Composition and Transformation of Halogenated Products Contained in Drinking Water Transported through the Urban Water Distribution Network

Analysis of the composition and transformation of organic compounds in water obtained at a surface water intake of a large urban agglomeration (by the example of the city of Ufa) and used to arrange water supply for the population and the industrial sector has been carried out. Using gas and liquid chromatography with various types of detection, more than 250 organic compounds in the supplied water have been determined. It has been revealed that when transporting water, the concentration of organic compounds of technogenic nature (phthalates, polyaromatic hydrocarbons, alkylbenzenes, etc.) does not change. It has been concluded that in remote, dead-end and stagnant zones of the urban water distribution network, the presence of additional organic pollutants not identified in drinking water leaving water treatment facilities, has not been detected.

Two-stage problems of optimal location and distribution of the humanitarian logistics system’s structural subdivisions

Purpose. To ensure the rational organization of the evacuation of people from a region affected by an emergency by developing a mathematical and algorithmic toolkit that will allow for the early distribution of transport and material resources, maximizing coverage of the affected areas while minimizing evacuation time. Methodology. System analysis of evacuation processes; mathematical modeling, the theory of continuous problems of optimal partitioning of sets, non-differentiable optimization. Findings. The object of the study is the two-stage evacuation logistic processes that occur when serving the population of areas affected by emergencies of a natural or technogenic nature. The research considers the possibility of optimally distributing human flows within the transportation system, the structural subdivisions of which are first-stage centers (first aid stations that carry out the reception of citizens from areas affected by the disaster) and second-stage centers (specialized units of the emergency aid system that provide further services to the evacuated population). The proposed mathematical model deals with the problem of optimally partitioning a continuous set with the placement of subset centers and additional connections. Methods for its solution have been described. We demonstrate the versatility of these models, as they can be used to describe logistic evacuation processes, organize assembly points, intermediate locations, evacuation reception points, and those providing primary assistance to the affected population. We calculate the appropriate number of essential products and deliver them from existing warehouses through distribution centers to the affected areas. Originality. As preventive measures to increase the level of population safety during an emergency, we consider the optimal placement of rescue facilities and the zoning of the territory to distribute evacuation traffic. We also address the problem of the optimal distribution of human flows in the transport and logistics system. Practical value. The presented models, methods, and algorithms enable the solution of many practical problems related to the development of preventive measures and the planning of rescue operations to ensure the population’s safety in case of emergencies. The theoretical results obtained are translated into specific recommendations that can be utilized when addressing logistical problems related to the organization of primary evacuation of the population from affected areas and their subsequent transportation to safer locations for further assistance.

In recent years, active development of coal deposits and works related to the creation of appropriate infrastructure (ports, roads, etc.) have been carried out in the western part of the Taimyr peninsula. The main objects are the port Buhta Sever (oil loading terminal), the Syradasay coal deposit and the port Yenisei. Work is also underway in the Lembersk coal mine and the associated port Dixon. The single seismic station “KOLBA” of the Arkhangelsk seismic network installed in October 2020 near Dixson regularly registers local seismic events, the natural nature of which is questioned. From October 2020 to February 2023, 150 seismic events with a magnitude range of ML from 0.4 to 2.4 were registered at distances up to 200 km from the seismic station. The purpose of our research is to give a reasonable answer on the basis of selected criteria about the nature of registered local events: earthquakes or man-made events. Cleaning seismic catalogs from man-made events has always been an urgent task, especially after the installation of each new seismic station in a little-studied area of the Arctic. The difficulty in determining the event nature lies in the absence of a regional hodograph and any reference data such as samples of waveforms, reliable information about the place, time and methods of industrial explosions, the absence of these events on the records of other seismic stations. In this regard, we have defined a set of criteria for determining the nature of events, which are reduced to the consideration of indirect signs. These are the location of an event near an industrial facility, the analysis of spectral-time diagrams and waveforms of seismic events, the analysis of the amplitudes ratio of volume and / waves, the daily distribution of seismic events and the magnitude range of recorded events. Despite the fact that individually each criteria is not a direct proof of the man-made events nature, their totality can be taken as a decision to exclude the event from the seismic catalog. In the process of determining the epicenters of events, we identified several groups related to various industrial facilities. The daily distribution diagram shows that local seismic events were recorded in the daytime with peak values at 13–14 hours and at 19–20 hours, which indicates the technogenic nature of events. The / ratio is < 3.0 for all events, which most likely also indicates a technogenic nature, as with the presence of “bands” in the high frequency range on the spectral-time diagrams. The developed set of criteria for the identification of technogenic events allowed us to clean up the seismic catalog and attribute all 150 events to the manifestation of technogenic seismicity. The most effective criteria are the analysis of spectral-time diagrams, the / ratio and the daily distribution of events. In some cases, by the waveform types, it is also possible to determine whether an event belongs to a certain industrial facility (in particular, to the port of Buhta Sever).

