Modern challenges caused by russia’s full-scale armed aggression against Ukraine and Ukraine’s obtaining the status of a candidate for EU membership require the elaboration / revision and coordination of documents that regularize and regulate strategic and spatial planning in the State at all levels. The issue of formation of strategic and spatial planning documents is especially relevant for local self-government bodies of territorial communities. On the one hand, due to the insufficient number of specialists in strategic and spatial planning during the wartime and the high cost of developing such documents, and on the other hand, due to the vertical and horizontal imbalance (inconsistency) of strategic and spatial planning documents. The aim of the presented study is to determine the directions of coordination of strategic and spatial planning documents for the development of territorial communities on the basis of identifying gaps and shortcomings in the system of strategic and spatial planning in Ukraine. The study focuses on the theoretical and applied aspects of considering the problem of harmonization of strategic and spatial planning in Ukraine. The theoretical component is concentrated around the approach to strategic and spatial planning. In particular, the «top-down» approach to strategic and spatial planning in Ukraine is characterized and critically evaluated. It is noted that in the conditions of wartime and post-war recovery, it is fully justified to prevent the increase in differentiation in the development of territorial communities in different regions of the country and the negative impact of the armed aggression of the russian federation on them. Applied aspects of the study are related to the identification of gaps in the systems of strategic and spatial planning in Ukraine. In particular, special attention is paid to the vertical and horizontal coordination of two key documents to be developed by local self-government bodies of territorial communities – the strategy for the development of the territorial community (strategic planning document) and a comprehensive plan for the spatial development of the territory of the territorial community (spatial planning document). Based on the results of the study, amendments to the legislation related to the vertical and horizontal coordination of strategic and spatial planning documents in order to preserve the integrity of the State regional policy in Ukraine with the simultaneous opening of opportunities for local self-government bodies to form effective, rather than formal documents for the strategic and spatial development of territorial communities are proposed.

Modern forms of organization of activities have led to the need for strategic management of industrial business. The complexity and uncertainty of the external environment have of strategic partnership. The implemented cooperation strategy creates conditions for the integration of economic interests. Competition limits the growth of prices and promotes the use of various methods of struggle in the market. The system of strategic marketing planning has a cyclical character, the author has developed and justified the content and logic of its functioning. It is established that marketing activity is a set of practical actions to achieve marketing goals. The paper presents a theoretical justification for the development of marketing strategies and forms of competition. It is proved that the marketing planning system allows solving the problems associated with the introduction of new products to the industrial market, the main characteristics of the strategy and conditions for the successful implementation of innovative products are determined.

From attributes to communities: a novel approach in social network generation.

Generating networks with attributes would be useful in computer game development by enabling dynamic social interactions, adaptive storylines, realistic economic systems, ecosystem modelling, urban development, strategic planning, and adaptive learning systems. To this end, we propose the Attribute-based Realistic Community and Associate NEtwork (ARCANE) algorithm to generate node-attributed networks with functional communities. We have designed a numerical node attribute-edge relationship computation system to handle the edge generation phase of our network generator, which is a different method from our predecessors. We combine this system with the proximity between nodes to create more life-like communities. Our method is compared against other node-attributed social network generators in the area with using both different evaluation metrics and a real-world dataset. The model properties evaluation identified ARCANE as the leading generator, with another generator ranking in a tie for first place. As a more favorable outcome for our approach, the community detection evaluation indicated that ARCANE exhibited superior performance compared to other competing generators within this domain. This thorough evaluation of the resulting graphs show that the proposed method can be an alternate approach to social network generators with node attributes and communities.

