This article discusses the features of project management for sustainable development of territories, taking into account the resource potential. The research topic is relevant because the resource potential of the Russian Federation ensures the strategic development and stability of the development of territories in the international arena. The purpose of the study is to study the functioning of project management for sustainable development of territories, taking into account the resource potential, namely, the construction of a socially adapted society with the allocation of public funds. Proactive budgeting as one of the types of financial institutions in the modern world is gaining relevance, as it allows the population to independently propose economically developed projects to improve people's livelihoods.

Methodological aspects of management of sustainable development of agricultural industrial and rural territories: measurement, planning, forecast

The article deals with the change in the “paradigm” of the agricultural economy that occurred and was recorded in the “Concept for the Development of Rural Territories of the Russian Federation” in 2010 (developed in the “Strategy for Sustainable Development of Rural Areas of the Russian Federation for the period up to 2030”, 2015 [1]), but is not widely recognized (according to T. Kuhn’s theory of scientific revolutions), which is reflected in the increasing complexity of the systems studied by scientific economists -agrarians: agriculture (mechanistic model and independent controllable variables) — agro-industrial complex (intelligent observable system, the possibility of implementing management and quality control) — rural areas (“multi-intelligent observing systems” — social model, interdependent variables). Therefore, today it is impossible to reduce all agroeconomic research to “maximizing profit per worker or per unit of area”. Based on the need to apply a systematic approach, in conditions of challenges and sanctions, the need to expand the capabilities of traditional cost assessments based on the use of indicators (natural and relative assessments) of the quality of management decision-making is substantiated. When developing methods of analysis and management (agriculture, agro-industrial complex, rural areas), it should be taken into account that the systems approach updated in the work has also undergone three transformations over 80 years: operations research (optimization of agricultural production) or cybernetics 1.0; cybernetics 2.0 and open systems (quality management); cyber-physical systems in agriculture and agro-industrial complex.

Viticulture in Jumilla (Spain). Contributions to sustainable territorial development

El desarrollo sostenible es un concepto que aparece por primera vez con la publicación del Informe Brundtland (Comisión Mundial sobre Medio Ambiente y Desarrollo, 1987), que alertaba de las consecuencias medioambientales negativas del desarrollo económico y la globalización y trataba de buscar posibles soluciones a los problemas derivados de la industrialización y el crecimiento de la población sobre el paisaje y el territorio. La viticultura supone una práctica agrícola respetuosa con el medioambiente y, concretamente, en el estudio de caso que nos ocupa, cuyo tema es la denominación de origen de Jumilla, ha sido uno de los principales motores económicos de este territorio. La viticultura supone importantes oportunidades para el desarrollo económico y social, consolida puestos de trabajo y respeta el equilibrio medioambiental. A través de la metodología ofrecida por análisis de debilidades, amenazas, fortalezas y oportunidades (DAFO) y la explotación de datos estadísticos ofrecidos por organismos oficiales, se observa la creciente importancia de cultivos de temporada que están sustituyendo a las plantaciones de viñedo y otros cultivos tradicionales, ya que ofrecen mayor rentabilidad, aunque producen efectos medioambientales negativos por el uso de pesticidas, así como un consumo de agua que pone en peligro la capacidad de recarga de los acuíferos. Es necesario incrementar el cultivo de la vid y promover nuevas actividades relacionadas con el enoturismo que puedan ayudar a la competitividad del cultivo a través de una rentabilidad competitiva que ayudará a fijar población y salvaguardar el valor de la tierra, sus paisajes y un patrimonio ambiental heredado desde hace casi dos milenios.

Studying Landscape Diverse for Tourism Development in the Tay Nguyen Region, Vietnam

Landscape has long been recognized as an invaluable resource for tourism development and the foundation for the sustainable development of an entire territory. However, in-depth research on landscape diversity for tourism development from the perspective of landscape science has not received much attention. Applying landscape analysis, field survey, and remote sensing methods, the study has shown diversity in the landscape formation components that determine the diversity of tourism types and products in the Central Highlands. Each landscape unit contains tourism resources, the vertical structure of the landscape unit represents the specificity and tourism potential, and the horizontal structure of the landscape represents the connection of tourism resources along the route. , landscape changes over time demonstrate seasonality in tourism. The landscape structure component is both an object resource for enjoyment and at the same time a place where the tourism process takes place. This is a solid basis for developing many types of tourism such as eco-tourism, cultural tourism, resort tourism, and adventure tourism... and creates the foundation for organizing tourist territories. sustainable history, exploiting and honoring indigenous cultural and historical values, protecting the environment, and ensuring the region's long-term development.