For the first time, the classification of the ionic composition of ultra-fresh waters of the Arctic rivers in Russia has been carried out in a long-term aspect and in view of seasonality. The features of the ionic composition of ultra-fresh waters of the Arctic rivers have been considered, the class, group and type of river waters have been established according to the classification of O. A. Alekin. The chemical composition of the ultra-fresh rivers of the Russian Arctic zone is characterized by great diversity. These rivers vary from the most simple bicarbonate-calcium waters of the second type to sulfate or hydrocarbon-sulfate waters of a complex cationic composition. For the estuarine sections of the Virma, Kolos-Yoki, Teriberka and Ura Rivers variability manifests itself in a simplification of the chemical composition. For the Pravaya Khetta, Sede-Yakha and Nadym Rivers, changes in the ratios between cations and anions have been revealed. For the Indigirka, Yana Rivers and its tributaries, changes have been noted only in the anionic composition. It is shown that it is for these rivers that the metamorphization of river waters is possible. Most of the river sections with a high probability of metamorphization of the ionic composition of water are confined to the West Siberian part of the Russian Arctic zone. This is due to a higher anthropogenic load and a high degree of development of this area. For these sections of the rivers, the revealed metamorphization is of a technogenic nature. The metamorphization process of ultra-fresh river waters in the direction of changing the hydrocarbonate class to the sulfate or chloride class can cause the appearance of hydrochemical anomalies in the content of the main ions.

Hydrogeoecological conditions of technogenic groundwater in waste disposal sites

The specific hydrogeoecological conditions of aquifers of some technogenic formations, mainly iron ore skarn-magnetite and titanium-magnetite formations, are considered. The resulting wastes, which are stored in waste disposal sites during development of deposits, due to the impact of a number of factors (natural and technogenic) form technogenic waters. Waste disposal facilities are complex engineering structures (dumps and sludge storages), which in turn create their own hydrogeoecological conditions, which must be investigated in order to prevent and minimize environmental and economic damage caused by these objects to the aquatic environment. The paper presents long-term field and laboratory studies of the aquatic environment under the influence of a waste disposal facility in the Middle Urals – one of the largest tailings, representing a potential environmental and man-made hazard. This tailing dump contains tens of tons of waste – enrichment tailings and creates specific hydrogeoecological conditions on the territory. Based on many years of monitoring studies, an analysis of these conditions was carried out – the quality of groundwater affected by the tailings was assessed. It is shown that groundwater is of technogenic nature, i.e. are man-made waters that have a significant impact on the surface and underground hydrospheres of the territory.