The Sphere of Culture in the System of Strategic Planning of Socio-Economic Development of the Region

The cultural sphere is closely connected with the transformations taking place in the society; it is not only their consequence, but also the motivating cause. Today, more than ever, it is important to take this feature into account when developing and implementing state policy. State management and regulation of the economy should be based on value guidelines set by the cultural environment. This should be reflected in a set of measures envisaged by the system of strategic planning of socio-economic development at both the national and regional levels of government. Issues of cultural development require reflection in the main document of strategic planning of the region — the strategy of socio-economic development of the constituent entity of the Russian Federation. The structure of regional strategies is not strictly regulated. This document is formed taking into account local specifics and reflects the existing problems of economic and social development. When developing regional strategies, it is important to include a section devoted to the development of the cultural sphere as a factor influencing the development of other components of the regional economy.

Климатические проблемы в условиях геополитических изменений

The changing geopolitical situation demands new approaches to solving climatic problems, and their reflection in the frame of strategic decisions. The formulation of such approaches acquires even greater significance regarding possible prospects for the future development of Russia. It has been shown that the concept of energy transition in tackling climate change can be considered as a foundational platform for the emergence of a new technological order. The technological standards worked out together with rules of conduct are to consolidate the dominant position of the leading countries in the emerging market. Therefore, however uncertain the contemporary geopolitical situation may be, Russia cannot afford to withdraw from solving the present climate issues. It has been substantiated that the implementation of the “green” (climate) agenda ought to be one of the drivers facilitating Russia’s economy modernization with the involvement of innovative solutions. The corresponding measures are intended to increase the energy efficiency in order to better employ the interplay in the “innovation – energy efficiency – decarbonization” triad. The study is aimed at devising scientific approaches to adapting the system of strategic planning for the development of the Russian economy in relation to tackling climate change in the context of geopolitical changes. Initial requirements for such adaptation have already been formed. Considerable attention has been paid to the need to create analytical tools for well-founded decisions made at various management levels. A special place here has been given to the methodological foundations for developing a mechanism to synchronize climate change with indicators of socio-economic development. Creating the procedure for those indicators to achieve the relevant targets will complement the proposed approach with more capabilities, thus increasing its analytical potential. The solution of climatic problems predetermines the need to make serious adjustments to the existing system of public administration in order to address the issues of scientific, technological, industrial and geopolitical development.

STRATEGIES FOR THE DEVELOPMENT OF RISK-ORIENTED MANAGEMENT OF FINANCIAL AND ECONOMIC SECURITY OF INTEGRATION ENTERPRISES

The content and features of the integration strategy in the system of strategic planning of the joint stock company are determined. The sequence of formation and implementation of the integration strategy of the joint-stock company is substantiated. Strategic alternatives for ensuring sustainable development of the joint-stock company are systematized. It is proposed to use the genetic algorithm method to solve the problem of choosing corporate integration association in order to optimize a certain set of clear corporate integration association parameters necessary for the implementation of an effective integration process. The method for calculating the synergistic effect is proposed, which is advisable to use immediately after the integration and the beginning of the operational activity of the corporate integration association, since it can be adjusted depending on the type of the corporate integration association being formed and the motives for its formation. The composition of the factors that determine the choice of development strategy of a joint-stock company is generalized. The content of the procedures for determining potential partners for the formation of a corporate integration association is established. Socio-cultural aspects of integration of corporate cultures of joint-stock companies are considered. ГАРМОНИЗАЦИЯ СИСТЕМЫ ГОСУДАРСТВЕННОГО СТРАТЕГИЧЕСКОГО ПЛАНИРОВАНИЯ

In the Russian Federation, ten years have passed since the official establishment of the state strategic planning system. The time has come to sum up the first results and outline ways for improvement and development. The influence of global strategic planning practice on our system is obvious. A small number of natural indicators, a project approach, high social orientation and political engagement - these are the key trends in the world. The purpose: to present the results of research in the field of harmonization and improvement of the state strategic planning system against the background of the beginning of the fourth industrial revolution and the connection of strategic planning with the vector of economic development of modern Russia. The research methodology is a study of the practice of state strategic planning, identifying global trends and accompanying problems, using methods of spatial analysis and planning, including the method of intersectoral balances, as well as the theory of technological structures and industrial revolutions. An analysis of modern scientific periodicals on this issue was carried out. As a result, four main global trends in state strategic planning systems were identified and formalized within the framework of two main groups of approaches to understanding the ideas of strategic planning at the state level. An analysis of the problems of assessing efficiency within the framework of the new industrial revolution was carried out from the perspective of changing the importance of the problem in the new conditions and the availability of directions for resolving the problem. The next step was to assess the applicability of groups of performance criteria equally at all levels of management. The efficiency criterion identified as the one that best meets the goals is economic complexity. The harmonization of the state strategic planning system should be based on cross-cutting indicators. To implement this approach, it is proposed to use the tools of input-output balances. Another element of harmonization is the refusal to link the system of state strategic plans to the electoral cycle and the transition to determining the planning period using scientifically based tools.