Assessment of the Dynamics of Structural Changes in the Socio-Economic Environment and Their Typology in the Context of a Statistical Approach

The purpose of the study is to substantiate the documentation for assessing the dynamics of structural changes in the socio-economic environment and their typology. The relevance of the study is related to the problems of reflecting the socio-economic environment, which affect the efficiency of economic activity. To address these issues, many regions of the country have adopted regional development strategies for the period up to 2030, which correspond to the national development goals of the Russian Federation. Various approaches of scientists to determining the essence and significance of the socio-economic environment, which is defined as a set of conditions and factors that influence all sectors of the economy, are studied.Methods: structural, index, comparative estimates and methodology of the system of national accounts.Results: the article uses a digital meter as a reproduction of the population and gross regional product (GRP), which objectively reflect the structural changes and typologies of the regions. GRP is calculated by types of economic activity, at the stages of: production, income generation and final consumption of households 2012-2021. Typologies of the Ural regions have been developed according to the following criteria: specialization of the economy, the position of the region in production, by types of primary income and final consumption of households per capita.Conclusion: the advantage of the statistical approach of studying the assessment of the dynamics of structural changes in the socio-economic environment and their typology allows us to get a more objective idea of the prevailing trends and the state of the regional economy. The results obtained made it possible to formulate a methodological basis for future scientific research in the field of structural changes in the meso-environment and socio-economic behavior of the population. They can also be used as a methodological basis for the development of public policy measures and strategies for sustainable development of territories in the future.

Implementation of circular economy principles to promote the development of rural areas

The relevance of the study lies in identifying and explaining the impact of implementing circular economy technologies on the development of rural areas within the framework of the state strategy for regional development in Ukraine, thereby contributing to ensuring the socio-economic stability of communities and the overall security of the country. The purpose of this study was to investigate the influence of utilising circular economy opportunities on the development of rural territories. The abstract-logical method was employed to substantiate the research methodology and formulate theoretical conclusions. The analytical and comparative methods was utilised to organise researchers' scientific approaches to theoretical aspects of circular economy development, refine the methodological basis, and substantiate the applicability of circular economy principles in rural development. The research utilised a graphical method to illustrate the findings and an abstract-logical approach to draw conclusions and recommendations. The study was divided into three main stages. The literature on the contemporary definition of "circular economy" was examined, and the driving forces and barriers to systemic circular economy in rural areas were analysed. The study investigated how European Union countries apply strategies to address environmental and economic issues through the lens of circular economy. The analysis of the experience in implementing circular economy practices in EU countries revealed a clear trend towards more sustainable resource utilisation and reduced environmental impact. The implementation of the "Farm to Fork" strategy under the European Green Deal is a crucial step towards ensuring sustainable resource use and implementing environmentally friendly practices in agriculture and the food industry. An assessment of the impact of implementing circular economy on the socio-economic development of rural areas was conducted, indicating that the development of circular models can be key to optimising resource utilisation, creating new employment opportunities, improving production efficiency, and increasing the profitability of agricultural enterprises. The implementation of circular methods in agriculture can reduce resource costs and provide more stable conditions for development. The results can be beneficial for government bodies, local administrations, agricultural enterprises, and cooperatives in Ukraine striving to achieve sustainable development of rural territories through the implementation of circular approaches in the economy.