The use of modern technical means of border protection in emergency situations

The article describes the current state of territorial (structural) divisions of the Border Service of the National Security Committee of the Republic of Kazakhstan on the issues of equipping with technical means of conducting radiation, chemical and biological reconnaissance and remote control in the conditions of man-made emergencies in the border area for the protection and protection of the State Border and elimination of consequences. The main tasks of modern technical means of radiation, chemical and biological reconnaissance and remote monitoring of the terrain in the conditions of man-made emergencies in the border space, which are necessary for the protection and protection of the State Border and the elimination of consequences, are disclosed. Dynamic parameters of weak earthquakes on the southeastern slope of the Baltic Shield

The dynamic parameters of earthquake sources characterize the features of the process of destruction of the seismogenic medium. These parameters are defined in the world for earthquakes of different magnitudes and different genesis. For the seismically weakly active region of Fennoscandia, the source characteristics of earthquakes were characterized in the 1990s from analog records. In this paper, we obtained a summary of the indicated valuesfor weak earthquakes with ML=1-2 that took place on the southeastern slope of the Fennoscandian shield in 2009-2019 for two earthquake swarms of different origins - tectonic Kouvola and technogenic Erkilia. The work was carried out according to the data of the St. Petersburg digital seismic network. In the process of research, using seismograms of the network, the spectra of direct waves Sg were constructed, the values of the seismic moment, corner frequency, source radius and stress drop for 15 earthquakes of a tectonic and technogenic nature were calculated. The results obtained, although they have a spread in values, do not differ much from the world averages. However, it turned out that the seismic moment and stress drop significantly depend on the genesis of events.

An analysis of existing approaches to assessing the impact of secondary damaging factors of an explosion showed that when calculating the impact zones, only debris and fragments of equipment are considered, and the effect of flying glass fragments is not taken into account. Therefore, management bodies specially authorized to solve the problems in the field of protecting the population and territories from emergencies need to carry out a set of measures in advance to reduce the impact of secondary damaging factors of the technogenic emergencies on the population. A method of protecting the population from secondary damaging factors of explosion is proposed, which consists in substantiating the rational parameters of building elements, in which the protection of the population from secondary damaging factors of explosion in technogenic emergencies will be maximum under existing restrictions. The indicator of human protection from secondary damaging factors of an explosion in emergency situations of a technogenic nature means the probability of not hitting a person with glass fragments. As initial data for determining the index of protection of the population, the distribution of glass fragments by mass and the use of existing approaches to determining the degree of damage to a person by fragments are considered. Based on the graphical dependence of the degree of human injury on the speed and mass of the glass fragment, an analytical view of this dependence was obtained. Based on the previously known threshold values of the degree of human injury by glass fragments, a function of the probability of human injury was obtained. An example of determining the indicator of protection of the population from glass fragments with known initial data is given. The application of the proposed approach will help the management bodies of the Unified State System for the Prevention and Elimination of Emergencies and Hazardous Production Facility to take measures in advance to minimize the consequences of human injury by secondary damaging factors of the explosion, as well as to justify the size of sanitary protection zones.

Methods and means of process risk mitigation during operation of equipment for applica-tion of chemical means of combined potato-setting machines

Ensuring safe and healthy working conditions in biotechnical systems associated with the implementation of technological processes for the production of crop products is a complex system problem, the solution of which requires not only an assessment of the parameters of the technical condition of technological machines, but also the correctness of the certain actions of the human operator of the machine-tractor unit, as well as the properties of production items and sanitary and hygienic working conditions. One of the effective methods of technogenic nature in solving the problem related to minimization of technological risks leading to chemical contamination of the agricultural environment during the operation of the investigated complex is to equip it with digital automated devices for active control of the quality of dosing of introduced materials, which would promptly provide real-time forecasting of the state of the investigated object and carry out information-measuring and restoration functions. The creation of automated active monitoring devices required special experimental studies under normal operation conditions with obtaining a large amount of data and their statistical processing, the results of which formed the basis of this development.