Strategic Planning and Institutional Development of 21st Century Diplomacy Models

Abstract. As the 21st-century international relations system transforms, every state faces the critical concepts of ‘strategy’, ‘strategic management’, and ‘strategic planning’. This article places special emphasis on strategic planning within international relations and diplomacy. It underscores the necessity of strategic management and strategic planning as integral components of diplomatic administrative activities. In this context, the author explores innovative approaches to the institutional development of diplomatic and strategic planning models and creates a national strategic management and planning model. The article identifies the types, principles, and specific features of strategies and strategic analysis. The author addresses the issue of modernising the strategic planning system and introduces a new educational and scientific model for training specialists in international relations with a specialisation in ‘Strategic Planning and Management in Practical Diplomacy’. The article characterises short-term, medium-term, and long-term strategic planning and determines the situational appropriateness of their application. It also illustrates the impact of strategic communications and strategic planning on decision-making at the political level and on trends in political processes within interstate relations. The conclusions state that an effective strategic planning model in diplomacy is an inseparable component of a nation’s security in a globalised world order: a weapon of soft and, under special conditions, hard power. Decision Support System for Strategic Planning in Educational Organization: A Survey

Strategic planning models and the provision of information for decision making in complex strategic circumstances are research topics of great interest. This research addresses the issue of supporting strategic planning decision-making in educational foundations by building a Decision Support System (DSS) to be used by decision-makers in carrying out their strategic planning process, the DSS is integrated in the entire organisation's information system database. This research provides an overview of DSS, the college planning process, the development of DSS through the use of artificial intelligence, and a framework for planning activities at different levels of the organisation to develop strategic plans. Based on the strategic planning process model, a DSS framework is proposed, along with decision support approaches for various DSS modules. DSS provides the best support (at individual, group, and organisational levels) for all stages of strategic planning decision-making. By applying DSS, it is possible to create more perfect circumstances to achieve sustainable future-orientated institutional goals.

Theoretical and methodological foundations of financial support for the development strategies of territorial communities

Subject. The article considers theoretical and methodological substantiation of using an analogue of the system of national accounts at the territorial level as the main tool to explore financial capabilities of territories for achieving the strategic planning goals. Objectives. We focus on highlighting the main advantages of the system of territorial accounts in the strategic planning system, underpinning the configuration of building financial balances of territories from the two-level system of balances (region – municipalities) to the use of a limited set of institutional sectors. Methods. The study rests on methodological principles of international system of national accounts, which serves as a standard for statistical analysis worldwide. Results. The paper shows the necessity and advantages of building a system of territorial accounts, especially in the context of strategic planning documents development, to define financial opportunities for development of territories, including remote ones. It discloses the methodology of building a system of national accounts based on the relationship of indicators of institutional sectors of the economy, highlights specifics of account formation of ‘corporations’, ‘public administration’, ‘households’ sectors, and identifies sources of official information for calculating the necessary indicators. Conclusions. The findings enable to identify outflows or inflows of financial resources at the regional and municipal level, to measure and evaluate the volume of production, income distribution, and formation of added value, contributing to improved management of financial resources and ensuring the stability of economic growth. This is especially relevant for determining strategic directions for Russia’s remote territories development, as low competitiveness of traditional industries, caused by natural and climatic characteristics of the territories, leads to dependence on external financial resources.