Navigating governance with sticks, carrots, and sermons: Paving paths for sustainable development goals through local spatial planning

AbstractThe 2030 Agenda underscores the vital role of local authorities and civil society in implementing sustainable development goals (SDGs). Aligning with this agenda, the EU's spatial development framework imparts normative values, emphasizing sustainable territorial development, participatory governance, and multi‐level cooperation. This framework serves as a potential facilitator for spatial planning to ensure policy coherence in SDG implementation. Despite its potential, mainstreaming the 2030 Agenda through spatial planning encounters challenges, particularly navigating unresolved tensions between global SDG formulation and local ownership. These challenges are accentuated in countries with conformative planning systems and weak governance structures, requiring a specific methodological approach. To address these complexities, this study investigates the opportunities for leveraging SDGs within the multi‐level governance arena of spatial planning. Employing mixed quantitative and qualitative data analysis methods in a local planning context, the research explores key concerns arising from regional, national, and EU spatial development policies. The study delves into their potential leverage capacity for guiding and funding SDGs within a specific local context. Results suggest that using different policy mechanisms, spatial planning can better address the holistic nature of the 2030 Agenda. Although not all SDGs can be leveraged, a substantial part can be addressed whenever a broader multi‐level governance perspective is considered within local planning contexts.

Формування та реалізація стратегій сталого розвитку територій на засадах проєктної діяльності

The article examines the peculiarities of the formation and implementation of strategies for the sustainable development of territories based on project activities. It was determined that, by its very nature, project activity in public administration can be considered in two conventional planes: 1) as a documented complex of organizational-technical, socio-economic, material-resource and informational-communicative justification and planning of time-limited activities specially created for this purpose temporary organizational unit of the authority or local self-government to achieve a clearly set goal; 2) as the direct activity of such a unit as a part of a public governance body with a clear internal hierarchy and close interaction both within the project team and between the project group, the local council and the external community, the existence of which is limited to a defined time and ends from the moment of the final realization of the set goal of the project. It was determined that the design activity can be used for the implementation of any projects in all areas and directions of territorial development, solving the problem of attracting investments in local development and control both by state bodies and the public regarding the targeted use of funds, terms and costs for implementation of project ideas. In a strategic plan, the project activity provides an opportunity to direct the efforts of the relevant public authorities to solve the urgent problems of the future development of the united territorial community, region, and state in its key directions. It was established that the content and essence of aspects of project analysis are not always adequately understood, which leads to insufficient quality of substantiation of the social utility of projects, incomplete consideration of the risks of their implementation. It is proved that the issue of implementation of project management in local self-government bodies is relevant, where the real result of work is evaluated not only by higher authorities and controlling bodies, but also directly by residents of the territories. Systematization of the Sustainable Development Concept of Territorial Socio-economic Systems in the Context of Prospects for the Use of Renewable Energy

The issue of monitoring the achievement of the goals of sustainable development of territories is considered in relation to the modernization of the RF energy sector and commissioning of capacities based on renewable energy sources. A system of balanced indicators is recommended, which allows the formation of a transparent structure for implementation of the development strategy of a separate territory. A strategic map is proposed, on the basis of which the goals and corresponding indicators of the directions of its blocks were determined for the state and regional levels. The proper definition of sustainable development of territorial socio-economic systems (TSES) in the context of the prospects for the use of renewable energy is formulated. Future directions of research are mentioned, which include conducting econometric modeling to determine the impact of selected indicators on the sustainable development of TSES.

The challenges of universal access to water: some contributions to the sustainable management of water resources in rural areas

The United Nations 2030 Agenda for Sustainable Development, highlighted as Sustainable Development Goal (SDG) 6, related to access to safe drinking water and sanitation for all, including vulnerable groups, considers water a human right and advocates for its universalization. Thus, the article aims to o point out, in the field of public, social and governmental policies, assumptions for the sustainable management of water resources in rural areas or for territorially vulnerable populations. The article is based on a qualitative and descriptive methodology, using bibliographic and documentary data to analyze socioeconomic practices and public policies in water resources management. It explores the conceptual framework of the Social and Solidarity Economy and its link with sustainable territorial development, highlighting the importance of community participation and collaboration in water management. The authors suggest that shared or cooperative management of water resources is one way to address environmental, economic, and social challenges. In conclusion, shared management of water resources can solve environmental, economic, and social challenges in rural areas and vulnerable populations, promoting sustainable territorial development.