INTRODUCTION OF A RISK-ORIENTED APPROACH TO THE DEFINITION OF THE OCCURRENCE THREAT AND POTENTIAL CONSEQUENCES OF THE TYPICAL SITUATIONS INFLUENCE IN THE CIVIL SAFETY MANAGEMENT SYSTEM

Problem statement. Emergencies of natural and technogenic nature in the form of industrial accidents, fires, explosions, releases of harmful and hazardous chemicals lead to health damage, fatal consequences, environmental pollution, destruction of buildings, structures and industrial facilities. Ukraine has a number of legislative and regulatory instruments for the application of emergency and accident risk analysis and assessment methods. These documents are aimed at the state supervisory authorities' assessment of the risks of natural phenomena and activities that are accompanied by emergencies and their negative impact on the population and the environment. According to Ukrainian legislation, a business entity identifies high-risk objects, must conduct a safety investigation and an emergencies risks assessment and their impact on people and environment. The business entity also prepares and submits to the local authorities a safety declaration of high-risk object. The purpose of the article. The article aims to consider the issue of emergency and accident risk analysis and its assessment methodology. Risk indicator analysis makes it possible to compare the actions of different hazard factors in terms of their nature, time of effect and consequences. The opportunity to highlight and focus on production facilities, technologies, natural systems to prevent emergencies related to them was appeared. Conclusions. The estimation of emergencies and accidents risks should be based on statistical data, on the results of control and supervision for the potentially dangerous objects technical condition, on the conclusions of emergencies monitoring and prediction, on the construction of a model for hazardous situations occurrence and impact and calculation of the consequences of its impact.

The article refers to the problems of operating the earth in difficult conditions. Railways in difficult conditions, especially in areas of permafrost and deep seasonal freezing of soils, need constant supervision over the operational performance of the track superstructure in plan and profile, as well as the state of the subgrade from the adverse and destructive leverage of external factors of a natural and technogenic nature. Sections of the roadbed, being deformed for long periods of time, require significant operating costs and capital investments to ensure the stability of these sections.

Causes of Crime: A Critical Analysis

The article offers an interpretation of the causes of crime, taking into account recent achievements in the social sciences. Various explanations of inborn and acquired human vices, their influence on the formation of criminal motivation are analyzed. An attempt is made to critically analyze the criminological, anthropological and deviantological views on the socio-legal phenomenon under consideration, as well as the role of natural, technogenic and social factors in the mechanism of criminal behavior determination. A hypothesis has been put forward according to which many types of crimes are not only the product of a «social construct»: they, so the author, simultaneously represent a genetically determined behavioral act of a destructive-volitional nature, based in the genotype of Homo sapiens, which is activated only under the influence of certain external (social) conditions, so and factors of natural, technogenic and biological nature. On the basis of this hypothesis, the author's concept «Binary singularity of the crime causes » has been developed.

Determination the rational locations of territorial emergency response teams in the area of possible emergency situations of natural and technogenic nature

Due to frequent emergency cases at hazardous production facilities, which can lead to an environmental disaster, material and social damage, the issue of using the rational locations of territorial emergency response teams in the area of responsibility is the most relevant. The greatest weight if it is necessary to determine the rational place for the permanent deployment of territorial emergency rescue units created by the state authorities of the subject of the Russian Federation. Due to the lack of guidance documents and methodological recommendations for determining the permanent location of territorial emergency rescue units, this task was solved in each constituent entity of the Russian Federation in its own way and with a significant degree of subjectivity. It is proposed to use an algorithm for determining the permanent location of the rescue formation in the area of responsibility based on the probability of calling the formation to incidents, accidents and emergencies.

CONCEPT OF SECURITY AND ENERGY EFFICIENCY OF THE OIL AND GAS INDUSTRY OF UKRAINE

Problem statement. Taking into account the world experience, the most effective is risk managementbased on achieving a certain level of safety, a balance of benefits and costs within a separate facility, territory, industryand the state as a whole. Today, risk management mechanisms aimed at reducing their values have not received widepractical application in the oil and gas industry of Ukraine. The need to introduce conceptual foundations for ensuring the safety of the industry(management of the risk of accidents) is integral to labor protection, industrial, public, man-made, environmental safetyand energy resource efficiency, caused by the presence in the industry of a large number of organizational and manmade hazards. Imperfection of theregulatory and legal framework on the determination of the residual resource of the equipment of the industry facilitiesand the extension of the period of its further safe operation, etc. The purpose of the article – increase the level ofnational security of Ukraine by developing and implementing the "Concept of safety and energy resource efficiency ofthe oil and gas industry of Ukraine. Conclusion. The implementation of the provisions of the developed Concept willsignificantly increase the level of national security of Ukraine, as well as the safety and energy resource efficiency ofenterprises in the oil and gas industry of Ukraine.