APPLICATION OF STRATEGIC PLANNING IN RURAL DEVELOPMENT: THE CASE OF POLAND FOR UKRAINE

The paper presents theoretical, methodological and practical principles for creating a coherent system of strategic planning, taking into account European experience in organising this process. The characteristics of the Ukraine 2020 Sustainable Development Strategy and the rural development strategy are outlined. The methodology of strategic planning is examined, analysing the system and hierarchical construction of development strategies. A general logical sequence of procedures for developing and implementing development strategies at different levels is formulated. Approaches to strategic planning for rural development are also analysed, emphasising the importance of rural development in European Union Member States and outlining sources of agricultural funding. It is noted that in the current economic conditions European countries are shifting from subsidy strategies to grant strategies for specific agricultural development programmes. The situation of strategic planning in Ukraine is presented in comparison with the Polish system, highlighting its development stages and strategic planning principles. Special attention is given to the Polish experience in multifunctional rural development planning. The aim of the paper is to study the peculiarities of the use of strategic planning for rural development in Ukraine and Poland. The research is based on the analysis of statistical data, scientific literature and strategic documents, using dialectical methods for understanding the impact of economic laws, systematic approaches to studying economic phenomena, as well as monographic, abstract-logical and abstract methods. The research findings propose recommendations for further effective planning in Ukraine based on the Polish experience. Ukraine is in the early stages of strategic planning, and monitoring and evaluation of strategies are still of a recommendatory nature. Comprehensive evaluations have not yet been included in academic publications. In this context, it would be particularly important to incorporate insights and content guidelines from Polish strategic documents in order to better conceptualise and subsequently implement new strategy editions more effectively. The research led to the development of a comprehensive and logical sequence of procedures for preparing and implementing rural development strategies at different territorial levels. The paper emphasises the priority of rural development in EU Member States. The state of strategic planning in Ukraine is compared with Poland, taking into account both stages and principles. The paper highlights the Polish experience in multifunctional rural development planning, covering three planning perspectives: 2004-2005, 2007-2013 and 2014-2020.

STRATEGIC PLANNING MANAGEMENT IN THE ANTI-CRISIS SITUATION

The leading role in crisis management is the management strategy. It is aimed not only at the problems of overcoming the crisis. The strategy makes it possible to identify and eliminate the real causes of the crisis in a timely manner. First of all, it is necessary to study and evaluate the expediency of the external and internal business environment.This article reveals not only the necessity, but also the importance of anti-crisis management, and also assigns an essential role to anti-crisis strategy in a crisis situation. It is required to draw up a strategic program, outline the specifics of the strategy and, based on this, develop an anti-crisis management plan.The purpose of the article focuses on the research and study of theoretical approaches for further practical application in the formation of a strategic planning and management system at domestic enterprises.The relevance of this article is due to the fact that in order to maintain the existence of competition in the market, all organizations must make changes to their business activities from time to time.The scientific novelty of the research is the presentation of ideas for strategic planning of the enterprise.The object and subject of the study are various aspects, such as: crisis prevention and ensuring the sustainable position of the enterprise. The solution of these aspects is possible with the help of a system of anti-crisis measures. Anti-crisis management of enterprises, problems of a theoretical and methodological nature, issues arising in practice during the period of strengthening the economy.The article identifies and evaluates the obstacles of the strategy in domestic enterprises. The ability to find the right approach to the development of information support, planning and management systems.