Tectonics and architectonics of the network of historical centers of architectural and urban planning culture in the ethnic regions of Ukraine

In the article, from the standpoint of taking into account the natural and urbanized environment, the features of the formation and structure of a network of small historical settlements – carriers of the architectural and urban planning culture of Ukraine are considered. In particular, a comparative analysis of the location of 262 settlements in 12 ethnic regions of Ukraine with a network of underground discontinuous dislocations was carried out. The analysis showed that in 12 ethnic regions of Ukraine (Bukovyna, Volyn, Halychyna, Donbass, Transcarpathia, Crimea, Podillia, Polissia, Naddnipryanshchyna, Severshchyna, Slobozhanshchyna, Tavria) the network of tectonic faults has a different configuration and density. At the same time, only a small number of places with historical buildings coincide with fault lines. The analysis showed that the choice of places for the formation of historical settlements was not random; there were tendencies in their attraction to the shores of rivers and seas, as well as in the desire to avoid underground tectonic faults and the corresponding geopathic zones. The localization of the vast majority of architectural and urban planning culture centres’ in special healthy places confirmed the need to take into account tectonics in ethnic regions and non-traditional knowledge and methods of dowsing in the analysis of historical settlements. In addition, it was found that most of these settlements are located on inter-main areas, remote from dense urbanization zones. This testifies to the initial desire of ethnic culture, on the one hand, for isolation from the processes of urbanization, and on the other hand, for its own preservation and creation of its own network of regional culture centres’ that opposes the mass culture of modern civilization. As a result, proposals were substantiated on the need to take into account the original architectonic and tectonic structure of a network of small provincial cities and towns, villages, temples and monasteries with signs of a historical architectural and urban environment during the post-war restoration and further sustainable development of settlements and territories of Ukraine.

Роль финансово-кредитных механизмов в обеспечении устойчивого развития Республики Адыгея

The presented study analyzes the main sources of financial resources that are necessary for the effective and sustainable development of territories. Currently in Russia there is uneven distribution of financial resources, the bulk of which is concentrated in several large federal centers, while the remaining territories often experience a significant shortage of financial resources, which does not allow the regions to reach their full economic potential. This issue becomes especially relevant in conditions of macroeconomic turbulence and emerging trends in the deglobalization of the world economy. The purpose of the study is to analyze the main financial and credit mechanisms used to support the economic development of the Republic of Adygea, existing programs and projects to attract investment, as well as problems and prospects for further development of the financial sector in the region. The study is based on the use of a system-functional approach. During the research process, general scientific methods and techniques were used, as well as private methodological tools for economic developments. In the course of the analysis, the authors identified the existing problems of financing the economy of the region, identified growth points, and substantiated the concept confirming the need to create and develop an effective financial and credit mechanism in the regions due to the objective need to decentralize management in the country, providing regions with greater economic independence.

The sustainable development of circumpolar countries is of great importance for the whole world, because the Arctic Region is currently experiencing an unprecedented level of economic activity. From the perspective of the concept of sustainable development, the intensification of industrial activity in the Arctic region makes the issues of achieving long-term environmental and social sustainability for local communities relevant. Despite the fact that the Arctic countries, especially the countries of Northern Eu-rope, are leaders in achieving the UN Sustainable Development Goals, additional attention is needed to coordinate efforts to achieve them at all levels of administrative-territorial management. The relevance of our study is determined by the need to overcome the challenges and threats to the sustainable development of the Arctic territories of circumpolar countries. The aim of the study was to analyze the social risks of achieving sustainable development of the Arctic region. The methodological basis of the study was the system approach, methods of structural-historical and comparative-geographical analysis. It was substantiated that social risks in achieving sustainable development in the Arctic region are limited access to educational services; social tension in the labor markets, produced by professional and qualification imbalances of labor demand and supply and problems of youth employment; child poverty and poverty of the indigenous population. The scientific novelty of the research is in substantiating the social risks that pose a threat to the sustainable development of the Arctic region. The prospects for further research are conditioned by the need to solve urgent socio-economic and managerial problems associated with the sustainable development of the Arctic region.