The use of the vulnerability factor in the study of vibration signals on the soil surface from the movement of subway electric trains

Microseismic vibrations of the upper part of the soil strata occur continuously under the influence of endogenous and exogenous processes of both natural and artificial origin. Micro-oscillations of technogenic nature are especially characteristic of densely built-up urban areas. The practice of monitoring seismological monitoring observations shows that under such conditions it is possible to observe various types of microseismic vibrations, including elastic vibration signals in the frequency range of 1—100 Hz, generated by passing subway trains. In the calculations of the seismic stability of the designed structures, special attention is paid to the resonance characteristics of the upper part of the soil strata, which at certain frequencies can significantly enhance seismic vibrations, for example, from external vibrations sources. By traditional methods, the characteristics of resonant oscillations and their accounting are carried out, as a rule, with an insufficient degree of reliability and completeness, as a result of whichand so they are usually used as auxiliary ones. In this paper, a methodological complex is considered using modern methods for measuring and processing microseismic signals in order to identify areas with maximum amplitudes of response to external elastic influences in the study area for construction and take them into account in the future in design and construction. The study of vibroseismic noises formed on the surface of the soil layer, for example, by passing subway trains, allows one to estimate the amplitude-frequency properties of these soils, and the spectral ratio of horizontal displacements of soils to vertical H/V and the derivative of these ratios — the coefficient of vulnerability of the Ky — provide a confident selection of weakened zones that are subject to the greatest impact of external elastic vibrations.

Prospects for the use of waste cement industry in the production of clinker-free concrete

The production of Portland cement clinker is accompanied by huge dust release and the accumulation of huge amounts of aspiration and clinker dust in the dust collection system. The rational use of this high-quality corrected fine-dispersed resource is an urgent task not only in technological, but also in ecological terms. Aspiration dust cannot be returned to the technological cycle. It is taken out of the cement plant, disrupting the ecological situation of valuable agricultural land and mountainous landscape. Taking into account the fact that it can be used in its natural form, without an additional mechanical intervention, this will expand the material and raw material base for the production of alkaline cements. This paper presents the results of studies of the particle size distribution of particles in samples of dispersed material and the determination of the shape and size of cement dust particles. The reactivity of the investigated powders of technogenic nature has been proved. These characteristics of cement dust electrostatic indicate feasibility of these powders dispersed as component binders ligaments alkaline activation.

Method and Algorithm for Recognition Dynamic Objects from a Mobile Platform, from Images Obtained in Different Spectral Ranges and Lidar Data

Purpose of research. In modern automatic information collection systems, autonomous mobile devices are increasingly used, data from which can be obtained in conditions hazardous to human health, from geographically remote places, in difficult meteorological conditions and in round-the-clock observation mode. For the autonomous operation of such devices, it is necessary to use methods and algorithms that allow you to build a map of the area, link a mobile platform to it, determine a route to a target point, highlight obstacles along the route and correct the route taking into account detected obstacles. Methods. The article proposes a method and an algorithm for the selection of dynamic objects from a mobile platform, based on the analysis of data obtained from a multispectral camera, which allows the selection of obstacles, such as water, plant origin, technogenic nature, etc. with reduced computational complexity. To improve the accuracy of determining the coordinates of detected objects, a laser rangefinder is used. Results. We consider the well-known methods of multispectral images recognition and present their comparative analysis. A method and an algorithm for recognition dynamic objects from a mobile platform, from images obtained in different spectral ranges and lidar data are proposed. Experimental studies were carried out to confirm the adequacy of the mathematical substantiation of the method, to reduce the error in calculating the coordinates of the object, at a distance of up to 100 meters to the object, RMSE - 0.447%, MAPE - 0.397, to increase the performance, it took 0, 04 seconds to select the object and determine its coordinates. Conclusion. The article analyzes modern methods for recognizing multispectral images, presents the principles on which each method is based, gives advantages and disadvantages. The authors have developed a method and an algorithm that make it possible to identify static and dynamic obstacles along the route of a mobile platform, based on a sequence of images obtained in different spectral ranges. In the course of experimental studies, the performance of the proposed solutions and compliance with the specified requirements for accuracy and reliability were confirmed.