National Center of Physics and Mathematics – a new form of organization of science

The article deals with the problem of activating fundamental scientific activity in the Russian Federation by combining the efforts of various scientific institutes – institutions of the Academy of Sciences, universities, industry and corporate science within the framework of the National Center for Physics and Mathematics (NCPM). The purpose of the article is to identify institutional features and substantiate promising organizational tasks of the NCFM, the main research methods are institutional, normative, comparative analysis. Institutionally, the NCPM will make it possible to get away from the existing division of science along departmental lines and related problems. It is proved that the use of the organizational “CERN model” in the NCPM will be able to attract a wide range of scientists from various Russian and, in the future, foreign organizations, will help the formation of a collaboration for conducting experiments and research at scientific installations of the “megasience” class. This will make it possible to form and work out a national model of the mobility of scientists. The territorial and personnel aspects of the NCFM are considered, measures are proposed to expand the types of activities, to activate the influx of students and postgraduates for subsequent work in scientific and knowledge-intensive industrial organizations, to reflect the peculiarities of the development of the territory of the NCFM location in strategic documents of various levels. Conclusions are drawn about the positive impact of the activities of the NCPM on socio-economic processes; about new opportunities for diversification of the military-industrial complex associated with the development of fundamental science; about accelerating the formation of a system of technological transfer; contributing to the organization of the system of strategic planning and scientific and technical forecasting in the country

On the Path of Strategic Development of the Economy in the Sakha Republic (Yakutia) (to the 100th anniversary of the State Planning Committee of the Yakut Autonomous Soviet Socialist Republic)

In 2023, the planning authorities of the Sakha Republic (Yakutia) will celebrate their 100th anniversary, and the article is devoted to the analysis of the strategic planning system in the republic. A historical cross-section of the Soviet and Russian planning systems is presented with intermediate results achieved at different stages of the socio-economic development of the republic by the beginning of the 2020s. The purpose of the study is to analyze long-term planning documents at various stages of the development of Yakutia, from its formation as the Yakut Autonomous Soviet Socialist Republic to the present day of the Sakha Republic (Yakutia). The early 1990s saw the collapse of the administrative-directive economic system in the Soviet Union that had existed for 70 years, while the creation and functioning of market economy institutions was protracted. The breakdown of the single economic space made it difficult for the union republics of the former USSR to transit to a market economy: most of their economic potential was lost, technological supply chains for goods, works and services were broken, unemployment and poverty appeared. Russia was no exception. It is advisable to turn to the experience of regions that have successfully passed the planning stage together with domestic research institutes and scientists. The article is addressed to representatives of government authorities, researchers, teachers and students of higher and secondary specialized educational institutions, as well as a wide audience of readers interested in various aspects of the development and implementation of state economic policy in Russia.

Innovations of the project–target approach in the system of strategic planning of the national economy

The article examines the increasing role of strategic management in the development of the national economy and the role of the project-oriented approach as a tool of state regulation, which is most effectively used for the implementation of state programs. Various prerequisites for the development of the project approach, followed by the project-target approach in the management of the national economy, are also considered. The mechanism of project-target management is studied, its special significance is revealed in the conditions of significant changes in the overall structure of the global economy. The analysis of the implementation of state projects and programs is carried out to develop directions for improving the program-target approach in the field of state planning and programming. Various regulatory aspects of the implementation of this approach have been studied, conditions for its most effective implementation have been formulated. Principles and sequence of integral assessment of the implementation of strategic national priorities in the national security monitoring system

Subject. This article analyzes the features of the strategic planning system in Russia. Objectives. The article aims to develop a methodology for assessing the implementation of priorities in the field of national security. Methods. For the study, I used the integrated analysis methods. Results. The article presents formulas for calculating integral indicators of the implementation of policies aimed at the development of human potential. Conclusions. Integrated analysis helps identify growth zones and vulnerability zones in the area of public administration under study and contributes to improving the quality of strategic planning.

Стратегічне планування як спосіб здійснення державного управління

The article reveals the assumptions and main factors for the implementation of a system of state strategic planning in Ukraine as the key link in the process of public administration. The author shows a retrospective of the attempts to legislatively regulate relations in the field of strategic planning in Ukraine and obstacles to their implementation, as well as the practice of producing ersatz of such planning in the form of numerous programs and conceptual documents of various directions and areas of application that do not allow the executive branch to formulate and implement proactive policies for achieving national development goals, rational use of resources in the intended directions and sectors of national development. The article outlines the main aspects of the author's approach to building a model of strategic national planning as a basic subsystem of public administration, which allows to achieve the intended goals of nationally rooted development by creating mechanisms for coordinated and targeted efforts of all branches of executive power and to use the synergy of the planned regulatory and administrative influence of managerial decisions to achieve desirable results in conditions of war and modern challenges of globalization.