Evolutionary dynamics of island shoreline in the context of climate change: insights from extensive empirical evidence

ABSTRACT The evolution and future trajectory of island shorelines, amidst global climate change, are of increasing concern to governments, communities and researchers worldwide. However, the field of island studies is often hampered by a lack of data and inconsistent methodologies, leading to an inadequate understanding of the processes driving shoreline changes on islands within the context of climate change. This research aims to bridge this gap by analyzing islands in Southeast Asia, the Indian Ocean and the Mediterranean Sea from 1990 to 2020 using remote sensing. Of over 13,000 islands examined, approximately 12% experienced significant shifts in shoreline positions. The total shoreline length of these islands approaches 200,000 km, with 7.57% showing signs of landward erosion and 6.05% expanding seaward. Human activities, particularly reclamation and land filling, were identified as primary drivers of local shoreline transformations, while natural factors have a comparatively minor impact. Moreover, the ongoing rise in sea levels is identified as an exacerbating factor for coastal erosion rather than the primary cause. Drawing from these findings, we propose several adaptive measures for islands in response to climate change. Taken together, this research provides comprehensive data and a basis for decision-making for sustainable development of island territories.

РОЛЬ ОСОБЫХ ЭКОНОМИЧЕСКИХ ЗОН В РЕШЕНИИ РЕГИОНАЛЬНЫХ ПРОБЛЕМ

The article presents the results of a study conducted by the authors on the essence of special economic zones, their classification and stages of development. The authors emphasize the presence of many definitions that are not always consistent with each oth-er and the underdevelopment of the theoret-ical concept of special economic zones. The approach proposed by the authors to deter-mining the influence of special economic zones on solving regional problems is of sci-entific and practical interest. Among the re-sulting benefits of creating special economic zones, which are aimed at the sustainable development of territories, the authors high-light increased competitiveness in the export market, achievement of economic diversity through the introduction of new activities and sectors, and increased foreign exchange earnings.

Predicting the outcome of regional development projects using machine learning

<p><span lang="EN-US">Morocco, in its pursuit of inclusive and sustainable territorial development, initiated the advanced regionalization experiment over six years ago. The primary challenge facing government officials today is the management of a burgeoning number of regional development projects. In this article we developed a predictive model based on artificial intelligence and Machine Learning to predict the outcomes of regional development projects, in order to identify the risks associated with their potential failure, and anticipate their impact. To accomplish this, we implemented various data mining techniques and classification algorithms. We collected and analyzed data from past and ongoing regional development projects, considering diverse factors that influence their success or failure. Through rigorous experimentation, we assessed the effectiveness of different predictive models. Our findings reveal that the Random Forest classifier stands out as an efficient algorithm for predicting the outcomes of regional development projects. This research contributes to the broader discourse on the practical implementation of artificial intelligence in public policy and regional development, showcasing its potential to optimize resource allocation, and alleviate the burden of repetitive administrative tasks for organizationsoperating with limited resources.</span></p>

An Ecosystem Approach to Balanced Territorial Development

Relevance. The problems of sustainable development of rural areas are extremely relevant nowadays, especially in the context of deepening localization and the increasing role of territorial and natural resources. research objective. The purpose of the article is to develop theoretical and methodological aspects of sustainable development of territories, encompassing rural areas with small urban settlements, based on the ecosystem approach to form a unified multi-level strategy for the development thereof. Method and data. The paper substantiates an application of the ecosystem approach to the development of rural areas in increasing the efficiency of rural businesses, budgetary spending through prioritization of state support recipients, stimulating sustainable development of enterprises and the industry, and increasing the consistency of regional economic policy. The conceptual foundations of this approach are presented, and an algorithm to select participants in a rural ecosystem is proposed. results. The proposed approach allows operationalizing self-organization processes in an ecosystem, ensuring a balance of interaction processes of its participants. The research results have contributed to solving the problem of territorial socio-economic ecosystem formation by proposing an algorithm to select target indicators for achieving sustainable development goals, taking into account the specifics and development trends of territories. Conclusions. The conclusions arising from the conducted research provide scientists, government bodies with the necessary information for a better understanding of practical mechanisms to provide balanced territorial development, ensure the move from fragmentary unsystematic measures of state support to effective differentiated and targeted regional policy of rural areas.