Shipping Safety in the Arctic

Ensuring the safety of shipping in the Arctic and along the Northern Sea Route has some specifics associated with adverse climatic conditions. The presence of ice makes navigation difficult, and the interannual and interseasonal variability of its condition makes the timing of the start and duration of navigation in clear water uncertain. Collisions of ships and other accidents in northern waters can lead to more negative environmental consequences than in the southern seas, since there is a particularly vulnerable ecosystem, the restoration of which is very slow. The fishing fleet has traditionally posed security concerns for major shipping in the Arctic. In recent years, an increase in the intensity of shipping has been associated with exploration and production of hydrocarbon raw materials on the sea shelf. To support the technological processes of drilling platforms, a specialized supply fleet is used here, which creates additional risks of a technical, technological and technogenic nature, and also increases the risks of emergency situations associated with the human factor. This work is devoted to the development of measures to improve the information and telecommunications support of navigation safety systems in the Arctic. The issues of improving the electromagnetic accessibility of ship communication systems during navigation in the waters of the Northern Sea Route, the reliability of the GMDSS system, the information and technological support for navigation safety have been considered. To solve these problems, it has been proposed to accompany the construction of marine rescue coordination centers and sub-centers with the deployment of NAVTEX automated systems and equipping the RF radio frequency range with coastal radio communication equipment. To eliminate the predicted areas with reduced electromagnetic accessibility, it is recommended to replenish ship’s antenna systems with antiaircraft antennas. The issues of incorporating the IRIDIUM satellite system into the GMDSS radio equipment to expand the coverage area of global satellite communications in the navigation safety system have been studied. It has been proposed to supplement the existing vessel traffic services (VTS) systems with an intellectual component – a mobile VTS, which will expand the functional and technological capabilities of traditional VTSs and remove territorial restrictions on use.

Promising model range career excavators operating time assessment in real operating conditions

The development prospects of the mining industry are closely related to the state and development of modern mining machinery and equipment that meet the technical and quality requirements of mining enterprises. Enterprises are focused on a quantitative assessment – the volume of mineral extraction, depending on the functioning efficiency of a promising series of mining machines, which include modern mining excavators. Downtime and unplanned shutdowns of mining excavators directly depend on the operating conditions of the mining machine, which has negative influence on the machine as a whole and its technical condition, which entails a decrease in the efficiency of using expensive mining equipment and economic losses of the mining enterprise.
 The rationale for external factors that affect the operating time and technical condition of mining excavators is given. For a more detailed assessment of the influence of external influences on the efficiency of operation of mining machines, the influencing factors are divided into two groups: ergatic, directly related to human participation, and factors of a natural-technogenic nature, where human participation is minimized. It was revealed that factors of a natural-technogenic nature have the greatest influence. An algorithm is proposed for a comprehensive assessment of the technical condition and forecasting of operating time both in nominal and in real operating conditions, taking into account factors of a natural and technogenic nature.
 It is proposed, based on the developed program for planning and evaluating the life of a mining excavator, to adjust the schedules for maintenance and repair (MOT and R) in order to minimize the number of unplanned downtime of a mining excavator and maintain it in good condition.
