a literature search was conducted. As a result of the study countries examined within the scope of the subject from leading and significant contributions on educational administration and Management Science the European continent in the UK, Germany and France within the framework of administrative qualifications in educational institutions in selection criteria and the basic conditions of being a graduate of a training manager to become among it has been observed that graduate. In the same way, the roles played by education administrators in educational institutions in the countries studied and mentioned in the subject are emphasized as educational and educational leadership processes, while social leadership qualities have been assigned to education administrators. Ülkemizdeki Eğitim Kurumlarında Eğitim Yöneticisi Seçme ve Atama Kriterlerinin İncelenmesi

The purpose of this study is to examine the criteria and qualifications for choosing managers in educational institutions in our country. Within the scope of the conceptual framework of the study, the research related to the subject was examined and suggestions were made in the context of the results obtained. In this study, the characteristics that education managers should have in the context of criteria and qualifications for choosing managers in educational institutions were examined in our country and a literature review was conducted on the practice of training and appointing an education manager. As a result of the study selection criteria and training in educational institutions in our country within the framework of administrative qualifications to become a manager where it is not among the basic conditions of being a Graduate, Graduate, Bachelor's degree as a teacher is seen as assignment criteria seen enough of it, is not among the basic conditions where, by the Ministry of education of Master's and doctoral degrees in this context, it was determined that had not been taken. In a similar conceptual framework, it has been determined that the roles played by education managers in educational institutions in our country cannot go beyond educational management and that this quality of management has come to the fore. In this minval, it is aimed to contribute to the literature and institutional structures related to the education manager selection, training and appointment system in our country in the context of this study. EXPERIMENTAL VERIFICATION OF PEDAGOGICAL CONDITIONS EFFICIENCY FOR PROFESSIONAL RESPONSIBILITY FORMATION IN STUDENTS OF TECHNICAL SPECIALTIES DURING SOCIAL DISCIPLINES STUDYING

In todayʼs technogenic world, technology plays a special role, improving the quality of life and creating living environment for future generations. The question of the responsibility of technical specialists for the results of scientific and technological progress becomes extremely important. Higher technical education responds to public demand, defining responsibility as one of the key generic competencies of a specialist, a sign of their professional maturity. The article grounds the pedagogical conditions of formation of professional responsibility of students of technical specialties in the course of studying social disciplines. This is done on the basis of the notion of phronesis, i.e. the use of interdisciplinary connections of social disciplines for formation of ability to correlate own responsible behaviour with socially significant ideals; application of contextual learning; systematic monitoring of the process of formation of professional responsibility by means of information and communication technologies. The method of diagnostics of formation of professional responsibility of future specialists of technical profile is offered. The results of the experimental study of the effectiveness of the introduction into educational practice of the proposed pedagogical conditions for the formation of professional responsibility, which was conducted with students of Ternopil Ivan Puluj National Technical University (Ukraine) have been presented. The experimental study confirmed the effectiveness of pedagogical conditions for the formation of professional responsibility of students of technical specialties in the process of studying social disciplines and the feasibility of their introduction into vocational training in higher education institutions.

The article analyzes scientific research on the theory and practice on foreign language training in non-linguistic higher education institutions in order to identify methodological approaches evaluated by experts as effective, and highlights the aspect of their combination. The conception that unites the authors is the recognition of foreign language competence an element of professional competence, which combines general and special competencies aimed at solving professional problems. The analysis made it possible to identify the competence-based approach as the main methodological one.
 A separate group of approaches is focused on the exploration of different cultures. However, within the framework of the concept of continuous advanced adult education, the need to organize the development of a wide range of knowledge is necessary not only for professional duties performance, but also for building an individual trajectory of life-long education, an involvement into diverse information environments.
 In educational organizations of the Ministry of Internal Affairs of Russia, the task of foreign language training can be regarded as a replenishment of the humanitarian component. Why Judicial Education Institutions (JEI) must Focus Vulnerabilities faced on Account of Age, Economic Status, Sexual Orientation and Participation in Civil Society Movements?

In this paper, the authoress points out relevance of some themes for present day judiciary and why judicial education (training) institutions must include some subjects in their yearly training agenda. The present judicial training system, as operational in different countries, is mostly designed and developed in content by the judges themselves. From past five years, in their rush to update and upkeep with the new technological and commercial environment that is daily unfolding, these institutions have almost sidelined the core commitment to produce a responsive judiciary. To remind the judges involved in policy making on judicial training about the need to focus on the justice as foundation for any training, author proposes some areas that cannot be negated from the training agenda for survival of democracy in future. Formation of health saving competencies of students by means of infocommunication technologies

Vocational training in higher education institutions is determined not only by the amount of knowledge acquired, but also by solving the problem of maintaining and promoting health, students' need for a healthy lifestyle, the need to find and implement ways to develop health competence. The article analyzes the content of the concept of "health competence", “health competence of students”. Formulation of the purpose of the study. Get acquainted with the scientific literature on the formation of health competencies; create a digest of information resources to provide information space for the formation of health competencies of higher education seekers and teachers. Research methods: analysis of scientific and methodological literature, content analysis of internet materials on the possibilities of infocommunication We have analyzed various aspects of the internet, and found that there are many sites that are designed specifically for learning. Among them - electronic dictionaries, translators, encyclopedias. The content analysis of Internet resources was carried out and the directories and catalogs of scientific journals on the subject of medical and biological direction were analyzed, which will be useful for students, masters and teachers for the formation of their health-preserving competence.

Domestic and Foreign Experience in Training Future Managers of Educational Institutions

The purpose of the presented research is to study, summarize and analyze the Ukrainian and international experience of training future teachers who will hold senior positions in educational institutions. The methods of information analysis and synthesis, the comparative method, as well as the method of induction and deduction were used in this study. At the final stage of the study, the method of analyzing scientific literature relevant to the subject of the study was used. The study analyzes the current state of training of future leading educational institutions, master’s degree students in the specialization “Management of educational institutions” on the example of educational institutions in Ukraine. Some information about universities in Poland, the United States of America, the United Kingdom and Canada was reviewed. The practical value of the presented research lies in the fact that the information from it can be used to study the international experience of training future teachers and analyze working strategies to improve the quality of teacher training in higher education institutions.