ANALYSIS OF THE USE OF GEODESIC DATA IN THE PLANNING AND MONITORING OF AGRICULTURAL LANDSCAPES: OPTIMIZATION OF LAND USE AND NATURE PROTECTION

The purpose of the article is to assess the effectiveness of using geodetic data in the processes of planning and monitoring agrolandscapes. The research is focused on determining the role of these data in improving land use systems and developing natural resource conservation strategies. The main tasks of the research include the analysis of the current state of use of geodetic data in the field of agrolandscapes, determination of advantages and limitations of their use, development of recommendations for their optimization, and assessment of the impact on nature protection and sustainable development of agriculture. The research methodology is based on the use of detailed space maps created from high-resolution satellite images from the WorldView-4 satellite. The technical characteristics of the satellite and its shooting capabilities, including optical data, the width of the shooting band and the frequency of shooting, are presented in detail in the article. These data make it possible to reveal the macrostructure and geometry of agrolandscapes, including their spatial arrangement and internal structure, as well as to evaluate various characteristics such as area, size, and geostatistical characteristics of the terrain. Data analysis provides important information on various aspects of agro-landscapes, including their forest cover, size and area, and degradation levels of the test fields. The study showed that most of the studied territory is occupied by complex dark-chestnut soils, and the degradation of arable land is mainly related to the washing away of the fertile layer. The test area is dominated by fields with a "risk" level of degradation. The use of geodetic data in modern geoinformation systems makes it possible to implement agrotechnical anti-erosion measures in a timely manner, which prevent the loss of agricultural land. Adaptive landscape land management, based on GIS, contributes to the preservation of the ecological skeleton of natural complexes and controls the anthropogenic impact on the environment. The results of the study demonstrate the importance of integrating geodetic data into the monitoring, planning and management of agrolandscapes, emphasizing their importance for the sustainable development of agricultural territories.

TERRITORIAL APPROACHES FOR SUSTAINABLE DEVELOPMENT AND MANAGEMENT OF RURAL AREA

Territorial approaches are of crucial importance for the sustainable development and management of rural areas. The trend towards consolidating all stakeholders into a comprehensive understanding to enhance the territory's sustainability, and the idea of finding optimal solutions in the pursuit of opportunities for balanced territorial development, is a task with diverse answers depending on the resource potential and activity of local communities. The rural territories in Bulgaria have untapped potential, both in the use and protection of the available resources and their social economic development, as well as in the generation of additional income. Their sustainable development would contribute to achieving a balance between economic, social and environmental growth, as well as significantly improve the quality of life of the local population. The aim of the present study is to identify the integrated territorial approach for sustainable management and development of rural territories in the Republic of Bulgaria. Main groups of activities for achieving balanced territorial development are identified as factors for sustainable development of rural areas. The opinion is defended that an important condition for the integrated approach is for all participants in the process to be interested and successfully combine specific measures suitable for the integration and development of the territory. The implementation of appropriate tools and correct approaches for sustainable rural territory development requires careful analysis and selection of effective measures, depending on the specific characteristics of the location and the initiative of the local community. Although agricultural activity occupies a significant portion of the business in most of these areas, it is imperative to have an adequate policy for the development of additional activities that ensure economic prosperity and a higher standard of living for the local population and their employment. Therefore, in order to achieve three-dimensional sustainability (economic, ecological, social), it is more than necessary to have better interaction and coordination among all participants in the process and a holistic approach to the development and management of each specific territory, in accordance with its specific needs, opportunities, and optimal solutions. Each community can contribute to achieving the goals of sustainable development by 2030, and not only in a narrow scope, but also by contributing to the global challenges that modern society as a whole is facing. The choice of a model for increasing sustainability in the specific territory should be aimed at optimal utilization of regional resources, diversification in the functional use of the territory, optimal diversification of production and economic activities, environmentally friendly business practices and above all at effective interaction between institutions, local administration, business and local communities.