Patient involvement in research within the Gynecological Cancer InterGroup: A call to action for a systematic approach: Results from a survey.

Involving patients in research, not only as trial subjects, is not a newly established practice. Over the last two decades, patient roles have gradually expanded to become active research contributors, creating a more patient-centered research landscape. Our survey has explored the scope of patient involvement within the Gynecologic Cancer InterGroup (GCIG), an International Gynecologic Cancer Research Consortium, and identified challenges in developing a systematic, meaningful and sustainable level of patient involvement. In late 2019, the GCIG Harmonisation Operations Committee conducted an online survey across 26 national and/or international research cooperative groups, aiming to identify current patient involvement practices implemented by each group. Twelve questions were asked. The results have been generated to support a systematic strategic planning process to increase patient involvement into clinical research projects. More than half of the 26 participating groups have either already involved (15, [58%]) or are planning (6, [23%]) to involve patients in their research activities. Gaining patient support in raising public awareness around clinical trials appears to be one of the most desired benefits (21, [81%]). Ten respondents managed to integrate patient involvement into their standard practice. When involving patients in research the groups mostly consider that patients bring added value to the study (19, [73%]), although only eight groups (40%) have a well-organized process in doing so. Even though patient involvement is considered a significant added value to clinical research, its application within GCIG groups is not considered on a regular basis and is predominantly limited to operational aspects of research activities. The lack of resources and expertize, as well as the missing well-organized and structured process of some groups, combined with their ability to ensure process sustainability, are among the main factors affecting implementation and adoption of patient involvement within GCIG research activities.

Recommendations regarding technology for making an well-grounded choice of enterprise development strategy

Introduction. Recently, more and more theorists and practitioners of management emphasize the importance of strategic planning, in particular, the formation of a development strategy, the main purpose of which is to determine directions for increasing competitiveness, which would ensure the long-term perspective of the successful functioning of the enterprise. The purpose of the paper is to study the process of making strategic management decisions; analyzing the criteria for choosing development strategies; development of the technology for the justified choice of a development strategy based on the parameters of demand and profit on the basis of the identification of selection criteria and the systematization of potentially possible types of strategies. Results. The recommended technology for the justified choice of a development strategy based on the parameters of demand and profit involves the implementation of certain stages: preparation of information support for further development of the development strategy; definition of strategic goals and tasks of development; strategic research and analysis of the competitive environment and development potential; formation of a justified set of criteria for choosing a development strategy based on demand and profit parameters; reasoned choice of strategic tools for developing a development strategy; formation of strategic development alternatives; formation of a justified development strategy and corresponding functional strategies; assessment of the level of implementation of the development strategy and strategic decisions according to performance criteria. Conclusion. The technology of formation of the development strategy is a priority element of the strategic planning system. Particular importance is attached to the methodological base, which ensures the processes of formation and implementation of planning technology, allows to achieve the goal of strategic planning in the formation of a sequence of defined justified actions, aimed at the implementation of effective functioning and long-term perspective of development.

Strategic plan formation of a construction organization for sustainable project management

Today it is important to develop strategic management in project-oriented companies, which include construction organizations, where it is necessary to combine project management with strategic management mechanisms. To manage the projects of a construction company and in order to ensure its sustainable development, it is necessary to use models, methods and project management tools that need to be integrated into the overall strategic management system of the company. The article presents the strategic planning system of a commercial company in the field of construction and describes its subsystems. The interrelation of strategic management of the organization and project management in a construction organization is studied. In order to ensure sustainable project management, the authors have formed a strategic plan for a construction organization, which includes certain considered in detail stages. The final part of the article contains brief conclusions.
